Abstract

Penelitian ini bertujuan untuk menguji hubungan antara kemampuan Digital Literacy dan Self-regulated Learning pada mahasiswa Program Studi Administrasi Publik. Penelitian menggunakan pendekatan kuantitatif dengan menggunakan metode analisis korelasional, dan data dianalisis menggunakan uji korelasi product moment Pearson. Populasi penelitian adalah seluruh mahasiswa Program Studi Administrasi Publik yang aktif, dengan jumlah 320 mahasiswa. Teknik sampling yang digunakan adalah Accidental Sampling, di mana sampel dipilih secara acak berdasarkan kebutuhan. Total sampel penelitian yang diperoleh adalah 134 mahasiswa. Penelitian ini menggunakan dua variabel utama, yaitu Digital Literacy dan Self-regulated Learning . Instrumen yang digunakan adalah skala likert yang telah dibuat oleh peneliti berdasarkan teori sebelumnya. Skala Digital Literacy memiliki reliabilitas sebesar 0,703, sedangkan skala Self-regulated Learning memiliki reliabilitas sebesar 0,823. Hasil penelitian menunjukkan adanya korelasi yang signifikan antara Self-regulated Learning dan Digital Literacy mahasiswa Program Studi Administrasi Publik. Nilai koefisien korelasi Pearson sebesar 0,655 menunjukkan hubungan yang positif dan kuat antara kedua variabel tersebut. Artinya, semakin tinggi skor Self-regulated Learning, semakin tinggi pula kemampuan Digital Literacy.

Abstract

The problems in this study are: (1) Is there an influence of discipline on service quality at the Regional Secretariat of Majalengka Regency, (2) Is there an influence of work skills on service quality at the Regional Secretariat of Majalengka Regency, (3) Is there an influence of discipline and work skills on service quality at the Regional Secretariat of Majalengka Regency. The research method used in this research is the survey method. Through the census, it is intended that all populations are also sampled because the population is limited and allows researchers to examine all populations using a questionnaire as a data collection tool. explore factors that cannot be revealed in the questionnaire. As a result, discipline and work skills have a significant influence on quality, while attendance has a significant influence, and work skills have a significant influence. Then, based on the results of the study, it shows that the discipline variable has a greater influence on service quality at the Regional Secretariat of Majalengka Regency than the work ability variable. Thus, both discipline and work skills have an influence on service quality at the Regional Secretariat of Majalengka Regency

Abstract

The purpose of this research topic is to find out how the Lampung Provincial Government's efforts in building awareness of orderly archives through the implementation of the Lampung Governor Regulation, what are the obstacles faced by the Lampung Provincial Government in its efforts to enforce orderly archives through the implementation of the Lampung Governor Regulation, and how efforts are made by the Lampung Provincial Library and Archives Office, especially the Archival Development and Supervision Division, in overcoming existing obstacles. The method used in this research is the descriptive analysis method. Data was obtained directly from informants using interview and observation techniques. The results showed that the implementation of the Lampung Governor Regulation on Guidelines for Maintenance of Dynamic Archives and Archival Supervision has been carried out but is not yet optimal. Based on the results of the study, it indicates that communication related to information received by archive managers has not been well received. This is evidenced by the lack of maximum implementation of dynamic archive maintenance in the regional apparatus and the lack of facilities and infrastructure needed to maintain dynamic archives, both active and inactive.

Abstract

This research aims to analyze the sentiment of X platform users towards the use of the keyword "Prabowo Gemoy" as a personal branding strategy for Prabowo Subianto in the context of the 2024 Presidential Election. By employing a mixed-method approach that combines qualitative and quantitative methods, this study explores public perceptions of Prabowo's efforts to build an image that is closer to young voters through the "Prabowo Gemoy" branding. Data were collected from the X platform using the keyword "Prabowo Gemoy" during the period of 01/12/2023 to 13/02/2024, resulting in 517 data points that were analyzed quantitatively to measure sentiment statistics and communication networks, as well as qualitatively through text analysis to understand the context behind the sentiments. The results of the sentiment analysis show a dominance of positive sentiment (65.38%), followed by neutral sentiment (22.05%), and negative sentiment (12.57%), indicating that the "Prabowo Gemoy" branding strategy has been well-received by most X platform users. Furthermore, the influencer analysis revealed key users who have significant influence in disseminating related content, while the word cloud visualization identified dominant keywords in the discussions. These findings provide valuable insights for Prabowo Subianto's campaign team to refine their branding strategy and content dissemination on social media in an effort to reach young voters.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi pengaruh disiplin dan motivasi terhadap kinerja pegawai serta dampaknya pada kualitas pelayanan publik. Disiplin kerja dan motivasi merupakan dua faktor kunci yang diyakini dapat memengaruhi kinerja pegawai secara signifikan. Metode penelitian yang digunakan adalah kuantitatif dengan pendekatan survei, dimana data dikumpulkan melalui kuesioner yang dibagikan kepada pegawai di beberapa instansi pemerintah. Analisis data dilakukan dengan teknik regresi linier berganda untuk mengukur hubungan antara disiplin kerja, motivasi, kinerja pegawai, dan kualitas pelayanan publik. Temuan penelitian menunjukkan bahwa disiplin kerja dan motivasi pegawai secara positif memengaruhi kinerja mereka. Pegawai yang memiliki tingkat disiplin dan motivasi tinggi cenderung menunjukkan kinerja yang lebih baik, yang berdampak langsung pada peningkatan kualitas pelayanan publik. Penelitian ini juga mengidentifikasi bahwa kinerja pegawai adalah mediator penting dalam hubungan antara disiplin dan motivasi dengan kualitas pelayanan publik. Hasil ini menyoroti pentingnya pengelolaan disiplin dan peningkatan motivasi sebagai strategi utama dalam meningkatkan kualitas pelayanan publik

Abstract

This study explores the impact of principals’ human resource management (HRM) competencies on elementary school teachers’ performance in Majalengka Regency, Indonesia. Given the strategic role of school principals in managing educational resources, especially teachers, this study aims to examine how specific dimensions of HRM competencies contribute to teacher performance. A quantitative, correlational research design with a cross-sectional survey approach was used. The study involved 400 teachers from 80 public elementary schools selected through proportionate stratified random sampling. Data were collected using validated questionnaires measuring HRM competencies (six dimensions) and teacher performance (four dimensions). Statistical analyses included descriptive statistics, Pearson correlations, simple and multiple linear regressions, and Structural Equation Modeling (SEM). The findings revealed that principals’ HRM competencies significantly influenced teacher performance (R² = 0.615, p < 0.001). Among the HRM dimensions, human resource development had the strongest effect (β = 0.402), followed by performance appraisal (β = 0.234) and HR planning (β = 0.203). Teacher performance was generally high, particularly in personality and pedagogical competencies. All regression assumptions were met, confirming the robustness of the analysis.The results suggest that effective HRM by school principals, especially in continuous professional development and fair performance evaluations, plays a pivotal role in enhancing teacher performance. However, compensation and work relationship dimensions showed room for improvement, indicating potential policy gaps. Principals’ HRM competencies are vital for improving teacher performance. Educational policymakers should prioritize leadership development programs focusing on HRM strategies to strengthen teacher quality and educational outcomes at the elementary level.

Abstract

This paper provides the discussion on how start-up ecosystem and public administration play important role in helping start up to survive Valley of Death. Most startups do not advance beyond the early stage of development and face challenges of sustainability and enter the valley of death. Within an ecosystem there is sufficient proximity between key actors so that fast progress is possible. Mentorship that combines business, tech, and health can be very helpful. Startups need to collaborate with their stakeholders such as academic and research institutes and people with relevant know-how and business skills. Government support through public policy making is important to bridge the entrepreneur into ecosystem. Policy should provide a better business environment or infrastructure, allocate more funds for commercialization of innovations, construct facilities for entrepreneur and tax breaks for new and striving businesses.

Abstract

Sistem Keuangan Desa (SISKEUDES) di Desa Baribis, Kecamatan Cigasong, Kabupaten Majalengka, menjadi fokus penelitian ini. Penelitian ini membahas implementasi SISKEUDES sebagai instrumen krusial dalam pengelolaan Dana Desa, mempertimbangkan aspek efisiensi, transparansi, dan akuntabilitas. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan melibatkan Kepala Desa, Kaur Keuangan, Ketua BPD, Ketua LPM, Ketua BUMDes, dan Ketua PKK sebagai informan kunci. Hasil penelitian menunjukkan bahwa implementasi SISKEUDES di Desa Baribis sudah berjalan sejak tahun 2017. Meskipun ada pandangan positif dari Kepala Desa dan Kaur Keuangan terkait efektivitas sistem, terdapat perbedaan pandangan dengan pihak lain. Beberapa informan mengidentifikasi kendala teknis dan perlu adanya bimbingan serta pelatihan untuk meningkatkan pemahaman dan keterampilan SDM desa dalam mengelola sistem. Analisis berdasarkan dimensi-dimensi sistem menunjukkan keselarasan pandangan terkait komponen, batasan, lingkungan, penghubung, pengolahan, pengeluaran, sasaran, dan kendali. Namun, terdapat perbedaan persepsi mengenai tingkat kerjasama, tugas, dan interpretasi batasan sistem keuangan desa. Kendala teknis dan kekurangan SDM menjadi fokus dalam upaya meningkatkan efektivitas SISKEUDES. Penelitian ini memberikan kontribusi signifikan terhadap pemahaman praktis dan konseptual dalam konteks pengelolaan Dana Desa.

Abstract

Tata kelola Badan Usaha Milik Desa (BUMDes) di Desa Talaga Kulon, Kabupaten Majalengka, belum optimal akibat struktur kelembagaan dan kapasitas sumber daya manusia yang terbatas, sehingga potensi ekonomi lokal belum tergarap secara maksimal. Kegiatan pengabdian ini bertujuan untuk memperkuat kelembagaan BUMDes melalui restrukturisasi organisasi dan peningkatan kapasitas pengelola. Metode yang digunakan adalah pendampingan partisipatif yang melibatkan 15 peserta terdiri dari pengurus BUMDes, perangkat desa, dan perwakilan masyarakat di Balai Desa Talaga Kulon. Proses kegiatan meliputi pelatihan, pendampingan teknis, dan evaluasi menggunakan instrumen pre-test dan post-test, observasi, serta Focus Group Discussion (FGD). Hasil kegiatan menunjukkan peningkatan signifikan pada seluruh indikator keberhasilan: aspek pengetahuan (dari 45% menjadi 85%), sikap (dari 50% menjadi 90%), keterampilan (dari 40% menjadi 80%), partisipasi (dari 55% menjadi 88%), dan komitmen keberlanjutan (dari 30% menjadi 75%). Peningkatan ini mencerminkan keberhasilan dalam menumbuhkan pemahaman mengenai tata kelola profesional dan menghasilkan rancangan struktur organisasi baru yang lebih efektif. Disimpulkan bahwa pendampingan ini berhasil meningkatkan kapasitas pengurus dan membangun fondasi BUMDes yang lebih profesional, meskipun aspek keberlanjutan memerlukan pengawalan intensif untuk memastikan implementasi secara penuh.
