Abstract

ABSTRACT The pourpose this research aims to determine the use of disabled services in Mangutama Literature Library, Department of Archives, and Library of Badung District. This research was made qualitative research with the Haberman analysis technique. The data collection techniques used in this study were library observations, interviewing, taking photos for documentary evidence, and literature review. The informants in this study are the Service Sector and Preservation, librarians, and library users with disabilities. the utiliza-tion of disabled services has not been maximized because many facilities and accessibility are not yet available. Such as adding special accessibil-ity for the blindness that is special directions and a special floor (guiding block), adding the number of special computers, and adding a collection of special library materials for the disabled. The li-brary is also expected to add a collection of talking newspapers and e-books that are friendly for the disabled. Keywords: disabled, disabled services, disabled services at the library

Abstract

This research aims to describe the reason the European Union set biofuel policy through renewable energy directive (RED II) against crude palm oil (CPO) imports from Indonesia in 2018. CPO has grown in dominating the EU biofuel industry used as biodiesel raw materials. However, since 2018 the European Union decided to implement RED II as a policy with sustainability criteria that regulate biofuel utilization procedures especially biodiesel. This research is analyzed using descriptive qualitative research methods with secondary data collection focusing on state level analysis. The theoretical framework in this research used the concepts of Protectionism and Green Protectionism. This research found that the EU's decision to set a RED II policy towards Indonesia's CPO imports could protect the biofuel industry in the European Union. Abstract

ABSTRACT The purpose of this study was to evaluate Website the Udayana University Library using the webqual 3.0 method. The method used in this research is a descriptive quantitative method. The population in this study were visitors to the Udayana University Library on April 26, 2021 to May 3, totaling 151 students. The number of samples in this study was determined using the Slovin formula, counted as many as 60 students. The sampling technique was accidental sampling, namely by distributing questionnaires to Udayana University students who were in the Udayana University Library and had used the website Udayana University Library. There are three aspects of the Webqual 3.0 method that are used as a reference, namely the evaluation of the aspects of user convenience, information quality, and interaction service quality. Abstract

This study aims to analyze the reasons why the Russian Government terminated the adoption agreement with the United States in 2013, using qualitative research methods. Russia has had an adoption partnership with the United States since the 90s. Over time, Russia will have to strengthen its regulatory adoption through bilateral agreements with the United States according to international provisions. But the agreement was suddenly annulled unilaterally by the Russian government after a year. To analyze the issue, this study uses the framework of human security and nation branding, which then finds the answer that the policy changes carried out by the Russian Government are caused by the interests of the state's image of its identity and culture, and emphasizes the state's attention to providing protection to its people by ensuring aspects human security as part of international norms. Abstract

This research aims to describe the reasons for the Turkish Government to continue purchasing Russian S-400 weapons through qualitative-descriptive method. Massive sanctions imposed by the United States as an alliance country that prohibits transactions of weapons from Russia did not affect Turkey's decision to continue purchasing the S-400. Whereas the United States has specifically warned about the security threat that S-400 poses to the NATO alliance, Turkey ignored the warning and continued to process the purchase of this weapon. Therefore, this research uses Neoclassical Realism theoretical perspective by analyzing internal and external factors in answering the reasons behind Turkey's measure to continue the purchase of S-400 agreement with Russia. This research finds that Turkey's decision is a response to systemic pressures, international structures, and domestic factors. Abstract

The TPI Denpasar Class I Immigration Office is under the Directorate General of Immigration of the Ministry of Law and Human Rights. The TPI Denpasar Class I Immigration Office applies selection laws to ensure the integrity of prospective Indonesian Migrant Workers (PMI) who have non-procedural status when applying for a passport. This office is responsible for immigration functions, from issuing passports to law enforcement against foreign citizens (WNA) and Indonesian citizens (WNI). The purpose of this selective policy is to ensure that every PMI candidate who plans to work abroad meets all applicable requirements and conditions and is not involved in any legal violations that could endanger them in their intended workplace. This research was conducted qualitatively, using a descriptive approach. The research results show that the TPI Denpasar Class I Immigration Office has carried out immigration supervision in accordance with the law and legal provisions to prevent non-procedural PMI. Supervisory measures involve refusing to issue passports to PMI candidates suspected of working non-procedurally. In carrying out supervision in the field, immigration officers still face obstacles such as passport applicants providing incorrect information, manipulating data, and falsifying letters of recommendation for work.

Abstract

This study tries to discuss the economic interests of the Philippines towards China through the framework of the Belt and Road Initiative. In reviewing this research, the researcher uses two concepts, namely: first, Donald E. Nuechterlein's concept of national interest, which explains that interests are a complex need of a country in relation to other countries that are outside its external environment. Second, the concept of Foreign Direct Investment, which explains that foreign direct investment can be a bridge to advance the economic growth of a country from foreign investors in the long term. The results of this study indicate that economic interests are prioritized by the Philippines against China, especially through the Belt and Road Initiative framework. This is indicated by encouraging an increase in the value of export-import trade and direct investment, so that it can encourage the realization of infrastructure which is the Philippines' main goal. Not only that, by implementing the grand strategy pivot to China, BRI's cooperation also brings various beneficial benefits to the Philippine economy, both from tourism, human diversity, as well as improving the existence and status of the country.

Abstract

This study aims to examine the role of L’Oréal in the Responsible Mica Initiative related to eradicating the exploitation of child labor in India's mica mines using qualitative methods. Child labor is a very complex issue in India's mica industry. L’Oréal as a multinational company who source mica in India takes a role through the Responsible Mica Initiative (RMI) to address issues related to child labour. The author uses the conceptual framework of child labor, multinational companies in the global political economy and corporate social responsibility (CSR) to see the role of L’Oréal in eradicating the issue of exploitation of child labor in India’s mica mines. This research can then see the role of L’Oréal through the Responsible Mica Initiative (RMI) in mapping the company's supply chain and standardizing the workplace, empowering communities and assisting the establishment of a comprehensive legal framework in the states of Jharkhand and Bihar.

Abstract

This study aims to describe the causes of high rate of brutality committed by police officers in the United States state of Minnesota against African Americans using exploratory qualitative method. Since George Floyd's murder was uploaded to the internet in 2020, cases of racial-based violence committed by police officers have been in the spotlight. Based on data provided, cases of racial violence committed by police officers tend to be high in Minnesota. Therefore, the researcher applies the conceptual framework of the institutional theory of racism, accountability and police power, to look at the practices or policies of the police institution that disadvantage certain layer based on their race or ethnicity. This research then looks at the licensing of excessive use of force practices in the police institution, the ineffectiveness of the department and the loss of accountability of officers, and racist government and lawmakers in Minnesota.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan respon pemerintah India dalam mengangani kasus terorisme di kota Mumbai tahun 2008. Respon pemerintah India di tragedi sebelum serangan Mumbai terbilang kurang konsisten mengingat beberapa tragedi yang masih menjamur. Hingga setelah terjadinya serangan teroris di kota Mumbai tahun 2008 pemerintah India melakukan rekonstruksi besar-besaran pada instrumen keamanan nasional India. Nampaknya kesiapan berperang dari anggota teroris lebih matang dan terstruktur daripada sistem keamanan India termasuk MARCOS, NSG, dan kepolisian setempat yang membuat India kewalahan dan harus menghabiskan waktu selama 4 hari 3 malam dengan banyaknya korban berjatuhan. Penelitian ini menggunakan metode kualitatif deskriptif dengan sumber data yang diolah melalui studi pustaka. Kerangka konsep yang digunakan ada dua yaitu konsep strategi keamanan nasional dan konsep manajemen risiko. Hasil yang diharapkan dari penelitian ini agar dapat menggambarkan bagaimana pemerintah India menggunakan manajemen risikonya dalam menghadapi ancaman terorisme.
