Abstract

The purpose of this research is to provide recommendations to government in taking efficiency measures on public spending in order to increase budget allocation for the environment. The data used are secondary data, obtained from the Central Bureau of Statistics and the Ministry of Finance of the Government of Indonesia as well as The World Bank. The research method employed is guantitative descriptive approach. Result shows that in the period of 2005-2014, the average spending growth rate is eguivalent with nominal GDP growth rate. However, the growth of spending on Goods and Services is well above higher than that of nominal GDP, reflecting inefficient spending allocation. Our calculation shows that Goods and Services spending has saving potential of IDR 22,6 trillion, which half of the amount sourced from efficiency of spending on Maintenance Expenditure. Such amountcould significantiy enlarge the spending for the environment, particularly for spending on pollution handling.

Abstract

As the world’s largest nickel producer, Indonesia faces critical challenges in decarbonizing its nickel smelting sector while maintaining economic growth. This study addresses the lack of integrated assessments of carbon pricing impacts and green finance mechanisms in Indonesia’s nickel industry, using exclusively secondary data from government reports (BPS, MEMR), global databases (IEA, Global Carbon Atlas), and policy documents. A gate-to-gate Life Cycle Assessment (ISO 14044) reveals that Indonesian nickel smelters emit 14.8 tons CO₂-eq per ton of product (IEA, 2023), 25% higher than the global average. Economic modeling, based on nickel price trends (LME, 2020–2023) and carbon tax scenarios, indicates that a $40/ton CO₂ tax would raise production costs by 15%, reducing export competitiveness by 6.2% under current market conditions. Policy analysis highlights the feasibility of green bonds and fiscal incentives for renewable energy adoption, referencing successful cases in the Philippines (RE Law, 2022). These findings provide a data-driven framework for aligning Indonesia’s nickel industry with its 2060 net-zero target, emphasizing the role of secondary data in shaping low-carbon transitions for resource-rich economies.

Abstract

Energy security is a strategic element in supporting sustainable development and national security, particularly in Indonesia's outermost islands. Wetar Island in Southwest Maluku Regency faces serious challenges in the form of high dependence on fuel oil and limited energy distribution systems. This study aims to conduct an in-depth analysis of the challenges of distribution and dependence on BBM and their impact on the energy security of Wetar Island. The study uses a qualitative approach with a case study method through analysis of policy documents, energy institution reports, and related scientific studies. The results of the study show that the dominance of BBM, logistical obstacles due to geographical conditions, and high energy costs have led to low resilience in the local energy system. In addition, the limited use of renewable energy has increased the region's energy vulnerability. This study emphasises the need for energy diversification, strengthening of local infrastructure, and integration of central and regional policies in order to achieve sustainable energy security for Wetar Island.

Abstract

Ketahanan energi nasional merupakan aspek strategis yang tidak hanya berkaitan dengan ketersediaan sumber daya, tetapi juga pengamanan infrastruktur vital yang menopangnya. Dalam konteks Indonesia, kehadiran Komponen Cadangan (Komcad) TNI menjadi elemen penting dalam mendukung pengamanan infrastruktur energi dari berbagai ancaman, termasuk yang bersifat non-tradisional dan geopolitik. Studi ini bertujuan untuk meninjau secara sistematis peran Komcad TNI dalam memperkuat ketahanan energi melalui pendekatan pengamanan fisik dan dukungan operasional terhadap objek-objek vital nasional di sektor energi. Dengan metode studi literatur, penelitian ini mengkaji regulasi, strategi pertahanan, serta kerangka kerja sinergis antara sektor militer dan energi. Hasil kajian menunjukkan bahwa integrasi Komcad dalam strategi ketahanan energi dapat meningkatkan respons negara terhadap potensi gangguan yang bersifat eksternal maupun internal. Oleh karena itu, penguatan kapasitas Komcad dalam konteks keamanan energi menjadi langkah adaptif yang relevan dengan dinamika geopolitik kontemporer.
