Abstract

Land conversion at Desa Jatibaru had widely impact on the rice planting area, it decrease rice productivity. A research conducted to determine the impact of land conversion from paddy fields to palm oil plantation at Desa Jatibaru, it affects not only to decreased of rice productivity but also to environment, economic, social and cultural impact .The objective of the research was to analyse the impact of land conversion from paddy fields to palm oil plantation. The research use Case study approach by using observation and in-depth interview methods. The result show that the number of animals and plants in paddy fields is higher than oil palm plantations. The conversion of paddy to oil palm plantations will have an impact on the sustainability of ecosystem diversity. The impact of land conversion on the economy is the larger financial income on oil palm farmers compared to wetland paddy farmers. The impact of land conversion to social and cultural is to give an increase on the social status of oil palm farmers and the diminishing of mutual cooperation and harvest activities in Jatibaru.

Abstract

Purpose: Empowerment of the poor carried out by the government is a joint business group (KUBE), which is a family group that is formed, grows and develops on its initiative in carrying out productive economic efforts to increase family income. Meanwhile, after the formation of the Joint Business Group (KUBE) in Banglas Village, there were problems in the implementation of activities that were not optimal, because not all members were involved in every KUBE activity, thus hampering business development. The purpose of this study was to find out how the effectiveness of the implementation of the Joint Business Group (KUBE) in Banglas Village and to find out the obstacles or obstacles. Research Methodology: To be able to answer these problems, the author used a qualitative research method with a descriptive approach. Results: The results of this study find that the effectiveness of the Joint Business Group (KUBE) in Banglas Village, Tebing Tinggi District, Meranti Islands Regency is still less effective and not optimal in its implementation because there are still inhibiting factors, namely conflicts between members which cause KUBE management to not function properly. Some issues such as lack skills and Human Resources (HR), and unfair competition are also found. Limitations: In this study, the authors lack clear information regarding the division of tasks and completeness of data or information regarding the KUBE organization. Contribution: Theoretically, this research serves as a medium of continuous comparison for future research on the same topic or problem. It can bring up problem-solving models or new ideas in the implementation of the KUBE organization to develop managed products to be more attractive and ogled by the market and better known by the wider community.

Abstract

Pemanfataan pengembangan komuditas di suatu wilayah perlu dilakukan secara komperhensif untuk peningkatan kesejahteraan serta memaksimalkan potensi ekonomi masyarakat lokal, khususnya pada masyarakat suku akit yang berada di wilayah pesisir Porvinsi Riau. Tujuan Pengabdian ini adalah peningkatan pemahaman masyarakat terhadap pengelolaan sagu yang berkelanjutan serta dapat memaksimalkan potensi sagu oleh masyarakat suku akit dengan menyusun program pembinaan atau pola pembinaan yang sesuai dengan keperluan lokal atau kondisi sosial ekonomi masyarakat. Metode Pengabdian ini menggunakan pendekatan kualitatif, dengan teknik pengumpulan data secara kualitatif melalui wawancara, survei, observasi, studi literatur dan focus group discussion (FGD). Hasil kegiatan pengabdian ini adalah terwujudnya identifikasi potensi dan kendala pengembangan sagu, perumusan strategi dasar yang dianggap sesuai dan efektif bagi pemberdayaan, konsep rencana program pemberdayaan untuk pengembangan ekonomi, sosial, budaya dan kualitas hidup bagi suku akit secara berkelanjutan.

Abstract

Implementation of Local Regulation About Village Owned Enterprise (BUMDes). The purpose of this study is to find out how the Implementation of Regional Regulation Number 18 Year 2007 About BUMDEs in Kampung Rempak Kecamatan Sabak Auh Siak Regency and any factors that hinder it. The research method used is qualitative descriptive method. The informants in this study are the companion from the sub-district, village head, village secretary, BPD, BUMDes board and some people. Data collection techniques using interviews, observation and documentation. The result of the research shows the implementation of Perda on BUMDes in Kampung Rempak Kecamatan Sabak Auh Siak Regency has not run optimally. BUMDes which is expected to be the motor of the economy in the village has not been able to maximize the potential of the village to develop its business units. Factors that impede the implementation of local regulations on BUMDes are the most prominent is the low competence of the less professional implementers in the management of BUMDes and the participation of the community is still low to contribute to advancing BUMDes.

Abstract

Pengadaan barang dan jasa untuk kepentingan pemerintah merupakan salah satu alat untuk menggerakkan roda perekonomian. Penyerapan anggaran melalui pengadaan barang dan jasa ini menjadi sangat penting. Namun tidak kalah penting dari itu adalah urgensi pelaksanaan pengadaan yang efektif dan efisien serta ekonomis untuk mendapatkan manfaat maksimal dari penggunaan anggaran. Penelitian ini bertujuan untuk mengetahui dan menganalisis kompetensi serta faktor dominan yang mempengaruhi kompetensi Pegawai Negeri Sipil Dalam Pengimplementasian Peraturan Presiden Republik Indonesia Nomor 54 Tahun 2010 Beserta Perubahannya Tentang Pengadaan Barang/Jasa Pemerintah di Lingkungan Pemerintah Kabupaten Pelalawan. Jenis penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Teknik Pengumpulan data dilakukan melalui wawancara, observasi dan dokumentasi terhadap informan. Hasil penelitian menunjukkan bahwa kompetensi Pegawai Negeri Sipil Dalam Pengimplementasian Peraturan Presiden Republik Indonesia Nomor 54 Tahun 2010 Beserta Perubahannya Tentang Pengadaan Barang/Jasa Pemerintah di Lingkungan Pemerintah Kabupaten Pelalawan yang dilihat dari faktor keterampilan dan sikap kerja sudah terpenuhi. Sedangkan untuk faktor pengetahuan belum sepenuhnya terpenuhi. Faktor yang paling dominan mempengaruhi kompetensi Pegawai Negeri Sipil adalah faktor sikap kerja.

Abstract

This study focus on the implementation of government policies related to the use of fishing gear that is not environmentally friendly in the Singkarak Lake. The background of the problem in this study is the use of large enough fishing gear and the disruption of the balance and preservation of fish in Singkarak Lake, especially the typical fish of the lake, namely Bilih fish. The theoretical concept used in this research is the theory of implementation of Van Meter Van Horn's policy in Sujianto in 2008. The method used in this research is a descriptive qualitative approach with a case study method. Data Collection Technique in this study are observasion, interview and documentations. The results in this study indicate that the implementation of the Regulations Governor Sumatrai West Number 81 Year 2017 about Use Tool and material Arrest Fish in waters Lake Singkarak has not been realized properly. The inhibiting factors in this research include socialization, my sources, and awareness of the fishing community.

Abstract

Kuantan Singingi Regency is an area located near the Kuantan river, where natural disasters often occur in the river flow such as floods due to overflowing of the Kuantan river. To overcome these natural disasters, it is necessary for the local government to be agile in pursuing policies on how to cope with these natural disasters. This study uses a qualitative method which is carried out by asking questions and procedures, collecting data from participants, analyzing data inductively, and interpreting the meaning of the data. This study uses a descriptive approach which carefully records all phenomena (symptoms) that are heard, seen, and read through official documents, field notes, interviews, and personal documents. Data was collected using primary and secondary data with data collection techniques using interviews, observation, and documentation. The results in this study indicate that in dealing with natural disasters, especially floods in the Kuantan Singingi area, the government has collaborated with the Riau Province BPBD but it is still not optimal because in the Kuantan Singingi Regency area there is no BPBD, making it difficult to coordinate and give orders centrally. Therefore, more concrete policies are needed regarding disaster management in Kuantan Singingi Regency.

Abstract

Adanya regulasi kebijakan dari kementrian keuangan tentang pengelolaan administrasi pajak daerah serta perbedaan latar belakang pendidikan kompetensi serta perubahan dan kemajuan pendidikan dan teknologi informasi dalam mengelola administrasi pajak daerah sebagai syarat bagi petugas yang mengelola administrasi pajak daerah untuk memiliki persyaratan kompetensi yang dibutuhkan. Maka dari itu Badan pendapatan daerah kota pekanbaru perlu mengadakan pelatihan teknis bagi para aparaturnya untuk menunjang kompetensi pegawai dalam pengelolaan administrasi pajak daerah yang bersifat dinamis. Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan pelatihan teknis aparatur sipil negara di lingkungan bapenda kota pekanbaru serta faktor-faktor yang mempengaruhi pelaksanaan pelatihan teknis. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif dengan analisis deskriptif. Informan dalam penelitian ini berjumlah 5 orang. Adapun teknik pengumpulan data dengan cara observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa pelaksanaan pelatihan teknis yang diadakan oleh bapenda kota pekanbaru termasuk dalam keadaan baik berdasarkan teori indikator pelatihan yang dikemukan oleh dessler. Namun sejak pandemi covid-19 bapenda kota pekanbaru tidak melaksanakan pelatihan dikarenakan apbd yang terbatas dan tidak memiliki sarana prasana pelatihan sendiri.

Abstract

Utilization of regional potential is currently not running optimally, the pattern of development and utilization of regional potential is still focused on fulfilling raw materials that have low selling value, for this reason the role of all parties, local government, community members is needed to be able to participate actively with the academic community to make changes local potential development system. The purpose of this service is to find out the Development of Downstream Potential Utilization of Sago in Tebing Tinggi Timur District, Sungai Tohor Village, Kab. Meranti Islands. As well as identifying and developing innovations in utilizing existing potential, and knowing how the development is carried out. This service method uses a qualitative approach, with qualitative data collection techniques through interviews, observation, literature studies and focus group discussions (FGD). The result of this community service activity is the drafting of a community empowerment and development plan concept in exploiting potential opportunities and challenges both arising from within and from outside their environment.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi sertifikasi guru dalam rangka meningkatkan profesio-nalitas guru. Penelitian ini bersifat kualitatif, metode yang digunakan adalah deskriptif. Sumber data yang diguna-kan adalah data primer dan data sekunder. Teknik analisis data yang digunakan adalah pendekatan studi kasus. Berdasarkan hasil penelitian dapat disimpulkan bahwa: (1) implementasi sertifikasi guru dalam meningkatkan profesional guru (studi kasus mengenai guru SMP di Kecamatan Bukit Kapur meliputi beberapa hal: (a) mengenai persiapan dan perencanaan, proses dan evaluasi pembelajaran. Persiapan dari pihak guru, siswa dan sekolah belum optimal. (b) Metode pembelajaran yang digunakan guru yaitu metode ceramah, diskusi, out class dan bermain. (c) Evaluasi pembelajaran meliputi evaluasi proses dan hasil. (2) Dampak sertifikasi guru bagi siswa, guru dan sekolah yaitu: (a) Dampak Positif, meliputi: Motivasi mengajar guru meningkat, Guru lebih variatif dan kreatif dalam metode mengajar, Meningkatkan kesejahteraan guru, Meningkatkan profesionalisme guru. (b) Dampak Negatif, meliputi: Guru yang belum tersertifikasi jam mengajar berkurang dan kecemburuan sosial dikalangan lingkungan masyarakat. (3) Kendala yang dihadapi dan usaha yang dilakukan dalam implementasi sertifikasi guru yaitu: (a) Kendala-kendala yaitu: Sarana prasarana sekolah yang masih terbatas, Keaktifan siswa kurang, Guru tersertifikasi kekurangan jam mengajar. (b) Usaha-usaha yaitu: Adanya komunikasi pihak guru dan kepala sekolah mengenai mata pelajaran yang diajarkan, Menambah ruang kelas, dan melengkapi sarana prasarana sekolah.
