Abstract

Stunting adalah kondisi tinggi badan seseorang lebih pendek dibanding tinggi badan orang lain pada umunya (yang seusia). Menurut World Organization Health stunting adalah suatu kondisi gagal tumbuh kembang pada anak akibat infeksi berulang dan kurangnya gizi pada 1000 hari pertama kehidupan dalam hidup seorang anak yang didasarkan pada Panjang badan dibanding umur atau tinggi badan dibanding umur. Saat ini, Indonesia merupakan salah satu negara dengan prevalensi stunting yang cukup tinggi dibandingkan dengan negara-negara berpendapatan menengah lainnya. Provinsi Nusa Tenggara Timur merupakan salah satu provinsi dengan angka penderita stunting tertinggi. Berdasarkan hasil Studi Status Gizi Indonesia tahun 2021 angka stunting di Provinsi Nusa Tenggara Timur mencapai 37,8% atau 1 dari 3 anak balita di Nusa Tenggara Timur mengalami stunting. Sementara itu, Kabupaten Timor Tengah Utara menjadi salah satu kabupaten penyumbang anak stunting tertinggi kedua setelah Kabupaten Timor Tengah Selatan di wilayah provinsi Nusa Tenggara Timur. Penelitian ini menggunakan pendekatan kualitatif. Dalam penelitian ini, yang menjadi instrumen adalah peneliti dimana peneliti tidak hanya melakukan wawancara, akan tetapi peneliti juga melakukan interaksi di lapangan berupa pengamatan terhadap proses penanganan stunting. Hasil penelitian menunjukan bahwa pemerintah Kabupaten Timor Tengah Utara memberikan perhatian yang besar dalam Upaya penanganan stunting melalui pembentukan Tim Percepatan Penanganan Stunting dengan melibatkan unsur pemerintah, swasta dan akademisi. Jaringan ini memiliki tugas dan fungsi yang berbeda-beda, berkolaborasi serta bertukar informasi. Dalam pelaksanaanya, TPPS mampu bekerja efektif dan berhasil menekan angka stunting di Kabupaten timor Tengah Utara dalam kurun waktu 4 (empat) tahun terkahir.

Abstract

The purpose of this study is to describe how "the implementation of competency improvement for job seekers by the Manpower and Transmigration Office of North Central Timor Regency". This study uses descriptive research with a qualitative approach. The data analysis techniques used are data collection, data reduction, data presentation, and conclusions drawn. Based on the results of the competency improvement training research for job seekers, it shows that TTU Regency has implemented a competency improvement training program for job seekers quite well. Starting from the management of the organizational structure, clear division of duties and functions in each unit in the organization, especially the units that run the training program, the source of funds for the implementation of the competency improvement training program comes from (APBN) and (APBD), the TTU Regency Directorate also conducts educational methods to the community through social media and brochures, competency improvement training for job seekers is programmed once a year with the method of presenting material offline and organizational practices are structurally carried out by the field of training and placement of Workers and are carried out at the Job Training Center (BLK) of TTU Regency.

Abstract

Policy implementation is the process of running, implementing and pursuing policy decisions and their alternatives that have been decided in the hope of obtaining a result that is in accordance with the goals or objectives of a policy. This study aims to find out how the implementation of the online payment and payment system policy for hotel and restaurant taxes in increasing the original income of the North Central Timor Regency. This study uses a descriptive research method with a qualitative approach. The results of this study show that. The communication indicators carried out by the Regional Revenue Agency have been carried out in two stages directly and accepted by restaurant taxpayers while for hotels it has not been implemented, so it can be said that this policy has not been fully implemented. Then the indicators of resources in the Regional Revenue Agency are still very lacking, so it needs to be added again so that in carrying out the policy the tax online system is not gradual and can run optimally to help increase local revenue. The following are the indicators of disposition that exist in the Regional Revenue Agency has a good attitude and responsibility towards the policies they have implemented so far. And the last is the indicator of the bureaucratic structure that exists at the Regional Revenue Agency so far has carried out a good cooperative relationship between employees and related agencies in implementing the tax online system policy.

Abstract

Menurut WHO stunting adalah suatu kondisi gagal tumbuh kembang pada anak akibat infeksi berulang dan kurangnya gizi pada 1000 hari pertama kehidupan dalam hidup seorang anak yang didasarkan pada Panjang badan dibanding umur atau tinggi badan dibanding umur. Tujuan dari penelitian adalah untuk mendeskripsikan implementasi kebijakan penanganan stuting di Desa Oelami yang didasarkan pada teori implementasi Ripley dan Franklin dan menggunakan metode penelitian kualitatif. Fokus penelitian adalah kepatuhan, lancar pelaksana rutinitas fungsi dan terwujudnya kinerja dan dampak yang dikehendaki. Hasil penelitian menyimpulkan bahwa implementasi penanganan stunting di Desa Oelami memberikan manfaat bagi pemerintah desa, petugas kesehatan dan masyarakat untuk melakukan pencegahan penanganan stunting pada anak yang masih dalam kandungan. penangangan stunting ini didasarkan pada regulasi yang diberikan oleh pemerintah pusat untuk dijalankan oleh pemerintah daerah. Dengan demikian pemerintah desa wajib berkolaborasi dengan petugas kesehatan untuk memberikan keyakinan kepada masyarakat akan perlunya hidup sehat sehingga menjamin tumbuh kembang anak karena salah satu fokus pemerintah saat ini adalah melakukan pencegahan stunting. Upaya ini bertujuan agar anak-anak di desa oelami dapat tumbuh dan berkembang secara optimal dan maksimal dengan disertai fisik yang siap untuk belajar

Abstract

Tujuan penelitian ini adalah untuk mengetahui bagaimana Implementasi Peraturan Desa Nomor 02 Tahun 2020 Tentang Penertiban Ternak di Desa Napan Kecamatan Bikomi Utara kabupaten Timor Tengah Utara. Metode yang digunakan penelitian ini yaitu metode kualitatif deskriptif yang dianalisis dengan menggunakan teori model implementasi kebijakan dari Merille S. Grindle. Hasil penelitian menunjukkan belum optimalnya pelaksanaan Peraturan desa ini karena empat dari sembilan indikator implementasi kebijakan Menurut Merille S. Grindle belum dilaksanakan secara maksimal, diantaranya kepentingan-kepentingan yang mempengaruhi, pelaksana program, kekuasaan, kepentingan-kepentingan dan strategi para aktor yang terlibat serta tingkat kepatuhan dan adanya respon dari pelaksana. Saran peneliti agar implementasi Peraturan desa ini lebih optimal adalah dengan meningkatkan pengawasan terhadap masyarakat peternak dalam menertibkan hewan ternaknya serta melakukan sosialisasi secara menyeluruh kepada semua pihak yang terlibat malam implementasi perdaturan desa.

Abstract

The impact of the COVID-19 pandemic in Indonesia, including the existence of a Village Fund refocusing policy for handling COVID-19 that for the management of Village Funds for the 2021 fiscal year, a minimum of 8 percent and 40 percent of the Village Funds realized in each village must be focused on handling COVID-19 19. This study aimed to analyze and describe the factors that influenced the Village Government in Musi Sub-District, North Central Timor Regency, in implementing the Village Fund Refocusing and Reallocation Policy during the COVID-19 pandemic. Data was collected through observation, direct interviews with informants and searching archives and documents related to research. The results of the study concluded that the implementation of the Village Fund refocusing and reallocation policies had not been implemented optimally. Factors that cause it not to be optimal are understanding and mastery of information technology systems (Village Financial Systems) and the administrative requirements needed. Another obstacle is the overlapping laws and regulations regarding the refocusing and reallocating of Village Funds during the COVID-19 Pandemic.

Abstract

The Srikandi application is an electronic-based management information system designed to support digital transformation in administration and archiving to enhance efficiency, transparency, and accountability in public services, particularly within the Secretariat General of the Indonesian House of Representatives (Setjen DPR RI). This study aims to analyze the implementation of the Srikandi application, evaluate its impact on work efficiency and service quality, and identify the main challenges in its adoption. This research employs a qualitative approach with a descriptive method. The findings indicate that the Srikandi application has successfully improved administrative efficiency through features such as electronic signatures and real-time document tracking, as well as supporting the restructuring of organizational work processes. However, several key challenges remain, including slow system performance, low user competence, resistance to new technology, limited accessibility for the public, and data security risks. The implications of this study highlight the importance of enhancing user competence through training, optimizing technological infrastructure, and strengthening data security policies. This study is expected to serve as a reference for other government institutions in adopting digital technologies to support more responsive and accountable public services.

Abstract

Communication is very important in a policy. When communication in a policy does not work well, it is difficult to implement the policy. This research method is descriptive qualitative. The research results show that clarity of purpose, completeness, conciseness and concise content, feedback, empathy, changing messages according to audience needs, various communication channels, and effective use of informal communication channels. As a result of the research, it can be concluded that the communication of the National Health Insurance Policy (JKN) by the Social Security Administering Body (BPJS) for Health in the City District, North Central Timor Regency (TTU) has been going well but is not yet optimal. This occurs as a result of the first, clarity of objectives where The message conveyed by the organizers was not clear, which made the public unable to differentiate between the JKN and BPJS Health programs. Second, is completeness, where the message conveyed by the organizers is incomplete, which causes the public to not understand the JKN program. Third, brevity where you don't know the main indicators that you need to know about the JKN program. Fourth, feedback where the community will provide feedback when they experience problems or difficulties when wanting to use the BPJS Health card, not during the communication or socialization process for the JKN program. Fifth, sharing communication channels where the organizers have prepared communication channels to disseminate information about the JKN program but the public prefers to go directly to the BPJS Health office to get services or submit complaints.

Abstract

The focus of this study is to analyze how the position and role of farming communities contribute to increasing community income in Alkani Village, Wewiku Subdistrict, Malaka Regency. Using a qualitative research method covering research accuracy, focus, data sources, data collection techniques, and data analysis the study describes how farmer groups function as a platform for sharing agricultural information and improving economic outcomes. Findings show that these groups actively facilitate knowledge exchange by introducing modern technologies such as tractors and drip-irrigation systems, and by promoting digital marketing to expand market access. Farmer groups in Alkani Village also serve as regular discussion forums, holding monthly or needs-based meetings where members communicate, share experiences, and address agricultural challenges together. Through training, cooperation, and collective learning, farmer groups operate not only as centers for education but also as agricultural production units that strengthen the local farming sector. Their role in collaboration enhances solidarity among farmers, enabling them to support one another and work more efficiently. As a result, these groups significantly contribute to increasing farmers’ income and improving overall welfare. The study concludes that strengthening farmer groups is essential, recommending continued enhancement of training access, administrative capacity, and active participation from all members to ensure equitable benefits.

Abstract

Social interventions in efforts to prevent non-procedural Migrant workers include suboptimal programs due to budget constraints. This results in ineffective information delivery, which has an impact on weak supervision of migration practices. The purpose of the study was to see how successful the intervention was, which can be measured from the community's understanding of migration. This type of research is qualitative descriptive research. Data analysis techniques include data reduction, data presentation and drawing conclusions. The results of the study found that the Manpower and Transmigration Office of North Central Timor Regency had carried out Micro Interventions through education related to migration according to procedures even though limited funds affected the related offices. Mezzo Interventions carried out by the Manpower and Transmigration Office by providing training through the Job Training Center. Macro Interventions carried out by the Manpower and Transmigration Office by providing empowerment. However, the empowerment program still faces obstacles in implementation in the field, especially related to marketing strategies and supervision.
