Abstract

This study aims to analyze the implementation of the Village Fund Allocation Program (ADK) policy in Muara Lawa District, West Kutai Regency, with a focus on supporting and inhibiting factors. The study used a descriptive qualitative approach with key informants consisting of village heads, village officials, community leaders, and Muara Lawa District officials. The analysis was conducted by referring to the policy implementation theory of Mazmanian and Sabatier which emphasizes three main indicators, namely the characteristics of the problem (tractability of the problem), the ability of the policy to structure the implementation process (ability of statute to structure implementation), and non-policy variables that influence the implementation process (non-statutory variables). The results show that the implementation of ADK in Muara Lawa faces problems of limited human resource capacity, geographical constraints, and weak coordination between actors, even though regulations have provided a clear legal framework. On the other hand, local government support and community participation are important factors supporting program implementation. This study concludes that the effectiveness of ADK implementation requires strengthening the capacity of apparatus, optimizing coordination mechanisms, and increasing community involvement so that the policy truly provides tangible benefits for village development.

Abstract

This study aims to analyze the competency development of State Civil Apparatus (ASN) in the Regional Development Planning, Research, and Development Agency (BappedaLitbang) of West Kutai Regency. The focus of the study is directed at three main indicators, namely competency development planning, implementation of competency development, and competency development evaluation . This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, observation, and documentation analysis. Research informants consist of structural officials, functional officials, and implementing staff within the BappedaLitbang environment selected by purposive sampling technique. Data analysis was conducted using the interactive model of Miles, Huberman, and Saldaña, while data validity testing used triangulation of sources, methods, and member checks. The results of the study indicate that ASN competency development planning in BappedaLitbang West Kutai is not fully based on job analysis and is still constrained by budget constraints. At the implementation stage, the implementation of the training program is not optimal, with only 27% of ASN participating in training according to job requirements, far below the target of 68%. Furthermore, the available training is more general in nature and less relevant to the demands of post-equivalency functional positions. At the evaluation stage, competency development program assessments are still administrative in nature and do not measure the training's impact on performance. This research emphasizes the need for a more contextual, systematic, and sustainable ASN competency development strategy to improve the effectiveness of regional development planning.

Abstract

This study aims to analyze the optimization of work culture through the implementation of the Performance Monitoring System (SI PENA) performance monitoring application in the Fire and Rescue Department of Mahakam Ulu Regency. The background of the study is based on the need for public organizations to improve the effectiveness of apparatus performance through digital innovation that not only functions as a monitoring instrument, but also as a catalyst for work culture change. This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, observations, and document reviews. Research informants include the Head of Division, Head of General and Personnel Sub-Division, Fire Department staff, and Regional Secretariat officials. The research results show that SI PENA has had a positive impact on the five dimensions of Electronic Performance Monitoring (EPM): purpose, invasiveness, constraints, target control, and synchronicity. This application effectively strengthens transparency, accountability, and real-time reporting synchronization, although it still faces challenges such as limited digital infrastructure and employee psychological resistance due to the feeling of being monitored. From a work culture perspective, SI PENA has been proven to encourage increased discipline, openness, mutual respect, and cooperation among employees. Thus, this application functions not only as a performance monitoring tool, but also as an instrument that strengthens the values of the organization's work culture. The study's conclusions confirm that optimizing work culture through SI PENA requires adaptive policy support, increased staff capacity, and strengthened information technology infrastructure. The practical implications of this research are the need to integrate technology, organizational culture, and leadership to strengthen public sector performance.

Abstract

This research aims to describe how community participation in the implementation of development in Soni Village, South Dampal Subdistrict, Tolitoli Regency. This study uses C. Ericson Slamet's theory, which categorizes community participation into three stages: planning, implementation, and supervision. The research results indicate that community participation in the implementation of development in Soni Village, South Dampal Subdistrict, Tolitoli Regency is still very low, especially in the stages of implementation and supervision. Factors contributing to this include the community's limited participation in the development process due to specific reasons, prioritizing their individual activities. In the supervision stage, some community members lack awareness to maintain the infrastructure that has been built, resulting in many facilities being neglected. Meanwhile, budget supervision is only carried out by a specific team directly appointed by the community.

Abstract

The handling of narcotics crimes in Indonesia remains a persistent legal and social challenge, especially in balancing punitive measures with rehabilitation efforts. This empirical legal research investigates the implementation of prosecution termination policies using a restorative justice approach in narcotics cases and analyzes their compatibility with the principles of Maqasid al-Shari‘ah. Field data were collected through in-depth interviews with 12 key informants, consisting of prosecutors, judges, police investigators, religious leaders, and former drug offenders who had undergone restorative justice proceedings. Additional data were obtained through direct observation of mediation sessions at the prosecutor’s office and the analysis of legal documents, including case files and institutional guidelines. The field findings reveal that the application of restorative justice is still limited and discretionary, often depending on the initiative of individual prosecutors and the willingness of victims or communities to engage in non-litigation settlement. While some prosecutors have successfully used this approach for first-time or non-distributor offenders, significant legal and structural constraints remain—such as the absence of detailed operational guidelines, lack of coordination between institutions, and limited public understanding of restorative mechanisms. Nevertheless, the study finds that the use of restorative justice aligns substantively with the goals of Maqasid al-Shari‘ah, particularly in protecting life (hifz al-nafs), intellect (hifz al-‘aql), and religion (hifz al-din), by prioritizing rehabilitation, mental health recovery, and spiritual reintegration over mere incarceration. Restorative practices, such as sulh (mediation) and community involvement, are also consistent with Islamic legal traditions emphasizing compassion, reconciliation, and prevention of greater harm (dar’ al-mafasid). The academic contribution of this study lies in offering a normative-empirical synthesis between Islamic legal principles and restorative justice practices, providing a conceptual and policy framework for the transformation of narcotics prosecution models in Indonesia. It emphasizes the importance of integrating maqāṣid-based reasoning into contemporary criminal justice reform to foster a more humane, rehabilitative, and socially responsive legal system.

Abstract

The Family Hope Program (Indonesia: Program Keluarga Harapan / PKH) in Banggai Regency, a conditional cash transfer initiative aimed at improving the living standards of poor and vulnerable families in Indonesia, faces both successes and persistent challenges. This study aims to analyze the effectiveness of PKH's implementation, focusing on beneficiary identification, aid disbursement, and coordination among stakeholders. Employing a qualitative research approach, the study collected data through in-depth interviews, participant observation, and document analysis, following the Miles and Huberman (1994) model of data reduction, display, and conclusion verification. The findings reveal that while PKH has significantly enhanced access to education and healthcare, particularly increasing school attendance and reducing dropout rates, it faces ongoing issues such as data inaccuracies and coordination difficulties. These challenges, particularly in reaching marginalized communities in remote areas, underscore the need for improved data management and more tailored community engagement strategies. The study concludes that addressing these challenges is crucial for the program to fully realize its potential in alleviating poverty and promoting social welfare in Banggai Regency.

In this study researchers used the theory of Moeheriono (2012: 162-163) which consists of criteria of Responsiveness (responsiveness), Responsibility (responsibility) and Accountability (accountability). The research method used is a qualitative descriptive research type. Data collection was carried out using observation, documentation, and interview methods. The determination and number of informants in this study are parties who are considered to know in depth various matters concerning research problems totaling 5 (five) people. While data analysis techniques include data collection, data condensation, data presentation, and conclusion drawing/verification. The results of this study show that the performance of the General Bureau of the Regional Secretariat of Central Sulawesi Province has not run optimally, this is due to the non-achievement of performance indicators used in this study such as aspects of responsiveness that have not been maximized due to Human Resources within the scope of the General Bureau of the Regional Secretariat of Central Sulawesi Province which is still limited, especially in the placement of executive positions not in accordance with the competence of employees in the agency in carrying out its duties. The aspect of responsibility has not run optimally due to frequent delays in completing tasks due to frequent procrastination of work, the accountability aspect has been running well in the application of the Core Values of ASN BerAKHLAK but still needs to be socialized again, considering that these values are new things that need to be applied and used as guidelines for the implementation of duties by each ASN in providing services.

Abstract

This study aims to determine and analyze the accountability of the supervisory function of the Regional People's Representative Council for the implementation of the Parigi Moutong Regency APBD in realizing good governance and to find out the obstacles and solutions faced by the DPRD in the implementation of the supervisory function in the implementation of the Parigi Moutong Regency APBD. The type of research used is qualitative research. The determination of informants is carried out in a purposive way. The types of data used are primary data and secondary data. Data collection techniques, carried out through observation, interviews, documentation. The data analysis used is the interactive analysis model of Miles and Huberman in Hardinsyah (2015), namely the process of data collection, data condensation, data display, and conclusion drawing (verification). The theory used in this study is the theory proposed by Syahruddin Rasul (2002), where in assessing an accountability there are five dimensions of accountability, namely (1) aspects of legal accountability and honesty, (2) aspects of managerial accountability, (3) aspects of program accountability, (4) aspects of policy accountability and finally (5) aspects of financial accountability. The results showed that the DPRD Parigi Moutong in carrying out the supervisory function of the Regional Budget still has several shortcomings, namely the complexity of most DPRDs that must be improved, DPRD initiatives that are lacking related to the preparation of benchmark material documents in the implementation of supervisory activities, less than optimal communication between the DPRD and Regional Government TAPD, and the interests of the DPRD which are often the main focus of the DPRD that ignores the interests of the people as a whole.
