Abstract

This research aims to describe and analyze the supervisory function Government Internal Oversight Apparatus (APIP) in preventing budget misuse in the South Buton Regency Regional Government. The theory used is the theory expressed by Winardi, namely the concept of supervisory formulation which consists of establishing standards or bases for supervision, examining the results achieved, comparing implementation with standards, determining differences if there are differences, and correcting deviations with corrective actions. This research uses a qualitative descriptive approach with data collection techniques through interviews, observations and document studies, which are then analyzed using interactive techniques from Miles and Huberman which consist of data collection, data reduction, data presentation and conclusion drawing. The Government's Internal Supervision Apparatus (APIP) in preventing budget abuse in the South Buton Regency Regional Government can operate by carrying out quality assurance activities including audits (financial audits, performance audits and audits for specific purposes), evaluation, monitoring, socialization of supervision, education/training, guidance, and consultancy as well as communication of supervision results through supervision results reports. This function is carried out in Financial audits carried out at 15 risk-based SKPDs, performance audits at the fisheries service, probity audits at 5 strategic packages, BOS fund management audits at education units, and village financial management audits and the most effective review activities are carried out as a preventive measure such as review of budget activity plans, review of self-estimated prices, and expenditure budget plans.

Abstract

Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan efektivitas program intervensi gizi sensitif percepatan penurunan stunting di Kota Baubau, dengan menggunakan indikator efektivitas program berupa ketepatan sasaran program, sosialisasi program, tujuan program dan pemantauan program. Penelitian ini menggunakan metode penelitian deskriptif kualitatif, melalui proses wawancara, observasi dan dokumentasi. Penelitian menggunakan data primer dan data sekunder yang diperoleh melalui wawancara, observasi dan dokumentasi. Informan ditentukan menggunakan metode purposive sampling yang kemudian ditetapkan sebanyak 6 (enam) orang. Analisis data dilakukan dengan pengumpulan data, penyajian data, reduksi dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa efektivitas program percepatan penurunan stunting di Kota Baubau melalui program intervensi gizi sensitif berdasarkan indikator ketepatan sasaran program, sosialisasi program, pencapaian tujuan program dan pemantauan program disimpulkan sudah berjalan dengan efektif. Hal ini ditandai dengan keberhasilan Pemerintah Kota Baubau mencegah terjadinya kasus stunting baru sebagaimana tujuan program intervensi gizi sensitif yang menjadi fokus penelitian ini yakni meminimalisir atau sebagai tindakan pencegahan sejak dini terhadap resiko stunting. Meskipun demikian, dari aspek capaian organisasi pelaksana program intervensi gizi sensitif masih terdapat beberapa program intervensi gizi sensitif yang masih perlu ditingkatkan yaitu akses air minum dan sanitasi, kuota masyarakat penerima manfaat PKH, dan pembentukan kelompok masyarakat tani. Selain itu, perlu ada penyamaan persepsi antar organisasi pemerintah daerah pelaksana program intervensi gizi sensitif mengenai sasaran program yang dilaksanakan. Juga perlu adanya upaya penguatan atau pemberdayaan aspek social ekonomi masyarakat khususnya bagi masyarakat kelompok miskin dan rentang.

Abstract

This article explores bureaucratic pathology in the administration of population services at the Department of Population and Civil Registration in Baubau City, focusing on the forms, causes, and solutions to these issues. Utilizing theories from Siagian and Dwiyanto, data were collected through interviews, observations, and document studies, and then analyzed qualitatively. During the analysis, irrelevant data were discarded, and related categories were integrated into a cohesive theme for interpretation. The study's findings reveal that the primary form of bureaucratic pathology is the lack of knowledge and skills among staff, leading to inaccuracy, low work quality, and incorrect actions. The second form of pathology involves bribery and gratuities, while the final issue is staff laziness. The causes of these pathologies are linked to public apathy towards regulations and certain staff members exploiting the situation by soliciting bribes. Proposed solutions include individual approaches, such as placing staff according to their expertise and enhancing discipline, and organizational approaches through the use of information technology, outreach programs, and technical training. These implementations aim to improve service quality and reduce unhealthy bureaucratic practices in Baubau City.

Abstract

The reduction in stunting prevalence is a long-term investment that will bring significant benefits to individuals, communities, and the nation. The purpose of this research is to describe organizational behavior toward reducing the prevalence of stunting in Buton Tengah Regency using a descriptive qualitative approach, with informants selected through purposive sampling. The research results show that organizational behavior, including the commitment from policymakers and Regional Apparatus Organizations, has been well-mapped. The Buton Tengah Regency Government has allocated a specific budget as an action to accelerate the reduction of stunting. On the other hand, while coordination between policymakers and relevant Regional Apparatus Organizations has been implemented, there are still obstacles in terms of the availability of an integrated data management system and the inconsistency of some stakeholders in the coordination process.

Abstract

This study aims to explain the performance of the Lamangga Village Government in achieving the target of urban and rural land and building tax (PBB-P2). This research uses a descriptive method with a qualitative approach. Data sources are primary data and secondary data, Data is collected using interview techniques, observation and documentation. Data techniques were analysed by preparing data and organising data, reducing data and presenting data. The results showed that the performance of the Lamangga Village Government in achieving the Urban and Rural Land and Building Tax (PBB-P2) target was adequate in terms of responsiveness, productivity, accountability, quality, use of resources and costs. The responsiveness of the Lamangga Village government is good in terms of responding to the hopes and aspirations of the community. Responsiveness is done through socialisation, education, solution finding and facilitation related to PBB-P2 billing and payment. Productivity in achieving PBB-P2 targets can be said to be good. Although currently it has not reached 100% of the target and has not been very effective, there have been real and directed steps to achieve these conditions. Regarding accountability, the Lamangga Village Government follows the rules in collecting taxes. Referring to Baubau City Regional Regulation No. 7 of 2013 and the Mayor's Decree on PBB-P2 collection collectors in Baubau City. Although there is actually a new regulation of the HKPD Law number 1 of 2022, it has not been followed by a new regional regulation. The quality of the Lamangga Village government to fulfil the PBB target can be said to be adequate, because the Lamangga Village Government in serving the community does not discriminate, always fast and precise. The use of resources is well organised from planning to implementation of levies. The resources used, such as staff, collectors and RT and RW heads, are very instrumental and helpful. Honorarium and facility fees are paid by the city government through the Budget Implementation List at Baubau City Bapenda.

Abstract

This study aims to explain the capacity of human resources and the effectiveness of the work of employees in the protocol and communication section of the leadership of the Buton Regency Regional Secretariat. This study uses a descriptive method with a qualitative approach. Data sources are primary data and secondary data, Data collected using interview techniques, observation and documentation. Data techniques are analyzed by preparing data and organizing data, reducing data and presenting data. The results of the study indicate that the Human Resource Capacity of employees in the Protocol and Communication Section of the Leadership of the Buton Regency Regional Secretariat is quite adequate. Employees already have good experience in carrying out their duties and responsibilities, both in preparing materials, facilitating guest services, and arranging protocol procedures. Knowledge of protocol procedures can be obtained by some employees through Bimtek and public relations and protocol training organized by both the Ministry of Home Affairs of the Republic of Indonesia and private institutions. Regarding the quality of employee work, some are adequate. This can be seen from the results of work in providing protocol services for regional leaders and protocol services for Regional Guests. Regarding the quantity of work, it shows that the workload and volume of work are very large and not balanced with the number of ASN available. So that the quantity of employee work completed is less than optimal. In the sense that all activities can be completed, but some activities are not of maximum quality. In terms of time utilization, it shows that employees are able to complete tasks and work. The ability to collaborate with all parties is one of the supporting factors so that all tasks and work can be completed properly. However, discipline in time utilization is still lacking.

Abstract

Penelitian ini bertujuan mendeskrisikan Upaya Pemerintah Dalam Pengembangan Pariwisata Di Kota Baubau. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data yang digunakan adalah pengamatan, wawancara dan dokumentasi. Analisis data yaitu menggunakan pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini menunjukan Upaya Pemerintah Dalam Pengembangan Pariwisata Di Kota Baubau yaitu 1) melakukan perencanaan, pariwisata harus melihat potensi yang ada dalam pariwisata. Dalam melakukan perencanaan harus melibatkan semua unsur dari unsur pemerintah, swasta atau LSM maupun unsur masyarakat. Dinas pariwisata berencana membangun SDM Pariwisata dengan melakukan pelatihan-pelatihan dilingkup kampus bagi mahasiswa agar mengenal potensi-potensi pariwisata Kota Baubau 2) Penetapan regulasi yang ditetapkan oleh pemerintah melalui dinas pariwisata telah merancang “Dokumen Revisi Rencana Induk Pengembangan Pariwisata Daerah (RIPPARDA) Kota Baubau. 3) Sosialisasi terhadap pengembangan pariwisata kota Baubau sekaligus mengedukasi dengan mengadakan pelatihan Pariwisataan. 4) Pemasaran Objek Wisata cara yang dianggap mampu menarik perhatian wisatawan dengan melakukan promosikan melalui media sosial karena dijaman sekarang ini masyarakat atau wisatawan tidak terlepas dari media sosial.

Abstract

This study aims to analyze how Starting Condition in collaborative governance of tourism village development in Buton Regency. This study uses Qualitative methods, Data analysis techniques by preparing data and organizing data, reducing data and presenting data. This study uses the theory of Ansel and Gash which divides starting conditions in collaborative governance into Power Resource Knowledge Asymmetries, Incentives for and Constraints on Participation, and Prehistory of Cooperation or Conflict (initial trust level). The results of the study show that: Power Resource Knowledge between stakeholders is a problem that is often found in collaborative governance. This imbalance can lead to the dominance of stronger actors, which affects not only the decision-making process but also the results of collaboration. Likewise, Incentives for participation optimal participation is often hampered by imbalances of power, imbalances of knowledge, limited resources, and complicated bureaucratic processes. Therefore, to improve the effectiveness of collaborative governance, it is important to overcome these constraints, such as increasing the capacity of community knowledge, improving access to resources, and simplifying bureaucratic procedures, so that all actors can participate more actively in managing tourism villages. In addition, the fear of conflict that when stakeholders are interdependent, high levels of conflict can provide great benefits for collaborative governance. Policy deadlock can actually provide a strong impetus for collaborative governance, therefore high conflict is not always a barrier to collaboration. In many literatures it is explained that stakeholders see that they cannot achieve the desired goals without engaging in the collaboration process even though there are conflicting interests from other stakeholders.

Abstract

Organizational transformation is a form of change to encourage organizations to be able to adapt to public demands and organizational needs. Organizational transformation goes through three stages, namely unfreezing, changing, and refreezing. The purpose of the research is to explain the organizational transformation process of the Goods and Services Procurement Work Unit of the Central Buton Regency in realizing transparency. The research method is qualitative descriptive with three data collection methods, namely interviews, observations, and documentation. The results of the study show that the introduction stage of organizational transformation is carried out through the introduction process, both organizational structure, human resource recruitment and employee work management. Furthermore, the stage of organizational change of UKPBJ in Central Buton district is carried out with a gradual process, so that its implementation has encouraged the procurement of goods and services that are accountable, transparent and responsive. Furthermore, this Refreezing Stage  aims to strengthen and accept the changes that have been made so that they become new habits and are embedded in the organizational culture. In general, it can be concluded that organizational transformation encourages good organizational governance and the success of transformation is greatly influenced by the commitment of leaders in the regions.

Abstract

The enhancement of service quality, the availability of facilities, and the independence by the hospital as a national health subsystem. Thus, the hospital is required to provide high-quality health services that are managed by superior nursing resources to create efficiency, quality of service, in meeting patient needs. This research aims to analyze the quality of nursing services in Baubau City Regional General Hospital by using a qualitative method, where this research is a more descriptive and in-depth analysis and highlighting the perspective of the subjective. The theoretical basis used became a guide so that the focus of research in line with events in the field. The results showed the quality of service consisting of a) reliability that nurses were able to provide the promised service immediately and satisfactorily; b) Assurance where nurses had the knowledge, ability, hospitality, courtesy, and trustworthiness to eliminate consumer doubts; c) Tangible, the ability to provide tangible evidence of nursing services for patients; d) Empathy includes the nurse's capability in terms of excellent communication, attention, understanding the personal needs of patients; e) Responsiveness is the desire or willingness of nurses to help and provide nursing services to patients. Therefore, this research concludes that most of the informants felt happy and satisfied with nursing services, but for the Responsiveness dimension, many informants said they were not satisfied.
