Abstract

The Indonesian government, through Law Number 32 of 2009, emphasizes that a good and healthy environment is a fundamental right of every citizen. Various efforts have been made, including the development of regulations, the "Blue Sky" program, and the use of alternative fuels to reduce air pollution.The city of Makassar, through Regional Regulation Number 4 of 2015 concerning the Makassar City Spatial Plan 2015–2034, integrates concepts such as low-carbon city, green city, and climate mitigation city to create a more comfortable and less polluted environment.This study aims to analyze the implementation of the "Low Carbon City" program in Makassar. Using Van Meter & Van Horn's (1975) theoretical framework with a mixed methods research approach, the findings indicate that in early 2024, the Makassar city government focused on carbon emission reduction by promoting the low-carbon city program. The city government collaborates with universities and NGOs in implementing this initiative. While some programs have already been implemented and others are still in progress, a lack of public awareness campaigns has resulted in low public awareness of the program. Additionally, leadership changes at the local level are feared to hinder the sustainability of the initiative.

Abstract

The Lifetime Driver's License Policy has sparked debate in Indonesia. This research examines the challenges and opportunities of implementing a lifetime driving license policy in Indonesia. This study employs literature as a fundamental technique for comprehensive understanding; the research utilizes the SOAR analysis approach to formulate implementation strategies. This study concludes that the implementation of a lifetime driver's license policy has substantial potential to enhance administrative efficiency, reinforce service integrity, promote public awareness and adherence to traffic regulations, and contribute to overall road safety improvements. The recommended strategies include fostering service transparency, strengthening supervision and law enforcement, digitalizing service processes, raising public awareness through socialization and education, enhancing service quality, improving driver competence through training, streamlining bureaucratic procedures, and actively involving the community.

Abstract

This study aims to investigate the factors influencing policy effectiveness and strategies for achieving goals, addressing challenges like inadequate communication, resource gaps, and stakeholder disparities. The data collection method used is a literature study from various recent studies (2019-2023) to access the latest information and data. A SOAR analysis is conducted to formulate strategies for implementing the policy in Indonesia. Key findings highlight the importance of clear communication, resource allocation, stakeholder collaboration, and bureaucratic coordination in enhancing policy effectiveness. Proposed strategies include strengthening partnerships among government agencies, schools, NGOs, and parents, adapting curricula to local needs, empowering teachers, integrating digital tools for school zoning, and establishing independent monitoring mechanisms. The study underscores the broader societal impact of school zoning policies, advocating for equitable educational access as a driver for social cohesion and economic development. The academic implication combines education policy, public administration, and technological innovations, making it valuable for diverse academic and professional audiences. The practical implication of this study is that it provides a solution-driven approach, focusing on school zoning as a policy mechanism to promote equal educational opportunities. This appeals to policymakers and education stakeholders seeking practical strategies. Despite this, the findings offer useful insights. Future research should use mixed methods such as surveys and interviews to explore views from students, parents, teachers, and policymakers.

Abstract

This study aims to assess community satisfaction with services provided by the Public Service Mall (MPP) in Pemalang Regency and identify its service elements' strengths and weaknesses. Using a quantitative approach, data was collected from 247 respondents selected through proportional simple random sampling, based on a population of 646 service users. The research instrument was developed by the Indonesian Ministerial Regulation No. 14 of 2017, which outlines nine key elements for measuring the Community Satisfaction Index (IKM). The data were analyzed using univariate and bivariate methods. The findings show that the overall IKM score was 88.18, indicating good service quality. While most service elements were rated in category B (good), two elements—service requirements and complaint handling—received the lowest scores (3.41), suggesting areas needing improvement. Conversely, service tariffs and infrastructure scored highest, with 3.94 and 3.75, respectively. The study highlights the need for clearer information dissemination, simplified procedures, and more responsive complaint mechanisms. It also recommends the integration of digital platforms to enhance accessibility and efficiency. Continuous evaluation and stakeholder engagement are essential to ensure sustainable improvements in public service delivery and community satisfaction at the MPP.

Abstract

Inspection and small-value passport issuance services are activities carried out to assist fishermen in the issuance of certificates of nationality of vessels. This article is written to understand the improvement of the work area surveying service of UPP Level 3 bureau in Sadai and the issuance of Pas Kecil for fishermen. The research methodology used is qualitative and based on a case study design. Qualitative is used to analyze how well the UPP Sadai office measures and issues the certificate. The data obtained are presented in the form of primary data and secondary data. Primary data was obtained through interviews with informants using targeted sampling techniques, while secondary data was obtained from the document of UPP Sadai office. The results of this work showed that the quality of public services of UPP Sadai Sadai office was good in terms of tangibility, reliability, responsiveness, safety and empathy. However, this institution still faces challenges in increasing the number of fishers managing the documents, such as low public awareness of the importance of the document because there is no need to travel long distances to catch fish.

Abstract

The advancement of digitalization has significantly influenced the behaviors and culture of rural communities. This research aims to provide an in-depth insight into the complexity of the impact of digital transformation on the behaviors and culture of rural communities while highlighting the importance of addressing these challenges wisely and proactively. The research methodology employed in this study is descriptive qualitative with a literature review approach. Through literature analysis, this study explores various impacts of digitalization transformation on rural communities in Indonesia, including access to new information, economic opportunities, changes in behaviour regarding information access, communication, education, agriculture, healthcare, and economic empowerment. Findings indicate that digitalization has opened access to information and new economic opportunities for rural communities, mainly through the widespread penetration of the Internet and the adoption of digital technologies. Furthermore, changes in the behavior of rural communities occur across various aspects of life, including communication, education, healthcare, and agriculture. Despite the benefits of digitalization, efforts must mitigate adverse impacts such as online fraud and the spread of false information. Therefore, inclusive, and sustainable strategies for digital village development and increasing digital literacy are crucial in maximizing the benefits of rural digitalization in the future.
