Abstract

The high birth rate has become a problem for Serang City from year to year, causing uncontrolled population growth. These factors are the background of the KB Village Program. The Office of Women's Empowerment, Child Protection, and Family Planning (DP3AKB) Serang City is the main organisation in charge of family planning issues in Serang City. Therefore, DP3AKB has sent a Family Planning Field Officer (PLKB) to implement the family planning program at the sub-district level. PLKB formed a KB Village Program Manager (PPK KB) so that villages could cooperate in finding and registering family planning acceptors by going directly to the field. The problems that occur in the implementation of the KB village program in Nyapah Village, Walantaka District are: lack of awareness of the people who are included in the fertile age couple (PUS) who have not become KB participants, lack of number and quantity of human resources in the KB village, Nyapah village, Walantaka district, lack of health facilities. in the Family Planning village, the lack of competence of the Pokja as implementers. The organization of the family planning village in Nyapah Village, Walantaka District, and community participation in the family planning village program in Nyapah Village has not been maximized. Abstract

AbstractThe COVID-19 pandemic provides trials as well as lessons for the democratic system in Indonesia. This article examines and discusses the sustainability of democracy in Indonesia by reflecting on the handling of the COVID-19 pandemic. The research method we use is qualitative with data collection techniques through observation, library research, and utilizing various online sources to analyze it. Our findings show that the government's strategy in anticipating the COVID-19 pandemic has reduced the level of democracy. This can be seen in the politicization of regulations which has led to the arrest and prosecution of civilians who disagree with the government. Second, the occurrence of executive aggrandisement by attracting opposition elites into the government so that there is no resistance in terms of handling COVID-19 and, third, the birth of a discourse on the perpetuation of executive power. If there are no efforts to correct the course of democracy, then Indonesian democracy will experience a deeper setback than during the COVID-19 pandemic.Keywords: COVID-19, Executive Aggrandisement, Democratic Regression, Authority AbstrakPandemi COVID-19 memberikan cobaan sekaligus pembelajaran terhadap sistem demokrasi di Indonesia.  Artikel ini membahas dan mendiskusikan keberlanjutan demokrasi di Indonesia dengan bercermin pada penanganan pandemi COVID-19.  Metode penelitian yang kami gunakan adalah kualitatif dengan teknik pengutipan data melalui observasi, library research, serta memanfaatkan berbagai sumber online untuk menganalisisnya.  Temuan Kami menunjukkan bahwa strategi pemerintah dalam mengantisipasi pandemi COVID-19 telah menurunkan kadar demokrasi.  Ini tampak pada politisasi regulasi yang berujung pada penangkapan dan penuntutan warga sipil yang berseberangan pandangan dengan pemerintah.  Kedua, terjadinya executive aggrandisement dengan cara menarik menarik masuk elit oposisi dalam pemerintahan agar tidak ada perlawanan dalam hal penanganan COVID-19 dan, ketiga, lahirnya wacana pengekalan kekuasaan eksekutif.  Jika tak ada upaya koreksi atas jalannya demokrasi, maka demokrasi Indonesia akan mengalami kemunduran yang lebih dalam dari masa pandemi COVID-19 lalu.Kata Kunci: COVID-19, Executive aggrandisement, Regresi demokrasi, Kuasa

Abstract

AbstrakThis research explores the practice of internet restrictions carried out by the state, with a focus on the current socio-political conflict situation. Digital power as a concept is used in this research to look at state control over the internet, especially when socio-political conflicts occur, and the internet becomes a threat to state stability. This research focuses on state control of the internet in the practice of internet restrictions when social conflict is ongoing in Papua. Qualitative research was conducted using a case study approach, using literature studies and interviews with government institutions and private institutions that are related to the issue of internet restrictions. The main finding of this research is that the practice of internet restrictions carried out by the state during the conflict in Papua was to prevent the public from verifying the accuracy of information.Keywords:  Internet Restrictions, Digital Power, Conflict in Papua. AbstrakPenelitian ini mengeksplorasi praktik pembatasan internet yang dilakukan oleh negara, dengan fokus pada situasi konflik sosial politik yang sedang terjadi. Kuasa digital sebagai konsep digunakan pada penelitian ini untuk melihat kendali negara pada internet, terkhusus ketika konflik sosial politik terjadi dan internet menjadi ancaman bagi stabilitas negara. Penelitian ini fokus pada kontrol negara dalam internet pada praktik pembatasan internet ketika konflik sosial sedang berlangsung di Papua. Penelitian kualitatif dilakukan dengan pendekatan studi kasus, menggunakan studi Pustaka dan wawancara dengan lembaga pemerintah serta lembaga swasta yang memiliki keterkaitan dengan isu pembatasan internet. Temuan penelitian ini yang utama ialah, praktik pembatasan internet dilakukan oleh negara pada masa konflik di Papua ialah untuk menghambat publik melakukan verifikasi keakuratan informasi.Kata kunci: Pembatasan Internet, Kuasa Digital, Konflik di Papua.

Abstract

The high rate of stunting in Serang sub-district indicates the need for an accelerated reduction strategy based on data and a multi-sectoral approach. This study aims to formulate a strategy to accelerate stunting reduction through sensitive interventions that cover the health, education, and social infrastructure sectors. The theory used is Strategic Management and the Wheelen and Hunger approach, with a descriptive quantitative method and purposive sampling technique of 30 respondents from the Serang District Stunting Reduction Acceleration Team (TPPS). Data analysis was conducted using the IFE, EFE, IE Matrix, Cartesian diagram, and SWOT matrix. The results showed that Serang sub-district is in quadrant I (S-O) which recommends an aggressive strategy. Strengths include the active involvement of TPPS and community nutrition education, while opportunities come from national programmes and cross-sector support. The resulting priority strategies include optimising digital nutrition education, strengthening family assistance, and collaborating to improve sanitation. This research emphasises the importance of a local resource-based approach in formulating a sustainable stunting acceleration strategy.

Abstract

Village-Owned Enterprises (BUMDes) in Indonesia are mandated to implement good governance principles and advance sustainable development. However, understanding how governance and sustainability operate in local contexts remains limited. This qualitative interpretive study examined governance and sustainability practices across five purposively selected BUMDes in Banten Province. The research employed multiple case study design with data collected through ten semi-structured in-depth interviews with BUMDes managers, village officials, and community leaders, combined with document analysis of strategic plans, governance reports, and financial records from 2022 through 2025. Interview and documentary data were analyzed using thematic analysis methodology employing systematic coding, theme development, data triangulation, and reflexive interpretation to ensure analytical credibility and dependability. The findings reveal four critical themes. First, BUMDes governance operates through dynamic duality where formal structures provide legitimacy while informal networks grounded in kinship relations exert preponderant influence over actual decision-making. Second, sustainability is interpreted adaptively, emphasizing short-term economic survival despite embedded social and environmental commitments rooted in local values. Third, persistent tensions exist between organizational efficiency imperatives and stakeholder inclusivity, resulting in marginalization of women and youth. Fourth, social capital encompassing trust and community cohesion functions as critical institutional buffer enabling organizational resilience during crises. The research concludes that governance and sustainability in BUMDes represent ongoing navigation processes between competing institutional imperatives rather than matters of simple regulatory compliance. Governance requires contextually adaptive approaches recognizing informal mechanisms as legitimate institutional contributions deserving deliberate strengthening. Support programs should emphasize social capital cultivation alongside technical skill development and facilitate dialogue between formal and informal governance systems to enhance organizational capacity and institutional sustainability
