Abstract

Abstract

The construction sector in Timor-Leste plays a vital role in supporting national development and economic growth, primarily through infrastructure projects financed by the government and international donors. However, the implementation of construction contracts in the country frequently encounters various nonconformities, such as delays, technical specification changes, differing interpretations of contract clauses, and cost overruns. These issues reflect weaknesses in contract management systems and the lack of systematic strategies to manage nonconformities during project execution. This study employs a Scoping Review approach to map globally reported strategies for managing construction contract nonconformities and to identify knowledge gaps in developing country contexts, particularly Timor-Leste. The review process follows the PRISMA-ScR guideline, encompassing literature searches in Scopus, ScienceDirect, Taylor & Francis, and Google Scholar databases covering publications from 2000 to 2025. The findings reveal that management strategies for contract nonconformities can be categorized into three main groups: preventive strategies (risk prevention through clear contract design and early communication), resolutive strategies (dispute handling via claims, mediation, and dispute boards), and adaptive strategies (contract flexibility and collaborative approaches). The study highlights the importance of adapting global best practices to the local context of Timor-Leste, taking into account institutional capacity, contractual regulations, and human resource competence. The findings are expected to serve as a foundation for developing more effective contract management policies and practices within Timor-Leste’s construction sector.

Abstract

Landslides constitute disasters with significant impacts on lives, infrastructure, and the environment, particularly in regions with complex topography and high rainfall. The Indonesian National Disaster Management Agency (BNPB) recorded 2,726 disaster incidents in 2025, with landslides representing one of the primary threats. Early detection has become crucial for reducing casualty risks and losses. This study aims to analyze socio-technological integration models in landslide early detection systems to strengthen community resilience. The methodology employed is a systematic literature review of 34 studies encompassing qualitative, quantitative, and mixed-method approaches from 2010-2025. Bibliometric analysis through VOSviewer using data from Publish or Perish revealed 62 articles with a total of 2,563 citations, an h-index of 19, and a g-index of 50, indicating high scientific relevance. Network, overlay, and density visualizations were utilized to identify patterns and interrelationships among topics. Results demonstrate that integrating detection technologies such as sensors, machine learning, remote sensing, and LIDAR technology with community empowerment through education, community task force formation, and evacuation simulations produces systems that are more effective and sustainable compared to technology-based approaches alone. Key findings include the utilization of simple, easily-operated technology, the importance of village preparedness teams as sustainability drivers, rapid and accessible communication systems, and synergy between local knowledge and scientific data. Studies in Indonesia, South Asia, and globally demonstrate the success of this hybrid approach in local contexts. The socio-technological integration model is proven to enhance community resilience through technical, social, and institutional dimensions. This research confirms that effective landslide early detection requires a holistic approach balancing technological and social aspects, adaptable to various geographical conditions.

Abstract

The rapid growth of urban vehicle ownership has intensified traffic congestion and decreased mobility efficiency, particularly at unsignalized intersections, which remain common in developing countries. These intersections, lacking automated control mechanisms, often experience high delays, long queues, and increased accident risks. This study conducts a Systematic Literature Review (SLR) to synthesize research developments on traffic engineering management models aimed at optimizing unsignalized intersections using multi-objective analysis. Following the PRISMA framework, 48 peer-reviewed articles published between 2013 and 2026 were systematically analyzed from major databases such as Scopus, ScienceDirect, IEEE Xplore, and Google Scholar. The findings reveal a significant evolution from single-objective to multi-objective optimization approaches, emphasizing trade-offs between efficiency, safety, and environmental sustainability. The most frequently applied algorithms include NSGA-II, PSO, and Fuzzy-MCDM, often integrated with simulation tools like VISSIM and SIDRA Intersection. Recent trends indicate growing adoption of AI-driven and machine learning-based hybrid models, enabling adaptive and real-time traffic management. However, research gaps remain, particularly regarding model validation under mixed traffic conditions and real-world implementation using IoT-based traffic data. This study contributes to both theory and practice by providing a structured overview of optimization frameworks and identifying future research directions toward developing adaptive, data-driven, and context-sensitive models. The results serve as a foundation for designing intelligent traffic management systems that improve the performance and safety of unsignalized intersections while supporting sustainable urban mobility.

Abstract

Evaluasi dilakukan dengan menganalisis karakteristik sistem, termasuk waktu tunda (delay time), waktu naik (rise time), waktu tunak (settling time), overshoot, dan error steady-state.
