Abstract

This study explores the implementation of smart governance within the paradigm of the New Public Service (NPS) in the context of digital transformation in West Java Province. Unlike previous studies that primarily emphasize technical efficiency, this research offers novelty by reframing smart governance through NPS values such as citizen engagement, co-creation, transparency, and public accountability. Employing a concurrent mixed-methods design, the study integrates quantitative and qualitative approaches to provide a comprehensive understanding of the dynamics between digital public service innovation and citizen-centered governance. The quantitative component involved 278 respondents who assessed the effectiveness, inclusivity, and responsiveness of digital public services using structured questionnaires, while the qualitative component drew insights from in-depth interviews with eight key informants, including policymakers, bureaucrats, community leaders, and digital governance experts. The findings reveal that although digital initiatives in West Java have significantly improved service efficiency and accessibility, gaps remain in citizen participation, equitable data access, and institutional adaptability. The study contributes to the theoretical discourse on digital governance by proposing a localized framework of smart governance rooted in democratic values and collaborative public service delivery. Practically, it recommends strengthening digital literacy, institutional coordination, data protection policies, and inclusive participatory mechanisms to foster trust-based and citizen-centric digital governance in West Java.

Abstract

Abstract: This study was intended to determine the principal's leadership, work motivation and teacher performance with a case study at SMP Negeri 1 Saguling, West Bandung Regency, as well as to determine the effect of principal's leadership and work motivation partially or simultaneously on teacher performance.This study uses a quantitative approach to the design used survey, with data processing techniques using path analysis.The results showed that the partial effect of principal's leadership on teacher performance (47.08%), while work motivation on teacher performance (23.39%), and the simultaneous influence of principal's leadership and work motivation on teacher performance (70.47%), so that to improve teacher performance it can be done by increasing the broad attention of a principal.Key Words: leadership, work motivation, teacher performance.Abstrak: Penelitian ini bertujuan untuk mengetahui kepemimpinan kepala sekolah, motivasi kerja dan kinerja guru dengan studi kasus di SMP Negeri 1 Saguling Kabupaten Bandung Barat, serta untuk mengetahui pengaruh kepemimpinan kepala sekolah dan motivasi kerja secara parsial maupun simultan terhadap kinerja guru.Penelitian ini menggunakan pendekatan kuantitatif dengan desain yang digunakan survey, dengan teknik pengolahan data menggunakan analisis jalur.Hasil penelitian menunjukkan bahwa kepemimpinan kepala sekolah berpengaruh secara parsial terhadap kinerja guru (47,08%), sedangkan motivasi kerja terhadap kinerja guru (23,39%), dan pengaruh simultan kepemimpinan kepala sekolah dan motivasi kerja terhadap kinerja guru (70,47%), sehingga untukmeningkatkan kinerja guru dapat dilakukan dengan meningkatkan perhatian luas seorang kepala sekolah.Kata Kunci: kepemimpinan, motivasi kerja, kinerja guru.

Abstract

The city of Cimahi is a small city when compared to several other cities in Indonesia, especially in West Java, but has a variety of interesting things, so it is called campernik. Currently, the City of Cimahi is not only burdened by the dense population and its demographic characteristics and diversity which have implications for the presence of urban problems, but also by the high demand for health, education, infrastructure and other general urban problems such as sanitation and unemployment. This problem is of course a shared responsibility, especially regional apparatus such as offices, agencies, sub-districts and sub-districts in Cimahi City according to their respective work areas. In the framework of administering the government, regional apparatuses become local government organizations that have responsibility to the Mayor of Cimahi with the assistance of supervision by the Inspectorate through the Regional Secretary. Quantitative methods were used in this study with a population and sample of 34 employees in the Cimahi City Inspectorate. The type of data used is primary data obtained through distributing questionnaires to all employees. The results of this study are that there is a significant influence between competency and employee performance variables in the Cimahi City Inspectorate environment of 97.7%. This shows that the better the competence of employees in the agency, the performance of employees will also increase.

Abstract

Simplification in the bureaucracy is one of the focuses of the 5 (five) priority programs of the Onward Indonesia Cabinet under the leadership of President Joko Widodo and Ma'ruf Amin and as a presidential mandate which is an executive order that must be carried out. We must continue to simplify the bureaucracy on a large scale. Investment for job creation must be prioritized. This study aims to determine the simplification of bureaucracy in the Regional Library and Archives Office of West Java Province. The method used in this study is qualitative by using data collection techniques by observing, interviewing and documenting. The results of this study are that the services available at the Regional Library and Archives Service of West Java Province are appropriate and in the alignment of administrative positions to functional positions because the simplification of the bureaucracy has the advantage that services become simpler, agile, fast and less verbose Regional Library and Archives Services West Java Province simplified the bureaucracy on the basis of government policy with the aim of facilitating the delivery of services to the community more quickly.

Abstract

This study explores governance deficits within Community-Owned Enterprises (BUMW) and proposes social engineering strategies to enhance their sustainability. This qualitative case study employed interviews, observations, and document analysis involving key stakeholders of Pulosari Village-owned enterprise. The research focuses on five key governance pillars: institutional autonomy, citizen participation, transparency and accountability, local innovation, and digital integration. Social engineering strategies in this study refer to participatory and institutional governance interventions designed to strengthen organizational sustainability. The findings reveal persistent challenges, including limited legal recognition, participation that is more ceremonial than substantive, weak financial transparency, and minimal adoption of innovation and digital tools. These shortcomings undermine public trust, reduce community ownership, and threaten long-term viability. To address these issues, the study suggests several social engineering strategies, such as strengthening legal status, creating more inclusive decision-making forums, promoting participatory financial oversight, establishing local innovation incubators, and advancing community-based digitalization. Beyond contributing to public administration scholarship by situating BUMW within a governance framework, the study also offers practical recommendations for policymakers and community actors to improve accountability, inclusiveness, and sustainability.

Abstract

In the era of globalization and increasingly competitive trade, logistics efficiency plays a critical role in determining product pricing and strengthening national competitiveness. One of the major bottlenecks in Indonesia’s logistics chain is the prolonged dwelling time at ports — the duration between container unloading and its release from the terminal. This paper uses a descriptive qualitative approach to examine the economic and operational implications of dwelling time, drawing insights from both business practitioners and academic analyses. Findings reveal that extended dwelling time significantly increases logistics costs, disrupts production cycles, and weakens the market position of domestic products. Factors contributing to inefficiencies include bureaucratic complexity, physical inspection processes (behandle), limited port infrastructure, and inconsistent implementation of risk-based inspection systems. However, government initiatives such as the National Logistic Ecosystem (NLE) have demonstrated notable progress by reducing average national dwelling time to 2.6 days through digital integration and streamlined procedures. The study concludes that addressing dwelling time effectively requires a comprehensive strategy that involves infrastructure development, regulatory simplification, inter-agency collaboration, and enhanced use of digital platforms. These steps are essential to improve Indonesia’s trade efficiency and ensure a more competitive economic environment.
