Abstract

The rapid advancement of artificial intelligence in the era of industrial revolution 4.0 has transformed work dynamics globally, yet its impact on individual work efficiency and career performance in developing regions, such as South Sulawesi, remains to be seen. This study investigates the influence of artificial intelligence adoption and agility on employees’ work efficiency and career performance in South Sulawesi. A quantitative approach was employed, involving a survey of 280 respondents from both private and public sectors using a 5-point Likert scale questionnaire. The variables examined were artificial intelligence adoption, agility, work efficiency, and career performance, with data analysed through path analysis using SmartPLS. The findings reveal that artificial intelligence adoption and agility significantly affect both work efficiency and career performance, directly and indirectly, with work efficiency acting as a mediating variable. Artificial intelligence adoption recorded a total effect of 0.406 on career performance, while agility contributed 0.361. Furthermore, work efficiency had a direct effect of 0.273 on career performance, underscoring its vital role in supporting career advancement. The study suggests that organizations should promote AI adoption and enhance employee agility through training and adaptive skill development.

Abstract

Digital transformation in the public service sector requires readiness and capacity building of State Civil Apparatus (ASN) in managing technology-based services effectively. This study aims to develop a relevant and applicable ASN competency development model to support the implementation of the ePonti application at the Pontianak City Regional Revenue Agency (Bapenda). This application is a digital innovation designed to facilitate online regional tax services. This study uses a qualitative descriptive approach with data collection techniques through in-depth interviews, direct observation, and documentation. Informants consisted of Bapenda employees and community service users. The results of the study showed a gap in employee competency in three main dimensions: technical competency, digital communication skills, and training effectiveness. Around 70% of employees have mastered basic features such as tax data input and validation, but only 30% understand advanced features such as analytical dashboards and automatic reporting. As many as 50% of employees have not been able to deliver technical education effectively to the public. The training provided is still general in nature, not based on job needs analysis, and has not reached all employees evenly. This study presents a competency development model based on technical integration, digital public communication, and adaptive training. This model also recommends a peer-assisted learning approach to enhance collaboration between employees and support the ongoing digital transformation of public services.

Abstract

This research aims to examine the implementation of the Regional Government Information System (SIPD) and its urgency as an effort to eradicate criminal acts of corruption in the government in Makassar City. This research uses a qualitative descriptive method that examines the implementation of the Regional Development Information System through library research. Data was collected from documentation in the form of journals, research reports and government documents related to the implementation of the Regional Development Information System. The research results show that there are many things that still need to be improved in perfecting SIPD as a general application at the regional level, such as: 1) harmonization of regulations and policies, 2) synchronization of data and information content between levels of Regional Government (Regency/City/Province) and between Regional Governments with the Central Government; 3) business processes of planning, budgeting, implementation, monitoring, reporting and evaluation in regional government. regions, future improvements to SIPD must of course be in line with the National SPBE Architecture, so that the dream of implementing an Electronic-Based Government System as part of efforts to prevent corruption can be realized. Commitment to every element of the country is needed to improve the understanding that has been formed so far. Abstract

Kebijakan publik merupakan salah satu upaya pemerintah dalam melaksanakan tugas dan fungsinya untuk memenuhi kebutuhan masyarakat. Proses perencanaan, penyusunan, pengundangan, penyebarluasan, implementasi, dan evaluasi kebijakan pemerintah daerah merupakan bagian penting dalam siklus kebijakan publik. Penelitian ini bertujuan untuk mengkaji secara komprehensif proses tersebut dan memberikan pemahaman yang lebih baik tentang peran dan tantangan yang dihadapi dalam pelaksanaannya. Metode yang digunakan dalam penelitian ini adalah studi pustaka dengan pendekatan deskriptif kualitatif. Hasil penelitian menunjukkan bahwa perencanaan kebijakan pemerintah daerah dimulai dari identifikasi masalah, penetapan tujuan, analisis kebijakan, hingga pengambilan keputusan. Setelah perencanaan selesai, kebijakan disusun dan diundangkan agar dapat diketahui oleh publik. Selanjutnya, kebijakan disebarluaskan agar dapat diimplementasikan oleh semua pihak yang terkait. Implementasi kebijakan meliputi tahapan sosialisasi, persiapan, pelaksanaan, dan monitoring serta evaluasi. Evaluasi dilakukan untuk menilai efektivitas dan efisiensi kebijakan serta mengidentifikasi permasalahan yang muncul selama proses implementasi. Dalam proses perencanaan, penyusunan, pengundangan, penyebarluasan, implementasi, dan evaluasi kebijakan pemerintah daerah, terdapat beberapa landasan teori yang dapat digunakan sebagai acuan. Teori pengambilan keputusan dan teori perencanaan strategis merupakan landasan teori yang penting dalam proses perencanaan kebijakan. Sementara itu, teori implementasi kebijakan dan teori evaluasi kebijakan dapat digunakan dalam proses implementasi dan evaluasi kebijakan. Kesimpulannya, proses perencanaan, penyusunan, pengundangan, penyebarluasan, implementasi, dan evaluasi kebijakan pemerintah daerah merupakan proses yang kompleks dan memerlukan dukungan yang kuat dari semua pihak terkait. Penerapan teori-teori yang relevan dapat membantu dalam memperbaiki kualitas kebijakan yang dihasilkan. Oleh karena itu, penelitian dan pengembangan kebijakan publik harus terus dilakukan untuk mencapai tujuan yang diharapkan.
