Abstract

The sale and purchase of preloved clothing through the livestreaming feature on the TikTok application facilitates public shopping; however, such transactions can give rise to legal issues when business actors fail to fulfill their agreed obligations, thereby leaving consumer rights unfulfilled. This condition causes consumer losses and necessitates an analysis of consumer protection mechanisms and the legal liability of business actors. This study aims to analyze consumer protection against breach of contract by business actors in preloved clothing transactions via TikTok Live, evaluated under positive legal provisions and Ibn Taimiyah's perspective. This normative legal research employs statutory and conceptual approaches conducted through library research. The findings reveal that breach of contract by business actors in preloved clothing transactions via TikTok Live incurs financial losses for consumers and imposes an obligation on business actors to remedy consumer rights in accordance with applicable laws. From Ibn Taimiyah’s perspective, fulfilling contractual obligations is an integral part of the principles of justice, honesty, and trustworthiness (amanah) in muamalah. A breach of contract directly contradicts these principles; thus, the restoration of consumer rights is essential to establishing fair and transparent transactions. Ultimately, this study contributes to formulating the limits of legal liability for social commerce business actors by integrating the norms of the Consumer Protection Law (UUPK) and Ibn Taimiyah's doctrine of ḥisbah to ensure legal certainty and transactional justice.

Abstract

The rapid development of digital technology has brought significant changes to payment systems in Indonesia, including rural areas. One of the key innovations introduced by Bank Indonesia is QRIS (Quick Response Code Indonesian Standard), which aims to simplify cashless transactions and promote financial inclusion. This study aims to describe the process of QRIS socialization in Bandar Baru Village, Sibolangit District, Deli Serdang Regency, as well as to identify the opportunities and challenges faced by the community in its implementation. The activity was carried out in three stages: material presentation, question-and-answer sessions, and hands-on practice in using QRIS. The results show that most participants were initially unfamiliar with digital payment systems; however, after the socialization activities, their level of understanding increased significantly. The community began to recognize the benefits of QRIS as an efficient, secure, and practical payment method that supports the growth of micro, small, and medium enterprises (MSMEs). Nevertheless, the main challenges identified include low digital literacy, limited internet access, and concerns about transaction security. This socialization initiative is expected to serve as an initial step in expanding the adoption of digital payment systems at the village level, fostering a technologically literate society and supporting inclusive and sustainable economic growth

Abstract

The development of digital technology has brought significant changes to the public financial transaction system, particularly through the implementation of the Quick Response Code Indonesian Standard (QRIS) as a national non-cash payment instrument. However, the adoption of QRIS at the village level still faces challenges, especially the low level of digital and financial literacy among the community. This study aims to analyze the effectiveness of QRIS socialization activities in improving digital literacy and encouraging non-cash transactions in Bandar Baru Sibolangit Village. The research employs a descriptive qualitative approach using observation, interviews, and documentation methods. The results indicate that QRIS socialization has a positive impact on increasing community understanding and skills in using digital payment technology. Active community participation in training sessions and QRIS usage demonstrations plays a crucial role in shifting transaction behavior from cash-based to digital-based practices. Furthermore, the main supporting factors for successful socialization include direct communication approaches, the involvement of village authorities, and support from local financial institutions. This study concludes that QRIS socialization activities are effective in enhancing community digital literacy while accelerating digital economic transformation at the village level. The findings are expected to serve as a reference for financial institutions, local governments, and academics in designing sustainable, technology-based financial inclusion strategies.
