Abstract

Dalam suatu analisis hidrologi, dibutuhkan paling sedikit 10 tahun data hujan Jika data kurang dari 10 tahun maka dilakukan ekstrapolasi data hujan. Hal ini dilakukan agar jumlah data memenuhi syarat analisis. Karakteristik data hujan merupakan deret data yang stasioner, tidak mempunyai trend, dan mempunyai pola musiman. Salah satu metode yang sesuai dengan karakter tersebut adalah Jaringan Syaraf Tiruan dengan Back Propagation (JSTBP). Metode ini sesuai dengan data hujan yang bersifat stochastik. Objek Penelitian adalah stasiun hujan yang terletak di DAS Kaliasem, Kab. Lumajang. Langkah yang dilakukan adalah pemodelan dengan JST, kemudian verifikasi model. Selanjutnya dilakukan implementasi model. Stasiun hujan yang dipilih adalah yang berpengaruh pada DAS Kaliasem. Dipilih 3 stasiun hujan, yaitu sta. Kedungsangku dan sta. Senduro, Sta. Ranupakis. Sta. Kedungsangku digunakan sebagai pembangun model ekstrapolasi. Sta. Senduro sebagai data verifikasi. Dan implementasi pada stasiun Ranupakis. Hasil penelitian ini diterapkan pada sub DAS Bengawan Solo, di Kab. Wonogiri. Hasilnya menunjukkan bahwa metode ini mempunyai keandalanan 58% sampai 79% (Shakti, D.W., 2014; Ginting, J.E. dkk, 2014; Prasetyo,H.E. dkk, 2014; Shakti, D.W. dkk, 2014).  Hasil penelitian ini menunjukkan bahwa keandalan mencapai 80% pada Confidence Interval (CI) = 95% (berdasarkan parameter model yang sesuai). Hasil akhir menunjukkan bahwa JSTBP mempunyai parameter 2 layer tersembunyi dengan 2 neuron.

Abstract

Flooding is a natural event that often occurs in Indonesia. Magetan Regency has several areas drained by various rivers that have the potential to cause flooding problems in the event of high rainfall. Hydrological analysis is needed to determine the various rivers that are potentially unable to accommodate water capacity due to high rainfall, causing flooding problems. Thus, research aims to assess flood mitigation control based on a 25-year return period flood discharge (Q25) using the HSS Snyder method and HEC-HMS software. The flood inundation area due to river runoff is analysed using HEC-RAS 6.4.1 software using a 25-year return period discharge (Q25). This research uses retention basin as one of the efforts in flood mitigation, reducing the amount of flood inundation that occurs by using embankment planning. Retention basin is a water structure that functions to collect rainwater and water runoff to reduce flooding. Retention basin is one of the important steps in the flood inundation that occurred in Magetan Regency using HEC-RAS 6.4.1 software analysis was 3,75 km2. The largest flood inundation occurred in Kartoharjo District with an area 1,31 km2. The design of the Kartoharjo Retention Basin in Magetan Regency can reduce the flood inundation area by 22% to 2,94 km2.

Abstract

The existing condition of the Pacal Dam is experiencing swallowing due to sedimentation, resulting in a reduction in storage capacity.The construction of the Gongseng Dam is a solution to this problem.Pacal Dam and Gongseng Dam are semi-cascade dams whose management is an integration of different rivers. Hydrological analysis was carried out to obtain the Inflow hydrograph using the Nakayasu HSS Method using the discharge value at a 500-year return period (Q500). To determine the optimal capacity in flood control, a simulation of the operation of the Pacal Dam gate was carried out using the Level Pool Routing method on each dam. There are four scenarios simulated in the operation of the Pacal Dam spillway gate, namely the gate is completely closed (scenario 1), the gate is opened 50% (scenario 2), the gate is opened 75% (scenario 3), and the gate is fully opened (scenario 4). The simulation results show that in scenario 1 the Pacal dam is not safe, with a maximum outflow discharge value of 72.12 m3/dt with a water level above the spillway of 6.16. In scenarios 2, 3, and 4, the outflow discharge value is 80.39 m3/dt, 113,49 m3/dt, 143,62 m3/dt with water height above the spillway of 2.68 m, 2.37 m, 2.14 m. The results of the simulation of the operation of scenarios 1, 2, 3, and 4 of the Gongseng Dam routing are safe with a maximum outflow discharge value of 260.15 m3/dt, 280,89 m3/dt, 297,90 m3/dt, 319, 38 m3/dt and water height of 1.98 m, 2.08 m, 2.16 m, 2.27 mon spillway landmark. The best scenario is scenario 4 considering the height of the guard water on the spillway.

Abstract

The issue of agricultural land conversion has become an increasingly pressing concern in Indonesia. Mixing land use for residential and agricultural purposes causes clogged irrigation canals due to trash dumping and sedimentation, affecting water flow and increasing pollution hazards. Impaired irrigation reduces agricultural productivity, leading to land conversion. This results in a cycle of malfunction in irrigation networks and land use. Law No. 17 of 2019 and Government Regulation No. 77 of 2001 emphasize farmers' major involvement in irrigation water management, yet many are unaware of their rights and obligations. One of the major challenges faced by farmers is the lack of knowledge about their rights and responsibilities as agricultural land managers in irrigated areas. The community service program intends to teach farmers in the Bengawan Solo Irrigation Area about their roles in irrigation management and spatial planning, thereby improving their legal knowledge and equipping them to effectively monitor their access to irrigation. The target participants for legal education on irrigation network management and spatial planning are farmers in the Bengawan Solo Irrigation Area, Jaten Subdistrict, Karanganyar Regency, Central Java. A half-day socialization and interactive workshop was held at the Jaten District Office, attended by 39 people consisting of 14 farmers, 17 P3A management personnel, and 6 village officials. The interactive sessions showed that farmers who do not know how to defend their irrigation management rights tend to shift to more economically profitable land uses, which disrupts irrigation networks and water reliability.Isu konversi lahan pertanian menjadi perhatian yang semakin mendesak di Indonesia. Bercampurnya penggunaan lahan untuk perumahan permukiman dan pertanian menyebabkan tersumbat di saluran irigasi karena pembuangan sampah dan sedimentasi, mempengaruhi aliran air dan peningkatan polusi air. Hal ini mengakibatkan siklus kerusakan pada jaringan irigasi dan penggunaan lahan. Turunnya produktifitas pertanian sebagai akibatnya menyebabkan maraknya fenomena konversi lahan pertanian menjadi perumahan permukiman. Undang-Undang No. 17 Tahun 2019 dan Peraturan Pemerintah No. 77 Tahun 2001 menekankan keterlibatan besar petani dalam pengelolaan air irigasi, namun banyak petani yang tidak menyadari hak dan kewajiban mereka. Sehingga salah satu tantangan utama yang dihadapi adalah kurangnya pengetahuan tentang hak dan tanggung jawab petnai sebagai pengelola lahan pertanian di daerah irigasi. Program pengabdian masyarakat ini bermaksud untuk mengedukasi petani di daerah irigasi yang banyak terkonversi lahannya tentang hak, kewajiban dan peran mereka dalam pengelolaan irigasi dan penataan ruang, sehingga meningkatkan pengetahuan hukum mereka dan membekali mereka untuk menjaga akses irigasi sebagai haknya. Target peserta edukasi hukum pengelolaan jaringan irigasi dan penataan ruang adalah petani di daerah irigasi Bengawan Solo, Kecamatan Jaten, Kabupaten Karanganyar, Jawa Tengah. Sosialisasi dan workshop interaktif setengah hari dilakukan di Balai Desa Jaten, Kecamatan Jaten yang dihadiri 39 orang yang terdiri dari 14 petani, 17 anggota/pengurus P3A, dan 6 pejabat desa. Dari sesi interaktif menunjukkan bahwa petani yang tidak tahu cara untuk membela hak pengelolaan irigasi mereka cenderung beralih ke penggunaan lahan yang lebih menguntungkan secara ekonomi, yang mengganggu jaringan irigasi dan keandalan air
