Abstract

This study aims to determine and understand the performance of plantation field extension workers who work in the context of managing the National movement program of cocoa in Sigi Regency. This research uses the performance theory proposed by Robbins, consisting of 3 main aspects of assessment, namely: motivation, ability, and opportunity. The research method used, qualitative with a descriptive approach, involved a number of informants interviewed during the study, in addition to displaying as supporting data secondary, the results of the study of literature and the study of documents. This study concluded that the performance of agricultural extension workers working in the National movement program for cocoa in Sigi Regency has not been maximized, not only due to aspects of: motivation, ability, and opportunity, but also caused by various other factors.

Abstract

Artikel ini mendeskripsikan dinamika politik penganggaran Pilkada di Kota Palu dan Provinsi Sulawesi Tengah. Sumber data berasal dari wawancara dan dokumentasi. Wawancara dilakukan dengan aktor-aktor yang terlibat dalam proses penganggaran Pilkada. Sedangkan dokumentasi dilakukan dengan mengumpulkan risalah rapat proses perencanaan dan pembahasan anggaran Pilkada. Penelitian ini menemukan bahwa Komisi Pemilihan Umum di Provinsi Sulawesi Tengah dan Kota Palu mendapatkan realisasi anggaran yang tidak sama dalam pembiayaan Pilkada, begitupun dalam proses pembahasan membutuhkan waktu yang berbeda. Dinamika politik penganggaran Pilkada di Kota Palu dan Sulawesi Tengah dipengaruhi tiga faktor. Pertama, soliditas team work Komisi Pemilihan Umum dalam pembahasan anggaran. Kedua, jalinan komunikasi antara Komisi Pemilihan Umum dan Tim Anggaran Pemerintah Daerah. Ketiga, kekuatan argumentasi team Komisi Pemilihan Umum dalam menyusun anggaran

Abstract

Kegiatan pengabdian ini bertujuan untuk memberikan pemahaman dan kemampuan kepada perempuan Desa Luku mengenai masalah sosial dan politik yang dihadapi dalam kehidupan sehari-hari sebagai warga negara, dengan segenap permasalahannya dan jalan keluar (solusi) yang mestinya dilaksanakan. Kegiatan pengabdian ini berbentuk pelatihan dilaksanakan selama 3 hari, melibatkan 50 orang peserta dari kalangan perempuan yang dipilih oleh pemerintah Desa Luku. Metode pelatihan yang diterapkan adalah pembelajaran orang dewasa (Andragogi). Dalam hal ini yang menjadi sumber pembelajaran adalah peserta pelatihan. Selanjutnya dapat dikemukakan, materi pelatihan disampaikan oleh narasumber terpilih, pakar dibidangnya, sehingga materi yang disampaikan benar-benar dapat diserap, dipahami, dan siap diimplementasikan dalam kehidupan sehari-hari. Setelah dilakukan pelatihan dilakukan evaluasi untuk memastikan tujuan pelatihan tercapai. Dalam hal ini evaluasi yang telah dilakukan menunjukkan materi yang disampaikan dapat diserap, dipahami, dan siap diimplementasikan oleh perempuan Desa Luku yang mengikuti kegiatan ini dalam kehidupan sehari-hari

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi kebijakan pengelolaan wilayah pertambangan rakyat di kelurahan Poboya, Kecamatan Mantikulore, Kota Palu. Hasil penelitian menunjukkan pada faktor standar dan tujuan kebijakan, alokasi sumber daya, karakteristik organisasi yang melaksanakan kebijakan, sikap dan disposisi para pelaksana, serta kondisi sosial, ekonomi, dan politik dalam lingkungan tersebut belum berjalan optimal. Namun pada faktor komunikasi antar organisasi terkait dan aktivitas pelaksanaan sudah berjalan dengan baik. Hal itu dapat dilihat dari implementasi kebijakan tersebut masih kurang efektif karena kurangnya sosialisasi kepada masyarakat pemilik lahan dan pekerja tambang emas tradisional, keterlibatan masyarakat lokal dalam proses keputusan terkait penentuan wilayah pertambangan rakyat masih sangat rendah, pemerintah dianggap belum mampu melindungi hak-hak masyarakat terutama pemilik lahan untuk dapat mengelola wilayah pertambangan rakyat karena masih berbenturan dengan izin pertambangan rakyat dan kepentingan perusahaan PT.CPM, sikap pelaksana kebijakan komitmen yang rendah, kondisi sosial, ekonomi, politik menunjukkan sangat signifikan mempengaruhi implementasi kebijakan pertambangan rakyat di wilayah Poboya karena memiliki dampak yang kompleks. Namun demikian upaya dialog terbuka dan partisipasi aktif masyarakat serta upaya memperjelas pemahaman dan menyamakan persepsi dapat dicapai kesepakatan yang menguntungkan semua pihak.

Abstract

The aim of the research is to evaluate voting and counting policies at polling stations in the 2019 elections in Pasangkayu Regency, in terms of the registration and administration of DPK voters. Evaluation of Voting and Vote Counting Policies, using 4 Aspects according to Bardach in Patton & Sawicki (1986: 156–167): namely the Technical Feasibility Aspect of the policy, namely that there needs to be regulation of the time for checking voters, before voting, and providing Offline DPT. Aspects of economic and financial support that assess how much money is needed for the technical implementation of policies, that there is a need to increase and increase the budget for technical guidance, simulation and honorarium for ad hoc agencies. In terms of political support, it is necessary to be more intense in building a sustainable understanding of cooperation in order to make the election a success. As well as aspects of implementing organizational support, there needs to be internal strengthening through coordination meetings, monitoring and evaluation as well as increasing technical capacity for all KPPS with technical guidance and simulations. This type of research is descriptive research, namely providing an overview and explanation of the subject being studied. The research results show that the voting and counting of votes at the TPS in the 2019 elections in Pasangkayu Regency, in terms of the registration and administration of DPK voters, was not carried out well, due to the lack of support for online DPT checking and limited checking time, as well as the understanding of KPPS officers regarding their duties and functions. needs to be improved.

Abstract

Parking service fees along public roads contribute significantly to the revenue of Palu City. To enhance local revenue, the optimal implementation of policies regarding on-street parking service fees is crucial for the Palu City Transportation Agency. This research employs a qualitative descriptive method, with five purposively selected informants. Data collection methods include observation, interviews, and document analysis. The study utilizes the policy implementation theory developed by Merilee S. Grindle, encompassing policy content and implementation context. The findings reveal suboptimal implementation of the on-street parking service fee policy by the Palu City Transportation Agency. The evaluation is based on two aspects proposed by Merilee S. Grindle, with the policy content aspect deemed less than optimal. Meanwhile, the implementation context aspect is considered to be involved optimally.

Abstract

This research aims to determine the performance of village officials in realizing Good, Professional Performance and Satisfactory Service Quality to the community in Pesaku Village, West Dolo District, Sigi Regency in accordance with applicable regulations. The main theory used as a reference in this research is Agus Dwiyanto's theory, including; (1) Productivity, (2) Service Quality, (3) Responsiveness, (4) Responsibility (5) Accountability This research method uses a descriptive – qualitative approach. The location of this research was in Pesaku Village, West Dolo District, Sigi Regency, with 5 informants selected purposively. Data collection was carried out by conducting interviews, observation and documentation. Data analysis techniques using the Miles and Huberman interactive model. Based on the research results, the number of people receiving direct cash assistance does not match the existing data, the village government is also unable to provide optimal services because the quality provided by the village government is still very low, influenced by the responsibility aspect which is not yet running well because there are still tools villages that do not carry out discipline according to the rules so that the accountability of the village government is still very low so that optimal services to break the chain of poverty and improve the welfare of the village community have not been implemented optimally.

Abstract

This research aims to describe how community participation in the implementation of development in Soni Village, South Dampal Subdistrict, Tolitoli Regency. This study uses C. Ericson Slamet's theory, which categorizes community participation into three stages: planning, implementation, and supervision. The research employs a qualitative approach with a descriptive research type. Data collection techniques include observation, interviews, documentation, and literature review. The research results indicate that community participation in the implementation of development in Soni Village, South Dampal Subdistrict, Tolitoli Regency is still very low, especially in the stages of implementation and supervision. Factors contributing to this include the community's limited participation in the development process due to specific reasons, prioritizing their individual activities.In the supervision stage, some community members lack awareness to maintain the infrastructure that has been built, resulting in many facilities being neglected. Meanwhile, budget supervision is only carried out by a specific team directly appointed by the community.

Abstract

The Family Hope Program (Indonesia: Program Keluarga Harapan / PKH) in Banggai Regency, a conditional cash transfer initiative aimed at improving the living standards of poor and vulnerable families in Indonesia, faces both successes and persistent challenges. This study aims to analyze the effectiveness of PKH's implementation, focusing on beneficiary identification, aid disbursement, and coordination among stakeholders. Employing a qualitative research approach, the study collected data through in-depth interviews, participant observation, and document analysis, following the Miles and Huberman (1994) model of data reduction, display, and conclusion verification. The findings reveal that while PKH has significantly enhanced access to education and healthcare, particularly increasing school attendance and reducing dropout rates, it faces ongoing issues such as data inaccuracies and coordination difficulties. These challenges, particularly in reaching marginalized communities in remote areas, underscore the need for improved data management and more tailored community engagement strategies. The study concludes that addressing these challenges is crucial for the program to fully realize its potential in alleviating poverty and promoting social welfare in Banggai Regency.

Abstract

This Community Service activity is titled "The Dangers of Vote-Buying Practices in Local Elections." The initiative was based on the findings of research conducted by Irwan Waris, entitled Vote-Buying in the 2020 Regional Elections in Central Sulawesi. The study revealed that vote-buying practices continued during the campaign period and in the lead-up to the local election day in Palu City and Parigi Moutong Regency. Similar political activities also occurred in other regions. Theoretically and empirically, these vote-buying practices influence the quality of elected leaders, which ultimately harms the public. Elected regional leaders may not genuinely focus on regional development and the welfare of the people .The objectives of this activity include providing knowledge and understanding to the public about the dangers of vote-buying in local elections and preventing or at least minimizing its occurrence. This activity will be carried out in Wanagading Village, Bolano Lambunu District, Parigi Moutong Regency. The community service activity will take the form of public education sessions held through meetings or lectures, involving eligible voters in Wanagading Village, Bolano Lambunu District, Parigi Moutong Regency, over the course of one day. Approximately 40 community leaders are expected to participate in the activity, which will be conducted in stages: preparation, participant selection, implementation, and reporting. It is hoped that participants in this activity will apply the knowledge gained and serve as inspirators and resource persons, reminding other community members about the dangers of vote-buying in local elections. The outcome of this community service activity will be a scholarly article published in the Journal of Community Service, LPPM, Tadulako University.
