Abstract

Penelitian ini bertujuan untuk menjelaskan soliditas Partai Demokrasi Indonesia Perjuangan (PDIP) sebagai partai penguasa di Indonesia dalam mengusung putra Presiden Joko Widodo dalam pemilihan Walikota Surakarta 2020. Jenis penelitian yang digunakan dalam penelitian ini adalah kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data dalam penelitian ini adalah wawancara dan dokumentasi.  Temuan dari penelitian ini adalah proses pengambilan keputusan dalam konteks pencalonan Wali Kota Surakarta oleh PDIP tersentralisasi kepada ketua umum sehingga sebagai organisasi politik lebih mengarah pada personalisasi institusi. Kemudian, PDIP juga tidak terbuka dalam proses rekrutmen calon yang akan diusung nya. Hal ini yang mengakibatkat ketidakharmonisan antara pengurus PDIP di tingkat Kota Surakarta dengan tingkat nasional.  Partai ini sebenarnya lemah dalam hal kepemimpinan prosedural, mekanisme resolusi konflik dan kaderisasi sistematis. Dengan kata lain, meskipun PDIP merupakan partai penguasa di Indonesia, namun soliditas internalnya lemah ketika mencalonkan anak presiden aktif Indonesia dalam pemilihan walikota Surakarta yang merumakan wilayah basis massa nya.

Abstract

The purpose of this research is to analyze the failure of the PPP in the 2024 elections using the perspective of political party institutionalization. This research uses a qualitative method with a case study approach. The data collection technique in this research is a literature study. The findings of this study explain that PPP's failure to qualify for parliament in the 2024 elections is dominated by its very poor institutionalization factor. On the root of society indicator, the PPP failed in two ways, namely the party elite's poor psychological reading of its voter base and its slowness in understanding the importance of transforming internal changes, which resulted in a significantly underdeveloped social mass base. Then, the autonomy indicator explains that PPP does not fully have autonomy in making decisions regarding the nomination of candidates for the 2024 elections. On the Level of organization indicator, PPP also experienced a very acute and prolonged management conflict problem. This has made PPP's image in the community very bad. Finally, the coherence indicator shows that PPP is weak in consolidating cadres and sympathizers, which has an impact on the lack of solidarity in following the decisions taken by the party for the 2024 elections.

Abstract

This research is motivated by the case of President Joko Widodo's son, Kaesang Pangareb, who became chairman of the Indonesian Solidarity Party (PSI) after becoming a cadre for two days. Therefore, this study aims to explain the political capital of Kaesang Pangareb in becoming the chairman of PSI and how the public responds to the process. This research uses a qualitative method with a case study approach. The findings of this study explain that there are three critical political capitals owned by Kaesang Pangareb, the president's son, who became the party chairman in a short time. First, the representation of young people who perform well in building businesses. Then, there was solid political support from his father, the active president of Indonesia. This support from President Joko Widodo has enormous power as a form of privilege for Kaesang Pangareb to be elected as chairman in such a quick process. Moreover, the support from the PSI party elite also significantly contributes to consolidating cadres at the central and regional levels to support Kaesang Pangareb in becoming chairman. Then, the public response, both in the real world and in cyberspace related to this case, shows a positive perception and supports Kaesang Pangareb's political movement.

Abstract

 The purpose of this study is to explain the development of research on the topic of e-voting. This research uses a qualitative method using a scoping review approach. Documents retrieved in the Scopus database are limited from 2013-2023. The findings of this study show that the development of research on e- voting has a significant impact on the dynamics of various countries that organize elections. Theoretically, the mapping of research on e-voting is inseparable from the concepts of e-democracy and e-government. This illustrates that the application of e-voting is a consequence of technological developments in politics that require countries to modernize the democratic system to form and run the government legally. Furthermore, practically speaking, for future research on this topic, taking the point of view of e-voting machines is a huge opportunity and greatly contributes to the development of this method of implementation in all countries that adhere to democratic systems.

Abstract

This research aims to explain the internal democratic process of the Indonesian Democratic Party of Struggle (PDIP). The novelty contribution of this research is that it focuses on the internal democracy of political parties from the point of view of the process. This type of research is qualitative and uses a case study approach. This research finds that the recruitment of leadership parties does not apply the principles of democracy properly. This process has no room for competition because it is too elite-dominated. Then, the decision-making mechanism is centered on the general Chairman, so the involvement of cadres is minimal. Furthermore, the Indonesian Democratic Party of Struggle has a conflict resolution mechanism with a party court. However, the institution needs to be more independent to resolve conflicts within the Party. In the principle of democracy, all are equal before the law. Thus, the internal democracy of the Indonesian Democratic Party of Struggle is undergoing changes whose impact can jeopardize the survival of the Party itself in the long run because it is vulnerable to political clashes. Then, this research argues that political parties with strong and charismatic leadership are vulnerable to the failure of their internal democratic processes. This has resulted in the emergence of pseudo-powers in political parties and threatens their solidity in the long run.

Abstract

The purpose of the Community Service Programme (PPM) is to find the concept of strengthening and regulating the function of Local Regulation Formation in the DPRD. The method used was in the form of lectures or presentations, demonstrations, and questions and answers. This method is used to deliver material in the form of legislation theory, apply the material, and provide opportunities for participants who still do not understand the material. The urgency of this PPM is by looking at the fact that legal products in the regions are not achieved according to the legislative target. Several new laws and regulations passed in several regions after the enactment of the Job Creation Law have been submitted for judicial review at the Constitutional Court. These are some of the problems with the Local Regulation Formation function. The weakness of the DPRD in carrying out the function of forming local regulations stems from the low level of initiative of DPRD members in the making of local regulations (legislative initation) and in the discussion of proposals for the formation of local regulations on the proposal of the DPRD (law making process). Optimal implementation of the legislative function of the DPRD must be supported by functional DPRD organs and a reliable supporting system as well as a blue print for strengthening the legislative function. The expected results are as follows: 1) repositioning the Council as a law centre. 2) strengthening the supporting system of the DPRD, 3) making a blue print for the legislative function of the DPRD.

Abstract

Since gaining independence in 1945, Indonesia has experienced several forms of democracy, each prevailing during different political periods and continuing to evolve to the present day. These shifts in democratic practice have spurred scholarly interest across disciplines. This study aims to analyze the development of research on democracy in Indonesia from 1958 to 2021. This research uses bibliometric analysis to map scholarly publications on democracy in Indonesia. 861 scientific journal articles indexed in the Scopus database were analyzed. The data were processed and visualized using VOSviewer and NVivo 12 Plus software to identify patterns, trends, and key contributors in the field. The analysis revealed that 2020 marked the highest number of research publications on democracy in Indonesia. Indonesia contributes the most to this field, while Democratization is the journal with the most relevant publications. Mietzner is identified as the most prolific author in this area of study. Several topics emerged as dominant or emerging areas within the field, including citizenship, presidentialism, minority rights, civil-military relations, patronage, ethnicity, and institutionalization. These areas present significant opportunities for further investigation.

Abstract

This research aims to explain the dispute resolution mechanism of political parties in Indonesia. This research uses normative juridical methods. The findings of this study are based on the provisions in Article 32, paragraph (2), which, on the one hand, position the Party Court as the first-level court in resolving internal political party disputes. Still, the decision of the Party Court as a first-level decision is not final. Then, the position of the party court also does not stand independently, but is still bound internally by the organization. Thus, it is vulnerable to interest intervention in every decision. Furthermore, based on the regulations of the Political Party Law regarding the settlement of party disputes, it has not applied the principles of simple, fast, and low-cost justice. Therefore, regulating political party dispute resolution institutions in Indonesia should be redesigned to have a single-entry point, namely, through a special court. In addition, changing the position of the political party dispute resolution institution as a special judicial body under the general court will make decisions in the field of political party disputes binding for all parties. This research contributes to the development of institutional theory and judicial law in the context of the political system. On the other hand, this research also directly relates to constitutional practice and legal reform in Indonesia, particularly in the context of reforming regulations for resolving disputes within political parties.

Abstract

Dalam konteks kemajuan teknologi saat ini, penyelenggaraan pemerintahan berbasis digital menjadi sangat penting. Teknologi digital menuntut pemerintah agar cepat beradaptasi dan memanfaatkannya sebagai alat untuk meningkatkan efektivitas dan efisiensi dalam pemerintahan. Oleh karena itu, penyelenggara pemerintahan perlu mempersiapkan kapasitas aparatur yang akan mengadopsi teknologi dalam menjalankan roda pemerintahan. Ini tidak hanya mempersiapkan aparatur yang sudah ada, tetapi juga untuk generasi penerus yang mampu menjalankan dan mengembangkan pemerintahan digital, baik di tingkat nasional maupun lokal. Kegiatan pendampingan ini bertujuan untuk melatih aparatur desa agar secara wawasan mereka siap menghadapi transformasi digital dan terampil dalam menggunakan teknologi digital yang menunjang penyelenggaraan pemerintahan. Hasil pengabdian menunjukkan bahwa aparatur menyadari pentingnya literasi digital untuk menunjang aktivitas pemerintah yang mampu mempermudah dalam penyelenggaraan layanan. Meskipun mereka menyadari bahwa digital penting dan secara mental mulai bersiaga, penggunaan teknologi belum mengarah pada bagaimana menunjang kinerja dalam penyelenggaraan pemerintah di desa. Di samping itu, transformasi digital memerlukan proses yang panjang kerena kesiapan infrastruktur dan SDM belum memadai. Kelemahan kegiatan ini adalah proses pemetaan awal belum akurat sehingga pemecahan masalah belum mengarah kepada masalah yang sangat spesifik dan kontekstual yang menyentuh masalah fundamental mitra.

Abstract

This article aims to analyze the political positioning strategy of the NasDem Party in the context of the Prabowo Subianto – Gibran Rakabuming Raka administration after the 2024 elections. This study employs a qualitative method, with a literature review as the primary data collection technique. The findings reveal that NasDem implements three main strategies: market-oriented (aligning the party's stance with public perception), differentiation (creating strategic distance from coalition parties to establish an independent image), and functional positioning (optimizing its role in parliament as a tangible contribution). These strategies have enabled NasDem to build an image as a rational, ethical, and non-opportunistic party while maintaining long-term political flexibility. These findings contribute to studies on Indonesian political parties, particularly in understanding the dynamics of party positions outside executive power and the importance of positioning in maintaining electoral support sustainability within a complex multiparty system.
