Abstract

Pernikahan di bawah umur merupakan hal yang sangat mengkhawatirkan, dikarenakan tingginya masalah pernikahan di bawah umur dan masalah perceraian di Kab.Wajo. Bahkan Studi World Health Organization (WHO) menyebutkan bahwa salah satu penyebab stunting di indonesia yaitu maraknya pernikahan di bawah umur. Adapun permasalahan yang ditemui di Desa Palippu adalah meningkatnya angka stunting dan beberapa anak yang menjalankan pernikahan di bawah umur karena faktor tertentu. Oleh karena itu PKM Institut Ilmu Hukum Dan Ekonomi Lamaddukelleng Angkatan II Tahun Akademik 2023-2024. di Desa Palippu menyelenggarakan sosialisasi tentang Pernikahan di bawah Umur. Diselenggarakan pada hari Kamis, 10 Agustus 2023. Menikah merupakan suatu ikatan lahir dan batin antara laki-laki dan perempuan untuk menjalankan kehidupan bersama dalam suatu rumah tangga untuk meningkatkan ibadah kepada Tuhan Yang Maha Esa. Dalam konteks ini, tentu negara memiliki regulasi yang menjamin perlindungan kepada para pihak yang akan maupun telah melangsungkan perkawinan. Pernikahan dini adalah pernikahan yang dilakukan oleh individu, baik laki laki maupun perempuan saat usianya masih di bawah umur dan belum mencapai kematangan yang sewajarnya. Ditinjau dalam aspek hukum, regulasi yang mengatur mengenai batasan usia perkawinan tercantum di dalam Pasal 7 ayat (1) Undang-Undang Nomor 16 Tahun 2019 tentang Perubahan atas Undang-Undang Nomor 1 Tahun 1974 tentang Perkawinan. Dalam Undang-Undang ini disebutkan bahwa perkawinan hanya diizinkan jika pihak pria dan wanita sudah mencapai umur 19 tahun.

Abstract

The incidence of early marriages in Mallusesalo Village is rising year on year. This issue has a significant impact on the quality of children, families, family harmony, and divorce. The prevalence of early marriages in the Wajo District has increased markedly in recent years. In 2023, the rate for males was 3.16%, while for females it was 3.45%. These figures represent a significant rise from the 1,041 recorded events in the preceding year. The underlying cause is also attributable to local cultural factors, which are shaped by the social system and the tradition of early marriage that is perpetuated within families. The consequences of early marriage include children dropping out of school, the loss of their reproductive rights due to early pregnancy and childbirth, and an increased risk of low birth weight (LBW), which can lead to stunting. Despite the enactment of Law No. 16 of 2019, which establishes the minimum age for marriage at 19 years for both men and women, early marriage remains prevalent. It is therefore important to facilitate socialisation with the aim of increasing public awareness of the impact of early marriage. This will help to reduce the increasing divorce rate, problematic female reproductive health, the number of stunted children caused by teenage mothers and domestic violence.

Abstract

In Indonesia, various studies have shown that there is still a significant gap in public understanding of applicable laws and regulations, especially in rural or remote areas such as Bila Village. Therefore, efforts to bridge this gap require socialization of legal compliance and awareness in Bila Village, Sabbangparu District, Wajo Regency as a form of community service aimed at increasing public compliance and awareness. This socialization method is considered very effective in internalizing the law in the community to ensure that the law is not only known, understood and internalized but also respected and obeyed.

Abstract

Dissemination of village regulations is a crucial step in ensuring that the community understands and complies with regulations established by the village government. According to Law Number 6 of 2014 concerning Villages, each village has the authority to regulate and manage government affairs and the interests of the local community. Therefore, effective dissemination can increase community participation in village development and create transparency and accountability in the management of village resources (KDPDTT, 2020). This community service research was conducted to disseminate regulations in Mario Village, Tanasitolo District, Wajo Regency using a lecture method (extension) to increase understanding regarding the importance of knowing and complying with village regulations. Through collaboration between KKN students from the Lamaddukelleng Institute of Science and Economics, the LEM Demokrasi (NGO), the village government, the BPD, and the community, this dissemination succeeded in increasing understanding regarding the importance of knowing and complying with village regulations.
