Abstract

ABSTRAK Penelitian ini memahami Bagaimana Implementasi perwali. No 25 Tahun 2022 Tentang Perlindungan korban Kekerasan Seksual di Kota Kupang. Data dari Dinas Pemberdayaan Perempuan dan Perlindungan Anak (DP3A) mencatat Kota Kupang menduduki peringkat pertama dalam kasus tindak kekerasan terhadap anak dan perempuan. Kota Kupang sebagai ibu kota provinsi bahkan menduduki peringkat pertama di NTT dengan jumlah 174 kasus kekerasan seksual terhadap anak dan kasus kekerasan terhadap perempuan sebanyak 185 kasus kekerasan pada tahun 2024 . Metode pendekatan yang digunakan dalam penelitian ini adalah penelitian kualitatif dengan memberikan Fokus utama peneliti dalam tulisan ini ialah Implementasi Perwali. N0 25 Tahun 2022 Tentang Perlindungan korban Kekerasan Seksual di Kota Kupang. Pada bagian ini Peneliti akan menjelaskan atau mengulas terkait indikator indikator yang menjadi fokus dalam penelitian ini yakni : Implementasi Perwali No. 25 Tahun 2022 di Kota Kupang, Dinamika Gerakan Sosial dalam Isu Kekerasan Seksual di Kota Kupang, Bentuk Perlawanan terhadap Kekerasan Seksual (Perspektif James C. Scott), Respons Politik Lokal terhadap Gerakan dan Kasus Kekerasan Seksual. Berdasarkan hasil penelitian mengenai implementasi Peraturan Wali Kota Kupang Nomor 25 Tahun 2022 tentang Perlindungan Korban Kekerasan Seksual di Kota Kupang, dapat dirumuskan beberapa kesimpulan yaitu: pelaksanaan kebijakan ini secara administratif telah diimplementasikan melalui pembentukan Unit Pelaksana Teknis Daerah (UPTD), meningkatnya jumlah laporan kasus pada tahun 2024. proses implementasi kebijakan ini tidak terlepas dari kontribusi gerakan masyarakat sipil. Berdasarkan ditemukan dilapangan ada dua bentuk resistensi terhadap praktik kekerasan seksual di Kota Kupang yaitu perlawanan tersembunyi (hidden transcript) serta perlawanan terbuka (public transcript). ABSTRACT This study examines the implementation of Mayoral Regulation No. 25 of 2022 concerning the Protection of Victims of Sexual Violence in Kupang City. Data from the Women's Empowerment and Child Protection Agency (DP3A) records Kupang City as the top city in cases of violence against children and women. As the provincial capital, Kupang City even ranks first in East Nusa Tenggara (NTT) with 174 cases of sexual violence against children and 185 cases of violence against women in 2024. The research method used in this study is qualitative research, focusing on the implementation of Mayoral Regulation No. 25 of 2022 concerning the Protection of Victims of Sexual Violence in Kupang City. In this section, the researcher will explain and review the indicators focused on in this study, namely: Implementation of Mayoral Regulation No. 25 of 2022 in Kupang City, Dynamics of Social Movements in the Issue of Sexual Violence in Kupang City, Forms of Resistance to Sexual Violence (James C. Scott's Perspective), Local Political Responses to Movements and Cases of Sexual Violence. Based on the results of research on the implementation of Kupang Mayoral Regulation Number 25 of 2022 concerning the Protection of Victims of Sexual Violence in Kupang City, several conclusions can be formulated, namely: the administrative implementation of this policy has been implemented through the establishment of a Regional Technical Implementation Unit (UPTD), the increasing number of case reports in 2024, and the process of implementing this policy is inseparable from the contribution of civil society movements. Based on findings in the field, there are two forms of resistance to the practice of sexual violence in Kupang City: hidden resistance (hidden transcript) and open resistance (public transcript).

Abstract

Penelitian ini bertujuan untuk menganalisis negosiasi kekuasaan antara pemerintah, tokoh lokal, dan pihak swasta dalam pengelolaan lahan di Kawasan Wisata Pantai Lasiana, Kota Kupang dengan menggunakan pendekatan kualitatif dan jenis penelitian studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi lapangan, dan studi dokumentasi dengan melibatkan informan dari pemerintah daerah, pengelola kawasan, tokoh lokal, pihak swasta, serta pelaku UMKM. Analisis data menggunakan model interaktif Miles dan Huberman yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan, dengan kerangka analisis teori Power Cube dari John Gaventa yang mencakup dimensi bentuk kekuasaan, ruang kekuasaan, dan level kekuasaan. Hasil penelitian menunjukkan bahwa pengelolaan lahan di Pantai Lasiana merupakan hasil dari negosiasi kekuasaan yang kompleks dan multipolar antara ketiga aktor, di mana pemerintah memiliki kekuasaan formal melalui regulasi dan kebijakan namun tidak sepenuhnya dominan karena dibatasi oleh kekuasaan tersembunyi dan tidak terlihat yang dimiliki oleh tokoh lokal dan pihak swasta; tokoh lokal memanfaatkan legitimasi sosial dan historis untuk mempertahankan kontrol atas lahan, sementara pihak swasta menggunakan kekuatan modal dan akses perizinan untuk memperkuat posisinya dalam pengelolaan kawasan. Dalam dimensi ruang kekuasaan, interaksi antara ruang tertutup, ruang undangan, dan ruang klaim menjadi arena utama negosiasi antaraktor, sedangkan pada level kekuasaan, praktik pengelolaan menunjukkan bahwa dinamika lokal sangat memengaruhi implementasi kebijakan pemerintah daerah. Interaksi antaraktor cenderung berlangsung dalam bentuk kompromi, toleransi, dan penyesuaian kepentingan dibandingkan konflik terbuka. Dengan demikian, penelitian ini menyimpulkan bahwa pengelolaan Kawasan Wisata Pantai Lasiana tidak hanya ditentukan oleh kebijakan formal, tetapi juga oleh relasi sosial, praktik informal, dan strategi aktor dalam mempertahankan kepentingannya, sehingga kawasan ini menjadi arena politik lokal di mana kekuasaan terus dinegosiasikan dalam praktik pengelolaan ruang wisata pesisir. ABSTRACT This study aims to analyze power negotiation among the government, local figures, and private actors in land management within the Lasiana Beach Tourism Area, Kupang City, using a qualitative approach with a case study method. Data were collected through in-depth interviews, field observations, and documentation involving informants from local government, site managers, local figures, private sector actors, and MSME participants. Data analysis employed the interactive model of Miles and Huberman, including data reduction, data display, and conclusion drawing, guided by John Gaventa’s Power Cube theory, which consists of dimensions of forms of power, spaces of power, and levels of power. The findings reveal that land management in Lasiana Beach is the result of complex and multipolar power negotiations among the three actors, where the government holds formal authority through regulations and policies but is not entirely dominant due to the presence of hidden and invisible power exercised by local figures and private actors; local figures rely on social and historical legitimacy to maintain control over land, while private actors utilize capital strength and licensing access to reinforce their position in managing the area. In terms of spaces of power, the interaction between closed spaces, invited spaces, and claimed spaces becomes the main arena of negotiation, while at the level of power, local dynamics significantly influence the implementation of regional government policies. Actor interactions tend to occur through compromise, tolerance, and adjustment of interests rather than open conflict. Therefore, this study concludes that the management of the Lasiana Beach Tourism Area is not solely determined by formal policies but is also shaped by social relations, informal practices, and actor strategies in maintaining their interests, positioning the area as a local political arena where power is continuously negotiated in the practice of coastal tourism space management.

Abstract

ABSTRAK Pelabuhan perikanan tidak hanya berfungsi sebagai tempat pendaratan hasil tangkapan ikan, tetapi juga sebagai ruang pengaturan aktivitas kapal melalui berbagai aturan dan prosedur administratif. Dalam proses tersebut, berbagai aktor seperti syahbandar, staf administrasi, nelayan, dan pemilik kapal saling berinteraksi dalam pengaturan akses kapal. Kondisi ini menunjukkan bahwa akses kapal tidak hanya ditentukan oleh kebutuhan operasional, tetapi juga oleh relasi kuasa yang terbentuk dalam praktik pelayanan pelabuhan. Penelitian ini bertujuan untuk menganalisis relasi kuasa dalam kontrol akses kapal di PPI Oeba Kota Kupang. Penelitian menggunakan teori relasi kuasa Michel Foucault dan teori mekanisme akses Ribot dan Peluso. Metode yang digunakan adalah penelitian kualitatif dengan pendekatan deskriptif. Data diperoleh melalui observasi, wawancara, dokumentasi, dan studi kepustakaan dengan melibatkan 13 informan yang terdiri atas koordinator pelabuhan, staf administrasi, pemilik kapal, nakhoda, nelayan, dan anak buah kapal (ABK). Hasil penelitian menunjukkan bahwa relasi kuasa dalam kontrol akses kapal berlangsung melalui pelaksanaan aturan dan prosedur administratif oleh syahbandar dan petugas pelabuhan. Kekuasaan sebagai relasi terlihat dari ketergantungan nelayan terhadap keputusan administratif dalam memperoleh akses berlayar. Kekuasaan disipliner tampak melalui pemeriksaan dokumen dan penerbitan Surat Persetujuan Berlayar (SPB) yang mendorong kepatuhan nelayan terhadap aturan. Sementara itu, power/knowledge terlihat dari penguasaan informasi dan prosedur administrasi oleh petugas pelabuhan yang memengaruhi proses pelayanan. Selain itu, akses kapal dipengaruhi oleh hak formal berupa dokumen kapal, struktur kelembagaan pelabuhan, serta relasi sosial antaraktor. Penelitian ini menyimpulkan bahwa kontrol akses kapal di PPI Oeba merupakan bentuk relasi kuasa yang dijalankan melalui aturan, kewenangan administratif, dan pengetahuan yang dimiliki aktor pelabuhan dalam menentukan akses kapal terhadap layanan dan aktivitas pelayaran. ABSTRACT Fisheries ports function not only as landing sites for fish catches but also as spaces for regulating vessel activities through various administrative rules and procedures. In this process, various actors harbormasters, administrative staff, fishermen, and vessel owners interact in managing vessel access. This condition shows that vessel access is determined not only by operational needs but also by power relations formed in port service practices. This study aims to analyze power relations in vessel access control at PPI Oeba, Kupang City. It employs Michel Foucault's theory of power relations and Ribot and Peluso's theory of access mechanisms. A qualitative descriptive method was used, with data collected through observation, interviews, documentation, and literature review involving 13 informants, including port coordinators, administrative staff, vessel owners, captains, fishermen, and crew members. Results indicate that power relations in vessel access control occur through the implementation of rules and administrative procedures by harbormasters and port officers. Power as a relation is evident in fishermen's dependence on administrative decisions to obtain sailing permits. Disciplinary power appears through document inspection and issuance of Sailing Approval Letters (SPB), encouraging compliance with regulations. Meanwhile, power/knowledge is seen in port officers' mastery of information and administrative procedures, influencing service processes. Additionally, vessel access is affected by formal rights (vessel documents), port institutional structures, and social relations among actors. The study concludes that vessel access control at PPI Oeba is a form of power relations exercised through rules, administrative authority, and the knowledge held by port actors in determining vessel access to services and shipping activities.

Abstract

This study aims to identify and analyze the implementation of Anita Jacoba Gah’s personal branding strategy in winning the 2024–2029 Indonesian House of Representatives Legislative Election in the East Nusa Tenggara II Electoral District, focusing on Kupang City. The study applies McNally and Speak’s (2002) Three Pillars of Personal Branding Theory, consisting of distinctiveness, relevance, and consistency. A descriptive qualitative method was employed, with data collected through in-depth interviews with the candidate, party officials, campaign team members, and constituents, supported by documentation and official election results. The findings reveal that Anita Jacoba Gah’s victory, securing 131,396 votes in the East Nusa Tenggara II Electoral District, including 31,564 votes in Kupang City, was driven by an integrated and sustainable personal branding strategy. Distinctiveness was reflected in her track record as the only female politician from East Nusa Tenggara to retain a parliamentary seat for four consecutive terms, supported by a firm and assertive communication style. Relevance was demonstrated through campaign programs aligned with community needs, particularly educational support via the Program Indonesia Pintar (PIP). Consistency was maintained through continuous political communication and community engagement via the Rumah Aspirasi, strengthening public trust and transforming her political track record into a credible electoral asset.
