Abstract

Penelitian ini membahas tentang pegelolaan bumdes dalam meningkatkan kesejateraan masyarakat desa Huyula, Kematan, Randangan, Kabupaten. Pohuwato. Provinsi Gorontalo. Tujuan penelitian ini untuk mengetahui bagaimana pengelolaan BUMDes dalam meningkatkan kesejateraan masyarakat serta apa saja faktor penyebab rendahnya pengelolaan BUMDes dalam meningkatkan kesejateraan masyarakat. Penelitian ini menggunakan metode kualitatif, metode penelitian kualitatif adalah prosedur penelitian yang menghasilkan data deskritif dalam bentuk kata tertulis atau lisan dari orang-orang dan perilaku yang diamati.. Prosedur pengumpulan data yaitu dengan melakukan observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukan bagaimana pengelolaan BUMDes dalam meningkatkan kesejateraan masyarakat. Dalam pengelolaan BUMDes di Desa Huyula ini baik dari pemerintah desa, pengelola BUMDes dan masyarakat desa masih kurang bekerja sama dengan baik, hal tersebut terlihat dari belum adanya kesesuaian pengelolaan BUMDes sehingga pembentukan program BUMDes tidak berjalan dengan baik, yang berimbas pada tujuan BUMDes dalam mensejaterakan masyarakat desa belum optimal. Adapun faktor penyebab rendahnya pengelolaan BUMDes dalam meningkatkan kesejateraan masyarakat, yaitu terletak pada sumber daya manusia, usaha serta kerjasama yang masih kurang antara pemerintah desa, pengelola BUMDes serta masyarakat desa, sehingganya pembentukan program BUMDes belum berjalan sesuai dengan yang di harapkan dalam mensejaterahkan masyarakat desa.

Abstract

Penelitian ini bertujuan untuk mengetahui dan memberikan  gambaran tentang Implementasi Pelayanan Publik Di Kantor Desa Lito Kecamatan Paguyaman Pantai. Peneliti menggunakan jenis penelitian deskriftif dengan pendekatan kualitatif. Untuk memperoleh data dilakukan dengan menggunakan teknik observasi, wawancara dan dokumentasi berdasarkan permasalahan penelitian. Focus dalam penelitian ini adalah pemahaman masyarakat, penyediaan sarana prasarana, dan proses pelayanan. Hasil penelitian ini bahwa, dari aspek pemahaman masyarakat, Implementasi Pelayanan Publik Di Kantor Desa Lito Kecamatan Paguyaman Pantai belum optimal. Hal ini terlihat masih minimnya pemahaman masyarakat dalam pelayanan public di kantor Desa Lito. sehingga mengakibatkan pelayanan tidak berjalan dengan maksimal. Dari aspek penyediaan sarana prasarana, Implementasi Pelayanan Public Di Kantor Desa Lito Kecamatan Paguyaman Pantai masih sangat rendah. Hal ini terjadi karena masih kurang penyediaan fasilitas untuk menunjang hal tersebut oleh pemerintah desa kepada masyarakat desa lito. Dari aspek proses pelayanan, Implementasi Pelayanan Publik Di Kantor Desa Lito Kecamatan Paguyaman Pantai masih kurang memuaskan. Hal ini terjadi karena ada beberapa faktor yang mempengaruhi proses pelayanan serta situasi dan kondisi yang tidak mendukung proses jalannya pelayanan public  oleh Pemerintah Desa kepada masyarakat Desa Lito. Disarankan kepada seluruh pemerintah desa agar lebih memperhatikan pemahaman masayarakat, penyediaan saranan dan prasaranan dalam pelaksanaan pelayana public  serta memperhatikan  proses pelayanan dalam keterlibatan pelaksanaan pelayanan public di kantor desa lito serta memperhatikan implementasinya.  Apabila kondisi ini bisa berjalan dengan baik, maka akan dapat mewujudkan pelayanan yang efektif dan berkualitas

Abstract

Penelitian ini bertujuan untuk mengetahui Implementasi Kebijakan Bantuan Langsung Tunai Di Desa Bongoime Kecamatan Tilongkabila Kabupaten Bonebolango Pada Mas Pandemi Covid-19 dengan menggunakan metode penelitian kualitatif dan teknik pengumpulan data dilakukan dengan observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa Implementasi Kebijakan Bantuan Langsung Tunai di Desa Bongoime Kecamatan Tilongkabila Kabupaten Bonebolango Pada Masa Pandemi Covid-19 sebagaimana dilihat dari 4 indikator di antaranya adalah (1) komunikasi, antara pemerintah desa dengan masyarakat belum terlaksana dengan baik. Karena tujuan dalam pelaksanaan program Bantuan Langsung Tunai tidak tepat sasaran. (2) Sumber Daya, mengenai  pencairan dan penyaluran di Desa Bongoime dilakukan terlebih dahulu sosialisasi kepada masyarakat mengenai program Bantuan Langsung Tunai agar masyarakat bisa paham mengenai program Bantuan Langsung Tersebut. (3) Disposisi, dilihat dari Pelaporan pertanggungjawaban pemerintah desa terkait dengan penyaluran Bantuan Langsung Tunai kepada masyarakat dapat dikatakan sudah jelas. (4) Struktur Birokrasi sudah cukup baik dalam pelaksanan penyaluran bantuan langsung tunai semua aparat desa terlibat namun yang berperan penting adalah kaur keuangan yang ditangung jawabkan untuk program ini. Adapun Kendala dalam penyaluran Bantuan Langsung Tunai di Desa Bongoime yaitu : Pada Tahap Persiapan dan Pada Tahap Pelaksanaan atau Penyaluran.

Abstract

The purpose of this research is to find out and analyze the implementation of the Farmer Card Program in increasing the empowerment of the Farmer Group Community in Gorontalo Regency. And Analyze what factors hinder the implementation of the Farmer Card Program to the Farmer Group Community in Gorontalo Regency. This research uses descriptive research with a qualitative approach, the data consists of primary data obtained through open and in-depth interviews with informants and secondary data comes from various sources including journals, theses, books, and previous research. The results of this study indicate that: a) The implementation of the farmer card program at the Gorontalo Regency Agriculture Office has not yet distributed all farmer cards to the Farmer Group Community. b) The community has not utilized the farmer card and still uses manual redemption of fertilizers at official retail kiosks. c) There are still many farming communities that have not been recorded in e-Alokasi. Furthermore, 5 things that become inhibiting factors for the Implementation of the Farmer Card Program, namely: a) Transfer of Services from Bank BNI to Bank BRI. b) Limited Human Resources at the Agricultural Extension Office (BPP) in each District. c) Changes in regulations from the Central Government and regulations from Pupuk Indonesia from the Electronic Group Needs Definitive Plan (e-RDKK) then transferred to Electronic Allocation (e-Allocation). d) Lack of Knowledge and understanding of the community in using the farmer card because it is related to technology. e) There is a new e-Pusluh Program from the government to monitor, evaluate, and organize agricultural extension workers.

Abstract

This study aims to determine the extent to which service quality affects the satisfaction of recipients of administrative services at the Department of Population and Civil Registration in Bone Bolango Regency. The type of research conducted is field research, using a descriptive method with a referential approach. Instrument testing employed validity and reliability tests. Data analysis techniques used include normality tests, coefficient of determination (R) tests, t-tests, and simple linear regression analysis. The results showed that the t-count value is 5.515, while the t-table value is 2.048. Thus, t-count > t-table (5.515 > 2.048) and the significance value is 0.000 < 0.05, indicating that the service quality variable has a significant effect on the public satisfaction variable. The coefficient of determination (R³) resulted in a correlation of 5.21, meaning that service quality affects public satisfaction by 52.1%. The regression equation obtained is Y=35.693+0.446X, meaning that the constant value (a) is 35.693, which indicates that if the service quality value is 0, public satisfaction remains positive at 35.693. The regression coefficient (b) for service quality is positive at 0.446, indicating that for every 1.00 increase in service quality, public satisfaction increases by 0.446.

Abstract

This study analyzes the professionalism and service skills related to Electronic Medical Records (EMR) at M.M Dunda Limboto Regional General Hospital (RSUD). Research data were collected through interviews, observations, and documentation and analyzed using an interactive model analysis method consisting of data collection, data presentation, data reduction, data verification, and conclusion drawing. The results indicate that the skills of public service officers in operating EMRs remain inadequate. This is primarily due to the absence of personnel with an educational background in information technology (IT) at RSUD M.M Dunda Limboto. Consequently, the hospital relies on its existing staff and provides them with technical training (Diklat Teknis) on EMR usage. However, the training only covers procedural aspects of EMR operation without equipping staff with the necessary knowledge to handle technical disruptions. Consequently, public services based on EMR remain ineffective and cannot be considered optimal.

Abstract

This study examines the implementation of the Minimum Service Standards (SPM) policy in the social sector in Gorontalo Province, highlighting the main challenges, strategies implemented, and achievements that have been achieved. Limited budget, human resources, and infrastructure are the main obstacles in the implementation of optimal basic social services. To overcome these obstacles, the local government adopted a collaborative strategy through cooperation with social institutions, such as Baznas, to cover the funding gap that was not accommodated in the Regional Revenue and Expenditure Budget.. Policy implementation is carried out in accordance with the stages determined by national regulations, starting from collecting data on needs to monitoring and evaluation. The monitoring approach uses direct coordination meetings and the use of application-based technology, which facilitates reporting and supervision. The results of the study show an increase in policy implementation, although there are still gaps that require improvement, especially in terms of funding, increasing human resource capacity, and cross-sector coordination. Therefore, it is necessary to strengthen the implementation strategy and commitment from various parties to ensure quality, equitable, and sustainable social services.

Abstract

This study aims to analyze the political preferences of voters with disabilities in the 2024 election based on value preferences, perceptions, tendencies, and satisfactions, as well as the influence of ideological values and group strengths. The method used is qualitative with a phenomenological approach. Primary data sources came from the KPU (General Election Commission), Bawaslu (Election Supervisory Agency), and Kesbangpol (National Unity and Political Agency) of Bone Bolango Regency, as well as local voters with disabilities, while secondary data was obtained from analysis of reports, report books on election organizer activities, research journals, and election laws. The data analysis process includes data reduction, data presentation, and drawing conclusions. The results of the analysis revealed that of the 1,450 voters with disabilities registered in 18 sub-districts, only 650 exercised their voting rights, while the other 800 did not participate. This condition indicates the low engagement of voters with disabilities, which is influenced by their orientation to their value preferences, perceptions, tendencies, and satisfactions, which is often distorted by negative labeling in the context of electoral politics. The lack of adequate accommodation for electoral rights and accessibility for voters with disabilities also leads to disappointment, which ultimately reinforces ideological patterns and group identities that make them reluctant to channel their political rights. This study suggests the importance of further development of an ideal political preference strengthening model for voters with disabilities to reduce the instability of their political participation due to disappointment with the conduct of the elections.

Abstract

This study aims to determine the influence of information technology-based career competencies and management on the work effectiveness of lecturers at Gorontalo State University. The approach in this study is quantitative. The research method is expost facto and correlational research design. The sample in the study was 92 people. The data analysis technique used is SEM-PLS. The results of the study showed that the SEM-PLS equation for community satisfaction was Ŷ = α + 0.681X + 0.231Z + ε with a determination coefficient of 71.80% and for service quality, namely Z = α + 0.642X + ε with a determination coefficient of 41.30%. The results of the hypothesis testing are (1) the competence of lecturers has a positive and significant effect on information technology-based career management at Gorontalo State University. (2) lecturer competence has a positive and significant effect on the effectiveness of lecturers' work in the implementation of the Tridharma of Higher Education at Gorontalo State University. (3) information technology-based career management has a positive and significant effect on the effectiveness of lecturers' work in the implementation of the Tridharma of Higher Education at Gorontalo State University. (4) lecturer competence through information technology-based career management has a positive and significant effect on the effectiveness of lecturers' work in the implementation of the Tridharma of Higher Education at Gorontalo State University. So that information technology-based career management is able to become a good intervening variable which means that information technology-based career management becomes a strategic bridge that strengthens the impact of competence on the achievement of tridharma performance.

Abstract

Penelitian ini bertujuan untuk mengevaluasi situasi stabilitas politik menjelang pelaksanaan Pemilu Serentak 2024 di Desa Tonala, Kecamatan Posigadan, Kabupaten Bolaang Mongondow Selatan. Stabilitas politik dipandang sebagai elemen penting dalam menciptakan penyelenggaraan pemilu yang berlangsung secara aman, damai, dan demokratis. Pendekatan yang digunakan dalam penelitian ini adalah kualitatif deskriptif, dengan teknik pengumpulan data yang meliputi observasi lapangan, wawancara mendalam dengan tokoh masyarakat, aparat desa, serta perwakilan partai politik setempat, dan juga melalui studi dokumentasi. Berdasarkan hasil penelitian, situasi politik di Desa Tonala menjelang Pemilu Serentak 2024 secara umum tergolong cukup kondusif. Meskipun terdapat dinamika politik berupa persaingan antar pendukung calon legislatif dan partai politik, potensi konflik masih dapat diredam melalui peran aktif tokoh masyarakat dan aparat desa dalam menjaga komunikasi dan mediasi antar kelompok. Faktor- faktor yang mendukung stabilitas politik antara lain: kesadaran politik masyarakat yang semakin meningkat, netralitas aparatur pemerintah desa, serta pengawasan dari lembaga penyelenggara pemilu dan pihak keamanan. Meski demikian, hasil penelitian turut mengidentifikasi adanya potensi kerawanan, seperti praktik politik uang, penyebaran hoaks, serta fanatisme yang berlebihan, yang dapat mengancam stabilitas jika tidak segera diantisipasi secara preventif. Oleh karena itu, diperlukan kolaborasi yang kuat antara pemerintah, penyelenggara pemilu, aparat keamanan, dan partisipasi aktif masyarakat guna memastikan terciptanya iklim politik yang kondusif dan demokratis menjelang pelaksanaan pemungutan suara
