Abstract

Pengelolaan sampah di kawasan pesisir menghadapi tantangan yang kompleks karena kombinasi antara sampah rumah tangga masyarakat setempat dan sampah laut yang terbawa arus. Desa Pengudang di Kabupaten Bintan merupakan salah satu contoh wilayah pesisir yang rawan dengan persoalan tersebut. Program pengabdian kepada masyarakat ini bertujuan untuk menginisiasi bank sampah yang dikelola melalui Badan Usaha Milik Desa (BUMDes) sebagai bentuk strategi kelembagaan yang berorientasi pada keberlanjutan lingkungan dan pemberdayaan ekonomi masyarakat. Kegiatan dilaksanakan melalui sosialisasi, pendampingan, serta penguatan kapasitas pengurus BUMDes dalam tata kelola bank sampah. Hasil kegiatan menunjukkan adanya peningkatan pemahaman pemerintah desa, pengurus BUMDes, dan masyarakat tentang pentingnya pemilahan sampah dan mekanisme operasional bank sampah. Selain itu, terbentuk komitmen awal untuk menjadikan bank sampah sebagai unit usaha desa yang bernilai ekonomis sekaligus ramah lingkungan. Temuan ini menegaskan bahwa integrasi bank sampah ke dalam BUMDes dapat menjadi alternatif solusi dalam mengatasi persoalan sampah di wilayah pesisir.

Abstract

Smart city telah menjadi tren di seluruh dunia. Ini telah berkembang dari peningkatan infrastruktur dan layanan di seluruh kota. Meskipun demikian, sebagian besar kota menghadapi kesulitan untuk mewujudkan tujuan cerdas mereka. Namun, ada masalah utama dalam menerapkan konsep smart city yaitu perlu adanya perencanaan yang matang serta didukung oleh ASN yang dalam penerapan konsep smart city. Penelitian ini menggunakan metode penelitian kualitatif dengan metode analisis deskriptif. Pendekatan kualitatif dipilih karena penelitian ini berusaha untuk menggambarkan pandangan, persepsi peneliti secara menyeluruh serta berupaya untuk mengungkapkan secara mendalam mengenai Penguatan Kapasitas Kelembagaan dalam Kesiapan ASN terhadap Konsep Smart City di Tanjungpinang. Tujuan penelitian ini untuk mengetahui penguatan kapasitas kelembagaan dalam kesiapan Aparatur Sipil Negara terhadap konsep Smart City di Kota Tanjungpinang guna mematangkan dan mempersiapkan sumber daya Aparatur Sipil Negara yang berkualitas

Abstract

Talent Management is a crucial element for public organizations, which includes absorbing, identifying, and retaining civil servants who have outstanding talents in each organization and make a significant contribution to the progress of public organizations to create excellent public services. A talent management model in the public sector, especially at the local government level, is needed because approximately 80% of civil servants are placed in the regions, and the dynamics of the bureaucratic environment are more dynamic and complex. The Riau Archipelago Province is one of the areas that has implemented a merit system, but the career pattern could have gone better. This study aims to analyze strategies for implementing Talent Management to accelerate bureaucratic reform and manage the capacity of civil servants in the Provincial Government of the Riau Archipelago. This research method uses a qualitative exploratory case study methodology. The results of this study show that the Riau Islands Provincial Government has not implemented Talent Management for civil servants by the mandate of the PAN RB Ministerial Regulation Number 3 of 2020, which is currently in the preparation stage of regulations in the form of a Governor's Regulation concerning the Management of Civil Servants Talents in the Islands Provincial Government Riau. Therefore, aspects of career development in the merit system must be a significant concern so that the Riau Islands Provincial Government can meet the desired targets.

Abstract

The focus of this research is to find out the effectiveness of public service complaints consultation via whatsapp by the Bintan Regency population and civil registration office. The methodology used is qualitative and uses descriptive research methods with a qualitative research approach and the data used are primary and secondary data. The results of this study indicate that the effectiveness of consultation on public service complaints via whatsapp by the Bintan Regency population and civil registration service is in accordance with established procedures with a Community Satisfaction Index of 87%. Therefore, it is hoped that the results of this study can provide positive results for the Bintan Regency population and civil registration service.

Abstract

This study aims to find out how the implementation process is found in the Implementation of the Mobile Library Car Program in Increasing Students' Interest in Reading in Bintan Regency. This type of research was conducted using qualitative research methods with a descriptive approach. The location of this research was carried out at the Bintan Regency Regional Library and Archives Service. Data collection was carried out using purposive sampling method. Data obtained through primary data and secondary data. Data validity test was carried out by source triangulation and analyzed. The results and discussion show that the implementation of the mobile library car program in increasing students' interest in reading has been running in accordance with standard operating procedures using implementation indicators, namely, policy standards and objectives, resources, characteristics of implementing organizations, attitudes of implementers, inter-organizational communication, social, economic and political environment.

Abstract

Pengabdian ini berfokus pada pendampingan kelembagaan dalam optimalisasi pengelolaan potensi ekowisata mangrove di Desa Kelumu, Kabupaten Lingga. Tujuan utama dari Kegiatan untuk meningkatkan kapasitas pengelolaan ekowisata mangrove melalui peningkatan keterampilan dan pengetahuan masyarakat lokal serta pengembangan infrastruktur pendukung yang ramah lingkungan. Pengabdian menggunakan metode Focus Group Discussion (FGD) untuk mengidentifikasi masalah, mencari solusi, dan mengembangkan strategi pengelolaan yang optimal. Hasil menunjukkan bahwa keterbatasan sumber daya manusia, teknologi, dan finansial merupakan tantangan utama dalam pengelolaan ekowisata mangrove di Desa Kelumu. Selain itu, kurangnya komunikasi dan kerjasama antar mitra juga menjadi kendala dalam mencapai pengelolaan yang efektif. Untuk mengatasi masalah tersebut, penulis menyarankan beberapa solusi, seperti pengembangan strategi pengelolaan yang mencakup aspek lingkungan, ekonomi, sosial, dan kesehatan (ESG), serta pengembangan infrastruktur wisata yang memadai. Selain itu, program pendidikan dan kemanusiaan yang melibatkan masyarakat lokal juga diusulkan untuk meningkatkan pemahaman dan perhatian terhadap nilai tambah mangrove. Kegiatan eksternal seperti pariwisata, seminar, dan workshop juga disarankan untuk meningkatkan popularitas wisata mangrove di Desa Kelumu. Selain itu dengan kerjasama yang baik antara berbagai pihak, pengelolaan ekowisata mangrove dapat menjadi salah satu pilar utama dalam meningkatkan kesejahteraan masyarakat serta menjaga keberlanjutan ekosistem mangrove.

Abstract

Tata kelola maritim di Provinsi Kepulauan Riau menghadapi tantangan struktural akibat karakter wilayah kepulauan yang tersebar, ketimpangan infrastruktur digital antara wilayah pusat dan wilayah kepulauan terluar, serta belum optimalnya integrasi kebijakan dan layanan maritim lintas sektor. Kondisi tersebut menunjukkan perlunya pendekatan Smart Maritime Governance yang mampu mengintegrasikan pemanfaatan teknologi digital dengan kebutuhan tata kelola maritim yang adaptif dan kolaboratif. Penelitian ini bertujuan untuk menganalisis implementasi Smart Maritime Governance dalam tata kelola maritim Provinsi Kepulauan Riau, dengan fokus pada kesiapan infrastruktur digital antarwilayah, peran aktor kelembagaan, serta peluang dan hambatan dalam integrasi layanan dan pengambilan keputusan kebijakan maritim. Penelitian ini menggunakan pendekatan kualitatif deskriptif melalui wawancara mendalam, studi dokumen kebijakan, dan observasi lapangan untuk menggali dinamika kebijakan dan kesiapan kelembagaan. Hasil penelitian menunjukkan bahwa kesiapan digital antarwilayah masih timpang, terutama antara wilayah pusat pertumbuhan dan kabupaten kepulauan terluar, yang berdampak pada belum optimalnya integrasi layanan maritim dan sistem informasi berbasis data. Selain itu, partisipasi masyarakat pesisir dalam perencanaan dan pengawasan sumber daya laut masih bersifat prosedural. Meskipun demikian, terdapat peluang penguatan tata kelola melalui pemanfaatan data spasial maritim, peningkatan kapasitas sumber daya manusia, dan pengembangan mekanisme kolaborasi lintas aktor. Penelitian ini menyimpulkan bahwa penerapan Smart Maritime Governance memerlukan pendekatan kebijakan yang adaptif, kolaboratif, dan berbasis karakteristik wilayah kepulauan agar tata kelola maritim dapat berjalan secara efektif dan berkelanjutan. Maritime governance in the Riau Archipelago Province faces structural challenges arising from its dispersed archipelagic geography, disparities in digital infrastructure between core growth areas and outer islands, and limited integration of cross-sectoral maritime policies and services. These conditions highlight the need for a Smart Maritime Governance approach that integrates digital technologies with adaptive and collaborative maritime governance arrangements. This study aims to analyze the implementation of Smart Maritime Governance in the maritime governance of the Riau Archipelago Province, focusing on interregional digital readiness, institutional actor involvement, and the opportunities and constraints in integrating maritime services and policy decision-making processes. A qualitative descriptive approach was employed through in-depth interviews, policy document analysis, and field observations to examine policy dynamics and institutional readiness. The findings indicate that digital readiness remains uneven across regions, particularly between central urban areas and outer island districts, which constrains the integration of maritime services and data-driven governance systems. In addition, community participation in coastal and marine resource planning and monitoring remains largely procedural. Nevertheless, opportunities exist to strengthen maritime governance through the utilization of maritime spatial data, enhancement of human resource capacity, and the development of cross-actor collaborative mechanisms. This study concludes that effective implementation of Smart Maritime Governance requires adaptive, collaborative, and context-sensitive policy strategies that align with the specific characteristics of archipelagic regions.

Abstract

Coastal areas and small islands, such as the Riau Islands Province, face persistent challenges in waste management. Batam City experiences high household waste generation and severe plastic pollution, threatening local ecosystems and socio-economic resilience. Contributing factors include geographic isolation, limited infrastructure, and weak monitoring systems. This study uses an integrative framework that links circular economy principles with community-based governance in the context of coastal waste management in island regions. The novelty of this study is the development of an adaptive governance network model that integrates three dimensions of empowerment, namely psychological, organizational, and communal, with circular economy mechanisms to transform waste into economic assets. Using a qualitative case study through observation, interviews, and document analysis, findings reveal a fragmented, multi-actor landscape where corporate social responsibility programs, grassroots waste banks, government facilities, and interventions by non-governmental organizations operate independently with limited coordination. Despite existing capacities, the absence of inter-organizational collaboration has led to low waste sorting rates, reaching only 18%. The study proposes establishing an institutional platform for multi-stakeholder collaboration that integrates circular economy principles with community empowerment. Such a coordinated governance network can support sustainable coastal waste management and contribute to ecosystem restoration in Batam City.
