Abstract

Keterbatasan kemampuan dalam mengolah ikan bandeng menjadi masalah tersendiri di masyarakat Kecamatan Genuk, Kota Semarang, padahal memiliki potensi besar sebagai wilayah penghasil ikan bandeng. Rendahnya pemanfaatan sumber daya ini menjadikan tidak meningkatnya pendapatan masyarakat. Penelitian ini bertujuan untuk mengatasi masalah keterbatasan keterampilan dan pengetahuan dalam pengolahan ikan bandeng menjadi produk bernilai tinggi bagi warga Kelurahan Gebangsari, Kecamatan Genuk, Kota Semarang. Melalui pelatihan pembuatan otak-otak bandeng bagi pelaku Usaha Mikro, Kecil, dan Menengah (UMKM), mahasiswa KKN Posko 36 UIN Walisongo Semarang menginisiasi pelatihan yang mencakup seluruh proses produksi otak-otak bandeng, mulai dari pemilihan bahan baku, teknik pengolahan, hingga strategi pemasaran. Pengabdian masyarakat ini menggunakan pendekatan participatory action research (PAR) berorientasi pada pemberdayaan masyarakat Pelatihan ini melibatkan pemilik usaha otak-otak dari Kendal sebagai fasilitator. Hasilnya, peserta menunjukkan peningkatan signifikan dalam keterampilan dan kepercayaan diri, serta munculnya ketertarikan untuk mengembangkan usaha otak-otak bandeng sebagai upaya meningkatkan perekonomian keluarga. Namun, pelatihan ini menghadapi kendala seperti keterbatasan fasilitas dan bahan baku yang tidak stabil, sehingga memerlukan strategi adaptif untuk diatasi.

Abstract

The Maintenance Period is the period of time for the contractor to maintain the results of the work that has been completed. Construction work during the port maintenance period is often carried out when the port is still operating. This condition provides a greater risk for contractors in carrying out repairs. This study uses a case study on the Kijing Terminal Port Development project, West Kalimantan, which is currently under maintenance. The risk of uncertainty issues that have an impact on project performance is the basis for this research to determine risk factors qualitatively by means of literature studies, distributing questionnaires, validating related parties, then approaching using interviews and FGD (Forum Group Discussion). The results of the FGD were then carried out by analyzing the risk response with several methods to determine the effective level of risk and risk response scenarios were carried out. The results of this study obtained the 4 highest risks, namely, high wave weather conditions and natural disasters, improper waste management, budget discrepancies with maintenance cost allocations, and incompatibility of scope of work during the maintenance period with contract documents. The type of risk response can be carried out with a mitigation plan through proactive and reactive actions in accordance with the financial power you have. Contingency costs of IDR 11,656,043,529.255 or 0.393% of the project value.

Abstract

Lahan di wilayah kota Surabaya semakin terbatas sehingga kesenjangan tercipta antara jumlah rumah kepemilikan yang dibangun dengan yang dibutuhkan. Hal ini mendorong Pemerintah Kota Surabaya untuk menginisiasi pembangunan rumah susun dalam mengatasi adanya keterbatasan lahan serta memenuhi kebutuhan rumah yang layak bagi masyarakat dengan melibatkan partisipan swasta melalui Kerjasama Pemerintah dan Badan Usaha (KPBU). Penelitian ini bertujuan untuk memberikan identifikasi dan kuantifiasi risiko finansial pada proyek sumah susun dengan metode Probability Impact Matrix (PIM) serta analisis aliran kas. Hasil analisis data menunjukkan bahwa risiko yang memiliki penilaian sangat tinggi adalah kenaikan biaya operasional dengan batas minimal persentase penurunan 20% untuk pembiayaan kategori layak.

Abstract

This study aims to examine the religious moderation promoted by Ahmadiyah through the website. The Ahmadiyah religious moderation discourse is related to the struggle for identity in the public sphere. This study is qualitative with documentation data collection techniques, namely digging documents containing religious moderation texts found on the Ahmadiyah website. The data are analyzed using a new media approach, which is an approach that sees a text that appears on a new media website as connected to the traditional text of the Holy Book. However, because website media texts relate to the offline world, external factors from social complexity also affect website text building. The results of the study indicate that internally the religious moderation text constructed by Ahmadiyah online comes from its ideology which is indeed fighting for peace and non-violence jihad. Meanwhile, externally, complex social realities in the midst of mainstream authorities and the state also contribute to the moderation text of the Ahmadiyya religion. The values of moderation promoted by Ahmadiyah are, first, supporting the strengthening of nationality by developing the concept of a spiritual and moral caliphate, not a political and militaristic caliphate. Second, strengthening peace and non-violence by encouraging jihad with a pen (jihad bi al-qalam) in response to various emerging social issues. Third, strengthening religious tolerance and freedom by emphasizing openness, not coercion in religion. Fourth, strengthening the existence of local culture by optimizing universal Islamic teachings. In the context of the Ahmadiyya as a minority, the discourse on religious moderation can be said to be an effort to struggle for Ahmadiyya identity in the public sphere in the midst of the mainstream and state authorities. However, this identity struggle seems to be hampered by the problem of Mirza Ghulam Ahmad's (MGA) prophetic position. Therefore, a more massive dialogue is needed with the local Muslim mainstream.

Abstract

PT XYZ merencanakan pengembangan Lapangan ABC untuk meningkatkan produksi minyak dan gas hingga tahun 2035. Rencana ini memerlukan pembangunan Early Production Facility (EPF) baru karena kapasitas fasilitas eksisting tidak lagi memadai dalam menampung tambahan produksi minyak, gas, dan air. Penelitian ini mengevaluasi kelayakan finansial dua alternatif skema pembiayaan - operational lease dan pembelian aset - menggunakan metode Discounted Cash Flow (DCF) periode 2025–2035 dengan tingkat diskonto WACC riil sebesar 5,04%, melalui indikator NPV, IRR, dan Payback Period. Hasil analisis menunjukkan kedua skema layak secara finansial, dengan skema operational lease menghasilkan NPV sebesar USD 178,10 juta, IRR 2.355,70%, dan investasi awal USD 1,01 juta, sedangkan skema pembelian aset menghasilkan NPV USD 173,70 juta, IRR 499,84%, dan investasi awal USD 16,93 juta. Analisis risiko mengidentifikasi tiga kelompok utama, yaitu risiko pasar (fluktuasi harga minyak Brent dan nilai tukar USD/IDR), risiko operasional (potensi overbudget dan gangguan operasi), serta risiko finansial (estimasi cadangan dan volume produksi), dengan hasil sensitivitas menunjukkan harga minyak Brent sebagai faktor risiko paling dominan. Berdasarkan hasil tersebut, skema operational lease direkomendasikan sebagai pilihan optimal karena menghasilkan NPV tertinggi, membutuhkan investasi awal lebih rendah, dan memberikan fleksibilitas operasional yang lebih baik, sementara skema pembelian tetap relevan bagi perusahaan yang memprioritaskan kepemilikan aset jangka panjang, dan hybrid financing dapat dipertimbangkan sebagai alternatif kompromi.

Abstract

The XYZ Toll Road Construction Design and Construction Project Plan is a continuation of the Solo – Ngawi Toll Road which is part of the Trans Java Toll Road series and part of a program that was delayed due to the 1997 monetary crisis. Judging from the chronology of the contract journey, this project experienced a non-excusable without compensable delay where the planned handover was on June 6, 2025 to November 30, 2026. The purpose of this study is to identify the main factors that cause delays, find out the root causes of the delays and provide recommendations and solutions that can be applied to minimize delays in the design project. The research method used in this study is a qualitative descriptive method by collecting data through a questionnaire technique. This study will discuss the application of the Root Cause Analysis (RCA) method, namely: pareto diagran, fishbone (Ishikawa diagram) and 5WHYS to identify the root of the problem. The root of the problem causing the delay is that when the contract is signed, the land acquisition is 0% so that the land handover is carried out in stages during the implementation, some locations have geographical conditions that are not possible to pass so that it is necessary to shift the road trajectory and at the time the project is running, the owner/employer is still carrying out the financial closing process. The final results of the research set strategies and managerial implications to accelerate decision-making, reduce overlapping responsibilities, ensure continuity of information from design to construction, strengthen cost, quality, and time control in an integrated manner.

Abstract

The Solo Yogyakarta Yogyakarta International Airport Toll Road is a national strategic infrastructure project in Indonesia developed under a public private cooperation scheme using a build operate transfer arrangement. In this scheme, toll tariffs function as the primary mechanism for investment recovery, making tariff determination a critical factor influencing traffic demand and project feasibility. This study aims to develop a system dynamics based model to explain the structural relationships governing toll tariff determination in toll road projects implemented through public private cooperation. The research applies a quantitative modeling approach using system dynamics, following stages of problem formulation, development of a dynamic hypothesis, and construction of a causal loop diagram. Key variables are identified through literature review, expert judgment, and secondary data analysis, including toll tariffs, average daily traffic, user affordability, operational costs, and financial performance indicators. The analysis focuses on identifying cause effect relationships and feedback structures that influence traffic demand and revenue behavior. The results show that toll tariff determination is governed by interacting reinforcing and balancing feedback loops, with traffic volume emerging as a central variable linking tariff policies to revenue and financial performance. Higher tariff levels may increase unit revenue while simultaneously reducing traffic demand due to affordability constraints, whereas economic growth and service improvements support reinforcing demand effects. This study concludes that toll tariff determination should consider dynamic interactions among demand, affordability, and financial variables rather than relying solely on static cost-based approaches.

Abstract

Indonesia is currently facing a housing ownership crisis, with a backlog that reached 12.7 million units in 2023. The rapid escalation of urban land prices, which has grown far faster than household income, has significantly reduced housing affordability, especially for low-income communities. As a response, the government has promoted subsidized housing programs; however, their implementation at the local level continues to encounter substantial challenges. Limited availability of urban land often forces projects into peripheral areas, potentially creating inequality in access to public facilities, employment opportunities, and basic urban services. These conditions generate various social risks that may undermine the sustainability of affordable housing developments. This study aims to identify key social risks in affordable housing projects and to determine appropriate mitigation actions across different project phases. The research adopts a literature review approach combined with secondary data analysis, utilizing the Power–Interest Matrix and the Probability–Impact Matrix as analytical tools. The results indicate a dynamic shift in stakeholders who possess high power and high interest at different stages of project development. During the construction phase, four major social risks were identified, whereas in the operational or property management phase, six social risks emerged as top priorities. High-level social risks were found to be a predictable outcome of imbalanced stakeholder power and interest relationships. Overall, the findings emphasize the critical role of Governments, Developers, and Contractors in proactively managing social risks. Preventive and corrective measures must use tailored communication and stakeholder engagement to reduce social risks and improve project success overall outcomes.

Abstract

The growing urgency of sustainability issues, including environmental degradation, social inequality, and governance weaknesses, has intensified global pressure on industries to adopt Environmental, Social, and Governance (ESG) principles. The construction sector, as one of Indonesia’s major economic contributors and a significant source of global carbon emissions, faces increasing demand to align its practices with sustainability goals. Despite this urgency, ESG implementation in the Indonesian construction industry remains limited due to low awareness, inconsistent frameworks, and regulatory challenges. This study aims to identify key challenges and barriers to ESG implementation within Indonesia’s construction sector and to formulate strategic recommendations for improvement. A descriptive quantitative method was applied using a survey distributed to construction experts and practitioners across Jakarta, Surabaya, and Bandung. Data were analyzed using the Relative Importance Index (RII) to determine the relative weight of each factor influencing ESG implementation. The results indicate that the main challenges include a lack of ESG socialization and education, short-term profit orientation, and limited stakeholder engagement, with RII values ranging from 0.44 to 1.00. Meanwhile, the main barriers are limited financial capacity, the absence of standardized reporting frameworks, and weak regulatory support, with RII values between 0.60 and 0.96. These findings suggest that ESG implementation in Indonesia’s construction sector remains in its early stages, hindered by institutional and governance constraints. Strengthening ESG literacy, policy frameworks, and financial mechanisms is essential to accelerate sustainable construction practices and support national development goals.

Abstract

Public-Private Partnership (PPP) projects in the health sector have high complexity with various risks that can hinder project success. This study aims to identify the most relevant and significant risks in health sector PPP projects. The research method uses a quantitative approach with questionnaire surveys to four experts consisting of representatives from government and business entities experienced in hospital PPP projects. Data were analyzed using the Probability Impact Matrix (PIM) to determine risk significance levels based on probability of occurrence and impact. The results show eight dominant risks in high and very high categories. Very high category risks include JKN/Availability Payment and delays in JKN claim payments. High category risks include regional fiscal sustainability, shortage of healthy human resources, land risks, regulatory uncertainty, construction delays, and construction cost increases. These findings indicate that operational risks dominate health sector PPP projects, with high dependence on national health policies and local government fiscal capacity. This research provides practical contributions for stakeholders in designing more effective risk mitigation strategies for health sector PPP projects.
