Abstract

ABSTRACT The permanent registers of voters list is the main problem when The National Election Commission of Indonesia (KPU) organized election activities. On December 9th, 2015, the KPU of Badung Regency has found many problem when the organized election Regent and Vice Regent of Badung Regency in updating data such as duplicate data, died voters are reappears as voters, and citizens who moved domicile are still registered in voter list. The problem in the background for this research is the turnaround time for the determination of the permanent voters list and also due to the many migrants live in the village. The purpose of this research was to evaluate the performance the KPU of Badung Regency in the process of updating the voters list remains for data Dalung village. This research used qualitative descriptive method with depth interview to informants. This research evaluated the performance of the KPU Badung Regency used performance evaluation theory (Agus Dwiyanto) consisting of indicators productivity, quality of service, responsivity, responsibility, and accountability. The results of this research indicate that the KPU performance of Badung Regency is not maximal due to factors such as voters' data while the KPU received from the Civil Registry does not sync, many people have not reported on administrative information of residence, and from KPU officials were less thorough in the input data. Abstract

ABSTRACT Inclusive education is an educational service system that provides opportunities for all children to study together in a public school with attention to diversity and individual needs. The purpose of this research is to know the implementation of inclusive education for crew in SD No. 11 Jimbaran and obstacles in the implementation of this inclusive education. This study uses descriptive qualitative research methodology. In obtaining the data, the authors make direct observations to the field to obtain the primary data related and conduct documentation studies to obtain secondary data. In addition, the researcher uses techniques such as direct and indirect interviews related to this research. The conclusion of this research is Implementation of Inclusive Education in SD No. 11 Jimbaran as a whole has not been effective yet and is not in line with the established standard of inclusive education. Abstract

ABSTRACT This policy was implemented in 2013 by implementing an online system. This online system-based Hotel and Restaurant Tax Collection includes a reporting system (SPTPD), payment system, and online business transaction monitoring (supervision) system. With the existence of this policy, many conveniences were brought in. For taxpayers, they can carry out their obligations to report and pay taxes online. In this research, researchers used descriptive qualitative methods.To able to obtain data, researchers goes down to the field to observe and got a primary data and secondary data for documentation study. The implementation has been running quite well but, implementation it has not been able to improve the compliance of taxpayers. There are some difficulties in carrying out this policy, there are taxpayers who still use manual systems, taxpayers who are less cooperative in paying taxes, taxpayers do not make good use of the facilities provided, and less competent human resources. Abstract

Rural development is fundamental to the welfare of society. Many government programs are implemented in villages that are aimed at providing benefits to the community. Various problems often appear in the village, one of them is poverty. The Government of Gianyar Regency took an action to overcome the problem of poverty that occurred in the area by creating a program called Gerakan Pembangunan Siaga Desa Swatantra which targeted directly to the community. This study uses a descriptive qualitative research methodology, in obtaining the data, the author does direct observation in the field to obtain the primary data related, conduct study documentation to obtain secondary data. This research also uses techniques such as direct or indirect interviews related to the topic of this research. The theory used in this research is the theory of public policy which focuses on the concept of policy implementation, participation, empowerment, and development. The conclusion of this research is the implementation of Pembangunan Siaga Desa Swatantra program in Taro Village. This program gave a lot of benefits for the community as the target since 2015. The obstacles that have to be overcome in terms of implementation are fund management, awareness of the actors and material supply issues so that the development process can run smoothly. Abstract

ABSTARCT The Government has launched the Regulation of the Minister of Home Affairs No.4 of 2010 on the existence of PATEN guidance to improve a potential on service, especially to the service is administrative. Gianyar District Government together with District is very pro active in supporting the mandate of the Act by doing Technical, Substantive and Administrative preparation to prepare and support the implementation of District Integrated Administration Service (PATEN). Factors supporting success in the Implementation of District Integrated Administration Service (PATEN) in Payangan District Gianyar Regency that is due to government support, employee support and support from the community. Abstract

ABSTRACT Gema Petik Program is a community-driven community empowerment movement that is from, by and for the people, as well as an effort to suppress DHF (Dengue Fever) in the Denpasar city.The purpose of this study was to determine the implementation of the echo program in Banjar Lantang Bejuh. This study uses descriptive qualitative data collection techniques, and data in this study are presented in the form of text, tables, and graphs/diagrams. The indicators used in this study are, information, policy content, community support, potential sharing. The results of this study is the implementation of the Gema Petik program in Banjar Lantang Bejuh has been implemented, but it has not run optimally. The obstacles that must be followed up are the provision of information on the Gema Petik program that is unclear and evenly distributed, the community support is still not optimal, the lack of human resources for jumantik officers. Abstract

ABSTRACT The Micro and Small Business License Policy (IUMK) in West Denpasar District has been running since February of 2015. West Denpasar District became the first district to implement IUMK and has adequate facilities, but the number of IUMK’s publishing in West Denpasar District is still slightly compared to 3 (three) other districts in Denpasar City. The purpose of this IUMK is to make it easier for people to get legality for their business and easy access to empowerment, such as access to capital or financial. The purpose of this research is to know the implementation of policy of Small and Micro Business License (IUMK) in West Denpasar District by using Policy Implementation Theory from Charles O. Jones, including organization, interpretation, and application. This research used a descriptive qualitative method with data collection techniques such as observation, interview, dan documentation. The result of this research is the implementation of IUMK in West Denpasar District has been running well from the policy supporting organization aspect, but still need to be improved on the interpretation aspect of the implementation of IUMK and the lack of socialization, and the application or implementation aspect of IUMK. Through the improvement of the overall policy implementation process, it is expected to be able to increase the number of IUMK publishing as an effort to empower micro and small business enterprises in West Denpasar District. Abstract

ABSTRACT Standards that have been set by the Badung Regency Government is a control of development by having legal certainty. The purpose of this research to find out how the policy implementation from the government is related to the Implementation of Badung Regent Regulations Policy No. 5 of 2016 concerning the Standardization of Villa Business in Badung Regency, so that villa business actors can find out and follow all the requirements and permits that apply. Using the theory of policy implementation according to Charles O. Jones includes organization,,interpretation,and application..This research uses descriptive-qualitative methode with data collection technic in the form of observation,,interviews and documentation..The results of this study are policies on Standardization of Villa Business in Badung Regency that have not been implemented optimally, where in organizational indicators, interpretations, and applications there are still some obstacles, both from the government and from the community. Abstract

ABSTRACT Every child is entitled to grow, survival, freedom for participate and protected from violence and discrimination. In terms of the fulfillment of children’s rights situation of economic crisis in many ways turned out to new problems complicated such that child labor. Child problems background this study is the number of child labor in Denpasar increasing, vulnerable experienced physical and mental, and so many child who don’t have an optimal education. Because of that, Bali Province Regulation number 6 of 2014 about child protection need to be studied to see how far the implementation of this regulation to giving protection for child, in this case is child labor. This study measure how the implementation of the Bali Province Regulation number 6 of 2014 about child protection of child labor in the Badung Market conducted by Department of Social and Labor Denpasar with the theory of public policy implementation (George C. Edward III) consisting of communication indicator, resources, disposition, and bureaucratic structure. The method used in this research that is  qualitative exploratory with data collection techniques such as depth interviews with several informants. Based on the result of this study indicate that the implementation of Bali Province Regulation number 6 of 2014 about child protection conducted by the Department of Social Denpasar is not good result because there is no socialization of that regulation performed and the lack of staff knowledge about this regulation. By the four indicators ie communication, resources, disposition and bureaucratic structures indicate overall is not enough good result. Keywords : Implementation, Policy, Child Labor, Badung market
