Abstract

This study has purpose to determine how the effect Regional Original Income to Direct Expenditures in West Bandung Regency for the period 2008-2017. This study uses the theory from Siregar (2015: 31) with method uses an associative type with a quantitative approach. This reseach useing secondary data with data collection techniques are literature studies (documentation) and field studies (observation). The population and sample of the study are the West Bandung Regency Regional Budget Realization Report 2008-2017.  Statistical testing uses multiple regression analysis it where to determine how much influence the PAD component has on Direct Spending with a significance level of α = 0.05 using the t-test with SPSS 20 program. Significant value for the influence of independent variables regional tax, regional retribution, separated regional wealth management results and other legitimate PAD which is Regional Original Income simultaneously to Direct Expenditures of 0,000 <0.05 and calculated F value of 68,983> F table of 4, 53. So that can be concluded of the independent variable namely Regional Original Income simultaneously influences the dependent variable of Direct Shopping in West Bandung Regency. The results is calculation of the determination coefficient and correlation coefficient that the effect of Regional Original Income on Direct Spending is 98.2% with a correlation level of 0.982 which means it belongs to the category of very strong relationships.  And the remaining 1.8% are influenced cause other variables not explained by the researcher.

Abstract

The purpose of this research is to analyze the implementation of Maritime Policy and Management of the Riau Archipelago Province Towards a World Maritime Axis and analyze the implementation of maritime sector management by the Regional Government of the Riau Islands Province after the enactment of Law Number 23 of 2014 concerning Regional Government and explain the process of solving problems in the maritime sector according to regulations set by the central government and the Riau Islands Provincial government. In the governance of the maritime sector, the Government of Indonesia has various roles which can be seen from the enforced policies or regulations. The complexity that occurs at the central government level is one of the reasons this research was taken which shows the urgency of the need for governance of the maritime sector in Indonesia. Furthermore, after the implementation of decentralization in Indonesia, with the enactment of Law Number 23 of 2014 concerning Regional Government, the management of the maritime sector has become increasingly complex. Data analysis through qualitative research methods with descriptive analysis methods. The results of this study found that, in the initiation of integrated maritime governance in the Riau Archipelago Province, the factors that need to be considered are authority, leadership, visioning, institutional capacity, human resource development, empowerment, and financial resource management. In this study, researchers provide recommendations for the establishment of regulations governing the authority and management of the maritime and island areas. The next phase can be analyzed in further research: planning, adoption, implementation, evaluation, and reformulation.

Abstract

Talent Management is a crucial element for public organizations, which includes absorbing, identifying, and retaining civil servants who have outstanding talents in each organization and make a significant contribution to the progress of public organizations to create excellent public services. A talent management model in the public sector, especially at the local government level, is needed because approximately 80% of civil servants are placed in the regions, and the dynamics of the bureaucratic environment are more dynamic and complex. The Riau Archipelago Province is one of the areas that has implemented a merit system, but the career pattern could have gone better. This study aims to analyze strategies for implementing Talent Management to accelerate bureaucratic reform and manage the capacity of civil servants in the Provincial Government of the Riau Archipelago. This research method uses a qualitative exploratory case study methodology. The results of this study show that the Riau Islands Provincial Government has not implemented Talent Management for civil servants by the mandate of the PAN RB Ministerial Regulation Number 3 of 2020, which is currently in the preparation stage of regulations in the form of a Governor's Regulation concerning the Management of Civil Servants Talents in the Islands Provincial Government Riau. Therefore, aspects of career development in the merit system must be a significant concern so that the Riau Islands Provincial Government can meet the desired targets.

Abstract

Kasus tindak pidana perdagangan orang (TPPO) makin hari makin meningkat jumlahnya. Bahkan korbannya tidak hanya warga negara Indonesia saja, melainkan dari negara lain di sekitar Indonesia seperti Asia Tenggara Kasus tindak pidana perdagangan orang yang terjadi saat ini, sama seperti tumpukkan gunung es yang tinggi. Hanya sedikit yang terlihat di atas permukaan, bahkan masih banyak kasus tindak pidana perdagangan orang yang belum terungkap. Kementerian Luar Negeri RI mengatakan bahwa kasus tindak pidana perdagangan orang yang dialami oleh para pekerja migran Indonesia memiliki lonjakan yang sangat tinggi dengan rentang periode tahun 2020 hingga tahun 2023, yaitu sebanyak 1.800 kasus dan kasus ini dapat dilihat kenaikan yang terjadi hingga tujuh kali lipat. Mengingat posisi strategisnya yang berbatasan dengan negara lain, tindak pidana perdagangan orang di Kepulauan Riau juga terjadi dalam jumlah yang tidak sedikit. Adapun data terbaru untuk bulan Juni, Satuan Tugas Penanganan Tindak Pidana Perdagangan Orang (Satgas TPPO) Polda Kepri menangani 14 laporan kasus PMI ilegal hanya dalam 10 hari, yaitu pada tanggal 5 hingga 15 Juni. Dalam praktiknya terdapat dua modus pemberangkatan ilegal calon pekerja migran yang digunakan para tersangka. Modus pertama, mereka berangkat dari pelabuhan tidak resmi menggunakan perahu motor cepat (speedboat) untuk menyeberangkan calon pekerja migran dari Batam ke Malaysia. Cara kedua yang digunakan para tersangka adalah memberangkatkan pekerja migran secara ilegal dari pelabuhan resmi. Mengingat daruratnya kasus perdagangan orang yang terjadi di Kepulauan Riau khususnya Kota Batam, Tim Pengabdian berinisiatif untuk melakukan kegiatan sosialisasi pencegahan tindak pidana perdagangan orang kepada Siswa di MA Amanatul Ummah, Kecamatan Belakang Padang. Kegiatan ini dilaksanakan pada bulan Juli 2023 di MA Amanatul Ummah, Belakang Padang. Segmentasi kegiatan pengabdian kepada masyarakat adalah pelajar atau siswa yang berada pada rentang usia 15 hingga 20 tahun. Kegiatan pengabdian kepada masayarakat dilakukan dengan pendekatan sosialisasi, meliputi: ceramah, tanya jawab, dan forum group discussion (FGD).

Abstract

This study aims to determine the effectiveness of System Merit in State Civil Apparatus Management in Riau Islands Province to increase apparatus productivity in quantity and quality. The study uses descriptive research methods with a qualitative approach. The result of this research is that there needs to be a high spirit of work to provide excellent service by applying a merit system. Development is required in the form of evaluation of institutional structuring, assessment of performance achievement, employee attendance discipline, and strategy and program Implementation of the Regional Merit System in Riau Islands Province. This research recommends that implementing a merit system in A.S.N. management in Riau Islands Province can improve A.S.N. competence and as strong leverage in performance improvement and transformation of government organizations with simplification of bureaucracy, work models, organizational culture, and strategic values developed.

Abstract

Tanjungpinang City in the Riau Islands has tourism potential, but the number of tourists has decreased due to the COVID-19 outbreak and has not fully recovered. The revitalization of Kota Lama Tanjungpinang is one of the efforts to increase tourist attractiveness by involving the active role of the community through network governance. This research aims to understand Network Governance in the development of community-based tourist destinations in Kota Lama Tanjungpinang, as well as its obstacles and success factors. Using a qualitative approach with observation, interviews, and documentation. In conclusion, this study found that coordination between the government, NGOs (Non-Governmental Organization), and the community was effective but not optimal. This research suggests increasing cooperation and coordination between the government and related parties in the development of community-based tourist destinations in Kota Lama Tanjungpinang.

Abstract

The aims of this research are to find out and analyze the influence of human resources, leadership style and work ethic of employees performance in Cooperatives and SME office in Kepulauan Riau Province. This research is an explanatory research which explains the relationship between the variables through testing hypotheses. The sampling technique uses representative sampling method. Sampling of the research amounted to 69 employees, samples taken from the entire population. The instrument for measuring the variation of questions is using the Likert Scale with a score of 1-5. Data analysis techniques using SPSS (Statistical package for social sciences). The results of the research shows that partially human resources and leadership style have a significant effect on work performance except work ethic has no significant effect and all dependent variables simultaneously influence towards work performance. Based on the results of this research, some recommended for practical implementation are organizational work ethic will be associated with higher work performance and strengthen the effectiveness of leadership style through the determination of leader.

Abstract

Smart city telah menjadi tren di seluruh dunia. Ini telah berkembang dari peningkatan infrastruktur dan layanan di seluruh kota. Meskipun demikian, sebagian besar kota menghadapi kesulitan untuk mewujudkan tujuan cerdas mereka. Namun, ada masalah utama dalam menerapkan konsep smart city yaitu perlu adanya perencanaan yang matang serta didukung oleh ASN yang dalam penerapan konsep smart city. Penelitian ini menggunakan metode penelitian kualitatif dengan metode analisis deskriptif. Pendekatan kualitatif dipilih karena penelitian ini berusaha untuk menggambarkan pandangan, persepsi peneliti secara menyeluruh serta berupaya untuk mengungkapkan secara mendalam mengenai Penguatan Kapasitas Kelembagaan dalam Kesiapan ASN terhadap Konsep Smart City di Tanjungpinang. Abstract

Tanjungpinang is one of 100 cities designated as Smart City pilot cities by the Government of the Republic of Indonesia. To support this initiative, Tanjungpinang City Government then developed Tanjungpinang Smart City Masterplan, which is directly supervised by the Ministry of Communication and Information. One of the strategies that the Tanjungpinang City Government must develop as part of this masterplan is a Smart Branding strategy that focuses on the image and brand of Tanjungpinang City. This research evaluates the development of Tanjungpinang City's Smart Branding strategy based on three core values: (1) Emotional, (2) Functional, and (3) Smartness according to the Grebosz-Krawczyk (2021) framework. The research is qualitative in nature, using a case study approach conducted in Tanjungpinang City, with data collection through interviews, observations, and literature reviews. After the data was collected, it was analyzed following the processes of reduction, display, and conclusion drawing. The results of the study indicate that the Smart Branding strategy for the city of Tanjungpinang follows three main strategies, namely (1) Smart Tourism & Seaport, (2) Tanjungpinang Investment Lounge, and (3) Smart Landmark, which are collectively outlined into 17 work programs. In terms of emotional value, cultural and thematic tourism activities are conducted to strengthen the city's image; however, the lack of direct community involvement is considered a possible improvement. In terms of functional value, the work programs implemented by the City Government demonstrate consideration and objectives to provide easy access to services for tourists and investors; however, further consideration is needed to accommodate the impact of activities on socio-environmental aspects. The value of intelligence itself can be found in the development of software such as e-Tourism and the OSS portal, as well as Green Building initiatives. In its development, the Tanjungpinang City Government must ensure that the utilization of ICT, interoperability, innovation, and sustainability can be achieved. This study ultimately identified weaknesses, namely a top-down approach and minimal community participation, which could potentially reduce community acceptance of the brand and lead to rejection. Therefore, this study recommends that the Tanjungpinang City Government strengthen community participation mechanisms, realign the use and application of technology with local needs, and ensure the appropriateness of economic, social, and environmental objectives to ensure the strength of Tanjungpinang City's Smart Branding identity.

Abstract

Penelitian ini bertujuan untuk mengevaluasi perencanaan dan pelaksanaan strategi Smart Branding Kota Tanjungpinang dalam Framework Place Branding dengan menggunakan pendekatan model Place Branding Govers et al. (2015), penelitian ini menelaah lima tahapan utama: (1) formulasi tujuan, (2) analisis kondisi, (3) perancangan identitas, (4) implementasi, dan (5) pengawasan. Penelitian dilakukan secara kualitatif dengan pendekatan case study. Hasil penelitian menunjukkan bahwa visi “Tanjungpinang Cerdas, Kota Pusaka dan Investasi” telah selaras dengan dokumen perencanaan daerah (RPJPD/RPJMD), namun proses perumusan tujuan yang bersifat top‑down membatasi partisipasi publik. Analisis kondisi yang idealnya berurutan setelah perumusan visi justru dikedepankan, sehingga elemen yang dapat menunjukkan identitas kota belum sepenuhnya tercermin dalam identitas yang dibentuk. Pada tahap implementasi, refocusing anggaran akibat pandemi COVID‑19 dan lemahnya koordinasi antar lembaga menghambat pelaksanaan Smart Branding. Berdasarkan temuan tersebut, direkomendasikan penguatan partisipasi masyarakat serta peningkatan koordinasi antar lembaga. Diharapkan penelitian ini mampu meningkatkan efektivitas Smart Branding Tanjungpinang sesuai dengan harapan pemerintah dan masyarakat kota.
