Abstract

This study explores innovative public policy strategies to break the cycle of disability-related poverty in Indonesia through a comprehensive literature review. The analysis reveals that barriers to education, employment, health services, and social protection, exacerbated by discrimination and stigma, are structural and mutually reinforcing poverty and exclusion. Grounded in the social model of disability and the capability approach, the study emphasizes that poverty is not merely a result of impairment but systemic obstacles limiting individual agency and opportunity. It highlights the role of Law Number 8 of 2016 as a foundational legal framework while stressing the need for consistent implementation, cross-sectoral coordination, and active participation of persons with disabilities in policymaking. Promising approaches include inclusive governance, accessible infrastructure, skills development programs, and stigma reduction initiatives. The study contributes theoretically by reinforcing the view that disability inclusion is a matter of rights and a strategic imperative for sustainable development and social justice. Embedding inclusive values into the core of public policy is key to reducing inequality and ensuring no one is left behind in Indonesia’s development.

Abstract

Political literacy refers to the ability of individuals to understand political systems, processes, and information to actively participate in political decision-making. For first-time voters, political literacy is crucial as it forms the foundation for making rational choices, particularly in the 2024 regional elections (Pilkada). This community engagement initiative aims to enhance the level of political literacy among first-time voters through socialization, political literacy education, and comprehension tests covering four key indicators: understanding the political system, knowledge of the Pilkada process, critical evaluation of political information, and participation in Pilkada. The study employed a Google Form-based questionnaire distributed to 40 respondents from 11th and 12th-grade students in both science (IPA) and social sciences (IPS) streams. The analysis results revealed that the average comprehension level of respondents ranged between 70% and 85%, with minor variations across indicators and groups. Respondents demonstrated strong understanding in the "Knowledge of the Pilkada Process" indicator but showed the need for improvement in "Critical Evaluation of Political Information." These findings underscore the importance of strengthening political literacy, particularly in combating misinformation that becomes prevalent ahead of elections. By improving political literacy, first-time voters are expected to become agents of change who promote healthier democracy through active and critical political participation.

Abstract

This Study aims to analyze the effectiveness of the ACTORS theory based partnership model in economic empowerment in maritime villages in Nagan Raya Regency.The research method used is a qualitative method with a descriptive approach through in depth interviews, observation, and documentation, and data validation using source triangulation and member check. The results showed that the confidence & competence and authority indicators obtained the lowest scores (2 out of 5 each), indicating low confidence, technical skills, and limited village authority in program implementation. In contrast, the responsibility indicator received the highest score (4 out of 5), which is due to the implementation of a digital financial governance system (siskeudes) that can improve accountability. These findings indicate the need to increase human resource capacity and strengthen local institutions to optimize the blue economy concept in a sustainable manner in coastal areas.

Abstract

The research focuses on addressing the challenges associated concerning agricultural management in the Gayo Highlands community, specifically in the Aceh Tengah Regency. Both local village authorities and customary institutions are responsible for the use of the agricultural area. The main objective is to foster a collaborative and effective approach between these two entities, thus minimizing any potential overlap of responsibilities. The research aims to identify prudent measures that can be taken to enhance agricultural practices within the Gayo Highlands community while considering the influence and existence of both institutions within the broader framework of Aceh governance. A qualitative research methodology is employed, consisting of preliminary observations and analysis of authority structures. The researchers then suggested the implementation of wise policies to ensure sustainable agricultural management. Ultimately, the research endeavours to improve the quality of life for the Gayo Highlands community by establishing a solid foundation for agricultural development without disregarding the authorities of traditional and village governance

Abstract

The concept of smart cities has emerged as a promising prospect for several major urban centers in Indonesia. Putting smart city projects together requires thinking about many things. Big data has become one of the most important parts for making sure that these projects will last. Employing big data technology makes it easier to improve the ways that data is stored and processed. This makes it possible to gather useful data that could greatly improve a wide range of smart city services. This study uses a library-based qualitative research approach to analyze scholarly journals and relevant literature. The method involves meticulous collection of data from carefully chosen libraries, aiming to provide comprehensive insights into the phenomenon of big data in smart cities implementation within government administration. This study aims to contribute to the identification and analysis of challenges encountered in emergency situations, with the ultimate goal of providing assistance in effectively mapping the problem at hand. The present discourse underscores the indispensability of Indonesia's contemporary human mindset in bolstering the viability of the smart city paradigm.

Abstract

This research examines governance strategies to address gender inequality in the mining industry and enhance women’s empowerment. It identifies barriers preventing women from accessing opportunities and leadership roles through a systematic review of 37 articles published between 2014 and 2024. Data analysis using NVivo 12 Plus focused on themes such as women’s roles, challenges, and gender dynamics, while VOSviewer was employed for bibliometric analysis. The findings reveal systemic barriers, including limited training, unequal pay, and exclusion from decision-making. The study underscores the need for inclusive policies and gender-sensitive governance to drive meaningful change, aligning with the Sustainable Development Goals (SDGs), particularly gender equality (SDG 5) and decent work and economic growth (SDG 8). It calls for comprehensive policies, comparative analyses of effective strategies across contexts, and integration of community perspectives into empowerment initiatives. Strengthening governance frameworks and fostering collaboration between stakeholders, policymakers, and local communities can enhance gender equality and inclusive growth in mining. Future research should further explore policy effectiveness, cross-national comparisons, and innovative governance models to address structural inequalities and promote sustainable economic participation for women.

Abstract

Penelitian ini berusaha menganalisis lebih jauh tentang fungsi atributif kecamatan sebagai perangkat daerah kabupaten/kota. Selain penyelenggaraan urusan pemerintahan umum, kecamatan mempunyai tugas melaksanakan koordinasi penyelenggaraan pemerintahan, pelayanan publik dan pemberdayaan masyarakat desa di wilayah kecamatan. Kecamatan dalam menjalankan tugasnya diharapkan dapat memberikan usulan-usulan kepada pemerintah daerah dalam mencari alternatif-alternatif sumber pendanaan dan melakukan  kerja sama dengan semua pihak. Penelitian ini diawali dengan literature review dengan mempertimbangkan dasar kebijakan yang dilaksanakan oleh kelembagaan kecamatan mengenai fungsi atributif kecamatan berdasarkan perundang-undangan dan peraturan tertentu di Kabupaten Aceh Barat. Pendekatan studi dilakukan dengan menggunakan pendekatan kualitatif dengan metode studi kasus (case study) untuk memperoleh informasi-informasi dari lapangan. Temuan penelitian ini bisa menjadi inovasi sebagai alternatif pembiayaan pembangunan dalam rangka membangun hubungan komunikasi dengan semua pihak agar dapat mendorong pembiayaan pembangunan di daerah.

Abstract

In the digital era, the integration of local wisdom with public services presents a unique opportunity to enhance community engagement and effectiveness. This study, grounded in qualitative research methodologies, explores how local cultural and traditional knowledge can be seamlessly incorporated into the digital infrastructure of public services. The primary objective is to assess the impact of local wisdom on the efficiency and user satisfaction of public services in a digitized context. By employing in-depth interviews, focus group discussions, and thematic analysis, the research delves into the experiences of community members and service providers. The findings reveal that embedding local wisdom in digital services not only preserves cultural heritage but also increases the accessibility and relevance of these services to the local populace. This approach fosters a sense of community ownership and enhances trust in digital platforms. The study concludes that the marriage of local wisdom with digital innovation in public services not only aligns with contemporary technological advancements but also ensures the retention of cultural identity, offering a balanced path forward in the digitalization era.
