Abstract

The phenomenon of government management within the framework of decentralization politics in Indonesia is the basis for this study to reveal how the implementation of government affairs policies is carried out in irrigation management which is the authority of the regional government with various actors involved in it, both from the government itself, private institutions (private sector), and civil society. This study aims to analyze, compile a synthesis, and explain qualitatively the implementation of irrigation management policies in West Java province. This study uses a qualitative research method with a descriptive approach. The results of the study indicate that the implementation of public policy is essentially an activity to distribute policy outputs (to deliver policy output) carried out by implementors to target groups (target groups) as an effort to realize policy objectives. Policy objectives are expected to emerge when policy output can be accepted and utilized properly by target groups so that in the long term the results of the policy can be realized. Then the conclusion of this study is the conclusion compiled based on the results of the research and discussion of the implementation of irrigation management policies in West Java province is as follows: The irrigation management policy in West Java province is stipulated through West Java Provincial Regulation Number 4 of 2008 concerning Irrigation which regulates the development and management activities of the provincial authority irrigation system and can be used as a guideline for the preparation of district/city regional regulations concerning irrigation.

Abstract

This article discusses the management of the Riau Provincial Grand Forest Park from the perspective of collaborative governance. With its rich flora and fauna, Forest Park must be sustainably maintained and preserved as the ‘lungs’ of Pekanbaru City. However, limited human resources, regional financial capacity and the large area of land that must be managed are obstacles for local governments. It is therefore necessary to collaborate with various parties to set the initial conditions, institutional design, facilitation of leadership and processes for collaboration. This study employs a qualitative method with a phenomenological approach and describes collaboration events. The data collection techniques include observations, interviews and documentation. The study results show that the initial conditions are an obstacle for the government, requiring cooperation with other parties. Each party blindly covers the standards and provisions outlined in a joint agreement on the efforts and resources for the management of Forest Park facilitated by the Riau Provincial Forestry Service. The goals set for cooperation include the commitment of all parties to be transparent, mutually trusting and sustainable. This cooperation process was carried out in several stages, starting from the initial communication assessment, discussing existing problems and unifying the common perceptions outlined in the memorandum of understanding. Goals were established, action plans were formulated, and monitoring and evaluation were conducted on the results of the cooperation by each party. Collaboration was carried out in the form of the participation of all parties in preserving nature, including community involvement.

Abstract

The service of permits to construct buildings is known as a Building Construction Permit (IMB), which contains various technical and administrative requirements. However, the rapid development of information technology and digital-based services has resulted in licensing applications using the Building Information System (SIMBG) application. During its journey, Law Number 11 of 2020 concerning Job Creation was issued, which had implications for changing the nomenclature of Building Permits (IMB) to Building Building Approvals (PBG), causing pros and cons in its implementation. This paper examines the impact of this policy change on the implementation of building permits. This study uses a qualitative method. From the results of the study, it is known that the change in arrangement from a Building Construction Permit (IMB) to a Building Construction Approval (PBG), which was initially regulated in Law Number 28 of 2002 concerning Buildings and Government Regulation Number 36 of 2005 regarding Implementation Regulations of Law Number 28 of 2002 concerning Buildings was declared invalid and amended by Government Regulation Number 16 of 2021 concerning Regulations for the Implementation of Law Number 28 of 2002 concerning Buildings which had an impact on delays in licensing in the regions. Policy changes that are expected to be innovative and progressive but in fact are experiencing a relative setback or policy involution..

Abstract

The government in Indonesia makes various policies to handle the issue of low income communicties (MBR) housing and reduce backlog. The implementation of housing and residential area plicies should yield better results. The authority of MBR housing affairs is also not distributed to local government, and there are overlapping policies between Law Number 23 of 2014 about regional government and Law Number 1 of 2011 about housing and residential areas. This study implements a qualitative method by using a descriptive approach that analyzes data and documents from central government agencies that carry out governement affairs concerning housing and residential areas in Indonesia and other related agencies. The results of the study show that central government cannot stand alone in housing development for low-income communities because the distribution of authority to local governments is not good. The government needs contributions from the private sector. Suppose development is handed over to the housing and residential private sectors. The contruction of housing in MBR, which has become the state’s responsibility to meet its citizens’ basic needs, will change to a business orientation, even though the government is encouraging to provide various subsidies and financing mechanisms. One of the programs from the government is FLPP, which stands for Housing Finance Liquidity Facility. The program encourages housing finance to support low-income communities. Then, proceed with the specific housing program called the One Million Houses Program, which can reduce the backlog in residential construction. The program will proceed with the Public-Private Partnership (PPP) model, which ultimately involves the private sector in developing MBR. The implication of this study is that the implementation of government affairs concerning housing and settlement areas, especially the development of housing for MBR, is fundamentally a mandatory basic service affair, a concept inconsistent with its implementation.

Abstract

The inconsistency between Law No. 1 of 2011 on Housing and Settlement Areas and Law No. 23 of 2014 on Regional Government has led to challenges in managing housing and settlement affairs, particularly with the introduction of the Workers' Housing Savings Scheme. This policy mandates workers to contribute to a housing savings program to facilitate home ownership. However, housing and settlement issues are considered mandatory public services, as the state is responsible for fulfilling the basic needs of its citizens. This article employs a qualitative research methodology, utilizing literature studies and policy document analysis to examine the role of local governments in implementing affordable housing provisions within the central government's national housing program. The findings indicate that existing housing policies, particularly, have not effectively addressed the housing needs of workers, as the financial burden of regular contributions or salary deductions is significant. Although government housing programs are designed to support homeownership, they have become an additional financial burden rather than a viable solution. On the other hand, various government subsidy programs, such as the One Million Houses Program, have shown positive results in providing affordable housing. This collaborative initiative between the government and housing developers aims to accelerate housing construction, demonstrating a growing trend in addressing the housing backlog. The article concludes that optimizing existing government housing programs and policies is crucial for enhancing housing accessibility and alleviating the financial burden on low-income workers.

Abstract

This article critically examines Indonesia’s housing policies within the context of its intricate maritime geography, emphasizing persistent challenges despite constitutional commitments to housing rights. Indonesia, an archipelagic nation comprising over 17,000 islands, encounters unique logistical and infrastructural obstacles that complicate the implementation of effective housing strategies. The country faces a substantial housing deficit, with projections indicating a shortfall of approximately 12.75 million units by 2023, amid an annual demand estimated at between 800,000 and 900,000 units. Employing qualitative analysis, this study explores the multifaceted barriers impeding progress, including a predominant reliance on market-driven approaches and the limited efficacy of existing programs such as the Family Housing Savings Program (FLPP), the One Million Houses initiative, and Public-Private Partnership (KPBU) schemes. These measures have yet to significantly reduce the backlog, which is estimated to reach 15 million units by 2025. The research underscores that structural issues, such as inadequate funding, bureaucratic inefficiencies, and geographical dispersal, hinder policy effectiveness. To address these challenges, the study advocates for a more integrated, context-sensitive approach that combines government intervention with sustainable community-based solutions, ensuring equitable housing access across Indonesia’s diverse maritime landscape.

Abstract

Pembangunan daerah merupakan proses kompleks yang mencakup berbagai aspek sosial, ekonomi, dan kebijakan publik. Kegiatan pengabdian ini bertujuan memberikan asistensi kepada Pemerintah Kota Kediri dalam menyusun Rancangan Teknokratik RPJMD 2025–2029 sebagai dasar perencanaan pembangunan yang berbasis data, inklusif, dan berkelanjutan. Pendekatan teknokratik digunakan melalui pengumpulan data primer dan sekunder terkait geografi, demografi, dan kondisi sosial-ekonomi Kota Kediri. Proses ini dilengkapi dengan workshop dan diskusi panel yang melibatkan berbagai pemangku kepentingan untuk memvalidasi temuan dan merumuskan visi pembangunan. Evaluasi dilakukan melalui analisis isu strategis serta penyusunan indikator SMART untuk memperkuat implementasi kebijakan. Kegiatan ini meningkatkan kualitas perencanaan daerah dan memperkaya kajian dalam ilmu perencanaan wilayah. Melalui pengabdian ini, Pemerintah Kota Kediri diharapkan dapat menghasilkan kebijakan yang responsif terhadap tantangan lokal dan mendukung tujuan pembangunan berkelanjutan.
