Abstract

Provison of clean water needs it the responsibility of the central or regional government which must be met by the community. The purpose or this study is to analyze and describe how the implementation of the clean water supply policy in Inuman District and find out what are the inhibiting factors in its implementation as seen from standard indicatrs and policy objectives, resources, inter-organizational relations, characteristics of implementing agents, social environment, economy, politics and the dispisition of the implementer. This study uses a qualitative method with a descriptive approach. The results of this study indicate that the implementation of clean water supply policies in Inuman Districts has not run optimally, has not been able to eet policy standards, espencially in terms of quantity, quality and continuity of water. Likewise with the policy target, it is found that many people in Inuman District have not had access to clean wter from PAB. The existence of limited human resources in terms of number and expertise is indicated by the many complaints from the community regarding the length of the repair process if damage occurs the limited financial resources and lack of infrastructure in distributing clean water. Coordination between policy implementing agencies through face-to-face meetings and communication through the network has been carried out but the frequency of meetings is not fixed so that effective communicatin has not been seen. In the social environment there are still many people who cannot be served by PAB, in an econimic environment low tariffs prevent PAB from investing in clean water supply and support from political actors helps achieve policy goals. The attitude of the executor is disiplined towards directions but the absence of incentives affects employee morale, then it has inhibiting factors, namely the lack of budget and human resources and the poor quality of raw water.

Abstract

Tembilahan Floating Market is the largest traditional market in Indragiri Hilir Regency which is a form of the existence of a floating market in Tembilahan City. So far, the Disperindag or the Industry and Trade Service in Tembilahan have faced several problems, namely market traders still putting their wares in the parking lot and funds budgeted for market facilities for traders are still minimal. This study aims to see how the relocation of floating market traders in Indragiri Hilir Regency as a market that has floating buildings can be well organized. This research was used using qualitative research methods by analyzing descriptively according to the concept of Implementation Theory. In data collection techniques, researchers used interview, observation, and documentation techniques. This researcher also uses informants or sources who know and can provide clear information. The results of this study indicate that market management is not running properly. This is evidenced by the fact that Communication, Resources, Disposition and Organizational Structure are still not optimal. The inhibiting factors in the relocation of market traders are Budget, Merchant Awareness, Switching Fees. This is due to the lack of support and lack of assistance from the Government of Indragiri Hilir Regency, so that the relocation of floating market traders has not been optimal.

Abstract

Regional Property must be managed properly and correctly so that transparent, efficient, accountable, economical Management of Regional Property is realized and guarantees certainty of value. The regional government of Bengkalis Regency often faces in the management of Regional Property (BMD) is the limited human resources. who are experts/trained have resulted in the management of Regional Property/BMD in Bengkalis Regency not running optimally. This study aims to look at the constraints and causes in managing a regional property in Bengkalis Regency, Riau Province with the research method used, namely field trips, conducting interviews and documentation and then used qualitative analysis techniques. The results of this study show that in Bengkalis Regency the management of regional property has been running smoothly but there are still obstacles in carrying out regional property management in Bengkalis Regency, Riau Province.

Abstract

The employment social security program is a program created by the government through the Social Security Organizing Agency (BPJS) employment which aims to protect workers and help development and the economy. This research focuses on non-wage earners, especially online motorcycle taxi (ojol) drivers because of their status as partners so that employers are not responsible for BPJS Employment from ojol drivers, then also the high mobility of ojol drivers so that they are prone to accidents. Meanwhile, from the data from BPJS Employment Pekanbaru Panam branch, the number of ojol driver participants is still very low. The purpose of this study is to describe and identify the implementation and inhibiting factors of the employment social security program on ojol drivers in Pekanbaru City. The research method used is qualitative research that is descriptive and uses the theory of George Edward III which has 4 variables that influence the success of policy implementation, namely communication, resources, dispositions, and bureaucratic structure. The results of the study found that the implementation of the program was not optimal enough because obstacles were still found. This is evidenced by the low low level of knowledge of the target group about program, lack of implementor commitment, and convoluted bureaucracy

Abstract

Domestic wastewater is one of the most complex issues causing various problems that should be prioritized by the community and the government. This does not mean that this problem is not handled at all, but its management can still be described as poorly organized. Therefore, this research was carried out by looking at the extent of domestic wastewater management in Tualang District, Siak Regency with the theory used is Van Meter Van Horn. Qualitative research method with a case study approach. From this research, the results obtained are that domestic wastewater management in Tualang Subdistrict is very inefficient in terms of time cooperation with the community. This research also shows that population density causes limited land for sanitation development, which is only equipped with a Fecal Sludge Management Unit (IPLT), from the community side it is also still indifferent, other findings also show that population density makes land for sanitation development limited and people lack understanding of the impact of domestic wastewater. Recommendations from this research for implementing agents with communities that still lack participation, it would be better if the community is first empowered technically and knowledge of the dangers of domestic waste, also empowered how the habit of protecting the environment so that from this habit, the community can protect the environment, as the saying can ala usual so that thus, domestic wastewater treatment can reduce the level of environmental contamination and help protect public health.

Abstract

Pertambahan jumlah sampah yang tidak diimbangi dengan pengelolaan yang ramah lingkungan akan menyebabkan terjadinya perusakan dan pencemaran lingkungan.Sampah adalah material sisa yang tidak diinginkan atau sisa yang tidak dapat dimanfaatkan lagi. Sampah bisa menimbulkan masalah kesehatan dengan dua macam cara, yaitu secara langsung dan tidak langsung. Penelitian ini menggunakan metode penelitian kualitatif, Pendekatan yang digunakan dalam penelitian ini adalah analisis deskriptif. dengan diterbitkannya Peraturan Daerah Kota Dumai Nomor 03 Tahun 2021 Tentang Pengelolaan Sampah sebagai langkah menangani kasus permasalahan sampah di Kota Dumai. kebijakan ini tidak dapat langsung mengatasi masalah sampah di Kecamatan Dumai Timur,tingkat pertumbuhan penduduk yang tinggi, metode pengelolaan sampah masih menggunakan sistem open dumping dan juga landfill, terbatasnya sarana prasarana sehingga tidak bisa mengangkut jumlah sampah yang ada.Dinas Lingkungan Hidup Kota Dumai Khususnya Kecamatan Dumai Timur mampu berupaya mengambil kebijakan seperti melakukan penguatan kembali sistem penanganan sampah, menerapkan sistem penglolaan sampah rumah tangga mulai dari pemilahan sampah berdasarkan jenis-jenis sampah, mengurangi penggunaan plastik sekali pakai dan beralih ke penggunaan bahan yang dapat di daur ulang atau ramah lingkungan, mengedukasikan pengelolaan sampah rumah tangga kepada seluruh lapisan masyarakat.

Abstract

Wilayah pesisir memiliki potensi terutama tentang isu lingkungan. Selain memiliki potensi Sumber Daya Alam, wilayah pesisir pulau juga memiliki permasalahan terutama pada isu Abrasi. Wilayah pesisir pulau yang diangkat adalah Pulau Bengkalis, Riau (Wilayah terluar perbatasan negara) bagian dari Provinsi Riau secara georgrafis dipilih merupakan wilayah pulau pesisir. Hasil dokumentasi melalui studi lapangan menunjukkan adanya ancaman yang serius terkait isu lingkungan terutama pada kerusakan hutan mangrove efek dari faktor alam Abrasi, serta upaya pengelolaan kebijakan tentang hutan mangrove yang kurang. Tujuan penelitian ini adalah untuk menganalisis dan mengeksplorasi Strategi pengelolaan Hutan Mangrove di Kecamatan Bantan Kabupaten Bengkalis dan untuk identifikasi kendala apa yang dihadapi dalam Strategi Pengelolaan Hutan Mangrove di Kecamatan Bantan Kabupaten Bengkalis. Penelitian ini menggunakan pendekatan metode penelitian deskriptif kualitatif. Data primer diperoleh langsung melalui wawancara. Hasil penelitian ini menunjukkan bahwa Tidak terlepas dari partisipasi masyarakat melalui Kelompok LSM IPMPL (Ikatan Pemuda Melayu Peduli Lingkungan) Kecamatan Bantan dalam mengelola dan memelihara hutan mangrove di wilayah mereka. Jenis partisipasi yang diberikan berupa tenaga, harta benda, uang, buah pikiran, dan keterampilan.

Abstract

This research is motivated by the delay in fund disbursement, the lack of performance of the implementers and socialization to the community is still not optimal. This research aims to find out the implementation of livable house rehabilitation activities in Pekanbaru City. This research uses a descriptive qualitative method, with data collection techniques of observation, interviews and documentation. This research uses the theory of Charles O. Jones in Siti Erna (2009) with three indicators, namely: organization, interpretation and application. Based on the results of the research, it can be concluded that the implementation of livable house rehabilitation activities has not run optimally. This is because there are still misunderstandings between parties due to lack of coordination, the performance of the implementers is still not optimal, lack of socialization and delays in disbursement of funds, and development exceeds the target time. Suggestions from this study are to improve coordination and cooperation between parties and carry out their duties properly, need to hold socialization again, additional funds and construction can be completed on time.

Abstract

This research is motivated by the leadership style applied at the Pekanbaru City Public Service Mall, where the leadership style exercised by the Head of the Pekanbaru City One-Stop Integrated Service Investment Service The Public Service Mall has managed to get an award that can be maintained for three consecutive years. The purpose of this study was to determine the leadership style adopted by the Head of the Pekanbaru One Stop Service Investment Service and to see the supporting factors for the success of this leadership style. This study uses Robbins' theory (2015) which explains that there are 4 leadership styles namely, directive leadership style, supportive leadership style, participatory leadership style, and achievement-oriented leadership style. This study used qualitative research using interview, observation, and documentation techniques at the Pekanbaru City Public Service Mall. The results of the study show that the leadership style used in managing the Pekanbaru City Public Service Mall has been successful in its implementation due to the results obtained in managing the public service mall which has received awards for three consecutive years. Supporting factors in the application of leadership style at the Pekanbaru City Public Service Mall are the existence of standard rules in work, qualified human resources and adequate service innovation. With these supporting factors, the Pekanbaru City public service mall won the award for three consecutive years.

Abstract

Siak Regency has great potential to develop the medical tourism sector as an effort to diversify the economy and improve health services. This research aims to explore the concept of Collaborative Governance as an effective approach to realizing the medical tourism program in Siak District. The research method used is a literature study, by analyzing various sources related to Collaborative Governance and its implementation in the context of medical tourism. The results of the analysis show that Collaborative Governance can be a relevant and effective framework in facilitating cooperation between the government, the private sector, and the community in the development of medical tourism programs. This collaboration allows for resource synergy, improved accessibility of health services, and the development of supportive tourism infrastructure. The implications of these findings can serve as a foundation for local governments, the private sector, and the community to actively participate in the process of developing a medical tourism program. By utilizing the principles of Collaborative Governance, it is hoped that Siak Regency can achieve sustainability in developing the medical tourism sector as an integral part of efforts to diversify the economy and improve community welfare.
