Abstract

The Maintenance Period is the period of time for the contractor to maintain the results of the work that has been completed. Construction work during the port maintenance period is often carried out when the port is still operating. This condition provides a greater risk for contractors in carrying out repairs. This study uses a case study on the Kijing Terminal Port Development project, West Kalimantan, which is currently under maintenance. The risk of uncertainty issues that have an impact on project performance is the basis for this research to determine risk factors qualitatively by means of literature studies, distributing questionnaires, validating related parties, then approaching using interviews and FGD (Forum Group Discussion). The results of the FGD were then carried out by analyzing the risk response with several methods to determine the effective level of risk and risk response scenarios were carried out. The results of this study obtained the 4 highest risks, namely, high wave weather conditions and natural disasters, improper waste management, budget discrepancies with maintenance cost allocations, and incompatibility of scope of work during the maintenance period with contract documents. The type of risk response can be carried out with a mitigation plan through proactive and reactive actions in accordance with the financial power you have. Contingency costs of IDR 11,656,043,529.255 or 0.393% of the project value.

Abstract

Lahan di wilayah kota Surabaya semakin terbatas sehingga kesenjangan tercipta antara jumlah rumah kepemilikan yang dibangun dengan yang dibutuhkan. Hal ini mendorong Pemerintah Kota Surabaya untuk menginisiasi pembangunan rumah susun dalam mengatasi adanya keterbatasan lahan serta memenuhi kebutuhan rumah yang layak bagi masyarakat dengan melibatkan partisipan swasta melalui Kerjasama Pemerintah dan Badan Usaha (KPBU). Penelitian ini bertujuan untuk memberikan identifikasi dan kuantifiasi risiko finansial pada proyek sumah susun dengan metode Probability Impact Matrix (PIM) serta analisis aliran kas. Hasil analisis data menunjukkan bahwa risiko yang memiliki penilaian sangat tinggi adalah kenaikan biaya operasional dengan batas minimal persentase penurunan 20% untuk pembiayaan kategori layak.

Abstract

This study aims to examine the religious moderation promoted by Ahmadiyah through the website. The Ahmadiyah religious moderation discourse is related to the struggle for identity in the public sphere. This study is qualitative with documentation data collection techniques, namely digging documents containing religious moderation texts found on the Ahmadiyah website. The data are analyzed using a new media approach, which is an approach that sees a text that appears on a new media website as connected to the traditional text of the Holy Book. However, because website media texts relate to the offline world, external factors from social complexity also affect website text building. The results of the study indicate that internally the religious moderation text constructed by Ahmadiyah online comes from its ideology which is indeed fighting for peace and non-violence jihad. Meanwhile, externally, complex social realities in the midst of mainstream authorities and the state also contribute to the moderation text of the Ahmadiyya religion. The values of moderation promoted by Ahmadiyah are, first, supporting the strengthening of nationality by developing the concept of a spiritual and moral caliphate, not a political and militaristic caliphate. Second, strengthening peace and non-violence by encouraging jihad with a pen (jihad bi al-qalam) in response to various emerging social issues. Third, strengthening religious tolerance and freedom by emphasizing openness, not coercion in religion. Fourth, strengthening the existence of local culture by optimizing universal Islamic teachings. In the context of the Ahmadiyya as a minority, the discourse on religious moderation can be said to be an effort to struggle for Ahmadiyya identity in the public sphere in the midst of the mainstream and state authorities. However, this identity struggle seems to be hampered by the problem of Mirza Ghulam Ahmad's (MGA) prophetic position. Therefore, a more massive dialogue is needed with the local Muslim mainstream.

Abstract

The XYZ Toll Road Construction Design and Construction Project Plan is a continuation of the Solo – Ngawi Toll Road which is part of the Trans Java Toll Road series and part of a program that was delayed due to the 1997 monetary crisis. Judging from the chronology of the contract journey, this project experienced a non-excusable without compensable delay where the planned handover was on June 6, 2025 to November 30, 2026. The purpose of this study is to identify the main factors that cause delays, find out the root causes of the delays and provide recommendations and solutions that can be applied to minimize delays in the design project. The research method used in this study is a qualitative descriptive method by collecting data through a questionnaire technique. This study will discuss the application of the Root Cause Analysis (RCA) method, namely: pareto diagran, fishbone (Ishikawa diagram) and 5WHYS to identify the root of the problem. The root of the problem causing the delay is that when the contract is signed, the land acquisition is 0% so that the land handover is carried out in stages during the implementation, some locations have geographical conditions that are not possible to pass so that it is necessary to shift the road trajectory and at the time the project is running, the owner/employer is still carrying out the financial closing process. The final results of the research set strategies and managerial implications to accelerate decision-making, reduce overlapping responsibilities, ensure continuity of information from design to construction, strengthen cost, quality, and time control in an integrated manner.
