Abstract

Indonesia is one of the countries that is vulnerable to natural disasters, especially in Bali. The regional disaster management system in Bali has an authorized body, namely BPBD which has the task of formulating and determining disaster management policies by acting quickly, precisely, effectively, and efficiently. Regional natural disaster management system in Bali and regulated in Bali Governor Regulation No. 26 of 2012. This study uses a qualitative descriptive research method, and is analyzed based on the policy implementation model proposed by Charles O. Jones which consists of three indicators, Organization, Interpretation, and Application. The results of this research BPBD Bali Province has an SOP which has two types of services, BPBD Bali has conducted socialization to the community, which is mainly done through social media. However, the problem is that the human resources and financial resources owned by the Bali Province BPBD are still quite small.

Abstract

The realization of accountability can also be supported from several factors, the factors that can support it is the culture of an area. Tri Hita Karana is a Hindu religious philosophy that is always present in every aspect of the life of indigenous peoples in Bali. This study aims to describe the accountability of village financial management based on Tri Hita Karana philosophy in Buduk Village. The research approach used is descriptive qualitative research and data collection methods in the form of observation, interviews, and documentation. This study measures how accountability in village financial management based on the Tri Hita Karana philosophy in Buduk Village using the theory of financial accountability which has 3 (three) indicators, transparency, accountability, and the principle of value of money. The results of this study show that the Buduk Village Government has implemented village financial management in accordance with the Tri Hita Karana concept well.

Abstract

Masyarakat Ekonomi ASEAN atau yang sering disebut dengan MEA merupakan bentuk kerjasama yang dilakukan antar Negara ASEAN. Kerjasama yaitu berupa pengembangan pada sumber daya manusia dan adanya peningkatan kapasitas, pengakuan terkait kualifikasi profesional, konsultasi yang lebih dekat terhadap kebijakan makro keuangan dan ekonomi, memilik langkah-langkah dalam pembiayaan perdagangan, meningkatkan infrastruktur, melakukan pengembangan pada transaksi elektronik lewat e-ASEAN, memperpadukan segala industri yang ada diseluruh wilayah untuk dapat mempromosikan sumber daerah, meningkatkan peran dari sektor swasta untuk dapat membangun MEA atau Masyarakat Ekonomi ASEAN. Negara kita ini memiliki tanah yang cukup subur, 70% mayoritas pekerjaan masyarakat Indonesia ialah Petani. Melihat hal yang demikian tentunya usaha apapun di bidang pertanian memiliki prospek yang cukup menjanjikan. Contoh UKM bidang pertanian cukup banyak seperti usaha pertanian padi, jagung, sayuran, buah-buahan, tanaman hias dan lain sebagainya. UKM adalah usaha kerakyatan yang saat ini mendapat perhatian dan keistimewaan yang diamanatkan oleh undang-undang, antara lain bantuan kredit usaha dengan bunga rendah, kemudahan persyaratan izin usaha, bantuan pengembangan usaha dari lembaga pemerintah, serta beberapa kemudahan lainnya. Kota Denpasar merupakan suatu kota di Indonesia dimana warganya banyak berkecimpung dalam dunia bisnis UKM dari data yang diperoleh di Dinas Koperasi, UKM dan Perisdustrian Kota Denpasar terdapat 31.685 unit industri UKM. Banyaknya pelaku Usaha Kecil, dan Menengah (UKM) di Kota Denpasar merupakan asset tersendiri yang akan memperkuat pondasi perekonomian daerah, intinya dapat menjadi sumber pendapatan bagi pemerintah daerah, selain itu peran serta UKM dapat mewujudkan pertumbuhan ekonomi, pemerataan, dan peningkatan pendapatan masyarakat, penciptaan lapangan kerja, dan pengentasan kemiskinan. UKM perlu disediakannya sarana untuk mengembangkan diri melalui berbagai macam fasilitas di berbagai sector yang sudah barang tentu sejalan dengan nilai masukan diatas, maka pemberdayaan Usaha Kecil dan Menengah, perlu diselenggarakan secara menyeluruh, optimal dan kesenambungan melalui pengembangan iklim yang kondusif, pemberian kesempatan berusaha, dukungan, perlindungan, dan pengembangan usaha seluas-luasnya, sehingga mampu meningkatkan kedudukan,peran, dan potensi udaha kecil dan menengah.

Abstract

Implementation of the principle of accountability of Village Fund management starting from the planning stage, implementation of all activities, and after the activities of village fund management is expected to be accountable. Judging from the object and method of analysis used, this research is included in qualitative descriptive research. This type of research seeks to describe the real picture of the phenomena that occur in the management of village funds, especially accountability of village fund management pemogan district of South Denpasar. To dissect this issue of Financial Accountability Theory, there are two indicators used in this study including: (a) Transparency Indicators proven by the absence of open village governance attitude towards village fund management from planning, implementation and accountability stages, (b) Indicators of Accountability (Accountability) evidenced by the different amounts of village funds used in reports on village financial accountability and reports on the use of village funds owned by BPMPD Kota Denpasar and Accountability Report of APBDes Pemogan Village caused by budget changes in October and accountability report with evidence of fund usage still not synchronized.

Abstract

UPTD Subak Museum was formedi with the aim ofapreserving traditionali farming tools usedi by ancient subak organizations. However, in its management there are stilli various problems, namely the low number ofavisits compared to other DTWs, overlapping authority, and limited use of DAK. In refining and / or making a strategy, it is necessary to analyze the strategy using strategic planning process indicators according to John M. Bryson and also SWOT analysis techniques according to Freddy Rangkuti to identify opportunities, threats, strengths, and weaknesses. The type of research used is descriptive qualitative. The informant determination technique used is purposive and snowball. The results of the SWOT matrix analysis yielded eight alternative strategies. The overall strategies described are four selected strategies as a priority scale for the UPTD Museum Subak, namely maximizing the use of technology as a means of disseminating information, fostering community business spirit to create a tourism industry around the Museum Subak area, developing museum marketing innovations to attract visitors, optimizing support from the central government. Abstract

In the midst of the Covid-19 pandemic, economic improvements must be made by all levels of society so that they can meet their daily needs. One way to improve the community's economy can be done by increasing the UMKM (Micro, Small and Medium Enterprises). UMKM (Micro, Small and Medium Enterprises) actors are slowly starting to experience problems arising from the pandemic such as marketing and capitalization. In accordance with the objective desired by the researcher, namely the formation of community participation in increasing creative and innovative MSMEs in Pikat Village, Dawan District, Klungkung Regency. Having creative and innovative ideas about MSMEs in the midst of a pandemic like this can help people to survive in their current conditions. Currently, MSMEs in Indonesia continue to experience a drastic decline. Not a few MSMEs have to go out of business because of the lack of customers, so this has led to many layoffs (PHK). Therefore, the participation of the community or UMKM actors in increasing creative and innovative ideas at MSMEs is very necessary so that the participation of the community can make the Indonesian economy recover. In addition, there is a need for a good strategy in planning MSMEs to help run the business. MSMEs have a very large and crucial contribution to the Indonesian economy. In the effort to increase MSMEs, there is also a need for training for the people of Pikat Village, so that people have the skills in implementing new businesses to meet their daily needs in the midst of a pandemic. Thus, this dedication is expected to be a role model for efforts to increase the development of creative and innovative MSMEs in Pikat Village, Dawan District, Klungkung Regency.

Abstract

The efforts of the central government in maximizing services, development, and community at the village level so that villages can be more independent in managing their government and can maximize the various natural resources they have in order to improve the quality of life and welfare of rural communities with the passing of Law Number 6 of 2014. The enactment of the Law Number 6 of 2014 to date to Permendagri Number 113 of 2014 concerning village financial management. The implementation of village financial management is mandated to accelerate the improvement of the quality of accountability for state finances. Having a clear accountability by the government to the community is very important in realizing good governance. Measuring the performance of government officials is one of the components in the public performance accountability system that can also be used in assessing the performance of village financial management. The amount of authority given to the village government in regulating its own governance means the great responsibility that the village government has in carrying out its duties. The allocation of village funds can also raise concerns because not all village financial management apparatus have adequate capacities. For example, the ability to spend and produce accountable village financial reports. Through trainings and massive educational outreach, it can improve the competence of village officials in managing village finances. The method used in this service is in the form of socialization and education related to the procedures for preparing good and correct financial reports to the village financial management apparatus, through several methods such as lectures, tutorials, discussions, and mentoring. In addition, the existence of socialization and education activities on village financial management not only increases the capacity of village apartments but also increases community understanding regarding the management of village funds. Thus, this dedication is expected to be able to improve the capacity and competence of village financial management officials and village officials in Werdhi Bhuwana Village, so that they can better compile village financial management reports.

Abstract

The implementation of the bidikmisi education fee assistance program is a step taken by the government to provide access to higher education to all people. This program is implemented by prioritizing the 3T principle, namely right on target, on time and in efficiency. This program is inseparable from various obstacles and obstacles to achieving the vision and mission and objectives of its implementation. These problems and obstacles also occur at Udayana University as one of the state universities that organizes the Bidikmisi education fee assistance program. Problems that occur include inaccurate provision of funding assistance, delays in disbursement of funds and unattainable objectives of program implementation. This research was conducted to determine the effectiveness of the implementation of the bidikmisi education fee assistance program at the Faculty of Social and Political Sciences, Udayana University using a case study with a qualitative descriptive research type. The unit of analysis in this study is all parts involved in the implementation of the bidikmisi education fee assistance program. The data collection technique was carried out by means of field studies, namely data collection, observation, interviews and documentary studies. The results of the analysis show that in the implementation of the bidikmisi education fee assistance program at the Faculty of Social and Political Sciences, Udayana University, there are obstacles and obstacles, namely the distribution of aid that has not been on target, the distribution of education costs is not yet on time, the lack of coordination between the program organizers. Therefore, it is still necessary to make improvements in several aspects such as improving the quality of selection of prospective recipients of bidikmisi tuition assistance, increasing coordination between the central government, state tertiary institutions and banks in the process of distributing assistance and increasing internal university coordination to achieve the vision and mission and objectives. the implementation of the bidikmisi education fee assistance program.

Abstract

Women's development efforts explained that accepting and opening space for women to play an active role in development is reflected in the composition of the management of women's community empowerment institutions with a maximum of 30% (percent) of women. In accordance with the objectives to be achieved, namely the formation of an independent community of women who are able to improve their economy. Then the formation of institutions and women's groups based on the initiative and participation of women themselves. Even though this has been regulated in the Regional Regulation, but the reluctance that occurs the role of women to date is still very limited, apart from women's participation, the lack of support from stakeholders also contributes to the decline in the role of women in development, especially in the Village.Stakeholders (stakeholders), namely all parties in a community structure, consisting of individuals, or communities who have an interest related to an issue in this case, for example the PKK group which is a forum or community of women in the village. Stakeholders are an important element in bringing about changes in women's movements in development. In an effort to support the development of women's roles in village-based development, it is necessary to consider various approaches, both sectoral and territorial approaches and involve active participation from various Stakeholders in Dawan Village, Klungkung Regency. In the framework of increasing synergy, synchronization and integration of all potentials in Dawan Village, Klungkung Regency, a capacity building activity is needed for all Stakeholders in order to contribute to the implementation of women's Empowerment at the regional level.Therefore, this dedication is expected to be a role model for efforts to increase stakeholder quality in the context of women's development at the regional level in Klungkung Regency.

Abstract

Mengwi Terminal is a type A type of terminal which began operations on October 23, 2017. The terminal has an area of 5 hectares now under the Land Transportation Management Center (BPTD) XII of Bali and West Nusa Tenggara Provinces. The research objective to be achieved is to obtain an actual picture of the constraints faced in the process of optimizing public service management in the Mengwi Terminal. This research uses descriptive qualitative method with data collection techniques in the form of interviews, observation, and documentation. The results of this study indicate that the optimization of public service management in the Mengwi Terminal is carried out, but not yet running optimally. Efforts made related to the optimization are already carried out socialization activities to the public and the autobus entrepreneurs (PO) as well as already provided 8 Trans Sarbagita bus units and the process of repairing facilities and infrastructure at the Mengwi Terminal.
