Abstract

Pasar Turi Baru in Surabaya was built and managed using the Build-Operate-Transfer (BOT) cooperation model, where the private sector, namely PT. Gala Bumi Perkasa builds and manages it within a certain period of time and after that it will be returned to the Surabaya City Government as a regional asset. The construction of the new Turi market was due to a fire at the old Turi market several years ago. With the existence of Pasar Turi Baru, it is hoped that it will return to its glory days and carry a more modern concept. Even though it has only been operating for a year, the management of this new turi market has encountered an obstacle, namely competition with online markets which has made this new turi market quite empty of traders and visitors. This research uses a qualitative descriptive approach by collecting data using interviews, observation and documentation. The theory used in this research is Leonhardt's partnership theory, where there are 4 principles of success in carrying out public private partnerships, namely 1). Transparency and commitment, 2). Supervision in partnerships, 3). Negotiation process, and 4). Equality of roles in partnerships. The results of this research show that this partnership is running quite well where this collaboration is quite transparent and the existing commitment is also based on the existence of a cooperation contract and the monitoring system is running optimally, the negotiation process is also running smoothly because there is still minimal conflict, and each stakeholder's role is all equivalent.

Abstract

This research aims to examine the partnership pattern between the Surabaya City Government and the community in waste management in Jambangan. This research uses descriptive qualitative methods by collecting data through observation, interviews and documentation. In this research, several informants from the Jambangan Recycling Center (PDU) Coordinator and informants from the Environmental Service were used. The analysis of the partnership research between the Surabaya City Government and the community in waste management in Jambangan uses Nana Rukmana's Partnership theory (2006) with 3 principles, namely: (1) equality; (2) organizational openness; and (3) principle of mutual benefit. The research results show that the Jambangan PDU as a waste management facility has an important role in reducing waste generation at the Benowo Final Disposal Site (TPA). In the waste management process, waste sorting and processing is carried out in collaboration between PDU officers, community organizers and various related stakeholders. The results of this process have succeeded in reducing waste deposits to landfill by 50% to 60% every month, saving waste transportation costs, and extending the life of the landfill. Waste management at PDU Jambangan involves maggot larvae and a Rooftop Solar Power Plant (PLTSA) to make the process more sustainable and efficient. This partnership pattern provides mutual benefits in efforts to overcome waste problems and protect the environment.

Abstract

Pandean Tourism Village is a village which is one of the most popular tourist destinations and is visited by many tourists in Trenggalek Regency. In developing tourist villages, there needs to be collaboration between stakeholders. This article adopts the collaborative perspective of the Penta Helix model to discuss stakeholder interactions, highlight the level of success, and identify several problems in the development of the Pandean Tourism Village. This qualitative research uses a case study approach and visualises collective interactions between stakeholders, including the following: 1) Academic, 2) Business, 3) Community, 4) Government and 5) Media based on the Penta Helix model from Arif Yahya (2016). Data was collected through observation, semi-structured interviews, and document review. The research results show that each of the five stakeholders has played a role according to their field in the development of the Pandean Tourism Village, but cooperation between the stakeholders is still not optimal. The findings of this research recommend that the Village Government's role must be enhanced by developing policies that increase innovation in using local natural resources and institutionalising stakeholder collaboration to ensure sustainable collaboration.

Abstract

Penelitian ini membahas model kolaborasi stakeholders dalam pengembangan Desa Wisata Ketapanrame dengan pendekatan pentahelix, berdasarkan teori DeSeve. Tujuan utama dari penelitian ini adalah untuk mengeksplorasi peran serta kontribusi masing-masing stakeholders yang terdiri dari pemerintah, akademisi, komunitas, bisnis, dan media dalam memajukan desa wisata. Metode penelitian yang digunakan adalah kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa kolaborasi yang efektif antara kelima elemen pentahelix tersebut mampu menciptakan sinergi yang positif dalam pengembangan pariwisata desa. Pemerintah berperan dalam penyediaan regulasi dan dukungan infrastruktur, akademisi memberikan kontribusi melalui penelitian dan pendidikan, komunitas lokal berperan aktif dalam pelaksanaan kegiatan wisata, sektor bisnis mendukung melalui investasi dan kemitraan, serta media berperan dalam promosi dan publikasi. Implementasi model kolaborasi ini dapat menjadi contoh bagi pengembangan desa wisata lainnya di Indonesia, dengan menekankan pentingnya kerjasama multi-stakeholder untuk mencapai tujuan pembangunan berkelanjutan. Penelitian ini menyimpulkan bahwa pengembangan desa wisata berbasis pentahelix merupakan strategi yang efektif dalam mengoptimalkan potensi lokal serta meningkatkan kesejahteraan masyarakat setempat.

Abstract

This research aims to analyze the application of good governance principles in the management of the Village-Owned Enterprise (BUMDes) "Mutiara Welirang" in Ketapanrame Village, which focuses on improving the competitiveness of the tourism village. This research uses a qualitative approach with a case study to understand how principles such as consensus, participation, accountability, transparency, and sustainability are applied in the management of the BUMDes. The results show that most of the principles of good governance are well implemented, especially in the aspects of community participation and decision-making through village deliberation. However, challenges still exist in the aspects of transparency and accountability, especially in terms of the accessibility of financial information for the community. In addition, limited human resources in management and funds for infrastructure development are major constraints in improving the competitiveness of tourism villages. This research suggests that BUMDes should improve the capacity of managers through managerial training, strengthen transparency, and seek alternative funding sources to support the development of tourism village infrastructure. Optimal implementation of good governance principles can assist BUMDes in creating sustainable, efficient and competitive tourism villages in the future.
