Abstract

Indonesia faces a low number of master’s graduates, partly due to implementation challenges in programs like the Fast Track at Universitas Brawijaya’s Faculty of Administrative Sciences. This research aims to evaluate the Fast Track program using SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis and develop strategic plans using the Analytical Hierarchy Process (AHP). A mixed methods approach with a dominant-less dominant design was employed. Data were gathered through interviews with two Fast Track students, three master’s program heads, and the vice dean of academics. Thirteen Fast Track students completed questionnaires. Additionally, direct observations were conducted, and relevant university regulations were reviewed. Data analysis included interactive analysis, SWOT analysis, and AHP to formulate short-, medium-, and long-term strategies. Findings indicate that internal strengths are the primary drivers for program success. Short-term strategies should prioritize improving students’ time management and academic readiness. Medium-term strategies must focus on aligning thesis topics with suitable supervisors to facilitate academic progress. Long-term strategies should involve consistent monitoring and evaluation to ensure students complete the program within the designated five years. Strategic improvement relies on enhancing coordination between undergraduate and master’s programs. This alignment is essential not only for academic success but also for supporting students' mental well-being throughout the accelerated track.

Abstract

Penelitian ini membahas dampak kebijakan Agraria, Tebu, dan Desentralisasi pada perubahan organisasi pemerintah, perkembangan ekonomi, dan pembangunan Kota Malang selama masa Kolonial Hindia Belanda. Kebijakan Agraria yang ditetapkan oleh PemerintahKolonial Hindia Belanda memiliki peran penting dalam perubahan kepemilikan tanah dan pengelolaan lahan di masa itu. Selain itu, desentralisasi yang mulai ditetapkan mempengaruhi struktur Pemerintahlokal dan dinamika pembangunan ekonomi dan infrastruktur di Kota Malang. Dalam konteks ini, berbagai bangunan bersejarah yang di bangun pada era Kolonial Hindia Belanda sekarang ditetapkan sebagai cagar budaya dan dikelola oleh kelompok sadar wisata di bawahnaungan Dinas Kepemudaan, Olahraga, dan Pariwisata. Penelitian ini menggunakan metode sejarah dengan pendekatan deskriptif kualitatif, memanfaatkan arsip kolonial dan dokumen pemerintah. Hasil penelitian menunjukkan bahwa kebijakan kolonial Hindia Belanda memiliki pengaruh signifikan terhadap perkembangan tata kota dan ekonomi Kota Malang yang masih bisa dirasakan hingga saat ini. Kesimpulannya, kebijakan Agraria, Tebu, dan Desentralisasi di masa Kolonial Hindia Belanda memberikan warisan yang mempengaruhi struktur sosial, ekonomi, dan fisik kota. Implikasi penelitian ini adalah pentingnya konservasi pembangunan bersejarah dan pengelolaannya yang berkelanjutan untuk mendukung pariwisata dan pendidikan sejara di Kota Malang. Kata Kunci : Kebijakan Agraria, Tebu, Desentralisasi, Cagar Budaya, Kota Malang.

Abstract

This study aims to (a) describe and analyze the impact that occurred on the Village Government Apparatus "Training for the Preparation of the RPJM Desa and RKP Desa Bojonegoro Local Government" on their performance after attending the training at the Village Government Center in Malang (b) Describe and analyze the follow-up carried out Balai Besar Pemerintahan Desa di Malang in evaluating training programs to develop the capacity of the Village Government Apparatus. The results showed that the four stages for evaluating the Kirkpatrick model namely evaluating reactions, learning, behavior and results showed a significant impact on developing the capacity of village government officials in the training. After the evaluation is carried out, of course there are things that need to be improved so that follow-up steps are needed. The follow-up shows the involvement of structural, functional, and implementing officials at the Village Administration Center in Malang which contains several core things, such as facilities and infrastructure, modules, training methods, and trainers.

Abstract

This study aims to describe and analyze the governance of village government affairs in Kuwolu and Pandanajeng Villages, Malang Regency. The concepts of Governance, Local Government, and Public Services are used in this study. The method employed is qualitative with interactive analysis. The results indicate that in decision-making processes regarding government affairs impacting basic needs, infrastructure, and village community empowerment, the regional government dominates, while the community and village government act as supporters. Furthermore, transparency and accountability tend to be administrative, demonstrated more to higher levels of government rather than to the affected village communities. This occurs because the Village Government has stronger compliance towards the regional and central government as task assigners rather than towards the village community. This condition influenced by the pseudo-government status and structure of the village administration. In conclusion, the governance of village government affairs is currently in transition and can be optimally implemented if the status and structure of the village government change to a small local autonomous.
