Abstract

AbstractMohammad Hatta or Mr. Hatta is a pioneer figure of human rights movement in Indonesia. There are reasons to confirm Mr. Hatta as the pioneer figure of human rights movement in Indonesia. First, Mr. Hatta is judged as the main person to create the foundation of modern democratic constitutional nation, both in the level of values and the practice of it’s development. Second, Mr. Hatta is regarded as the pioneer of democracy. It was seen on 3rd November 1945, when the government issued a declaration signed by Mr. Hatta as the Vice President which proclaimed the creation of political parties. Therefore, that occasion underlining the nullification of the single party nation while most of political elite regarded the single party nation with Partai Nasional Indonesia was the best idea.The purpose of this research is to indentify the solution from the weakness of individualism concept in democracy so that it can be applied in Indonesia, also to identify the effectivity of democratic system, and to describe a democracy that should be applied in Indonesia. The method used in this research is literature review. There are four indicators in Mr. Hatta’s idea. i.e: Individualism vs. Collectivism, Democracy, People’s Sovereignty, and Economic System.Mohammad Hatta rejects democracy that focused on individualism, because in the later people’s development, the capitalists were the ones who can reap most benefit from it. Economic democracy contains the idea of social-economy decison making pattern by the hand of majority public.This idea is contrary to the monopolistic economical structure which progressively limit the access of majority of working-class people against the chances and economic resources. The rationality is based on the idea that full political rights can’t be obtained without full economic rights. To ensure the democratic economy governance and to ensure appropriate distribution of economic resources, political control and law enforcement, therefore it should be returned to people’s majority.In macro point of view, some of the postulations from Mr. Hatta’s exemplary manner and idea still very relevant today. People’s sovereignty and collectivism can only be done if accompanied by democratic economy. Abstract

Brebes is one of the regency in Central Java that have conducted elections in 2012. The winner is the couple Idza Priyannti - Narjo. Victory of this couple is interesting to observe. First, look at the background of candidates who in fact had no political background to face with incumbent candidate Agung Widyantoro. Second, look at to the abung party support that he get by many of party coalition and the large parties in Brebes Regency, to face with Idza Priyanti who had supported by only some party. By the two reason above, interesting to know about political strategy to used by Idza Priyanti Narjo, so they can be the winner of election in Brebes Regency.The purpose of this study was to determine the strategies used by couples Idza Priyanti - Narjo so can obtain a majority vote in the Brebes General Election 2012. This study uses a qualitative analysis in descriptive analytical. The main data sources obtained from indepth interviews with several informants, Idza Priyanti and Narjo as the main actor, the bearer party PDIP and PKS and successful team, and literature of documents that relevant to this study.Based on the research, the strategy used by Idza Priyanti - Narjo, can be classified in two ways. First, the strategy that ijo used including job program, fight to people prosperous and 6 main pillar program and had the independent tim from this couple. Second, the strategy that propose party used including the solid party support and the strategy by succesful team, political marketing strategy and the effective campaign.Keywords: Winning Strategies, Election.

Abstract

Central Java Provincial Government launched the Policy Visit Central Java (VJT) 2013. This is done to increase the number of tourist visits, length of stay, and tourist shopping. This policy is also expected to increase revenues. The limited support facilities and infrastructure to support tourism activities in Central Java has resulted in a decreased tourist attraction. Tourism area management pattern which does not have overall negative impact resulting decline in tourist attraction.               This study is a qualitative study with the primary objective to describe in depth the Policy Evaluation Visit Central Java 2013. Data collection techniques in this study using in-depth interviews and documentation and document analysis. Analysis of the data in this study include stage data reduction, data presentation, and data verification or conclusion.            Results of this research is the implementation of policies Visit Central Java in 2013 can be assessed to walk less than the maximum. Less the maximum policy could be assessed from the aspect of the effectiveness, adequacy, equity, responsiveness, permanence. This is because the lack of achievement of the expected target, is still a lack of promotion and information about this policy, poor infrastructure still supporting existing tourism. On the other hand this policy is able to increase revenues from tourism sector of the district / city.

Abstract

PDAM Rembang (Rembang’s government water supply company) is the Regional Owned Company which was established to provide drinking water to the people of rembang with the quality and quantity in accordance with the standard set. As a regional company, PDAM Rembang often showed so many obstacles and problems in the past years. According BPPSPAM in 2010, PDAM Rembang was classified in healthy performance, otherwise it also included one of six of government water supply companies in Central Java which filed for bankruptcies due to lack of income. In the implementation of operational activities of public services in PDAM Rembang, it can be indicated that service quality is still low in terms of the distribution of clean water and the continuity of water to all customers.The purpose of this study is to find out what the dimension of tangible, reliability, responsibility, assurance, and empathy by Zeithaml (1990) is determining of public services quality at the Regional Water Supply Company (PDAM) Rembang . This study used quantitative research methods supported by tools of observation, questionnaires, and documents. The total of research samples were taken from 265 respondents which were drawn from 18.619 customers by using Table Cohen Manion and Morrison with some considerations, that an approximate population of 10.000, a 90 % the confidence level of the research, and an alpha of 0.1. Sampling technique used proportional stratified random sample (stratified proportional Random Sample). Then, the analysis of the data used Customer Satisfied Index (CSI) to determine the level of customer satisfaction.The results showed that the dimension of tangible, reliability, responsibility, assurance, and empathy by Zeithaml (1990) is determining of public services quality at the Regional Water Supply Company (PDAM) Rembang. From the calculation of the conformity level of the service attributes could be seen that the average level of concordance between performance and expectations of each service dimension, showed that tangible dimension has a suitability level of 89.09% indicating very satisfied, reliability dimension has a suitability level of 80.04% indicating satisfied, responsiveness dimension has a suitability level of 86.09% indicating satisfied, assurance dimension has a suitability level of 85.64% indicating satisfied, and empathy dimension has a suitability level of 86.12% indicating satisfied.Keywords: Public Service Quality, The Regional Water Supply Company (PDAM)

Abstract

ABSTRACTThis research was done to convey the failure of female candidate in the election of mayor of Merangin in Jambi Province in 2013 because only in 2013 female candidate appears in the election of mayor of Merangin in Jambi Province. The method of this research used qualitative approach and credible informant towards the process of regent and vice regent election. The result of this research was the failure of the female candidate in the election was caused by gender factor and political strategy. Every male and female candidates should be prepared themselves to socialize long before the election and participation of female candidate in political world will need all endorsement from every sides and the relevance of political education on women become very important to compete with male candidates.KEYWORDS: Women, Gender, Election

Abstract

AbstractAssesment of the public services quality is conducted to determine the gains of the service unit of BPJS Health Care Office in Batang. BPJS Health Care is expected to bring positive impacts for ensuring public health. However, there is a problem that the quality of services sometimes does not serve customers’ expectation, which means that there is still lack of satisfaction with the services performed. This study aimed to examine the quality of BPJS Health Care participant services in Batang using five public service factors of SERVQUAL, Realibility, Responsiveness, Assurance, Empathy, and Tangibles.By using the theory of service quality (SERVQUAL) and then processed using data processing methods set out in KEPMENPAN number 25 of 2004 on the General Guidelines for Preparation of Public Satisfaction Index (HPI) using the 15 service elements to assess the quality of BPJS Health Care participant services in Batang. Respondents in this study were participants of BPJS Health Care in Batang which in class of Workers Not Wage Receivers or Independent Workers, a total of 100 respondents were used as samples.The results showed the public's assessment of the quality of BPJS Health Care participant services in Batang rated Good. From the data that has been processed, the value of SMEs to quality of service was 77 which refers to a category B or Good. However, from the study conducted there are still several things that need to be improved. From the 5 factors of service quality and 15 service elements there are some elements that still need improvement from BPJS Health Care Batang in order to achieve grade A or Very Good .The study recommends, a good service quality should be the top priority in doing services in order to achieve the satisfaction of BPJS Health Care customers in Batang.Keywords: Quality of Service; Public Satisfaction; BPJS Health Care

Abstract

Pemilihan umum secara kepala daerah langsung merupakan manifestasi tumbuhnya demokrasi di indonesia. Pilkada membuka peluang yang sama dari masing masing calon atau kandidat untuk berkompetisi memperebutkan jabatan tertinggi yang memegang kekuasaan.Faktanya, dalam pilkada, incumbent tidak selalu menang dan penantang tidak selalu kalah. Akan tetapi, incumbent mempunyai posisi yang lebih menguntungkan jika dibandingkan dengan penantang.Salahnya satunya adalah di kabupaten ponorogo dimana penantang mampu mengalahkan incumbent dan yang mengalahkan incumbent tersebut adalah wakil bupatinya sendiri yakni H. Amin, SH.ini sebenarnya hasil yang mengejutkan banyak pihak. Karena sebelumnya diprediksi oleh banyak kalangan, incumbent akan menang dengan mudah. Tetapi fakta berkata lain justru H. Amin yang keluar sebagai pemenang.Dalam hal ini yang akan diteliti adalah variabel atau faktor yang menyebabkan perolehan suara H. Amin, SH bisa meningkat drastis yang kemudian diambil tokoh agama dan politik uang sebagai variabel utamanya.2Tujuan penelitian ini adalah untuk mencari hubungan antara tokoh agamadengan politik uang terhadap kontribusi perolehan suara H. Abstract

DPD presence raising hopes that the interests of the communities in the area and the problems faced in the area can be raised and fought at the national level. With the DPD, the public policies at both the national and local levels, is no longer expected to be harmful and even siding with the regional interests and the interests of Folk. DPD is required to perform a balancing power (checks and balances) due to the characteristics of DPD as a representative body composed of independent members, regardless of party politics, and elected directly by the people in the region. Therefore, the Council is also required to carry the aspirations of the voters in his district.To realize the legitimation of DPD and can function effectively as a representative of the area then it is necessary to strengthen the formulation of laws governing Council at the central position, that the amended Constitution. While relating the functions and positions needed to be strengthened DPD substantial and profound changes that DPD understand, understand and be able to apply the functions, duties and power, so the Council in the future to run more effectively. Model of political representation which is run by members of the DPD becomes important to be analyzed in order to know what kind of model is compatible with the DPD of Central Java Province as the representation of regional interests.

Abstract

KAMMI is a student movement which emphasizes the values of Islam, therefore besides politics KAMMI also have a dakwah purpose, namely to urge people to return to the path of Allah. As with any social movement, KAMMI also has a goal to change the values that exist in the society, which makes the surrounding society to cling to the values of Islam kaffah. This phenomenon is commonly called the Islamization, namely the return to Islamic values. It is also felt in the area FISIP Undip, which is KAMMI exist there. From this, the researchers will try to investigate what role KAMMI the process of Islamization in Undip FISIP students, as well as how the Islamisation process can be happen.The purpose of this study to determine how the role of KAMMI as extra movement campus campus KAMMI againts process of Islamization in the Faculty of Social and Political Sciences, University of Diponegoro (Diponegoro University), and how the process of Islamization that can happen. This study is a qualitative research. This type of research used in this research is descriptive analytic. Data retrieved through the interview process and document data KAMMI FISIP Undip, BEM FISIP Undip, and UPK FKMM.Based on this research, it is known that KAMMI role in the process of Islamization in FISIP Undip through several stages. The first is to strengthen the cadre, which is looking to be a cadre of potential students were then given the provisions of Islam that will be ready to plunge into FISIP student life can be exemplary role model for other students. The regeneration process is divided into formal cadre consisting of levels Daurah Marhalah (DM) 1 to Daurah Marhalah (DM) 3 to officially become a cadre KAMMI. There was also an informal cadre namely through the liqo or Halaqah. The channel is spread dakwah KAMMI today is through BEM FISIP Undip and also FKMM the container KAMMI in intra-campus institution. Although not optimal, but now has a chance KAMMI large enough to spread his message to the students FISIP Undip.Research has been done to provide information that in an effort to make the process of Islamization, KAMMI using the cadres to be syi'ar goes to students FISIP Undip. However, it is a process that is not optimal, it is because not strong KAMMI in strengthening organizations of intra-campus in FISIP Undip, it is deemed necessary because of the similarity of the organization's vision intra existing in applying Islamic values, then it will be easier to deploy Islamic values to students FISIP Undip the other, so that the process of Islamization is running better.
