Abstract

This research is motivated by the leadership style applied at the Pekanbaru City Public Service Mall, where the leadership style exercised by the Head of the Pekanbaru City One-Stop Integrated Service Investment Service The Public Service Mall has managed to get an award that can be maintained for three consecutive years. The purpose of this study was to determine the leadership style adopted by the Head of the Pekanbaru One Stop Service Investment Service and to see the supporting factors for the success of this leadership style. This study uses Robbins' theory (2015) which explains that there are 4 leadership styles namely, directive leadership style, supportive leadership style, participatory leadership style, and achievement-oriented leadership style. This study used qualitative research using interview, observation, and documentation techniques at the Pekanbaru City Public Service Mall. The results of the study show that the leadership style used in managing the Pekanbaru City Public Service Mall has been successful in its implementation due to the results obtained in managing the public service mall which has received awards for three consecutive years. Supporting factors in the application of leadership style at the Pekanbaru City Public Service Mall are the existence of standard rules in work, qualified human resources and adequate service innovation. With these supporting factors, the Pekanbaru City public service mall won the award for three consecutive years.

Abstract

Latar belakang penelitian ini yaitu penyusunan Rencana Kerja Pemerintah Daerah (RKPD) yang merupakan dokumen perencanaan tahunan. Oleh karena itu, pemerintah daerah hendaknya menyelenggarakan musyawarah perencanaan pembangunan (Musrenbang) secara bertahap, dimulai dari tingkat bawah. Mulai dari tingkat kabupaten, kabupaten, kabupaten/kota hingga tingkat provinsi, melalui forum Organisasi Perangkat Daerah (DPO) di tingkat provinsi, kabupaten, dan kota. Tujuan penelitian ini adalah menganalisis efektivitas pelaksanaan Musrenbang. dalam Rencana Kerja Pembangunan Daerah (RKPD) tingkat kecamatan di Kecamatan Medang Kampai Kota Dumai. Adapun metode yang digunakan pada penelitian ini yaitu metode deskriptif kualitatif. Data primer dikumpulkan secara langsung melalui wawancara dengan narasumber yaitu Camat Medang Kampai, Sekretaris Badan Perencanaan dan Pembangunan Daerah Kota Dumai, Kepala Dinas Perencanaan, Perencanaan dan Pengembangan Kawasan Kota Dumai, Amk  Lurah Mundam, Kasi Pemberdayaan Masyarakat dan Ketua RT. 01 kel. Mundam. Hasil penelitian ini menunjukkan bahwa pelaksanaan Musrenbang untuk kriteria produksi dapat dikatakan belum terlaksana dengan baik, sedangkan untuk indikator efisiensi dapat dikatakan belum terlaksana dengan baik. lumayan bagus. sedangkan untuk indikator adaptasi dapat dikatakan cukup baik dan  untuk indikator pembangunan dapat dikatakan cukup baik. Menurut pengertian indikator-indikator tersebut, menghasilkan barang dan jasa merupakan kemampuan suatu organisasi dalam menghasilkan barang atau jasa sesuai dengan kebutuhan lingkungan. Kendala efektifitas pelaksanaan Musrenbang Rencana Kerja Pembangunan Daerah (RKPD) Tingkat Negara – Pemerintah Daerah Kabupaten  Medang Kampai Dumai mempunyai dua permasalahan yaitu kurangnya partisipasi pemangku kepentingan, lembaga dan anggaran daerah sehingga tidak dapat mencapai hasil  Musrenbang yang baik.

Abstract

Siak Regency has great potential to develop the medical tourism sector as an effort to diversify the economy and improve health services. This research aims to explore the concept of Collaborative Governance as an effective approach to realizing the medical tourism program in Siak District. The research method used is a literature study, by analyzing various sources related to Collaborative Governance and its implementation in the context of medical tourism. The results of the analysis show that Collaborative Governance can be a relevant and effective framework in facilitating cooperation between the government, the private sector, and the community in the development of medical tourism programs. This collaboration allows for resource synergy, improved accessibility of health services, and the development of supportive tourism infrastructure. The implications of these findings can serve as a foundation for local governments, the private sector, and the community to actively participate in the process of developing a medical tourism program. By utilizing the principles of Collaborative Governance, it is hoped that Siak Regency can achieve sustainability in developing the medical tourism sector as an integral part of efforts to diversify the economy and improve community welfare.

Abstract

Penelitian ini dilatar belakangi oleh Kemiskinan sebagai salah satu tolak ukur keberhasilan pembangunan. Oleh sebab itu, keseimbangan antara pertumbuhan dengan pemerataan dan seberapa besar peningkatan kesejahteraan masyarakat selalu dipertanyakan bila ingin mengetahui keberhasilan pembangunan. Kabupaten Kepulauan Meranti menjadi salah satu kabupaten yang tingkat penduduk miskin yang paling tinggi dibandingkan kabupaten lainnya di Provinsi Riau, karena itu harus terus diintervensi melalui berbagai program dari pemerintah derah. Keterbatasan infrastruktur menjadi salah satu penyebab tingginya angka kemiskinan yang ada di Kabupaten Kepulauan Meranti. Kabupaten Kepulauan Meranti terdiri dari beberapa pulau menyebabkan inflasi yang cukup tinggi, pertumbuhan ekonomi yang rendah, dan keterisoliran daerah sehingga kebutuhan pokok menjadi mahal. Oleh sebab itu, dibutuhkan penanganan dari pemerintah daerah Kabupaten Kepulauan Meranti. Tujuan penelitian ini adalah untuk untuk menganalisis implementasi pembangunan infrastruktur di Kabupaten Kepulauan Meranti dan untuk mengidentifikasi apa dampak yang mempengaruhi implemnetassi dalam kebijakan peurunan angka kemiskinan di Kabupaten Kepulauan Meranti. Penelitian ini menggunakan metode kualitatif dengan menggunakan analisis data yang utama adalah observasi (sumber data primer), teknik penunjang studi wawancara dan dokumentasi (sumber data sekunder). Teori yang digunakan dalam penelitian ini adalah isi kebijakan content of policy yang mempengaruhi proses implementasi.

Abstract

The large number of fishing activities around the crossing route is a complaint from ship captains. Shipping lanes should be free from fishing activities in any form, whether it be Gumbang, Rawai and other activities that could disrupt shipping activities. Apart from damaging ships, this activity can also harm fishermen, for example material losses such as damaged fishing gear. If the net is wrapped around the propeller, the engine will heat up and cause damage. Diving will definitely not be possible because of the murky water conditions. In reality, fishing activities disrupt the operation of this transportation, but we need to realize that fishing activities existed long before the operation of the Insit-Pecah Buyung port, Meranti Islands Regency. The research results show that the quality of public services at the Alai Insit-Pecah Buyung Meranti Islands crossing port at this time, in the research, chose to use 5 dimensions of public service quality including: a. Tangible dimensions, paying attention to the appearance of the officers, the comfort of the place where the service is carried out also affect the location of the Insit-Pecah Buyung port, which is not good and hot, making visitors uncomfortable. b. The reliability dimension, many customers do not know about this SPM and the ability and expertise of officers in operating service aids at the Alai Insit-Pecah Buyung crossing port. So far there have been no visible problems from the inability of employees to operate the technology. c. Responsiveness dimension, officers at the port carry out services quickly, precisely and carefully but the service on certain days is not yet effective. All customer complaints are responded to by officers. For customer complaints, we provide a box that is used to enter criticism, complaints or suggestions. d. Assurance dimension, the officer provides a guarantee of cost certainty, a guarantee of legality in the service. e. The empathy dimension, the service system at the Alai Insit-Pecah Buyung Meranti Islands crossing port does not yet use a number system for every customer who requests service so that there is no discrimination. Meanwhile, the overall supporting and inhibiting factors show good things with the supporting factors involving officers with various services that can be provided to customers with the officers' expertise in doing everything needed at the port, almost all dimensions of this transportation service are carried out professionally and competent. The obstacles that occur do not have a big influence on this service system, some deficiencies occur due to certain factors such as weather, or the productivity of passengers or vehicles is different every day.

Abstract

Pengabdian kepada masyarakat ini bertujuan untuk menerapkan model deliberatif dalam proses perumusan peraturan desa di Kampung Sungai Tengah, Kecamatan Sabak Auh, Kabupaten Siak. Model deliberatif adalah pendekatan dalam pengambilan keputusan yang menekankan partisipasi aktif masyarakat melalui musyawarah dan dialog. Proses ini dianggap dapat menciptakan kebijakan yang lebih inklusif dan transparan serta sesuai dengan kebutuhan lokal. Metode yang digunakan dalam kegiatan ini mencakup observasi, wawancara mendalam, serta diskusi kelompok terfokus (focus group discussion/FGD) yang melibatkan berbagai elemen masyarakat dan pemerintah desa. Hasil menunjukkan bahwa pendekatan ini meningkatkan keterlibatan masyarakat dalam proses perumusan peraturan desa, menciptakan peraturan yang lebih sesuai dengan kebutuhan lokal, serta memperkuat hubungan antara pemerintah desa dan masyarakat. Saran yang diberikan meliputi perlunya pelatihan berkelanjutan untuk masyarakat, serta dukungan teknis dari pemerintah daerah untuk memastikan keberlanjutan proses deliberatif.

Abstract

The Free Plow Program, launched by the Tanah Datar District Government, aimed to provide economic assistance to farmers. However, the program faced challenges in Sungai Tarab sub-district due to issues with the associated regulations. This study conducted research to assess the effectiveness of the program and analyze the potential impact if free plow assistance was not provided to sharecroppers in Sungai Tarab. Budiani's theories of program effectiveness, including program targeting accuracy, program socialization, program objectives, and monitoring, were used as the framework for the research. A qualitative methodology, specifically a case study, was employed, with interviews, observations, and document searches. The research revealed several obstacles that impeded the implementation of the free plow program in Sungai Tarab sub-district. Among these are DTKS's outdated data on tenant farmers who are economically disadvantaged; the closure of the distribution of fuel assistance due to the prohibition of picking up petroleum with jerry cans; and no clear regulations on how assistance should be given fairly to tenant farmers who lack water. The Tanah Datar District Government is advised to optimize the distribution of farmer assistance (petroleum); supporting facilities, such as irrigation improvements and the procurement of pompanization systems around rain-fed rice fields in Sungai Tarab District

Abstract

Penelitian ini dilatar belakangi masih banyaknya isu atas kebijakan penghapusan pegawai Non ASN di Kabupaten Bengkalis. Tujuan penelitian ini adalah Untuk menganalisis implementasi, faktor keberhasilan dan kegagalan, serta merumuskan strategi implementasi kebijakan penataan pegawai non ASN di Kabupaten Bengkalis.  Penelitian  ini menggunakan pendekatan metode penelitian  deskriptif kualitatif. Data primer diperoleh dari hasil analisis SWOT ditambahkan data sekunder hasil wawancara. Hasil penelitian ini menunjukkan bahwa implementasi yang dilakukan masih minim sosialisasi, sumber daya terdiri dari 13.014 orang pegawai non ASN dan masih ada 10.037 yang belum diangkat PPPK, disposisi belum ditunjukkan karena Kepala OPD masih merekrut pegawai non ASN tidak sesuai kebutuhan. Struktur birokrasi belum memiliki SOP perhitungan perekrutan jumlah pegawai non ASN yang jelas. Faktor keberhasilan terdiri dari adanya data pegawai non ASN yang sudah terverifikasi serta anjab dan ABK sebagai dasar penataan, tersedianya pegawai non ASN yang memiliki kompetensi dan pendidikan baik serta adanya kebijakan PPPK. Faktor kegagalan kurangnya sosialisasi, belum memiliki penilaian kinerja yang efektif, salahpaham kebijakan dan praktik nepotisme. Strategi yang paling tepat diambil pemerintah daerah kabupaten bengkalis adalah SO (strenght-oppportunities) yaitu memanfaatkan kekuatan untuk merebut peluang sebesar-besarnya
