Abstract

This study estimates and analyzes the impact of economic growth and human resource quality on unemployment rates. Using panel data from 12 districts/cities in Riau Province for the period 2011-2022, a fixed-effects panel regression approach is employed as the estimation tool. The key findings of the study indicate that both economic growth and human resource quality have a negative and significant impact on unemployment rates. Increases in economic growth and improvements in human resource quality significantly improve employment opportunities and reduce unemployment. This implies that government policies aimed at reducing unemployment can be effectively implemented through interventions that promote economic growth and improve human resource quality. Kajian ini mengestimasi dan menganalisis pengaruh pertumbuhan ekonomi dan kualitas sumber daya manusia terhadap tingkat pengangguran. Menggunakan data panel 12 kabupaten kota di provinsi riau selama periode 2011-2022, regresi panel pendekatan fixed effect diterapkan sebagai alat estimasi. Temuan penting kajian ini adalah, pertumbuhan ekonomi dan kualitas sumber daya manusia berpengaruh negatif dan signifikan terhadap tingkat pengangguran. Peningatan pertumbuhan dan perbaikan kualitas sumber daya manusia secara signifikan dapat mendorong perluasan kesempatan kerja dan menurunkan tingkat pengangguran. Hal ini berimplikasi bahwa kebijakan pemerintah dalam mengurangi tingkat pengangguran dapat dilakukan melalui intervensi kebijakan yang berkaitan dengan upaya peningkatan pertumbuhan ekonomi dan perbaikan kualitas sumber daya manusia.

Abstract

Indonesia, a developing nation, boasts a vast population of 263 million individuals. Despite this, many of the population still live in impoverished conditions, leading to a notable unemployment rate of 14.23% in Aceh, equivalent to 804,530 individuals. The Central Statistics Agency (BPS) suggests that community welfare can be gauged by food sufficiency, encompassing calorie and protein intake. This research uses logistic regression analysis to examine the determinants of food security at the household level. Logistic regression was chosen due to the categorical nature of the variables under study, specifically the classification of food security (0) and food insecurity (1). The independent variables considered in this research comprise the frequency of aid (X1), household head income (X2), family size (X3), aid amount (X4), and household perceptions of food assistance (X5). The findings reveal that the household's perception of food assistance is the most influential factor affecting household food security in Gampong Klieng Manyang. The resulting logistic regression model is represented as g(x) = -15.299 – 18.879 X1 – 0.000 X2 – 0.238 X3 – 18.460 X4 + 0.425 X5. In logistic regression, the coefficients are interpreted through odds ratios. Notably, the frequency of the aid variable exhibits the highest odds ratio, underscoring its significance in shaping household food security in Gampong Klieng Manyang, Sukamakmur District, Aceh Besar Regency.

Abstract

Poverty has been a challenge for economic development in various regions in Indonesia. This study offers empirical insights into the effectiveness of fiscal policy as a strategic development instrument in reducing poverty. This study investigates the impact of local government spending on poverty alleviation in Jambi Province, addressing a critical challenge in regional economic development. We specifically examine the effects of expenditures on health, education, and economic functions on poverty levels. Utilizing panel data from 11 districts and cities in Jambi Province between 2016 and 2023, we employ a dynamic Generalized Method of Moments (GMM) model for robust analysis. Our empirical results indicate that health and economic function expenditures significantly reduce poverty levels. Conversely, while education spending exhibits a negative correlation with poverty, this effect is not statistically significant. These findings highlight the importance of optimizing regional budget allocations, particularly towards health and economic programs, as a practical implication for effective poverty reduction strategies in Jambi Province. This research contributes to understanding the nuanced role of local fiscal policy in addressing poverty in decentralized contexts.

Abstract

This study aims to analyze the effect of capital expenditure and the human development index (HDI) on per capita income in Aceh Province, using panel data from 23 districts/cities during the period 2011–2023. The analysis method used is panel data regression with the Fixed Effect Model (FEM) approach, which was selected based on the results of the Chow and Hausman test. The results show that capital expenditure has a positive and significant effect on per capita income, indicating that the effectiveness of the allocation of this expenditure is optimal in driving local economic growth. Likewise, the HDI has a positive and significant effect, indicating that improving the quality of education, health, and people's living standards contributes significantly to increasing per capita income. These findings emphasize the synergy between physical development through capital expenditure and human development through increasing the HDI to drive inclusive and sustainable economic growth in Aceh Province.

Abstract

This research analyzes the strategic agency of Mpu Uteun, a women-led conservation group in Aceh, Indonesia, that emerged in response to severe environmental degradation within a patriarchal social context. Grounded in the theoretical framework of women's agency and empowerment, this research examines the negotiation mechanisms that these female forest guardians employ across multiple spheres—domestic, communal, economic, and state—to legitimize their roles in environmental governance as they navigate socio-cultural barriers. Conducted within a qualitative design, this research employed secondary data examined through thematic narrative analysis. The findings revealed that the agency of Mpu Uteun is rooted in a collective experience of ecological disaster, which motivates proactive conservation measures such as forest patrols, reforestation, and disaster mitigation. The group's success hinges on sophisticated negotiation strategies: they renegotiated domestic roles to accommodate public activism, navigate communal resistance through inclusive tactics and non-confrontational approaches toward illegal loggers, and, crucially, secure formal legitimacy from the state by obtaining a customary forest management permit. This research concludes that Mpu Uteun exemplifies an effective model of community-based conservation while fundamentally transforming the gendered landscape of natural resource governance. Thus, this research advances understanding of women’s environmental agency, demonstrating how strategic negotiation dismantles patriarchal barriers and informs inclusive conservation policy.

Abstract

The halal industry is experiencing rapid growth along with the increasing demand for halal products in domestic and international markets. The government plays a strategic role in creating a conducive ecosystem through supportive regulations and policies, such as halal certification standards, incentives for business actors, and product quality control. However, the effectiveness of these regulations and policies in encouraging the development of the halal industry still requires in-depth analysis. This study uses a systematic literature review method with the PRISMA model to examine the latest literature related to government regulations and policies in the development of the halal industry. The literature search was conducted in the Google Scholar database with a period of 2020–2025 and relevant keywords. The review results indicate that clear and integrated halal certification standards increase consumer trust and expand market access, while incentive policies and strengthening certification bodies encourage innovation and business growth. However, implementation challenges such as lack of coordination between institutions and differences in certification standards between countries still hamper the optimal development of the halal industry. This study identifies conceptual and practical gaps in the literature that need to be addressed to strengthen the halal industry ecosystem sustainably. These findings provide an important contribution to the development of more effective policies to support the growth of the halal industry and enhance the competitiveness of halal products in the global market.
