Abstract

Pemilihan Umum (Pemilu) Legislatif adalah bagian penting dalam proses penyelenggaraanpemerintahan bagi negara-negara yang memilih demokrasi sebagai sistem politiknya. Bagian ini(pemilu legislatif) adalah proses untuk melengkapi komponen negara demokrasi yang dikemukakanoleh Montesquieu yaitu bahwa penyelenggaraan pemerintahan yang sehat itu harus memuat 3 unsuryaitu Eksekutif, Yudikatif dan Legislatif. Jika kita mendengar kata partai maka pikiran kita akandiingatkan pada proses pemilihan umum (Pemilu) dan kampanye. Pemilu mempunyai arti sebagaiajang pesta demokrasi bagi rakyat, dimana rakyat bisa menggunakan hak kebebasanya untuk dipilihbagi mereka yang mencalonkan diri sebagai presiden, DPR, DPD serta DPRD atau memilih danmemberikan suaranya bagi mereka yang tidak mencalonkan dirinya.Penelitian tentang efektivitas pelaksanaan kampanye ini dilaksanakan dengan menggunakanpendekatan kualitatif, dengan metode analisis deskriptif yang diharapkan dapat diperoleh gambaranfenomena, fakta, sifat serta hubungan fenomenal tentang efektifitas kampanye calon legislatif padaPemilu Legislatif 2019 di kabupaten Banggai. Jenis Data yang diolah dan diinterpretasi dalampenelitian ini adalah data primer dan data sekunder.Yang menjadi informan dalam penelitian ini yaitupara Calon anggota Legislatif yang berhasil terpilih sebanyak 8 orang dan para calon anggota legislatifyang tidak berhasil sebanyak 8 orang dan 5 orang masyarakat dari tiap Dapil yang menghadiri berbagaikegiatan kampanye para calon anggota legislatif.Hasil penelitian ini menunjukan bahwa penggunaan ruang-ruang kampanye yang diatur dandiperbolehkan oleh Undang – Undang seperti penggunaan media cetak/eletronik, Radio dan Televisi,ternyata bukanlan cara yang efektif untuk menjaring suara. Karena ternyata tidak menjadi alasanutama masyarakat untuk memilih. Namun Kampanye dengan menggunakan pendekatan personal,tatap muka, silaturahmi ke keluarga, kerabat dan komunitas-komunitas tertentu, adalah cara yangpaling efektif untuk menjaring suara masyarakat serta Performance pada waktu kampanye personaladalah faktor yang juga menentukan.Penelitian ini dapat disimpulkan bahwa Efektivitas kampanye dari para Calon Anggoga LegislatifDPRD kabupaten Banggai periode 2019 -2024, adalah amat ditentukan oleh metode atau strategimereka dalam berkampanye.Kata Kunci : Efektivitas, Kampanye, Calon Legislatif, Pemilihan Umum

Abstract

Indonesia's ability to organize elections is acknowledged by democratic countries in the world, butthere are various problems in the implementation of elections, proving that many things still need to beaddressed in relation to the elections themselves, such as election regulation, skill and mentality of theorganizers, , the ability and readiness of the institutions or supporting institutions, as well as the intelligenceand mentality of voter participants in the election of Regional Head itself. Election problems also occur in thein the Manado city elections of 2015, namely the issue at the registration stage of Mayor and Deputy MayorCandidates. This research aims to find the cause of the occurrence of consistency in determining Mayor andDeputy Mayor of Manado Year 2015 and get new formula about registration management of candidate ofRegion Head. This research uses qualitative research method. focused on registration management ofcandidates for Regional Head candidates. The results of this study were obtained from five aspects unearthedin the research: independence, impartiality, integrity, transparency and professionalism, it was found that therewere problems with each of these aspects. In the first four aspects the source of the problem is individual. The2cause is the weakness of the individual mentality in question. Mental uncertainty to face pressure and"temptation" results in poor registration in the Manado city elections of 2015. However, the main cause of thisproblem is the unprofessional nature of the election organizers themselves. The cause is the first in theimperfection of the policy made, the second is in the absence of adequate provision for the election practitioners,the matter of treatment for ex-convicted, and the third is not open (transparency) institutions related to this. itis still difficult to find the cause of this happening (why transparency is weak), but very strong tendency of"political power" that affect this process.Keywords: Management, Candidate Registration, Selection Of Regional Head

Abstract

The city of Manado is one of the emerging cities in the province of North Sulawesi and one of theimportant tasks of the government in supporting regional development is the handling of unemploymentcurrently faced. One of the programs run by the Manado City Labour Office is a training program forthe Tata boga, this program aims to help housewives who do not have jobs that have the opportunity toopen their own business in order to increase the income of their family. Therefore, this study aims toanalyze the capability of the implementing officers of the Tata boga training program at the Departmentof Labor.To analyze the data using the capability theory approach from Hersey and Blanchard (2006: 20)covering 1) technical skill; 2) social skills (social skills); 3) conceptual skills (conceptual skills).The results of this study and discussion found that the basic skills of the executing apparatus arenot optimal, the ability of the technique is good enough, the social ability is also very good, but theconceptual ability is still low due to lack of conceptual mastery of an organization from theimplementation of the program Tata boga so monitoring of the participants Tata boga training is notdone thoroughly but only some participants. From this research can be drawn the conclusion that theability of officers of training program Tata boga program at the Manado city Labour Office has notbeen maximized due to: the absence of monitoring or monitoring of the implementing officers of allparticipants who attended the Tata boga program training but only part of the monitored the groupparticipants Tata boga formed during the training so it cannot be seen how many who develop and donot develop knowledge and assistance obtained from the Manado City Labour Office.Keywords: Ability, apparatus, training
