Abstract

ABSTRACT The policy of managing groundwater tax in Badung Regency is in accordance with the Badung Regency Regional Regulation Number 1 of 2011 concerning on groundwater tax where this regulation have a functions as an instrument to implementing supervision, control and environmental conservation in the utilization of ground water so that the availability of water is maintained and fulfilled in accordance with its utilization. Therefore, this research aims to find out how the implementation of groundwater tax management policy in the Badung Regency Regional Regulation Number 1 of 2011, this research used descriptive qualitative methods. The results showed that the performance of groundwater tax management policy in Badung Regency was not optimal because the standards set were still unclear, communication was not effective, the taxpayers were less cooperative and the attitude of the implementers and the application of less strict sanctions. Abstract

ABSTRACT This research was conducted at the Department of Tourism and Culture of Bangli Regency. This study uses case study using qualitative descriptive research type. The unit of analysis in this study is an organization with informants are leaders, staff and staff who know the detailed information about the strategic planning of the organization and the community of tourism object managers as the subject of policies implemented by the organization. The purpose of this study is as an instrument to determine the extent to which the effectiveness of the strategy and its application as a follow-up and revision to the design of program formulation and the next strategy. Technique of data collecting done by field study that is collecting data through observation, interview and documentation study. The analysis results obtained that the implementation of strategies implemented in the Department of Tourism and Culture of Bangli Regency has several obstacles in the process of organizational strategic planning. Abstract

ABSTRACT UPTD Subak Museum was formed with the aim of preserving traditional farming tools used by ancient subak organizations. However, in its management there are stilli various problems, namely the low number of visits compared to other DTWs, overlapping authority, andalimited use of DAK. In refining and / or making a strategy, it is necessary to analyze the strategy using strategic planning process indicators according to John M. Bryson and also SWOT analysis techniques according to Freddy Rangkuti to identify opportunities, threats, strengths, and weaknesses. The type of research used is descriptive qualitative. The informant determination technique used is purposive and snowball. The results of the SWOT matrix analysis yielded eight alternative strategies. The overall strategies described are four selected strategies as a priority scale for the UPTD Museum Subak, namely maximizing the use of technology as a means of disseminating information, fostering community business spirit to create a tourism industry around the Museum Subak area, developing museum marketing innovations to attract visitors, optimizing support from the central government. Abstract

ABSTRACT The Online-Based Death Compensation Program is an innovation that aims to increase the transparency of the death compensations program and maximizing process to improve services to the people of Denpasar City including veterans. This program is one of the best programs in organizing Denpasar Smart City. This study uses descriptive qualitative methods with data collection techniques such as observations, interviews, and documentations. The results of the study are based on an analysis with three implementation indicators according to Charles O. Jones showing that the program still needs to be optimized because there are still problems with several indicators such as: the need to consider the number of death compensation operators, not yet maximizing socialization to the community especially in terms of requirements, the process of disbursing funds which often exceeds the time limit specified, and the amount of compensation funds expected to increase especially given to the community. Abstract

ABSTRACT The Village Family Planning Program aims to overcome thexproblems of population,xfamily planning (KB),xfamily development andximprove the quality of life of the community.this study purpose to determine how the evaluation of family planning program in the Denpasar City. This study uses xevaluation criteria according toaWilliam Dunn, namely, efficiency,xeffectiveness,xadequacy, alignment, xresponsiveness, and xaccuracy. The results based criteria show that the Family Planning Village on the effectiveness criteria has xbeen able to achieve the goals set.The leveling criteria have not yet reached levels in terms of location and service.xThe responsiveness criteria in the satisfaction level indicator show a xpositive xresponse and thexcommunity feelsxsatisfied and the community feels thexpositiveximpact of the existence of this Family Planning Village. On the criteria ofxthe accuracy of the villagexfamily planning program, it has become an appropriate means of improving community welfare. Keyword : Evaluation, Program, The Family Planning Village.

Abstract

ABSTRACT Notebook procurement programs for basic school students is one of the top programooftthe governmentoofBBadungRRegency with a mission to improve education. This research uses descriptive qualitative methods through interviews, observations and documentation asttheemainddata management techniques.sTherresults oftthissstudysshowtthat there are still a few things that the Education, Youth and Sport Goverment Agency of Badung Regency should take into account, among the problem of achieving program’s goal. Supporting factors such as computer teacher and wi-fi support facilities must still be improved inoorderrtommaketthe goal ofythe program. Theeobstacles that stand at SD No.1 Tuban, there are no teachers of computer subjects particularly at SD No.1 Tuban, the ability of a homeroom teacher to operate the notebook is still weak and there is no timeline learning. Abstract

ABSTRACT The Trans Serasii Program is an innovative program aimed at facilitating student free transportation to junior highmschoolgstudentskinpTabananoRegency. The beginning implementation of this program targeted SMPmN 1, SMPmN 2, and SMPmN 3 Tabanan. This researchmusesmdescriptive qualitative method with data collection techniques such as observation, interviews, andodocumentation. The results of the study are based on an analysis with six indicators of policy evaluation according to William N. Dunn which showing that the program has not been implemented or running well because there are still problems with several indicators such as effectiveness in ensuring student safety and comfort due to lack of fleets, efficiency of human resources due there are still drivers who violate the rules, there are no local regulation yet that specifically regulate this program, and the equipment is not optimal. Abstract

ABSTRACT Denpasar City regulates non-smoking areas through Denpasar City Regulation Number 7 of 2013. Wangaya Regional General Hospital is a location designated as a no-smoking area. This study uses descriptive qualitativei methods withi data collection techniques in the form ofoobservation, interviewssandddocumentation. This study uses an implementationi model according to Van Meter and Van Horn through 6 indicators that influence the application of public policies, namely policy standardssand objectives, resources, communicationbbetween organizations, organizational characteristics, social, economic and politicall conditions and theeattitude of implementers. The results of this study are the implementationnof no-smoking areas in the Wangaya general hospital has not run optimally due toolack of human resources and socialization activities that are not comprehensive so that people do not understand the restrictions on smoking bans in hospitals and unregulated use of electric cigarettes has become an obstacle in enforcing regional regulations on non-smokinggareas. Abstract

ABSTRACT Village Consultative Body (BPD) Tegal Kertha is a village legislative institution whose members are selected by the community directly to overseeing performance village head to realize transparency and accountability governance villages. The purpose of this research to see extent to which effectiveness Village Consultative Body (BPD) Tegal Kertha in the process supervision gavornment village in accordance with the stated goals and plans. Measurement effectiveness uses the Gibson theory with 3 variables that affect the level of effectiveness of an organization with based on goals approach, system based approach, and stakeholders based approach is to look preventive supervision and supervision of repressive by Situmorang. The result of this research indicate Village Consultative Body (BPD) Tegal Kertha carry out function well but there are still found as the weakness of the management of community aspiration and increase knowledge awareness of the tehnically train them about their function and tasks. Abstract

Klungkung Regency Population and Civil Registration Office has an innovation in the field of birth certificate, namely the Bela Nanda program, this program aims to provide fast, accurate and responsive public service in the field of birth certificate. In the implementation of the program Bela Nanda in collaboration with public hospitals and health centers in Klungkung Regency. The purpose of this study is to find the performance of Disdukcapil in issuing birth certificates through the Bela Nanda program.This study based on Dwiyanto theory about performance. the results show that there are several indicators that have worked well namely accountability indicators while indicators of productivity, quality of service, responsiveness, and responsibility have worked well but not optimally such as socialization, community requirements incomplete, influenced of local culture in naming babies and no joint evaluation has ever taken.
