Abstract

ABSTRACT Human resources issue in Lao PDR is a complex issue, such as less attention from government, unwilling children to go to school, unskilled teachers to inaccessible and uneven access of education. Responsibility to protect of Lao PDR government in dealing with education issue is in a form of implementing Education for All (EFA) programs of UNESCO in 2003-2015. This research aims to analyze the implementation of Education for All (EFA) programs by Lao PDR government. The concept of human security is able to explain the importance of education through the process of how the government captures this as a threat to the individual and the responsibility to protect (RTPR) from Lao PDR government. Since the collaboration with UNESCO, the Lao PDR government has finally directed its national policy to be focused on education This research uses descriptive qualitative method using official documents issued by Lao PDR government and UNESCO data. Abstract

This research aims to describe the causes of ASEAN’s failure in making the Code of Conduct for South China Sea dispute during the period of 2002-2012 by using the concept of international organization’s weaknesses and influence of external actor. The above-mentioned dispute involves four ASEAN member states; there are Vietnam, The Philippines, Malaysia, Brunei Darussalam and China, which is not an ASEAN member state. This research perceives that the failure of ASEAN in making Code of Conduct is influenced by internal and external factors. By using qualitative method, the author found that there are three internal factors that challenge ASEAN, namely different national interest among member states, decision-making process based on consensus, and weak dispute settlement mechanism. The external factors are economic relations between ASEAN and China, China’s persuasion efforts to ASEAN, and China’s ability to prevail strategy towards Cambodia. Abstract

ABSTRACT Indonesia is Australia’s closest neighbor countries are cooperating in various fields including the field of aviation. Australia has a strong aviation company and contribute to the advancement of the world’s airlines to join the international civil aviation organization (ICAO) and helped develop the company’s low in many countries, especially in Asia Pacific. The Aviation sector included into one of the most important area, because of the creation of air traffic for people’s mobilization especially tourists who produce the country’s foreign exchange. The implementation of aviation safety improvement is done through the cooperation of the air transport sector in which inside it there are grains of technical implementation carried out by both countries, and also implementation support in such cooperation namely Indonesia Australia Aviation Security Project (IAAP), Indonesia-Australia Direct Flight Cooperation, and Indonesia Transport Safety Assistance Package (ITSAP). The implementation is a form of political negotiation within the framework of relations between the two countries to persue their own national interests. This study assessed using two concepts that is sustainable development of air transport and geostrategic concept. The Locus of this study is from 2008-2013. Abstract

ABSTRACT Intervention of Russia to Ukraine at the end of 2013 has caused a long period of conflict. This conflict has given impacts on social, economics and political sectors in both countries. This research analyzes the impacts of Russia and Ukraine conflict on Russia’s tourism industry in 2013 – 2015. This issues discussed by answering question to what extend Russia and Ukraine conflict caused impacts to Russia’s tourism sector. Data for this study were collected from various sources including, literary sources, news and reports. Data were analyzed with tourism studies in international relations and foreign policy theoretical frameworks. The analysis shows that the Russia – Ukraine conflict does not only give a serious impact on the socio-political life, but also affect the tourism sector of Russia. These occurred because there have been strong reactions against the Russia’s intervention by the international community in the form of economic sanctions and travel warnings. Russia’s decline in the tourism sector after the outbreak of the conflict shows that the tourism sector is integrated with international relations. Abstract

9/11 brought a considerable impact on international security, especially for United States. Post 9/11, US declared Global War on Terrorism and war in Afghanistan to arrest the perpetrators of 9/11. US also made changes in their immigration policy. This research analyzes the purpose of US in providing Special Immigrant Visas (SIV) program for citizens of Afghanistan in 2009-2014. SIV program is certainly contradictory with US’s policy post 9/11. This issues discussed by answering the question to why the US provide SIV for citizens of Afghanistan. Data for this study were collected from various sources including: literary sources, news and reports, thenanalyzed with national interest, national strategic and foreign policytheoriticalframeworks. The analysis shows that US provide SIV program to recruit citizens of Afghanistan in achieving the US’s goals on Afghanistan war. SIV program serves as an attraction and appreciation of Afghan citizens who have helped US in Afghan war. Abstract

ABSTRACT Several sanctions by the United States and the European Union have not stopped Iran's action to continue its nuclear development program.A series of meetings by the P5 + 1 group conducted to solve the Iranian nuclear issue. The meeting resulted in a framework agreement called Joint Comprehensive Plan of Action (JCPOA). The aim of the agreement was to recognize Iran’s nuclear rights. This study is devoted to discuss US national interest on JCPOA agreement with Iran. In orde to answer the research question, this research uses qualitative method with secondary data source which then analyzed using national interest and US grand saretgy concept. The results of this study show the interests for security (vital interest) and interest of maintaining the world order (highly important interest) become the basis of consideration US policy agrees JCPOA greement. Abstract

ABSTRACT China is a country with high poverty and hunger in the world. Poverty and hunger, the majority occurred in the rural area. Post 2001, the Chinese government's strategy to eradicate poverty and hunger are aligned to achieve the first target of the Millennium Development Goals (MDGs). There are three sub of first target which is referenced achievement such us halve, between 1990 and 2015, the proportion of people whose income is less than $1,25 a day; achieve full and productive employment and decent work for all, including women and young people; and halve, between 1990-2015, the proportion of people who suffer from hunger. This study aimed to describe the Chinese government's strategy to eradicate extreme poverty and hunger to achieve the first target of the MDGs. One of the strategies implemented by the Chinese government is development-oriented poverty reduction program for rural China which is succeeded in making China became the first country to achieve the first target of the MDGs. Abstract

ABSTRACT As a new independent nation, the rate of violence against women in South Sudan is quiet high. One of the reasons for this incident is the legacy of the conflict before the independence of southern Sudan. The high level of violence against women in South Sudan managed to steal the attention of the world including the United Nations. UNDP (United Nations Development Program) works with the South Sudan’s government to address this issue. One of the strategies used is UNSCR 1325 (United Nations Security Council Resolution) program. Addressing the problem of how UNDP's role in helping address the issue of violence against women in South Sudan through the UNSCR program 1325, this study aims to analyze the role of UNDP as an international organization in a domestic issue of a country where the country with the government as its highest capacity has failed to provide protection to its citizens, especially women. The concept which used in this study is the role and function of international organizations and it is not intended to show the success or failure of the program applied. This study uses a descriptive qualitative method using official documents issued by the governments of South Sudan and the United Nations as data sources. Abstract

ABSTRACT Lao PDR that previously had cooperation in terms of export and import trade with Thailand, took steps to increase bilateral cooperation with Thailand Government. This was done through meetings in international fora. The cooperation finally resulted with the signing of MoU (Memorandum of Understanding) on Cross-Border Transport Agreement (CBTA) between Savannakhet, Lao PDR and Mukdahan, Kingdom of Thailand in 2005. This research would like to analyze the factor that triggered the Lao government to increase bilateral cooperation through CBTA with Thai government. There are several concepts used in this research, such as rational model actor and internal-external factor, while the locus of this research during 1999 until 2005. Abstract

ABSTRACT This research aims to describe how the Indonesian government's efforts to register the Pinisi boatbuilding art as Intangible Cultural Heritage from UNESCO using descriptive qualitative methods. Joko Widodo's regime voice the nation's maritime power through the agenda of Indonesia as the world's maritime nexus by five main pillars which are development focus, one of them is maritime tourism. As an archipelagic country, Indonesia has a legacy in the nation's historical heritage as maritime country. The legacy itself is a traditional Pinisi boat by the Bugis, a South Sulawesi tribe. Pinisi officially became a part of UNESCO Intangible Cultural Heritage on December 7th, 2017. Therefore, this research used the concept of Intangible Cultural Heritage to analyze the Art of making Pinisi boat and Multi-Track Diplomacy to analyze what diplomacy track are used to support the registration process.
