Abstract

This research focused on digitalizing a web-based Operational Logbook system for the Aerodrome Control Tower used by Air Traffic Controllers (ATC) at the Biak Sub-branch. The current manual Operational Logbook system, which relies on physical books and handwriting, is inefficient due to the need for substantial storage space and the susceptibility to damage. This research aimed to address these issues by providing a web-based application that facilitates easier, faster, and more efficient data entry and retrieval. This research method employed Rapid Application Development (RAD), effectively developing systems quickly and under urgent needs. The RAD process includes three stages: planning, system design, and implementation. The planning phase involved identifying user needs and application objectives. The system design phase encompasses the overall system architecture, while the implementation phase involves developing and testing the application. Results indicated that the web-based Operational Logbook application significantly simplifies the recording and reporting processes for ATC personnel, reduces errors in data entry, and enhances data accessibility. The digital logbook supports high mobility, eliminating the need for physical books and associated storage space, and provides a secure and easily accessible archive of records, minimizing the risk of data loss and misuse. In conclusion, the digitalization of the Aerodrome Control Tower Operational Logbook is crucial for ATC officers at the Biak sub-branch. This web-based application improves the efficiency and effectiveness of record-keeping and reporting processes, aligning with the demands of the digital era and reducing operational inefficiencies.

Abstract

Purpose – Blended Learning in the Aerodrome & Heliport course combines theory and practice flexibly and interactively. Conventional methods are less effective due to the lack of active involvement and limited access to learning materials. This study aims to develop blended learning-based learning materials to improve student competency in the Aerodrome & Heliport course at the Makassar Aviation Polytechnic. In addition, this study was conducted due to the low academic achievement of students, with 20% failing the course.Methodology – The research used the Research and Development (R&D) model. However, only the first three stages are worked on: define, design, and develop. This research involves 24 air transport management diploma program students as respondents and two radio aids to air navigation instructor respondents. Data were collected through survey, interview, observation, and documentation. Assessments from experts on blended Learning and aviation education using qualitative and quantitative analysis methods were conducted to assess the validity of the developed teaching materials.Findings – The study demonstrated that blended Learning considerably raised student proficiency. The methodically created instructional materials received a high validity grade from specialists who rated them as "Very Valid" (Va ≥ 0.80). Additionally, the study discovered that using interactive teaching resources—like video tutorials, simulations, and structured learning modules—helped students comprehend complex ideas.Contribution – On a practical level, this study provides real solutions to address learning challenges in aviation vocational education by combining online and in-person Learning. The teaching materials developed can be used as a model by other similar institutions to design tech-based curricula that meet industry needs. Theoretically, the study deepens our understanding of how effective blended Learning can be in technical education, especially in aviation, by emphasizing the need for flexible instructional design that supports higher-order thinking Skills (HOTS).

Abstract

This research aims to analyze the factors causing delays in crew changes on the vessel fleet of PT. Satrya Maritim Indonesia and to formulate preventive strategies. The problem arose from cases of delayed crew rotations in the operational area of Brunei Darussalam, which resulted in client-imposed sanctions. The research method applied was qualitative descriptive, using observation, interviews, and documentation during the internship, as well as comparative analysis between field findings and crew management theories. The results indicate that delays were triggered by internal factors such as limited standby crew availability, irregular planning, weak interdepartmental coordination, and administrative errors, as well as external factors such as visa processing delays, changes in immigration policies, transportation disruptions due to weather, and specific client requirements. The recommended preventive strategies include the development of a structured timeline, strengthening the database and monitoring of both standby and former crew, regular recruitment, improved internal and external coordination, utilization of a crew management system, adjustment of rotation patterns, and continuous evaluation. In conclusion, preventing delays should focus on the synergy between human resource management, administrative planning, and compliance with destination country regulations in order to minimize risks of delays, enhance operational efficiency, and maintain client satisfaction. ABSTRAK Penelitian ini bertujuan menganalisis faktor penyebab keterlambatan crew change pada armada kapal PT. Satrya Maritim Indonesia dan merumuskan strategi pencegahannya. Permasalahan berawal dari kasus keterlambatan rotasi kru di wilayah operasi Brunei Darussalam yang berujung pada sanksi dari klien. Metode penelitian menggunakan deskriptif kualitatif melalui observasi, wawancara, dan dokumentasi selama praktik kerja, serta analisis perbandingan antara temuan lapangan dan teori manajemen kru. Hasil menunjukkan keterlambatan dipicu faktor internal seperti keterbatasan jumlah standby crew, ketidakteraturan perencanaan, lemahnya koordinasi antardepartemen, dan kesalahan administratif, serta faktor eksternal seperti keterlambatan pengurusan visa, perubahan kebijakan imigrasi, hambatan transportasi akibat cuaca, dan permintaan khusus klien. Strategi pencegahan yang direkomendasikan meliputi penyusunan timeline terstruktur, penguatan database dan monitoring kru standby maupun eks kru, rekrutmen berkala, peningkatan koordinasi internal-eksternal, pemanfaatan crew management system, penyesuaian pola rotasi, dan evaluasi berkelanjutan. Kesimpulannya, pencegahan keterlambatan harus berfokus pada sinergi manajemen sumber daya manusia, perencanaan administratif, dan kepatuhan regulasi negara tujuan guna meminimalkan risiko keterlambatan, meningkatkan efisiensi operasional, serta menjaga kepuasan klien.

Abstract

Background: Maritime transportation safety in Indonesia still faces various challenges, marked by a high number of ship accidents and a less-than-optimal vessel traffic monitoring system. The Automatic Identification System (AIS), as a modern navigation technology, has been mandated by the government to improve shipping safety. Objective: This study aims to analyze the effectiveness of the AIS-based monitoring system in improving maritime transportation safety in Indonesia and to identify obstacles in its implementation. Methods: The research used a mixed-methods approach through observations at VTS Makassar, interviews with ship operators and regulators, and distribution of questionnaires to shipping actors. Results: The results showed that AIS plays an important role in increasing navigational awareness, supporting real-time ship traffic monitoring, and aiding search and rescue processes. However, its effectiveness is not yet optimal due to devices being inactive or unfit for use, limited human resource competence, signal interference, and weak regulatory supervision. Conclusion: In conclusion, the AIS system is functionally effective in improving maritime transportation safety but requires regulatory strengthening, improved technical training, and infrastructure updates to ensure its implementation is optimal and sustainable.
