Abstract

Penanggulangan kebakaran hutan dan lahan (karhutla) di Kabupaten Muaro Jambi menjadi tantangan serius, terutama pada area lahan gambut yang rentan terbakar, yang merupakan tanggung jawab TNI-Polri sebagai tugas perbantuan kepada pemerintah daerah, khususnya Badan Penanggulangan Bencana Daerah (BPBD). Penelitian ini bertujuan untuk menganalisis peran TNI dan Polri dalam mendukung BPBD melalui berbagai tahapan penanggulangan bencana, yaitu pencegahan, penanganan, dan pemulihan pasca-bencana. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pendekatan studi kasus, melibatkan wawancara, observasi lapangan, dan analisis dokumen. Teori yang digunakan mencakup teori bencana dan manajemen bencana dengan berbagai peraturan terkait. Hasil penelitian menunjukkan bahwa pemberdayaan TNI dan Polri memiliki peran strategis dalam mendukung operasi BPBD, termasuk melalui patroli pencegahan, edukasi masyarakat tentang bahaya karhutla, serta pelatihan teknis penanganan kebakaran. Selain itu, koordinasi lintas sektor yang melibatkan pemerintah daerah dan organisasi masyarakat turut memperkuat efektivitas pengendalian karhutla. Namun, terdapat tantangan seperti keterbatasan sumber daya dan kurang optimalnya koordinasi antarinstansi yang masih perlu diatasi. Kesimpulannya, peningkatan sinergi antara BPBD, TNI, dan Polri sangat diperlukan, terutama melalui pelatihan terpadu, penyusunan prosedur operasional standar yang lebih terintegrasi, serta optimalisasi teknologi pemantauan titik api. Upaya ini diharapkan dapat meningkatkan efektivitas penanggulangan karhutla sekaligus memperkuat peran aktif masyarakat dalam pencegahan kebakaran hutan dan lahan secara berkelanjutan

Abstract

Implementation of the Education Management Information System 4.0 at Madrasah Tsanawiyah Ma`had Al-Zaytun, Gantar District, Indramayu Regency, there are problems faced, namely the implementation of duties and responsibilities as an EMIS 4.0 operator, collection of student files (diplomas, family cards and certificates), internet network in work investigations, and difficulties in accessing the EMIS 4.0 application due to server errors. This research aims to determine the implementation of the EMIS 4.0 application policy in Madrasah Tsanawiyah Ma`had Al-Zaytun, supporting and inhibiting factors for implementing EMIS 4.0 in Madrasah Tsanawiyah Ma`had Al-Zaytun, and what efforts and strategies will be carried out by Madrasah Tsanawiyah Ma`had Al-Zaytun in implementing EMIS 4.0. The research method uses a qualitative approach with a descriptive-qualitative type. By collecting data through observation, interviews and documentation. The data source was taken using a purposive sampling technique to select 10 informants. The data analysis techniques used are data condensation, data presentation, and drawing conclusions. The results of this research indicate that the implementation of the Education Management Information System 4.0 at Madrasah Tsanawiyah Ma`had Al-Zaytun, Gantar District, Indramayu Regency is quite good. The strategies that will be carried out by Madrasah Tsanawiyah Ma`had Al-Zaytun in implementing EMIS 4.0. In July, namely graduating 9th grade students, raising 7th and 8th grade students, creating groups and inspiring students in groups and creating a new 7th grade EMIS database, July-August which is carried out with Computer-Based National Assessment Data Collection (ANBK) or Minimum Competency Assessment (AKM), August-September namely detailed 7th grade EMIS data entry, October the activity is updating the 9th grade EMIS data based on statement letters and files for Madrasah Examinations as well as PD verification and Madrasah Examination Data Base (PDUM), October-December Finalization of EMIS data, January-March completes data for class 8 and especially class 7, March-April focuses on EMIS class 9 and May-June final checks for class 7 and 8.

Abstract

The Smart Indonesia Program, hereinafter referred to as PIP, is a government cash transfer provided to students whose parents are not and/or less able to afford their education, as a continuation and expansion of the target of the Poor Student Assistance (BSM) program. Problems in implementing the Smart Indonesia Program include disbursement that is too slow so that there are students who have graduated from school and returned to their homes spread across several provinces cannot disburse aid funds, lack of understanding from parents and the PIP disbursement process that requires students to come to the distribution bank resulting in many students permitting and disrupting the learning process. The research was conducted at Madrasah Aliyah Ma'had Al-Zaytun in Agntar District, Indramayu Regency. The purpose of this study is to analyze the Implementation of the Smart Indonesia Program, supporting and inhibiting factors and solutions using the theory of Merilee S. Grindle Implementation. The method used in this study is a descriptive qualitative method. Data were obtained from interviews with the Head of Madrasah, Maadrasah Operator/Treasurer and PIP recipient students. Based on the research results, the implementation of the Smart Indonesia Program in order to improve the quality of education at Madrasah Aliyah Ma'had Al-Zaytun has been optimal so that it can improve the quality of education.

Abstract

This study highlights the vital role of Customs in overseeing freight forwarding companies (FFCs) and efforts to enhance compliance with customs regulations. Customs is responsible for safeguarding national security, protecting domestic industries, and ensuring fair market competition. However, complex challenges arise, particularly regarding FFCs' compliance with regulations. Many FFCs face difficulties in managing customs documents due to lack of knowledge and adequate systems, often resulting in goods seizures and consumer dissatisfaction. To address these issues, the study recommends several strategic steps. Firstly, Customs should implement comprehensive and regular audits of FFCs, including document checks, physical inspections of goods, and internal procedure evaluations. Audits help identify non-compliance and provide improvement recommendations. Secondly, leveraging information and communication technology (ICT) such as online platforms for document reporting and verification can enhance efficiency and transparency. The use of big data technology and predictive analytics can also assist in risk assessment. Effective communication with the public is crucial to increase understanding of procedures and reasons behind goods seizures. Through public education and responsive customer service, Customs can mitigate public dissatisfaction. Collaboration with other relevant agencies such as the Ministry of Trade and Quarantine Agency is also necessary to expedite document verification processes. Training and capacity building for Customs staff must also be enhanced. In conclusion, by implementing these strategic measures, Customs is expected to improve performance and public trust in both Customs and FFCs, creating a fair and secure trading environment that supports economic growth and societal welfare.

Abstract

AbstrakPenelitian ini mengkaji peran manajemen administrasi publik dalam mengimplementasikan Perjanjian Kemitraan Ekonomi Komprehensif Indonesia-Australia (IA-CEPA). Dengan menggunakan pendekatan kualitatif dan analisis deskriptif, penelitian ini menyelidiki tantangan dan peluang yang dihadapi Indonesia dalam mengoptimalkan manfaat perjanjian bilateral ini. Temuan penelitian menunjukkan bahwa implementasi IA-CEPA memerlukan pendekatan manajemen administrasi publik yang komprehensif, yang mencakup harmonisasi kebijakan dan regulasi, peningkatan kapasitas sumber daya manusia, dan penguatan koordinasi antar lembaga pemerintah. Penelitian ini juga mengidentifikasi pentingnya proses pengambilan keputusan yang inklusif dan partisipatif, serta pengembangan sistem pemantauan dan evaluasi yang efektif. Rekomendasi kebijakan yang diusulkan meliputi pembentukan tim koordinasi khusus, pengembangan program pelatihan untuk pejabat daerah, perumusan indikator kinerja yang jelas, dan pemanfaatan teknologi informasi dalam implementasi perjanjian. Penelitian ini berkontribusi pada pemahaman yang lebih baik tentang peran penting manajemen administrasi publik dalam mewujudkan kerja sama ekonomi bilateral yang efektif dan bermanfaat bagi Indonesia.Kata kunci: IA-CEPA, manajemen administrasi publik, kerja sama ekonomi bilateral, implementasi kebijakan, Indonesia-Australia AbstractThis study examines the role of public administration management in implementing the Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA). Employing a qualitative approach and descriptive analysis, the research investigates the challenges and opportunities faced by Indonesia in optimizing the benefits of this bilateral agreement. The findings indicate that the implementation of IA-CEPA requires a comprehensive public administration management approach, encompassing policy and regulatory harmonization, human resource capacity enhancement, and strengthening coordination among government agencies. The study also identifies the importance of an inclusive and participatory decision-making process, as well as the development of an effective monitoring and evaluation system. Proposed policy recommendations include the establishment of a special coordination team, development of training programs for regional officials, formulation of clear performance indicators, and utilization of information technology in agreement implementation. This research contributes to a better understanding of the crucial role of public administration management in realizing effective and beneficial bilateral economic cooperation for Indonesia.Keywords: IA-CEPA, public administration management, bilateral economic cooperation, policy implementation, Indonesia-Australia

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan intensifikasi pemungutan Pajak Kendaraan Bermotor (PKB) dari Kendaraan Tidak Melakukan Daftar Ulang (KTMDU) di Kabupaten Cirebon. Kebijakan ini memiliki peran strategis dalam meningkatkan Pendapatan Asli Daerah (PAD), tetapi implementasinya masih menghadapi berbagai tantangan. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan desain studi kasus. Data dikumpulkan melalui wawancara mendalam dengan 10 narasumber yang terdiri dari pemangku kebijakan dan wajib pajak, observasi langsung, serta analisis dokumen resmi terkait pajak kendaraan bermotor. Hasil penelitian menunjukkan bahwa kebijakan ini belum terlaksana secara optimal, ditandai dengan masih tingginya jumlah KTMDU serta lemahnya koordinasi antarinstansi. Faktor penghambat utama adalah kurangnya kesadaran wajib pajak, keterbatasan personel, serta tantangan dalam pemutakhiran data kendaraan. Sebagai perbandingan, Kota Tangerang dan Kabupaten Maluku Tengah menerapkan strategi insentif dan ekstensifikasi yang lebih efektif dalam meningkatkan kepatuhan pajak. Oleh karena itu, penelitian ini merekomendasikan peningkatan sinergi lintas sektor, optimalisasi teknologi dalam pengelolaan data pajak, serta penerapan insentif untuk meningkatkan kepatuhan wajib pajak. Implikasi dari penelitian ini adalah perlunya penyempurnaan strategi implementasi kebijakan perpajakan daerah untuk mengoptimalkan penerimaan pajak dan mendukung pembangunan daerah secara berkelanjutan.

Abstract

Keterbatasan sumber daya manusia yang berkualitas dan kompeten menjadi hambatan. Banyak pegawai yang belum memiliki keterampilan yang memadai untuk mendukung reformasi birokrasi yang berbasis teknologi informasi dan manajemen modern. Budaya kerja yang cenderung statis dan kurang inovatif seringkali menghambat penerapan perubahan. Resistensi terhadap perubahan dari dalam organisasi merupakan masalah utama yang dihadapi. Penelitian ini bertujuan untuk menganalisis strategi reformasi birokrasi yang diterapkan di Badan Pusat Statistik (BPS) Kabupaten Indramayu, dengan menggunakan teori reformasi birokrasi dari Sedarmayanti sebagai dasar analisis. Metode yang digunakan adalah kualitatif dengan pendekatan studi kasus. Hasil penelitian menunjukkan bahwa meskipun semua dimensi reformasi birokrasi telah diterapkan, implementasinya belum optimal. Dimensi pertama, pembaharuan mind set dan culture set, telah dilaksanakan melalui pemberian tunjangan kinerja dan kegiatan evaluasi serta sharing knowledge, namun hasilnya kurang maksimal karena penilaian kinerja dianggap tidak objektif dan kurangnya antusiasme pegawai. Dimensi kedua, internalisasi prinsip tata kepemerintahan yang baik, terlaksana melalui partisipasi dalam webinar, namun masih kurang efektif karena kurangnya pelaksanaan mandiri di BPS Kabupaten Indramayu. Dimensi sistem manajemen pemerintahan di BPS Kabupaten Indramayu lebih bersifat pelaksanaan kebijakan, mengikuti aturan yang ditetapkan oleh BPS pusat. Dalam strategi penataan sumber daya manusia, terdapat upaya untuk meningkatkan kualitas SDM melalui perencanaan kebutuhan SDM yang tepat, pelatihan, penerapan sistem kinerja transparan, penguatan budaya organisasi, rotasi dan mutasi, serta pemanfaatan teknologi informasi. Namun, tantangan terbesar tetap pada optimalisasi pelaksanaan strategi tersebut. Penelitian ini menyimpulkan bahwa meskipun ada kemajuan, BPS Kabupaten Indramayu masih perlu memperbaiki pelaksanaan reformasi untuk mencapai hasil yang lebih optimal.

Abstract

Studi ini menyelidiki strategi untuk merevitalisasi pariwisata Mangrove Sari di Kabupaten Brebes, Indonesia, menyusul penurunan yang signifikan akibat COVID-19 dan tantangan sistemik. Penelitian ini menggunakan pendekatan metode campuran yang menggabungkan data kualitatif dari wawancara dan pengamatan pemangku kepentingan dengan analisis SWOT kuantitatif (matriks IFAS/EFAS) untuk menilai status situs pariwisata saat ini. Temuan mengungkapkan potensi Strategi Berorientasi Pertumbuhan, mengidentifikasi kekuatan utama seperti persatuan masyarakat dan sumber daya alam, di samping hambatan kritis termasuk infrastruktur yang buruk (35% jalan tidak beraspal) dan pendanaan terbatas (hanya 10-15% dari anggaran desa yang dialokasikan untuk pariwisata). Studi ini mengusulkan solusi terpadu yang mencakup pembangunan infrastruktur, model pendanaan inovatif (CSR dan kemitraan publik-swasta), strategi pemasaran digital, dan program konservasi mangrove. Temuan ini menawarkan rekomendasi kebijakan praktis untuk pemerintah daerah, menekankan investasi infrastruktur, realokasi anggaran, dan program literasi digital. Penelitian ini berkontribusi pada literatur pariwisata berkelanjutan dengan menunjukkan bagaimana situs ekowisata dapat secara bersamaan mencapai pemulihan ekonomi, konservasi lingkungan, dan tujuan pemberdayaan masyarakat. Arah penelitian masa depan termasuk mengevaluasi efektivitas implementasi strategi digital yang diusulkan dan langkah-langkah adaptasi iklim.

Excessive use of groundwater depletes reserves ofgroundwater resources in a short period of time,resulting in various impacts. Abstract

Effective business management and legal compliance are essential to create corporate stability and competitiveness, especially in Indonesia which has complex regulations. Compliance with the law helps companies build reputation, reduce risks and contribute to sustainable economic development. Collaboration between government and companies is key to creating a healthy business ecosystem, supporting economic growth, and ensuring transparency and accountability in business practices. This study aims to analyze the collaboration strategy between government and companies in improving the effectiveness of business management and legal compliance in Indonesia. This study uses a normative legal approach that relies on tracing applicable laws and other complementary sources. The results of the study indicate that collaboration between the government and companies in improving the effectiveness of business management and legal compliance is very important to create a transparent, efficient, and sustainable business environment. With the role of the government in providing regulations that support operational efficiency, incentives for law-abiding companies, and the provision of skills-based training, companies can operate better and comply with legal obligations. In addition, the use of technology and digitalization of legal administration processes can improve efficiency and transparency, while synergies in corporate social responsibility (CSR) programs and awards for law-abiding companies help strengthen the culture of compliance. All of this creates a business ecosystem that not only benefits companies, but also contributes to economic development and community welfare
