Abstract

Ecotourism has emerged as a key strategy for harmonizing environmental conservation with local economic development, particularly in biodiverse coastal regions. Mangrove forests, as critical ecological buffers and carbon sinks, have gained attention for their potential to support sustainable tourism models. This study investigates the dynamics of policy implementation for mangrove ecotourism in the coastal area of Tanjungpinang, Indonesia, using Grindle’s Policy Implementation Framework to analyze both policy content and implementation context. The research aims to evaluate how the local tourism policy specifically Regional Regulation No. 8 of 2021 is translated into action at the grassroots level. A qualitative descriptive method was employed, incorporating in-depth interviews, field observations, and document analysis involving various stakeholders, including government agencies, NGOs, tourism operators, and community representatives. Findings reveal that while the regulation outlines clear environmental and socio-economic goals, implementation is hindered by inter-agency fragmentation, centralized decision-making, limited infrastructure, and minimal community participation. Power asymmetries and bureaucratic misalignment further complicate the delivery of intended outcomes. Despite these obstacles, some benefits have emerged, such as increased awareness and pilot ecotourism initiatives. The study concludes that for mangrove ecotourism to achieve meaningful ecological and economic outcomes, a participatory governance model is essential. Strengthening institutional coordination, enhancing grassroots involvement, and securing diversified resources are critical to bridging the gap between policy vision and practical impact.

Abstract

The development of information technology and digital literacy has brought a significant transformation in application-based services in higher education. This study analyzes the influence of information technology and digital literacy on the use of SEPADU application-based academic services at Raja Ali Haji Maritime University. With a quantitative approach where data was collected through a questionnaire distributed to 97 student respondents of Raja ALI Haji Maritime University. The results of the study found that digital literacy has a significant effect on the use of the SEPADU application, while information technology does not show a significant influence on the administrative services of SEPADU application users. The value of the correlation coefficient was 40.9% while the remaining 59.1% was influenced by other variables that were not studied in this study. The need to increase students' digital literacy and strengthen information technology infrastructure at UMRAH to support the optimization of campus digital services.

Abstract

The Sustainable Development Goals (SDG's) have 17 goals from 2015 to 2030. The Sustainable Development Goals (SDG's) are in line with the vision and mission of President Joko Widodo and Vice President Ma'aruf Amin in the 2020-2024 National Medium Term Development Plan. Then it was aligned into the Lingga Regency Medium Term Development Plan 2021-2026. The background of this research is to measure how far the Lingga District Social Service has implemented poverty alleviation in implementing the Sustainable Development Goals (SDG's) Program to reduce poverty in Lingga District. The method used in this research is using a qualitative descriptive approach with primary and secondary data sources and using data collection techniques by observation, interviews, and documentation. The theory used in this study is the Van Meter Van Horn Theory with six indicators, namely policy standards and targets, resources, characteristics of implementing agents, attitudes of implementers, inter-organizational communication, social, economic, and political environment. The results of the research are based on the first indicator, namely the standards and policy targets have a direct impact on coastal communities in Lingga Regency so that they are said to be poor. The second indicator is resources, the existing resources are in accordance with the standards set even though there are some human resources who still commit fraud. Indicator. The third is that the characteristics of implementing organizations have implemented existing policies in a firm and disciplined manner towards beneficiaries. The fourth indicator is the attitude of the implementers to accept the policy, it's just that there is a lack of response from Social Service employees and supervision is carried out. The fifth indicator is that communication between organizations has been established, it's just that the executors rarely come into the field for various reasons. Thus causing fraud. The sixth indicator, namely the social, economic and political environment, has been implemented with the government's efforts to improve the welfare of the community. The conclusion of this study is that the Lingga District Social Service has implemented a poverty alleviation program based on the Sustainable Development Goals Program in Lingga District.

Abstract

Transformational Leadership is a leadership style that inspires, motivates employees to work creatively and innovatively and adapt to change. The situation created brought about administrative reform that relies on the ability to think in making the right decisions in maintaining a country's stability, in addition to a vision and mission dedicated to creating significant changes in the post-New Order era by voicing press freedom to realize good governance through transparency and government accountability. This study uses a literature study method that analyzes previous research on the importance of transformational leadership styles today, relevantly providing answers that motivating leaders can increase employee innovative behavior in advancing the company by collecting objective data through current topics. The purpose of the study was to analyze the relevance of BJ Habibie's leadership style to today's leadership in facing the challenges of modern innovation. Therefore, transformational leadership has an important role in public organizations understanding the actors involved in thinking openly in understanding changes in modern organizations.

Abstract

Inclusive Education is a way to equip children without separation, all of whom deserve a good education. The facts that researchers get in implementing inclusive education policies are the lack of supporting facilities and infrastructure and a lack of teaching staff. This study aims to determine the Implementation of Inclusive Education Policy: Case Study SMP NEGERI 15 TANJUNGPINANG. The method used in this research is qualitative research using two sources of data, namely primary data and secondary data. This study uses policy implementation indicators from Merilee S. Grindle's theory with two indicators, namely policy content and policy environment. The contents of the policy consist of: 1) Affected interest, which is in its interests, namely 12 years of compulsory education and inclusive education goals, 2) Type Of Benefits, the benefits obtained are equal opportunities between children with special needs and their peers, 3) Site Of Decision Making, for the degree of change it is expected that children with special needs have space to mingle with their peers and the community, 4) Site Of Decision Making, TANJUNGPINANG 15 NEGERI Middle School has a shortage of educators to implement inclusive education to the fullest, 5) Program Implementors, program implementers coordinate with each other with related agencies, 6) Resources committed, resources in implementing this policy have a shortage of funds and educators. While the policy environment consists of: 1) Power, Interests, And Strategic Of Actors Innovative, socialization carried out to introduce inclusive education through the media, 2) Institutional And Regime Characteristics, public understanding of inclusive education policies has misunderstandings, 3) Compliance and Responsiveness, This indicator goes according to the ability of the executor and there are deficiencies. From the research results, the success of implementing inclusive education policies is still not optimal even though the benefits of inclusive education policies can be felt by children with special needs so that they can feel competitive with their peers.
