Youth has a very important position in the history of the struggle for Indonesian independence. Youth development is Indonesia's strategic agenda in order to prepare future generations who are strong and able to play a role in the development of the nation as a whole. In the present, youth are expected to continue to be able to fulfill independence in order to support national development. Seeing the very high potential of youth, the Government then saw the need to formulate special policies related to youth development. The research method in this writing is qualitative. The type of research in this research is using normative juridical law research. The purpose of the establishment of the Youth Law which provides specificity for the implementation of affairs in the field of youth cannot be carried out optimally so that it also has an impact on the Government's efforts in implementing youth development which is expected to support national development.Keywords: Authority; Youth; National development AbstrakPemuda memiliki kedudukan yang sangat penting dalam sejarah perjuangan kemerdekaan Indonesia. Pembangunan pemuda merupakan agenda strategis Indonesia dalam rangka mempersiapkan generasi masa depan yang tangguh dan mampu berperan dalam pembangunan bangsa secara keseluruhan. Di masa sekarang, pemuda diharapkan terus dapat mengisi kemerdekaan guna mendukung pembangunan nasional. Melihat potensi kaum muda yang sangat tinggi, Pemerintah kemudian memandang perlu menyusun kebijakan khusus terkait dengan pembangunan kepemudaan. Metode penelitian dalam penulisan ini adalah kualitatif, jenis Penelitian dalam penelitian ini yaitu menggunakan penelitian hukum yuridis normative. Tujuan pembentukan Undang-Undang Kepemudaan yang memberikan kekhususan penyelenggaraan urusan dibidang kepemudaan tidak dapat dilaksanakan dengan maksimal sehingga berdampak pula terhadap upaya Pemerintah dalam melaksanakan pembangunan kepemudaan yang diharapkan dapat mendukung pembangunan nasional.Kata Kunci: Kewenangan; Kepemudaan; Pembangunan Nasional

Abstract : The definition of trial in absentia is to try without the presence of the defendant in the trial. In Indonesian law, courts in absentia can be applied to cases of road traffic violations, economic crimes, subversion and corruption.In the judicial process in absentia by the military court against suspects whose members of the military are absent or fleeing, those concerned can be processed using Law Number 39 of 1947, Article 86 and Article 87 concerning Amendments to the Army Criminal Code.The purpose of this study is to analyze, explain the implementation of the decision of the military court in absentia against members of the military who deserted and to analyze, explain the arrangements for the implementation of the decision of the military court in absentia against members of the military who deserted.This research is included in normative juridical research. The normative juridical research method is a method or method used in legal research which is carried out by examining existing library materials. The data used is secondary data. While the collection of legal materials is done by reviewing and collecting library materials and the analysis method is carried out by qualitative descriptive methods.From the results of the study, it can be concluded that based on the Decision that the Researcher reviewed, namely Decision Number 125-K/PM.II-09/AD/VIII/2021 and Decision Number 87-K/PM I-03/AD/IX/2021 it can be seen that the Implementation of the Military Court Decision this cannot be implemented. Because the defendant did not know his whereabouts Keywords : TNI members, in absentia, Desertion.

Penelitian bertujuan untuk mengetahui dan memahami perlindungan hukum atas hak kesehatan anak di negara Republik Indonesia serta mengkaji akibat hukum atas pelanggaran hak anak untuk mendapatkan imunisasi anak ditinjau dari undang-undang perlindungan anak. Metode yang digunakan dalam penelitian ini adalah metode penelitian hukum yuridis-normatif. Hasil penelitian ini menjelaskan bahwa perlindungan anak dimaksudkan untuk melindungi anak dan hak-haknya agar dapat hidup, tumbuh, berkembang, dan berpartisipasi secara optimal sesuai dengan harkat dan martabat kemanusiaan. Secara hukum, anak telah dilindungi hak-haknya yang salah satunya adalah hak untuk mendapatkan pelayanan kesehatan sebagaimana diatur dalam Pasal 8 Undang-Undang Nomor 23 Tahun 2002 tentang Perlindungan Anak juncto Undang-Undang Nomor 35 Tahun 2014 tentang Perubahan Atas Undang-Undang Nomor 23 Tahun 2002 tentang Perlindungan Anak. Pemerintah wajib untuk menyediakan fasilitas kesehatan, sementara orang tua bertanggung jawab untuk menjaga kesehatan anak. Tanggung jawab orang tua diimplementasikan dengan cara mengikutsertakan anak pada kegiatan imunisasi yang diprogramkan oleh pemerintah. Akibat hukum orang tua yang tidak menjalankan tanggung jawab dapat dikenakan sanksi sebagaimana diatur dalam Pasal 30 Undang Nomor 23 Tahun 2002 tentang Perlindungan Anak juncto Undang-Undang Nomor 35 Tahun 2014 tentang Perubahan Atas Undang-Undang Nomor 23 Tahun 2002 tentang Perlindungan Anak. The purpose of this study is to find out and to understand the legal protection for healthy rights of the children in Indonesia as well as to examine legal affects of the violation on children rights reviewed by law on children protection. The methode used in this stury is normative judicial. The result of this study explained that the purpose of children protection is to protect the child and their rights so they can live, grow, develop, and participate optimally in line with dignities of humanity. The children rights have protected by law which one of the the rights are to get health services as stipulated in the Article 8 of Law Number 23 year 2002 on Child Protection juncto Law Number 35 year 2014 on Amendment of Law Number 23 year 2002 of Child Protection. The Governement is obliged to provide health facility, meanwhile parents are responsible for taking care of child’s health. The parents’s responsible is carried out by participating in immunization that was program by Government. The legal affect to the parents who did not conduct their responsible is subject to the sanction as stipulated in Article 30 of Law Number 23 year 2002 on Child Protection juncto Law Number 35 year 2014 on Amendment of Law Number 23 year 2002 of Child Protection.

The issues raised in this study are the division of D Papua and the implementation of the moratorium. Based on Law Number 23 of 2014 concerning Regional Government and Law Number 2 of 2021 concerning the Second Amendment to Law Number 21 of 2001 concerning Special Autonomy for the Province of Papua for the implementation of this Law the government issued Government Regulation Number 106 of 2021 concerning the authority and institutional implementation of the special autonomy policy for the province of Papua. In this research, Organ Theory and Legal Certainty Theory are used which will be the tools of analysis to dissect existing problems.

Harmonization is a process of harmonizing the substance and technique of drafting laws and regulations. Within the framework of the national legal system, follow-up harmonization is regulated in Permenkumham Number 22 of 2018 and Permenkumham Number 23 of 2018. The method used in this study is normative legal research. The research data comes from primary legal materials, secondary legal materials and tertiary legal materials which are collected through library techniques. The analysis of legal material used in this study is by means of legal interpretation (interpretation) and legal construction methods. From the research results it can be obtained that explicitly, the positions of drafters and drafters of legislation in the formation of laws and regulations according to Permenkumham Number 23 of 2018 are contained in Article 3 paragraph (1) and (2) which explains that the designer has the task of preparing, formulate and process draft laws and regulations and other legal instruments and in implementing this matter the designer of laws and regulations must carry out harmonization, and must attach a letter of completion of harmonization, and the designer has an important role, because the designer must be able to create regulations that are in harmony with existing regulations . In addition, the designer must also be able to make regulations whose contents do not give rise to dubious interpretations. In the stages of drafting regulations, the designer always plays an important role in each stage. In the formation of regional regulations, the designer is always present at every stage of formation.

Through Law Number 11 of 2020 on Job Creation, it is easy for foreign workers to enter Indonesia because written permits are replaced by only using a plan for the use of foreign workers. The method used in this research is the normative or legal research method. As a normative legal research, the approach used by the author in discussing this problem is to use a statutory approach. From the results of the research, it is obtained that the policy regarding the regulation of foreign workers in Indonesia has been contained in several regulations, including Minister of Manpower Regulation Number 8 of 2021 which explains the implementation of Government Regulation Number 34 of 2021 concerning the Use of Foreign Workers, as well as Law Number 6 of 2023 which stipulates Government Regulation in Lieu of Law Number 2 of 2022 into the Job Creation Law. The use of foreign workers actually aims to meet the needs of labour with certain skills and expertise in supporting the country's development, especially when the Indonesian workforce is still inadequate in achieving the necessary professionalism. The ratification of Law Number 11 of 2020 brought significant changes in the Labour Law by facilitating the entry of foreign workers into Indonesia, through the deletion and amendment of several articles. In relation to legal certainty regarding the use of foreign workers in Indonesia, Law No. 11/2020 stipulates procedures for the use of foreign workers in Indonesia

Salah satu lembaga negara yang muncul melalui perubahan ke-tiga UUD 1945 antara lain adalah Dewan Perwakilan Daerah (DPD). Hadirnya DPD dalam struktur ketatanegaraan di Indonesia diatur dalam Pasal 22C dan 22D UUD 1945, tujuan dari pada pembentukan Dewan penvakilan Daerah (DPD) semula dimaksudkan dalam rangka mereformasi struktur parlemen indonesia menjadi dua kamar (bikameral) yang terdiri atas DPR dan DPD Akan tetapi, ide bikameralisme atau struktur parlemen dua kamar itu mendapat tentangan yang keras dari kelompok konservatif di panitia Ad Hoc Perubahan UIJD 1945 di MPR 1999-2002, sehingga yang disepakati adalah rumusan yang ada sekarang tidak dapat disebut sebagai menganut sistem bikameral sama sekali. Dalam ketentuan UUD 1945 dewasa ini, jelas terlihat bahwa peran DPD tidaklah mempunyai kewenangan yang sama dengan DPR terutama dalam membentuk undang-undang.

(Analisis UU Cipta Kerja Tentang Perlindungan Tenaga Kerja Di Indonesia): Pemerintah telah mengeluarkan kebijakan untuk mencegah penyebaran virus corona COVID-19 dengan mengeluarkan pembatasan sosial berskala besar. Peraturan tersebut membatasi kegiatan warga di wilayah tertentu, antara lain dengan menutup operasional perusahaan, sehingga berpotensi bagi keberadaan usaha dan melakukan tindakan efisiensi pegawai dengan cara pemutusan hubungan kerja. Bersamaan dengan itu, Pemerintah dan DPR telah mengesahkan Undang-Undang Nomor 11 Tahun 2020 tentang Cipta Kerja dan mengubah beberapa UU Ketenagakerjaan sebelumnya. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana bentuk perlindungan tenaga kerja akibat diundangkannya UU Cipta Kerja. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan jenis penelitian yuridis normatif dan menggunakan deskriptif analitis. Hasil dari penelitian ini adalah belum tercapainya keadilan dalam memperoleh perlindungan yang lebih baik bagi seluruh tenaga kerja Indonesia karena posisi tawar yang tidak seimbang antara pengusaha dan pekerja, sehingga diperlukan aturan yang mampu menyeimbangkan posisi antara kedua belah pihak.
