Abstract

The service of permits to construct buildings is known as a Building Construction Permit (IMB), which contains various technical and administrative requirements. However, the rapid development of information technology and digital-based services has resulted in licensing applications using the Building Information System (SIMBG) application. During its journey, Law Number 11 of 2020 concerning Job Creation was issued, which had implications for changing the nomenclature of Building Permits (IMB) to Building Building Approvals (PBG), causing pros and cons in its implementation. This paper examines the impact of this policy change on the implementation of building permits. This study uses a qualitative method. From the results of the study, it is known that the change in arrangement from a Building Construction Permit (IMB) to a Building Construction Approval (PBG), which was initially regulated in Law Number 28 of 2002 concerning Buildings and Government Regulation Number 36 of 2005 regarding Implementation Regulations of Law Number 28 of 2002 concerning Buildings was declared invalid and amended by Government Regulation Number 16 of 2021 concerning Regulations for the Implementation of Law Number 28 of 2002 concerning Buildings which had an impact on delays in licensing in the regions. Policy changes that are expected to be innovative and progressive but in fact are experiencing a relative setback or policy involution..

Abstract

The government in Indonesia makes various policies to handle the issue of low income communicties (MBR) housing and reduce backlog. The implementation of housing and residential area plicies should yield better results. The authority of MBR housing affairs is also not distributed to local government, and there are overlapping policies between Law Number 23 of 2014 about regional government and Law Number 1 of 2011 about housing and residential areas. This study implements a qualitative method by using a descriptive approach that analyzes data and documents from central government agencies that carry out governement affairs concerning housing and residential areas in Indonesia and other related agencies. The results of the study show that central government cannot stand alone in housing development for low-income communities because the distribution of authority to local governments is not good. The government needs contributions from the private sector. Suppose development is handed over to the housing and residential private sectors. The contruction of housing in MBR, which has become the state’s responsibility to meet its citizens’ basic needs, will change to a business orientation, even though the government is encouraging to provide various subsidies and financing mechanisms. One of the programs from the government is FLPP, which stands for Housing Finance Liquidity Facility. The program encourages housing finance to support low-income communities. Then, proceed with the specific housing program called the One Million Houses Program, which can reduce the backlog in residential construction. The program will proceed with the Public-Private Partnership (PPP) model, which ultimately involves the private sector in developing MBR. The implication of this study is that the implementation of government affairs concerning housing and settlement areas, especially the development of housing for MBR, is fundamentally a mandatory basic service affair, a concept inconsistent with its implementation.

Abstract

This article critically examines Indonesia’s housing policies within the context of its intricate maritime geography, emphasizing persistent challenges despite constitutional commitments to housing rights. Indonesia, an archipelagic nation comprising over 17,000 islands, encounters unique logistical and infrastructural obstacles that complicate the implementation of effective housing strategies. The country faces a substantial housing deficit, with projections indicating a shortfall of approximately 12.75 million units by 2023, amid an annual demand estimated at between 800,000 and 900,000 units. Employing qualitative analysis, this study explores the multifaceted barriers impeding progress, including a predominant reliance on market-driven approaches and the limited efficacy of existing programs such as the Family Housing Savings Program (FLPP), the One Million Houses initiative, and Public-Private Partnership (KPBU) schemes. These measures have yet to significantly reduce the backlog, which is estimated to reach 15 million units by 2025. The research underscores that structural issues, such as inadequate funding, bureaucratic inefficiencies, and geographical dispersal, hinder policy effectiveness. To address these challenges, the study advocates for a more integrated, context-sensitive approach that combines government intervention with sustainable community-based solutions, ensuring equitable housing access across Indonesia’s diverse maritime landscape.

Abstract

Pembangunan daerah merupakan proses kompleks yang mencakup berbagai aspek sosial, ekonomi, dan kebijakan publik. Kegiatan pengabdian ini bertujuan memberikan asistensi kepada Pemerintah Kota Kediri dalam menyusun Rancangan Teknokratik RPJMD 2025–2029 sebagai dasar perencanaan pembangunan yang berbasis data, inklusif, dan berkelanjutan. Pendekatan teknokratik digunakan melalui pengumpulan data primer dan sekunder terkait geografi, demografi, dan kondisi sosial-ekonomi Kota Kediri. Proses ini dilengkapi dengan workshop dan diskusi panel yang melibatkan berbagai pemangku kepentingan untuk memvalidasi temuan dan merumuskan visi pembangunan. Evaluasi dilakukan melalui analisis isu strategis serta penyusunan indikator SMART untuk memperkuat implementasi kebijakan. Kegiatan ini meningkatkan kualitas perencanaan daerah dan memperkaya kajian dalam ilmu perencanaan wilayah. Melalui pengabdian ini, Pemerintah Kota Kediri diharapkan dapat menghasilkan kebijakan yang responsif terhadap tantangan lokal dan mendukung tujuan pembangunan berkelanjutan.

Abstract

Penelitian ini bertujuan untuk menganalisis peran pengawasan anggaran pendidikan oleh Dewan Perwakilan Rakyat Daerah (DPRD) Provinsi Riau dalam mengatasi ketimpangan akses pendidikan di Kabupaten Bengkalis. Ketimpangan akses pendidikan yang disebabkan oleh faktor geografis, sosial-ekonomi, dan infrastruktur pendidikan yang terbatas menjadi masalah utama di daerah ini. Pengawasan anggaran pendidikan yang dilakukan oleh DPRD memiliki dampak signifikan terhadap kualitas pendidikan, namun masih terdapat tantangan dalam implementasinya, seperti ketidaksesuaian antara prioritas anggaran dan kebutuhan lokal, serta keterbatasan kapasitas sumber daya manusia. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan wawancara mendalam, observasi, dan studi literatur sebagai teknik pengumpulan data. Hasil penelitian menunjukkan bahwa pengawasan yang efektif dapat memperbaiki distribusi anggaran pendidikan dan mengurangi ketimpangan akses, tetapi memerlukan peningkatan transparansi, akuntabilitas, dan koordinasi antar instansi. Penelitian ini diharapkan dapat memberikan kontribusi ilmiah dalam merancang strategi pengawasan anggaran pendidikan yang lebih efektif dan berkelanjutan, khususnya di daerah dengan kondisi geografis dan sosial-ekonomi yang kompleks seperti Kabupaten Bengkalis

Abstract

Penelitian ini menganalisis strategi Pekerja Sosial Masyarakat (PSM) dalam meningkatkan keterlibatan komunitas dalam program kesejahteraan sosial di Pekanbaru. Menggunakan pendekatan kualitatif dengan studi kasus, penelitian ini mengeksplorasi pengalaman dan tantangan yang dihadapi PSM dalam mendorong partisipasi aktif masyarakat. Data diperoleh melalui wawancara mendalam dan observasi partisipatif. Temuan menunjukkan tantangan utama PSM meliputi kurangnya pemahaman masyarakat tentang peran PSM, keterbatasan sumber daya, serta kebijakan pemerintah yang lebih menekankan efisiensi administratif daripada pemberdayaan masyarakat. PSM di Pekanbaru mengimplementasikan pendekatan berbasis hubungan sosial, dengan fokus pada komunikasi terbuka dan membangun kepercayaan jangka panjang. Penerapan pendekatan berbasis hak, seperti hak atas pendidikan, kesehatan, dan perumahan, terbukti efektif meningkatkan partisipasi masyarakat. Penelitian ini juga menunjukkan bahwa keberhasilan program kesejahteraan sosial bergantung pada kemampuan PSM membangun hubungan sosial inklusif, bukan hanya pada sumber daya fisik dan finansial. Penguatan kapasitas PSM melalui pelatihan dan dukungan kebijakan yang stabil sangat diperlukan untuk keberlanjutan program dan pemberdayaan masyarakat. Penelitian ini menekankan pentingnya kebijakan sosial yang mendukung pemberdayaan komunitas dan peran PSM dalam menciptakan perubahan sosial berkelanjutan.

Abstract

This article seeks to identify government housing policies for low-income individuals (MBR). The existence of disparities between Housing and Residential Areas Law No. 1 of 2011 and Regional Government Law No. 23 of 2014 regarding the authority of local governments to implement housing and residential area affairs has implications for meeting housing needs, particularly housing for low-income people (MBR). The issue centered on the limitations of the regional authority in instituting MBR housing. This article employs a qualitative methodology involving document analysis, secondary data from government and local government sources, and library research to bolster housing and residential area research. This study concludes that the need for regional authority in implementing MBR housing development significantly impacts regional housing development. For local governments to contribute to the development of MBR housing in licensing and non-licensing fields, the government issued a policy package and various regulations related to the acceleration of housing development and permits for housing construction. Nonetheless, this policy should have been more effective. Financing the housing development program through a Public-Private Partnership (KPBU) is an additional option.gb777
