Abstract

AbstrakKerja sama daerah merupakan perangkat dalam mendukung peningkatan kesejahteraan daerah dengan memanfaatkan potensi dan sumberdaya yang dimiliki daerah. indetifikasi ini meihat kemampuan dan pelaksanaan kerja sama daerah, dengan melihat sumberdaya manusia yang dimiliki pemerintah daerah sehingga tujuan dari kerja sama daerah tersebut terpenuhi. Keterbatasan kemampuan daerah dalam mengelola dan memanfaatkan potensi dan sumber daya daerah memerlukan perhatian khusus pada pengelolaan kerja sama daerah untuk menigkata nilai kebermanfaatan dari objek kerja sama daerah. untuk itu dibutuhkan kelembagaan yangkuat dan mekanisme pengawasan dengan aspek yang krusial sesuai dengan semangat pelaksanaan kerja sama daerah. AbstractIntergovernmental cooperation is in favor of improving the welfare of the region and the potential to utilize their resources area. Identification and implementation of these look at the ability of regional cooperation, with a view of its human resources so that the objectives of the local government areas of cooperation have been met. The limited ability of the region to manage and utilize the potential and resources of the area requires special attention to the management of regional cooperation for the usefulness of the object value menigkata regional cooperation. for the needed institutional mechanisms with yangkuat and crucial aspect in accordance with the spirit of the implementation of regional cooperation.

Abstract

AbstrakKajian tentang identifikasi kerja sama daerah ini bertujuan melihat kemampuan kelembagaan pemerintah daerah yang meliputi pemahaman, kelembagaan dan tatalaksana dalam pelaksanaan kerja sama daerah. kerja sama daerah merupakan upaya untuk pengelolaan potensi daerah guna mencapai kesejahteraan masyarakat, selama ini daerah dalam memanfaatkan potensi dan sumber daya yang dimiliki belum dapat terkelola secara maksimal jika dilakukan secara sendiri oleh pemerintah daerah,kapasitas pemerintah daerah,  bentukan  organisasi  yang ada,  kemampuan  manajemen dan kebijakan menjadi dimensi yang sangat penting guna penciptaan kerja sama daerah. Penguatan peran perangkat daerah yang mengelolan kerja sama daerah menjadi upaya memecahkan permasalahan. AbstractStudies on the identification of cooperation is aimed at looking at the ability of local government institutions which include the understanding, institutional and management of the implementation of the regional cooperation. regional cooperation is an attempt to manage the potential to achieve the welfare of the community, this time in the area and the potential of utilizing the existing resources can not be managed to maximum effect if it is done by the local government, local government capacity, notching existing organizations, and policy management capabilities become a very important dimension to the creation of regional cooperation. Abstract

AbstrakStudi ini bertujuan menjelaskan pembangunan manusia yang dilihat dari capaian nilai indeks pembangunan manusia (IPM) Kabupaten Kepulauan Anambas. Sejak awal pembentukannya selalu menempati posisi rengking akhir IPM tingkat Provinsi Kepulauan Riau. Studi ini menggunakan pendekatan kualitatif dengan data yang didapat melalui wawancara dan focus group discussion. Prioritas program/kegiatan pembangunan manusia dengan menyasar capaian target IPM ditingkat nasional memerlukan singkronisasi dan partisipasi dari seluruh pemangku kepetingan pada perencanaan pembanguanan daerah. AbstractThis study aims to explain human development as seen from the achievements of the human development index (HDI) Anambas Island region. Since the beginning of its formation always end position ranking HDI level Riau Islands Province. This study used a qualitative approach to the data obtained through interviews and focus group discussion. Priority programs/activities targeting the achievement of human development with HDI targets at the national level requires synchronization, and the participation of all stakeholders in the planning area for Development.

Abstract

AbstrakPelayanan kepada masyarakat merupakan salah satu tujuan penyelenggaraan desentralisasi. Aparatur yang acuh tak acuh dalam pemberian pelayanan kepada masyarakat dan waktu pelayanan yang tidak jelas menjadi bagian dari permasalahan pemberian pelayanan. Studi ini melihat kinerja aparatur pemerintah daerah pada unit pelayanan kesehatan di Kota Pariaman. Penelitian ini mengunakan metode deskripif dengan pengukuran kinerja berdasarkan hasil akhir dan perilaku. Tuntutan debirokrasi danpeningkatan keahlian aparatur dalam pemberian pelayanan kepada masyarakat melalui pemanfaatan teknologi akan mempercepat perubahan penyelenggaraan pelayanan menjadi lebih baik.AbstractPublic services is one of the goal of decentralization. Apparatus which is indifferent in providingservices to the community and the service time that is not obviously a part of the problem of servicedelivery. The study looked at the performance of local government officials in health care units in thePariaman city. This study uses a method description with performance measurement based on outcomes and behavior. de bureaucracy demands and increasing expertise in the provision of personnel services to the community through the use of technology will accelerate the implementation of service changes for the better.

AbstrakBadan Penelitian dan Pengembangan (BPP) yang core buisness kelitbangan membutuhkan sumber daya peneliti dan fungsional lainnya yang diarakhan memenuhi tuntutan BPP. Minimnya hasil kelitbanganya yang dimanfaatkan oleh komponen lain yang terdapat di Kementerian Dalam Negeri mengindikasikan lemahnya kapasitas organisasi dalam memenuhi tuntutan perannya.Pengembangan kapasitas organisasi BPP menjadi arah untuk meningkatkan kemampuan dalam memberikan masukan perbaikan pengelolaan terhadap peran BPP Kemendagri, dalam mencari jawaban terhadap permasalahan peningkatan kapasitas BPP digunakan metode deskriptif. Kebutuhan akan pengetahuan, pelatihan, dan pemberdayaan dalam memenuhi tuntutan tugas dari organisasi.Abstract Research and Development Agance (BPP) whose core business is kelitbangan need resources and other functional researchers aimed to meet the demands of research and development agancy. The lack of results research and development utilized by other components contained in the Ministry of home affaeir indicate poor organizational capacity to meet the demands of his role. Abstract

The provision of Child Identity Card (KIA) services does not necessarily provide satisfactory results. This is seen from the realization of Pangandaran District's results, where a Birth Certificate's achievement reached 84 percent in 2019. But in terms of achievement, it is still very minimal; namely, 24 out of 12,224 are obliged to Child Identity Card (KIA). The study aims to explain the organization's contribution, interpretation, and application of the Child Identity Card policy. The study used a qualitative approach with a descriptive-qualitative analysis method utilizing data obtained from interviews with elements of executing agency officials, cooperation agencies, stakeholders in six local governments with the analysis technique using reduction, display, and conclusion. The study results reveal that policy implementation from the organizational aspect of the Child Identity Card (KIA) policy focuses on cooperating with other agencies based on the principle of mutual benefit. It is necessary to create a legal umbrella for cooperation and eliminate sectoral selfishness between government agencies. In the Interpretation aspect, it can be seen that the understanding of the implementing agencies and cooperative agencies on Child Identity Card (KIA) is very good because the rules are clear, technical, and implemented. However, it requires socialization specifically for Child Identity Card (KIA) services to be carried out evenly and extensively in the service area and targeting the community/target groups. In the application aspect, there is still misuse of ink, printing tools, and blanks. Continuity of cooperation is constrained by the lack of profit (small scale), limitations on authority, and e-ID card issuance for local elections (politics). The conclusion on the implementation of the Child Identity Card (KIA) policy poses challenges to the ability of human resources as policy implementers and the availability of service delivery infrastructure. Besides, the top-down implementation of the Child Identity Card (KIA) policy coupled with limited resources has an impact on the achievements of local government policies.

Abstract

Toba Caldera UNESCO Global Geopark (TCUGG) has not only geological phenomena of international geological significance value but also has outstanding universal value by the United Nations Educational, Scientific and Cultural Organization (UNESCO). The establishment of TCUGG as a national priority and the Lake Toba Authority Agency is a serious commitment from the government to develop this region. Although it is now a super-priority tourism destination, over the last six decades, the water level of Lake Toba has decreased significantly by 2.4 cm per year from 1957 to 2016. The environmental quality index shows a decline from year to year, and environmental conditions of Lake Toba are already very severe due to various factors. The government and local communities are still running independently for the conservation agenda. This empirical research uses a mixed method of sequential explanation. The main objective of the research is to analyze the determinants of local people's choices to participate in conservation activities in TCUGG. From the research results, the significant factors that determine the local communities' participation in conservation activities are water availability, incentives, suitability of seeds, trust level for the initiator, and the success rate of previous conservation. Society does not need promises or rhetoric, especially for those who have participated before and experienced low success rates. Application of reward and punishment as an incentive for the community to participate in conservation activities and to further encourage their motivation. The main key is to serve the needs of the community in conservation practices.

Abstract

The concept of city branding is needed to accelerate development in an area. Sustainable tourism development in Magelang Regency requires city branding by utilizing the existence of Borobudur Temple as a Super Priority Tourism Destination in Indonesia to become the main lever in efforts to improve the welfare of the local community. This study aims to analyze the importance of city branding in developing the Borobudur Temple tourism area as a world heritage site for Magelang Regency. This study used qualitative – descriptive was used to find, explain, and formulate conclusions using data collection techniques through interviews with key informants and FGDs with sources from the BOB, heads of cooperation, and leadership in charge of government affairs in the tourism sector. This research found the important benefits of establishing Borobudur Temple as a world heritage site and one of Indonesia's Super Priority Tourism Destinations to become a sustainable city branding for Magelang Regency to increase tourism promotion to domestic and foreign tourists. Establishing city branding in Magelang Regency requires collaboration and coordination between stakeholders, strategic area management, and micro, small, and medium enterprises empowerment. In conclusion, the implementation of sustainable development in Magelang Regency requires the establishment of city branding, which is linked to the existence of the development of the Borobudur Temple tourist area as a world heritage site.

Abstract

This study aims to explore the challenges that have long hindered the progress of traditional weaving tourism in Central Lombok Regency and unravel the role of innovation as a breakthrough and solution. The study's focus centered on the importance of innovation as a transformative factor for traditional weaving tourism within the framework of smart tourism in Lombok Tengah Regency. It is known that the distinctive traditional weaving of Lombok has a long history and is an integral part of local life and culture, passed down through generations. However, realistically, traditional weaving must contend with challenges such as the low prices of woven fabric products, the lack of interest among the younger generation to learn weaving, and the limited capacity of weavers to respond to local, domestic, and even global market demands. This study employs a qualitative-exploratory approach, with the research taking place in the villages of Rembitan and Sukarara in Lombok Tengah Regency. The study finds that the challenges faced by traditional weaving can only be overcome through innovation. Innovation has the ability to overcome various obstacles by developing products and creating new designs that align with tourists' interests, utilizing digital technology to market and sell traditional woven products, imparting new skills and techniques to weavers, and promoting traditional weaving as a cultural heritage through digital platforms. Innovation has successfully transformed the traditional weaving tourism industry, even though this transformation is still partial. The dodeca-helix approach within the Tourism Hub can synergize stakeholders to create innovation for transforming the industry despite challenges that must be overcome for this transformation to materialize. In the effort to change the traditional weaving tourism industry through innovation, it is recommended that the Government, private sector, and local community collaborate to address challenges and create innovations to guide the development of traditional weaving in the future.

Abstract

This study aims to analyze the design of extreme poverty reduction policies in West Lombok District. The design of the policy refers to the substance/content of the policies developed for the reduction/prevention of extreme poverty used by the regions. A case study research approach is used to explore the design of extreme poverty alleviation policies. The West Lombok Regency government's policy on poverty alleviation contains various local government programs synergized in accelerating the acceleration of extreme poverty reduction. In addition, it is in the form of efforts to assist the poor for a movement that is actualized in bridging aid recipients to get out of poverty immediately. The construction of extreme poverty reduction policies in West Lombok Regency adopts the concept of an innovation hub to accelerate cross-government programs that target basic services (health and education) in interventions for individual/family change as well as increasing the business capacity of community groups.
