Abstract

The purpose of the study is: to find out and analyze how the work discipline of employees in BPSDM Central Sulawesi Province, and to find out the factors that become obstacles and supporters and alternative solutions. In this study, researchers used basic survey research and qualitative descriptive research types. Researchers set the location of the research at the office of the Human Resources Development Agency (BPSDM) of Central Sulawesi Province. With the population in this study is the entire State Civil Apparatus and Honorary Personnel totaling 125 people. The sampling technique using purposive sampling is to assign 31 people. The results showed that Civil Apparatus Discipline measured from high Responsibility was considered unfavorable. To use office equipment properly and observance of office rules is seen as good. For performance variables measured, quality and quantity indicators are considered less good while task implementation is considered good. The supporting factor in this study is that all employees in working use office equipment with a sense of responsibility and after each work all equipment used is stored in its original place properly and tidied up. All employees have followed the rules set by both clothing (uniform) and attributes and office rules asking permission if they do not enter the office or have business outside the office. The inhibiting factor in this study is that there are still many employees who are less responsible in completing the tasks given so that the quality of work is not good in carrying out tasks.

Abstract

This study aims to evaluate the quality of public services in Tatura Selatan Sub-district, Palu City, with a specific focus on the distribution mechanism of the Family Hope Program (PKH). A qualitative approach was employed to analyze four main dimensions: service effectiveness, community satisfaction, response speed, and bureaucratic communication. The findings indicate that public service delivery at the sub-district level is relatively effective and meets most of the beneficiaries' needs. However, response speed and communication still require improvement, particularly in information dissemination and administrative simplification. Academically, this study contributes to the existing literature on public service implementation at the local administrative level by emphasizing the integration of effectiveness, responsiveness, and communication within social assistance programs. The novelty of this research lies in its micro-level approach that links bureaucratic performance dynamics with beneficiaries' perceptions, offering a new perspective on how social service quality can be enhanced through the synergy of internal governance and public communication strategies. The findings provide a foundation for recommendations to improve effectiveness, satisfaction, responsiveness, and communication in social program implementation, ensuring greater transparency, adaptability, and accountability.

Abstract

This study investigates two key objectives: (1) the role of community participation and social reconstruction following the earthquake and liquefaction disaster in Sigi Regency and (2) the strategic utilization of local wisdom as a foundational element for long-term recovery and resilience. Employing a qualitative research design, the study collected both primary and secondary data through observations, in-depth interviews, Focus Group Discussions (FGDs), and documentation, supported by the Participatory Rural Appraisal (PRA) approach to ensure community engagement and contextual depth. Findings reveal that post-disaster community participation was notably high, with active involvement in reconstruction efforts, leading to widespread support for rehabilitation programs initiated by both governmental and traditional institutions. Furthermore, the revival and application of the molibu tradition, a local wisdom-based reconciliation and decision-making practice, emerged as a powerful cultural mechanism that significantly enhanced social reconstruction. The study found that, before incorporating this tradition, there was limited participation from key community actors, particularly traditional leaders. This research presents a culturally grounded model of disaster recovery, emphasizing the integration of Indigenous knowledge systems, such as Molibu, into formal post-disaster management strategies. It contributes to both academic discourse and practical policy by producing a Sinta-indexed journal article, a localized disaster management textbook, and recommendations for regional policymaking. The study also advocates for the institutionalization of local wisdom at the village level, ensuring its transmission across generations and its sustainability as a tool for resilience in disaster-prone communities.
