Abstract

Abstract The coastal areas of Pekalongan City face a significant threat due to flooding and tidal surges. The low, flat topography complicates the management of drainage systems, given the relatively gentle land slope. Flooding incidents frequently occur in various parts of Pekalongan City. Furthermore, the global rise in sea levels and land subsidence in the region exacerbate this issue. This study aims to model the drainage system, considering factors such as rainfall, sea level rise, and land subsidence in Pekalongan City. The modeling is conducted by integrating 2D and 1D models using the Personal Computer Storm Water Management Model (PCSWMM) software. The modeling results encompass three parameters: flood depth, flood velocity, and flood duration. Subsequently, a flood hazard map is developed based on the Flood Hazard Index, incorporating these three parameters. Recommendations to address this issue include constructing embankments and flap gates upstream in flood-affected areas, as well as modifying the drainage system to enable gravity-driven water flow downstream without the use of pumps. However, it is essential to note that these recommendations may not be effective in scenarios involving significant land subsidence. This research is anticipated to assist stakeholders in making informed decisions regarding the management of the drainage system in Pekalongan City. Abstract

Indonesia rentan terhadap banjir, diperburuk oleh perubahan iklim. Mitigasi banjir menjadi fokus utama pemerintah, namun implementasinya menghadapi tantangan. Penelitian ini menganalisis pengaruh organizational behavior (OB) terhadap peran satuan kerja pemerintah dalam mitigasi banjir di Gedebage, Bandung. Penelitian menggunakan simulasi role-playing dengan mahasiswa magister sebagai responden yang berperan sebagai pejabat di BBWS Citarum dan Bappenas/Bappeda. Hasil analisis korelasi menunjukkan hubungan positif signifikan antara variabel-variabel OB dengan kepuasan kerja, dan antara kepuasan kerja dengan kapasitas organisasi dalam mengurangi risiko banjir. Kepemimpinan memiliki korelasi terkuat dengan kepuasan kerja. Konflik menjadi aspek OB dengan persentase terendah, mengindikasikan perlunya perhatian lebih dalam manajemen konflik. Peningkatan kepuasan kerja melalui penerapan prinsip OB dapat berkontribusi pada peningkatan kapasitas organisasi dalam mitigasi banjir. Penelitian lanjutan disarankan untuk melibatkan pengumpulan data lapangan dan memperluas lingkup penelitian.

Abstract

Abstract A spillway is a critical hydraulic structure used to release excess water when the water surface elevation in a dam exceeds the normal limit. The discharge capacity is strongly influenced by its geometric profile. In Indonesia, ogee and circular spillways are the most commonly used types. The ogee spillway is known for its superior hydraulic performance but features a complex geometry that requires high construction precision. In contrast, the circular spillway offers a simpler design, yet lacks a standardized reference for crest curvature ratios. To address this issue, the Golden ratio Tipe Spillway was developed by applying the constant mathematical ratio φ ≈ 1.618 to the crest profile. The aim is to create a design that is simpler, visually harmonious, and still hydraulically efficient. Evaluation was conducted through numerical simulations using Flow 3D software, validated by physical model testing in the laboratory. Results show that while the ogee spillway remains the most optimal in terms of performance, the ITB Golden Ratio Spilway types A and B demonstrate comparable discharge capacity, safe pressure.   distribution, and low cavitation risk. Abstract

Pekalongan City, located on the northern coast of Central Java, is vulnerable to flooding due to high rainfall, low land elevation, land subsidence, sea level rise, and uncontrolled human activities. The Banger River, originally constructed as an artificial river to reduce flooding from the Loji River, has now become a source of flooding. This study aims to identify technical flood control solutions for the Banger River using spatial, hydrological, tidal, and hydraulic analyses supported by hydraulic flow modeling software. Twenty years of rainfall data, spatial data, river geometry, and tidal information were used to simulate existing and projected long-term conditions. The design flood discharge with a 20-year return period was calculated at 281,9 cubic meters per second, resulting in an average inundation of 0,27 meters, which may rise to 0,85 meters within the next ten years due to land and sea level changes. Three alternatives were evaluated: normalization with earth embankment, a combination of normalization and parapet, and parapet-only implementation. Results indicate that using parapets, or combining them with river normalization and embankments, offers the most technically effective flood control solution in both short and long terms. Overall, the study emphasizes the need for adaptive flood management strategies in coastal urban areas. It is recommended that local governments integrate structural measures with nonstructural policies, such as land use regulation and public awareness, to ensure sustainable flood risk reduction.
