Abstract

One of the efforts to develop an inclusive economy in the poorest province in Indonesia, Papua, is through fiscal policy. This research has two main objectives, namely: (i) assessing the Inclusive Economic Development in Papua; and, (ii) analyzing the relationship between fiscal policy in realizing Papua Inclusive Economic. Papua Province has the lowest Inclusive Economic Development Index (IEDI) ranking in Indonesia. This low level of caused 26.8 percent of the poor population in Papua Province. Economic development interventions through fiscal policy need to be carried out. Analysis of regional fiscal policy factors that are significant to the IEDI of each city/district can pay attention to policy directions from the past that need to be prioritized so that policy strategies can be developed. Novelty: This research is the first to observe Papua's IEDI through government expenditure factors. This research is the first that show how statistically to modelling IEDI. The fiscal policy is observed through the budgeting of the General Allocation Fund (GAF), Physical Special Allocation Fund (PSAF), Non-Physical Special Allocation Fund (NPSAF), and Village Fund (VilF). Data is observed in 2019 to 2021. Panel data regression model is used to analysis the effect of expenditure. The REM model obtained gives an R-sq of 41.9% with high IEDI prediction accuracy. This study found that PSAF and NPSAF were the source of the increase in IEDI. These findings indicate that the PSAF and NPSAF (physical and non-physical) is more efficient than the GAF and VilF on inclusive economic development in Papua.

Abstract

Credit plays a vital role in supporting economic growth by aligning with development priorities to promote equitable outcomes. The People's Business Credit (KUR) and Ultra Microfinancing (UMi) programs are government initiatives designed to support Micro, Small, and Medium Enterprises (MSMEs) in Papua by providing financing for working capital and investment. Although the distribution of KUR and UMi in Papua has shown consistent annual growth, their contribution at the national level remains relatively small. This study examines the impact of these programs on economic growth in Papua Province from 2019 to 2022 using quantitative analysis and panel data regression. Findings reveal that KUR distribution, while significantly increased in Jayapura City, has a minimal impact on economic growth, as indicated by an R-squared value of 0.0058. The statistically insignificant coefficients for KUR and UMi suggest their limited contribution to economic development. External factors such as infrastructure and government support are likely more influential, underscoring the need to enhance program accessibility and explore broader determinants of Papua's economic growth. Recommendations include enhancing program accessibility and exploring other variables influencing Papua's economic dynamics.

Abstract

The province of Papua has a food security index (FSI) of 42.27% in 2023. This figure is lower than other provinces in Indonesia, which is influenced by indicators from the aspects of food availability, physical and economic accessibility of food, and food utilization. Grouping regions based on their characteristics and conditions will help the government identify priority areas for policy interventions aimed at improving food security in those regions. This study aims to group districts/cities based on the FSI using the Density-Based Spatial Clustering of Applications with Noise (DBSCAN) approach and analyze the food security conditions of each district/city in Papua Province in 2023. The results of this study identified three main clusters and two noise areas with a silhouette coefficient of 0.4434. Cluster 0 is classified as Moderately Food Secure and Prosperous, cluster 1 is classified as Highly Food Insecure & Socially Vulnerable, and cluster 2 is classified as Food Insecure with Good Access to Water. The two noise regions have unique characteristics: Keerom Regency is a Transition Toward Food Security region, and Puncak Regency is a region with deviations in both social and economic characteristics. This indicates that the DBSCAN method is effective in identifying spatial food security characteristics in Papua and can be used as a basis for more targeted food security policy planning.

Abstract

Children's ability to read, write and count (calistung) can be said to be very important in life, because the teaching and learning process or activity is based on reading ability. To support learning and to know the growth and development of children, teachers and parents should know the right method or way to teach children to read, write and count. One method or way to develop it is through educational game tools (APE). First grade students at SD Inpres Kehiran have quite low learning abilities. This can be seen from almost 60% of students still having difficulty reading, writing and counting and is indicated by the scores obtained which are still below the Minimum Completion Criteria that have been set. To help teachers and students at SD Inpres Kehiran in understanding reading, writing and counting, our Community Service Team (PKM) aims to introduce the use of simple educational game tools (APE) made from used materials, namely through letter cards, drink bottle caps, and objects around the school or around the student's residential environment. By using learning media through educational game tools, the effectiveness of the learning method is evaluated and the level of student participation is measured. The stages carried out in the implementation of this community service activity start from planning, namely by coordinating with the school and asking permission from the leader (Dean), then the implementation stage starts from preparing materials, tools and materials, training and mentoring and finally the reporting stage, namely making a final report and making publications. The methods used to support the success of this program are in the form of training, demonstrations and practice questions. The implementation of this Community Service has not fully achieved the expected targets and outputs, but this activity has made a positive contribution to students in terms of recognizing letters, spelling, reading and simple arithmetic.

Abstract

One of the computer programs that can be used as a medium for learning mathematics is the GeoGebra program. With various facilities, GeoGebra can be used as a medium for learning mathematics to demonstrate or visualize mathematical concepts and as a tool to construct mathematical concepts. This community service (PKM) aims to determine the effect of GeoGebra-assisted learning on students' understanding of mathematical concepts in algebra material. The stages used in this service consist of 3 stages, namely: 1) Preparation stage, 2) implementation stage, 3) final stage. The method used to support the success of this program is in the form of training, demonstrations and exercises/practice or tutorials. This PKM activity went well and has made a positive contribution to students in using the GeoGebra application in learning mathematics and gaining additional knowledge and new skills.

Abstract

Mahasiswa kerapkali merasa ketakutan dalam hal mengolah data statistik ketika membuat karya ilmiah khususnya skripsi. Mereka beranggapan bahwa mengolah data statistik merupakan hal yang sulit sehingga sebagian mahasiswa lebih memilih menggunakan jasa pengolahan data untuk mengolah data penelitian mereka. Hal ini tentu sangat disayangkan karena kemampuan mengolah data statistik akan berpengaruh terhadap kualitas kemampuan interpretasi hasil dan kualitas karya ilmiah tersebut. Tujuan dari pengabdian ini adalah memotivasi, menambah kemampuan dan pengetahuan mahasiswa mengolah data dan menginterpretasikan hasil outputnya serta mampu menggunakan software SPSS dalam pemrosesan data statistika sehingga kualitas penelitian dan penulisan karya ilmiah khususnya penulisan skripsi mahasiswa dapat meningkat. Metode yang digunakan untuk mendukung keberhasilan program ini adalah dalam bentuk pelatihan dan pendampingan, demonstrasi dan latihan/praktek atau tutorial. Kegiatan ini diberikan kepada mahasiswa STPK St. Yohanes Rasul Jayapura yang mempunyai kemauan untuk dibimbing menggunakan software SPSS yang akan mendukung kegiatan penelitian yang akan dituangkan dalam karya ilmiah berupa skripsi. Dari hasil kegiatan ini, sekitar 80% peserta pelatihan mampu menggunakan software SPSS dan menginterpretasikan hasil outputnya dan menarik kesimpulan. Sementara peserta lainnya tidak dapat mengikuti kegiatan dengan baik, hanya mampu menginput data dan mengalami kesulitan dalam memilih item-item untuk melakukan langkah-langkah selanjutnya. Hal ini disebabkan beberapa peserta tidak bisa menginstal aplikasi SPSS pada laptopnya karena keterbatasan kapasitas perangkat laptop mereka sehingga tidak dapat melaksanakan praktek dengan baik

Abstract

Papua Province, known for its abundant natural resources and cultural diversity, faces significant challenges in achieving inclusive economic development. Persistent disparities in income, infrastructure, and access to essential services have hindered equitable growth and social welfare improvement. This study examines the inclusiveness of economic development in Papua and explores its driving factors. Utilizing secondary data from the Ministry of National Development Planning/National Development Planning Agency (Badan Perencanaan Pembangunan Nasional, Bappenas), BPS - Statistics Indonesia (Badan Pusat Statistik, BPS), and the Directorate General of Fiscal Balance (Direktorat Jenderal Perimbangan Keuangan, DJPK) for 2017–2021, the research employs descriptive analysis and panel data regression methods. The panel regression results highlight the critical role of fiscal policies in promoting inclusivity. Economic expenditures demonstrate a positive and significant impact on inclusive development, fostering equitable economic participation and productivity. In contrast, basic infrastructure spending shows a significant negative effect, possibly due to uneven allocation or misalignment with local community needs. While education expenditures are not statistically significant, they exhibit potential for enhancing inclusivity through long-term human capital development. These findings underscore the importance of targeted and well-distributed fiscal policies to address Papua’s unique socio-economic challenges. By prioritizing human capital, aligning infrastructure investments with local needs, and fostering balanced economic growth, policymakers can pave the way for more inclusive development across the province. This research provides valuable insights for designing effective policy interventions to reduce inequality and foster sustainable economic growth in Papua.
