Abstract

This research aims to analyze the impact of civil servant (ASN) professionalism on public service quality at the Gorontalo City Land Office. The background is rooted in the strategic role of ASN in ensuring legal certainty of land ownership and efforts to enhance accountable, responsive public services. A quantitative survey method using stratified random sampling was applied to all civil servants, supported by multiple linear regression analysis to examine the contributions of professionalism dimensions—competence, integrity, ethics, innovation, and responsibility—to service quality. The results show ASN professionalism is generally good, with competence and integrity as dominant factors, while innovation remains low. Regression analysis reveals ASN professionalism contributes 48% to the variation in public service quality, with the remaining influenced by additional factors such as regulations, infrastructure, and technology. The practical implication is the necessity to strengthen technical capacity, promote service ethics, and develop digital innovation, ensuring effective bureaucratic reform in the land sector. The study recommends strategies to improve ASN development and process transparency to foster greater community trust and satisfaction.

Abstract

This study aims to analyze the effectiveness of the contradictory delimitation principle in enhancing legal certainty and the quality of land administration public services at the Gorontalo City Land Office. The research employed a qualitative descriptive method with a case study approach through in-depth interviews, participatory observation, and document analysis. The findings reveal that the implementation of the contradictory delimitation principle is relatively effective in promoting transparency, accountability, and boundary certainty, though its application remains suboptimal. Supporting factors include clear regulations, the commitment of civil servants, and community participation through the PTSL program. In contrast, inhibiting factors involve limited human resources, low public participation, and technical measurement challenges. The principle’s implementation has led to an 18% decrease in land disputes over the past two years and improved public trust in land services. These findings indicate that the contradictory delimitation principle serves not only as an administrative mechanism but also as a participatory and preventive instrument in achieving transparent, equitable, and sustainable land governance.

Abstract

Penelitian ini bertujuan untuk menggali bagaimana penguatan nilai kearifan lokal Huyula dapat mengembangkan kemampuan berpikir kritis dalam pembelajaran Pendidikan Pancasila dan Kewarganegaraan (PPKn) di SMP Negeri 4 Satap Dungaliyo. Pendekatan yang digunakan dalam penelitian ini adalah kualitatif, dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Sumber data primer berasal dari kepala sekolah, guru Pendidikan Pancasila dan Kewarganegaraan, dan peserta didik, sedangkan sumber data sekunder diperoleh dari jurnal, buku, serta laporan pelaksanaan pembelajaran. Hasil penelitian menunjukkan bahwa penguatan nilai kearifan lokal Huyula dalam pembelajaran Pendidikan Pancasila dan Kewarganegaraan sangat mendukung pembentukan karakter siswa. Penguatan ini dilakukan dengan mengintegrasikan nilai-nilai Huyula seperti kebersamaan, gotong royong, dan persatuan ke dalam materi pembelajaran Pendidikan Pancasila dan Kewarganegaraan. Hal ini memperkuat pemahaman siswa tentang kewarganegaraan serta penerapan budaya lokal dalam kehidupan sehari-hari. Selain itu, penerapan pembelajaran yang mengembangkan kemampuan berpikir kritis membantu siswa untuk menganalisis masalah sosial dan membuat keputusan moral berdasarkan nilai-nilai Huyula. Faktor-faktor yang mendukung penguatan ini meliputi kompetensi guru, kurikulum yang relevan, kebijakan sekolah, serta partisipasi aktif siswa dan keterlibatan masyarakat. Berdasarkan temuan tersebut, disarankan agar sekolah lebih memperkuat integrasi nilai-nilai kearifan lokal dalam setiap aspek pembelajaran, terutama dalam pendidikan kewarganegaraan, guna membentuk karakter siswa yang lebih kuat dan adaptif terhadap perubahan sosial.

Abstract

Reformasi birokrasi merupakan langkah strategis untuk menciptakan pemerintahan yang bersih, profesional, dan responsif terhadap kebutuhan masyarakat. Penelitian ini bertujuan untuk mengevaluasi implementasi kebijakan reformasi birokrasi di Provinsi Gorontalo, khususnya dalam pembangunan zona integritas menuju Wilayah Bebas dari Korupsi dan Wilayah Birokrasi Bersih dan Melayani. Metode penelitian yang digunakan adalah pendekatan deskriptif kualitatif. Hasil penelitian menunjukkan bahwa implementasi kebijakan telah memberikan dampak seperti peningkatan kualitas layanan publik, efisiensi birokrasi, dan akuntabilitas aparatur pemerintah. Namun, terdapat tantangan berupa resistensi terhadap perubahan, keterbatasan anggaran, dan kurangnya koordinasi antar unit kerja. Dukungan dari pimpinan daerah, komitmen aparatur, serta adanya pedoman teknis menjadi faktor pendukung utama dalam pelaksanaan kebijakan ini sebagai rekomendasi diperlukan penguatan kapasitas pelaksana melalui pelatihan, desentralisasi pengambilan keputusan, digitalisasi layanan publik, serta evaluasi berkala berbasis data.

Abstract

Implementasi Sistem Pemerintahan Berbasis Elektronik (SPBE) merupakan langkah strategis untuk meningkatkan kualitas pelayanan publik di Provinsi Gorontalo. Namun, tantangan budaya organisasi, seperti integritas, profesionalisme, dan komitmen perangkat daerah, menjadi hambatan utama. Penelitian ini menggunakan pendekatan kualitatif untuk menganalisis peran budaya organisasi dalam mendukung implementasi SPBE.Hasil menunjukkan integritas perangkat daerah perlu diperkuat melalui pengawasan dan pelatihan, sementara profesionalisme menghadapi tantangan berupa kesenjangan kompetensi teknis. Komitmen perangkat daerah terhadap transformasi digital juga membutuhkan peningkatan melalui budaya kerja kolaboratif. Sinergi antara integritas, profesionalisme, dan komitmen terbukti menjadi kunci keberhasilan SPBE.Penelitian merekomendasikan pengawasan yang lebih baik, pelatihan digital, dan integrasi budaya organisasi dalam kebijakan SPBE untuk mewujudkan pelayanan publik yang transparan dan akuntabel.

Abstract

This study aims to analyze the Interorganizational Relationship (IOR) strategy in the implementation of the Independent Learning (Merdeka Belajar Kampus Merdeka MBKM) policy at private universities (PTS) in Gorontalo Province, emphasizing the dimensions of coordination, cooperation, and collaboration between organizations. In the context of MBKM, interorganizational relationships are key to expanding resource access, strengthening curriculum relevance, and improving the quality of experiential learning. This study uses a qualitative approach with a case study method in several private universities that have implemented the MBKM program in Gorontalo. Informants were purposively selected from the leadership of private universities, LLDIKTI Region XVI, and APTISI Gorontalo Region, with data collection techniques through in-depth interviews, participatory observation, and documentation studies. The results show that coordination between private universities is facilitated by APTISI and LLDIKTI through meeting forums that regularly discuss MBKM implementation, so that communication flows and information exchange are relatively well established. However, substantive cooperation and collaboration between private universities in the form of student exchanges and lecturer teaching outside their home base have hardly materialized, although these two indicators have great potential for development based on the MBKM Key Performance Indicators. Field findings reveal that weak cooperation and collaboration are influenced by institutional egos, competitive tendencies in student recruitment, similar capacities and resources across private universities, and complex internal bureaucracy. This study confirms that the success of MBKM implementation in Gorontalo's private universities is largely determined by the institution's ability to build inter-organizational networks that are not only coordinative but also collaborative and mutually beneficial in a sustainable manner.

Abstract

Background Public sector reform increasingly relies on professionalism indicators and competency measurement systems to strengthen bureaucratic capacity and institutional accountability. However, governance scholarship remains limited in explaining how professionalism measurement contributes to organizational learning and adaptive capacity in public institutions. This study aims to develop the Reflective Professionalism Governance Model (RPGM) to explain how professionalism governance operates within Indonesia’s land administration reform. Methods The research employed a conceptual-analytical design through a systematic literature review, policy document analysis, institutional document review, and conceptual synthesis. The data were drawn from Scopus-indexed international literature, Indonesian civil service professionalism regulations, the State Civil Apparatus Professionalism Index (IPASN) policy framework, and institutional reports on land administration. The analysis integrated perspectives from competency governance, public professionalism, organizational learning, and reflective governance. Results The findings reveal two institutional trajectories. First, administrative professionalism emerges when professionalism indicators function primarily as procedural compliance mechanisms emphasizing reporting, discipline, and numerical performance targets. Second, reflective professionalism governance develops when indicators are used for competency diagnosis, adaptive organizational learning, collaborative professionalism, and institutional capacity transformation. Conclusion This study concludes that sustainable bureaucratic reform requires professionalism indicators to function as reflective governance infrastructure rather than merely administrative evaluation tools. RPGM contributes to governance literature by reconceptualizing professionalism measurement as an adaptive governance mechanism in public sector reform.

Abstract

Penelitian ini bertujuan untuk mengevaluasi kebijakan pemerintah daerah dalam perencanaan dan pelaksanaan program bantuan ternak di Kabupaten Banggai serta menganalisis dampaknya terhadap kesejahteraan peternak. Metode yang digunakan adalah pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi, serta analisis data menggunakan model interaktif Miles dan Huberman. Hasil penelitian menunjukkan bahwa kebijakan program bantuan ternak tergolong cukup efektif dan efisien secara administratif serta memiliki tingkat ketepatan yang relatif baik dalam menyesuaikan jenis ternak dengan kondisi lokal. Namun, dari aspek kecukupan, pemerataan, dan responsivitas masih terdapat keterbatasan, terutama pada pendampingan berkelanjutan, distribusi yang belum merata, serta mekanisme respons yang masih bersifat reaktif. Dampak ekonomi program bersifat dualistik, yaitu meningkatkan pendapatan jangka pendek pada ternak ayam super dan memperkuat aset ekonomi jangka panjang pada kambing dan sapi. Dampak sosial terlihat pada peningkatan interaksi dan partisipasi peternak, meskipun belum terlembagakan secara kuat. Sementara itu, dampak kesejahteraan masih bersifat fluktuatif. Kesimpulannya, kebijakan bantuan ternak belum sepenuhnya mampu menghasilkan kesejahteraan yang berkelanjutan sehingga memerlukan penguatan pada aspek pendampingan, akses pasar, dan pemberdayaan berbasis kebutuhan lokal.

Abstract

Penelitian ini bertujuan untuk menganalisis dampak hukum penggunaan minuman keras terhadap perilaku remaja serta mengidentifikasi faktor-faktor yang menghambat efektivitas dampak hukum tersebut di Kecamatan Paleleh. Metode yang digunakan adalah pendekatan kualitatif dengan pendekatan deskriptif, di mana data dikumpulkan melalui observasi, wawancara mendalam dengan informan yang dipilih secara purposive, serta dokumentasi. Hasil penelitian menunjukkan adanya kesenjangan antara regulasi normatif dan praktik di lapangan, di mana penegakan hukum cenderung menggunakan diskresi dan pendekatan restorative justice sehingga sanksi pidana hanya menjadi ultimum remedium. Meskipun pembinaan preventif telah dilakukan di sekolah, efektivitasnya terhambat oleh ketiadaan fasilitas rehabilitasi resmi dan normalisasi sosial terhadap miras. Kesimpulan penelitian ini menegaskan bahwa Peraturan Daerah saat ini lebih berfungsi sebagai law in books daripada law in action, sehingga keberhasilan penekanan angka konsumsi miras sangat bergantung pada sinergi antara kesadaran individu, integritas keluarga, dan kontrol sosial lingkungan yang sinkron
