Abstract

So far, proof of a child's identity is only limited to a birth certificate, then through the Minister of Home Affairs Regulation No. 2 of 2016the government issued a policy on KIA (Child Identity Card). Where through the KIA (Child Identity Card) the government hopes that there will beincreasing data collection, protection and public services to realize the best rights for children. Not only for data collection purposes, KIA (CardChild Identity) together with the birth certificate are expected to provide legal certainty and guarantee for the recognition of rights along with:his protection. With the formulation of the problem how to implement Permendagri No. 2 of 2016 concerning KIA (Child Identity Card) in the ServicePopulation and Civil Registration of Mojokerto Regency. This study aims to determine the implementation of Permendagri No. 2 of 2016About KIA (Child Identity Card) at the Population and Civil Registration Office of Mojokerto Regency.The theory used is the theory of Policy Implementation from Edward III which consists of 4 indicators, namely: Bureaucratic Structure, Resources,Disposition and Communication. The research method used in this study is a qualitative descriptive method that describes the phenomenonactually from events in the field. Data collection techniques using interviews, observations and documents related to research.The results of the study indicate that the community is the object of implementing the policies contained in the Regulation of the Minister of Home Affairs Number 2The year 2016 regarding Identity Cards is of course urged to realize that current population administration documents are very important andsupport its implementation. of this policy. The government – ??in this case the Department of Population and Civil Registry – has not made enough effortsto raise public awareness effectively.

Village development which is composed as an effort to change social conditions, call it agents of change, internal problems / problemsthe Village government as in the supervision of the performance of the Village government by the Government's Internal Supervisory Apparatus, the main problem regardingHow is the Strategy of the Inspectorate in Overseeing Infrastructure Development through the Allocation of Village Funds in Umbunasi Village. Abstract

Procrastination is the act of delaying starting or completing a task and tends to become a habit, occurring due to a lack of reinforcement, thereby inhibiting performance which can lead to less than optimal performance effectiveness. From the results of the hypothesis test, which states that the value of tcount < ttable, then H0 is accepted and Ha is rejected, with a value of tcount (0.650) > ttable (1.660), using an error level of 5%, with a significance level of 0.88 > 0.05. From these data it can be stated that carrying out procrastination does not reduce the effectiveness of the Pacet District Village Government's performance in administrative services.

Abstract

Community participation really determines the success of planning or programs around the communityThe program also cannot be separated from community participation so that it can run well, community participation will be very much neededplanning or program, so that an activity can be carried out well and of course runs smoothly. This research aims tofind out the extent of community participation in development at the planning, implementation and monitoring stages of (physical) infrastructure inWatesprojo Village, Kemlagi District, Mojokerto Regency. The theory used is Yadav's Participation Theory which contains 1.) participationin Decision Making, 2.) Participation in Implementation of Activities, 3.) Participation in Monitoring and Evaluation, 4.) Participation inUtilization of Results. This research was conducted in a qualitative descriptive manner by collecting primary and secondary data. Selection of research informantsThis was done using purposive sampling, namely 6 people. The results of this research are 1.) The level of community participation seen from decision makingclassified as Low, because the community is only included in the Community Aspiration planning stage which is part of the Hamlet deliberation.Furthermore, at the Village Deliberation, the community is not involved, only the proposals come from the community. 2.) Level of community participationJudging from the implementation of development activities, it is considered good, because the community also took part in implementing the development welldonated in the form of skilled craftsmen or in the form of property (food consumption). 3.) The level of community participation can be seen from monitoringinfrastructure development is classified as Medium, because the community only criticizes verbally, not in writing to the Village LPM in the VillageWatersprojo.

This research aims to describe the influence of social capital on the level of performance of Puri District Office employees. Abstract

Narcotics and dangerous drugs (narcotics) in Indonesia in recent years have become a problemserious and reached an alarming condition and became a national problem. There is a need for socialization and rehabilitationcarried out by the government to eradicate drug users or dangerous drugs. To eradicate drug users,The government needs to make policies that will become the basis for the government to eradicate drug users. Through the Narcotics AgencyNationally (BNN), the government can reduce the number of drug users by achieving the eradication of all drug users inIndonesia. Mojokerto City BNN policy implementation as measured using Merilee S. Grindle's theory is related to sizesuccessful implementation of Mojokerto Mayor Regulation Number 12 of 2008 concerning the Mojokerto City Narcotics Agency which was followed byMojokerto City Government. Abstract

In providing services to the public, the government is expected to be able to carry out/carry out its duties and authority effectivelywell and not abuse his position and is expected to be able to uphold the values and norms that exist in society, whichusually called Morals. Apparatus/employee discipline is a benchmark in realizing good bureaucracy (Good Gavernance), because the main functionapparatus/employees are to serve the public and also prioritize the public interest rather than their own interests. As isThe morals and code of ethics of Civil Servants can make officers/employees more efficient and responsible for the tasks and authority they are given.to him, the government administration process will also be able to run smoothly if the behavior of the apparatus follows moral values.Based on research results obtained through several informants, government morals can be seen in the implementation of the codeCivil Servant (PNS) ethics with program efforts that can create good conditions. The results of the research prove that qualityand the quantity of human resources possessed by apparatus/employees is still low and is also hampered by several other factors. As isIt is hoped that the programs being implemented will provide an increase in the quality of human resources in the future so that services are betterprovided will run well and the public will feel satisfied with the services provided.
