Abstract

The 2017 Aceh Besar Pilkada began with the people's desire for a new, better government in Aceh Besar, and in the end the candidate pairs of regents and vice regents namely Mawardi Ali and Tgk Husaini A Wahab won by winning 110,074 votes or winning with 57, 10 %. This victory was obtained from 18 sub-districts out of a total of 23 sub-districts, but after a year of serving as the Regent and his deputy, an internal conflict arose between the two. This research was conducted to dig deeper into the causes of the conflict, so that if possible, a resolution of this conflict could be obtained. The research method used is qualitative in which data is obtained through direct interviews with the two regional leaders (regent and deputy regent) and people who are in the vortex of the conflict. The results of this study indicate the conflict is due to differences in views between the two where the regent feels that his authority and work assignments are in accordance with their respective administrative positions. However, according to the deputy regent there is an agreement between the two that has not been fulfilled, resulting in conflict between the regent and deputy regent, but this conflict can be resolved properly through discussions or deliberations facilitated by a third party.

Abstract

This article discusses why the failure to fulfill indigenous peoples' rights in managing natural resources in Riau Province will pose a threat to democracy. The empirical phenomenon in Riau Province showed that even though regulations in recognition and protection existed, conflicts in forest management and land belonging to indigenous peoples continued to occur. This study uses qualitative research methods by collecting data through interviews and documents. The results show that the non-fulfillment of indigenous peoples' rights in managing natural resources will lead to injustice, discrimination, and economic inequality. It will ultimately have implications for the decline in the quality of democracy and the government regime's legitimacy. The implementation of indigenous peoples' rights in managing natural resources in Riau Province is limited to democratic rhetoric. The conclusion in this study is that violations of indigenous peoples' rights will contribute to democratic de-consolidation.

Abstract

AbstractToday, social media is perceived as the media. Blogs and bloggers have changed journalism; YouTube has discovered rare and raw talents; and the trinity (Facebook, Twitter, YouTube) have sparked revolutions. Focusing on end-users instead of producers and its interactive-ness are two paramount characters that permit ordinary people to engage in extra-ordinary activities. From the showbiz to politics, social media has left its marks. The World political events in recent years, in particular Arab Spring of MENA (Middle East and North Africa) have showcased positive link between social media and democratization. Malaysia has experienced quite a similar phenomenon to MENA in the verge of the 12th General Election (GE-12), held on March 8, 2008. The failure of the only ruling coalition, Barisan Nasional (National Front, or BN) to retain its two-third majority in the GE-12 is an empirical evident of people‟s desire and aspiration for free and fair elections, good-governance, and democratization which are very different from race-based politics. At a glimpse, the results of the 13th General Election (GE-13) which was held on May 5, 2013 are quite similar to the GE-12. Yet, deeper analyses indicated race-base politics and “strong government” has made a comeback. Hence, this article explores the paradox when the state is not only interfering but also participating in social media. This exploration demonstrates social media is not only meant for the masses; and that by possessing money, machinery, and authority; the state is potentially dominant at social media. Blog dan para blogger mengubah jurnalisme: YouTube menemukan bakat-bakat terpendam dan alami; serta the trinity (Facebook, Twitter, YouTube) telah memicu revolusi. Fokus yang lebih diberikan kepada pengguna akhir ketimbang produsen dan karakter interaktifnya adalah dua karakter penting yang memungkinkan orang-orang biasa terlibat dalam aktivitas-aktivitas yang tidak biasa. Dari pertunjukan ke politik, media sosial telah meninggalkan jejaknya. Peristiwa politik dunia dalam beberapa tahun terakhir, khususnya fenomena Arab Spring dari MENA (Timur Tengah dan Afrika Utara) telah menunjukkan hubungan positif antara media sosial dan demokratisasi. Malaysia mempunyai pengalaman yang hampir sama dengan fenomena MENA dalam Pemilihan Umum ke 12 (GE-12), pada 8 Maret 2008. Kegagalan dari satu-satunya koalisi yang berkuasa, Barisan Nasional (National Front, or BN) untuk mempertahankan 2/3 suaranya adalah bukti empiris bahwa rakyat berkeinginan dan mempunyai aspirasi untuk Pemilu yang bebas dan adil, pemerintahan yang baik, dan demokratisasi yang sangat berbeda dari politik berbasis ras. Sekilas, hasil Pemilihan Umum 13 (GE-13) yang diselenggarakan pada 5 Mei 2013 sangat mirip dengan GE-12. Namun, analisis yang lebih dalam menunjukkan bahwa politik berbasis ras dan pemerintah kuat telah kembali. Oleh karena itu, artikel ini mengeksplorasi hal yang paradoks ketika negara tidak hanya mencampuri tetapi juga berpartisipasi di media sosial. Eksplorasi ini menunjukkan bahwa media sosial tidak hanya dimaksudkan untuk massa; dan bahwa dengan memiliki uang, mesin, dan otoritas; negara berpotensi menjadi dominan di media sosial. Abstract

This article discusses the political reform in Indonesia which is less produce desirable changes. The case of local elections in Jambi and Takalar Province showed the form of political patronage in bureaucracy so that politics at the local level does not successfully educate and finalize the consolidation of democracy in Indonesia. This a article claims that the situation is nothing more tha the continuation of what so called political legacy of an earlier era. This immaturity caused by the pull of economic interests that drive the political patronage. As a result, political reform in Indonesia is difficult to fertilize a substantial democracy due to the emerging as poisoned democracy.

Abstract

There are three kinds of societies : high trust society, low trust society and zero trust society or distrust society. Indonesia tries to achieve democratization, therefore should provide civil liberties and political rights to all citizens, unfortunately in the Suharto’s regime those were not exist. Government only accommodate certain groups: entrepreneurs, bureaucrats and military.Many books reveal ways to change the authoritarian government to democratic government. Role of the elite, society involvement, and mix between elites and societies. Huntington mentioned three scenarios should be used. Transformation, replacements and transplacements. According to Larry, external intervention could be used to make the change.At the end of the 20th century, Indonesia has most dramatic political experience. Reformation Era arises and supported by the arises of freedom to speak (at the pers level). After five years of the transition time, many questions emerge and need answers. Where the reformation is leading? Indonesian citizen think that democratic movement is not congruence with many people wished and may be get worse than Suharto’s regime. The writer proposes the continuing new democratic way to support the reformation process. Based on that, the writer focuses on several problems. Civil society, local autonomy relate to socio economic development, civil-military relationship, gender and women representatives.

Abstract

Autonomy, at the moment, misinterpreted as auto-money; is providing money as much as possible for the local autonomy government. Therefore, since UU No. 22 tahun 1999 is implemented, a lot of local regulation problems has emerged, especially entail to local taxes and local retributions that may distort economic activities. Some cases in West Java Province, Kota Bandung, Kabupaten Garut, Kabupaten Ciamis, and also Kabupaten Cirebon showed the problem. To prevent the appearance of local regulations problem, experiences in some state, such as : United States of America, Australian, English, Denmark, Dutch, and Japan, they run a cheerful concept Regulatory Impact Assessment (RIA), as a representation of Good Regulatory Governance. There are four matters which are need to be paid attention in policy formulation --especially entail to local taxes and retributions-- namely: The Principle of Competitive Neutrality, The Principle of Minimum Effective Regulations, The Principle of Transparency Participation and The Principle of Costs-Benefits Effectiveness.

Abstract

The system of Directly Regional Head Election (Pilkada) will be held in Indonesia constitute the expected process to enhance the quality of democratization in this country. Nevertheless there is still a hesitation related to opinion about unreadiness of public to be involved in pilkada. This paper put the public Indonesian factual practices forward to neutralize the hesitation. There are some theoritical approach explained as tool of analysis to predict the active actualization of voters behavior in Indonesia.Kata kunci : pilkada, demokratisasi, partisipasi politik, kesiapan pemilih dan prilaku pemilih.

Abstract

Governance assesment in Banten Province has been done to asses what was state, market and civil society as multi stakeholders in governing Banten Province. Governance assesment indicate ten variables, for example government effectiveness, political stability, participation, innovation and trust. Output for this assessment show that Governance Quality Index be in the last five order from 20 province, regency and city in Inodnesia. This condition be exactly the opposite of Human Development Index andP ublic Satisfaction Index that be in fourth position with score for each 66,6 and 25,1. This research shown that there is no linear correlation between Human Development Index and Public Satisfaction Index with Governance Quality Index. One factor of causes is state preference as a public service provider give score more over estimate than other actor of governance, private sector and civil society. Recommendation for the result of this research are increasing public participation in policy process, developing networking organization, public accountability enforcement and also giving incentive for government employee.Kata kunci: good governance, governance assesment, government quality index

Abstract

After resignation of Soeharto in 1998, Indonesia political context especially in local level was change. The most significant change in current times is shifting paradigm from centralized government system to decentralized government system. But, this dramatically change is still problematic. Norms, values, and procedures were built by New Order regime still live in local government culture an attitude. Hence, in term of decentralization, local government must take a chance to change this culture.
