Abstract

This study, entitled "Dynamics in Village Leadership (A Study of Village Apparatus Recruitment in Weseben Village, Malaka Regency)," aims to analyze the leadership style of village heads in the apparatus recruitment process, uncover the growing practices of patronage and clientelism, and examine their implications for the implementation of good governance principles at the village level. Theoretically, this research is based on village leadership theory, patronage-clientelism theory, and the concept of good governance, which emphasizes the values ​​of transparency, accountability, and public participation in village governance.The method used was a qualitative approach with a case study design. Data were collected through in-depth interviews with village heads, village officials, traditional leaders, members of the Village Consultative Body (BPD), and the community, and was supported by field observations and documentation studies. The results indicate that: (1) the leadership style of village heads in Weseben is dominant and personalistic, with the village head retaining full control over the apparatus recruitment process, (2) apparatus recruitment places greater emphasis on loyalty and personal closeness than on professional competence, (3) The practice of patronage and clientelism is strongly evident in the relationship between the village head as patron and village officials as clients, which is built through kinship ties and reciprocal interests, (4) decisions regarding the appointment of officials are often tinged with elements of nepotism and collusion to strengthen the village head's political support base, and (5) the recruitment system is not yet oriented towards the principle of a merit system, namely a selection system based on individual ability, achievement, and integrity, as implemented in professional governance.Thus, it can be concluded that the dynamics of village leadership in Weseben are still strongly influenced by the practice of patronage and clientelism, which hinders the realization of democratic, transparent, and accountable village governance.

Abstract

The weakening of party identification has become a unique phenomenon from year to year, in the context of elections this weakening has caused several negative effects, one of which is the practice of money politics that is increasingly massive in society. In other words, strong party identification will reduce the practice of money politics. This hypothesis will be tried to be proven by this research by looking at the influence of party identification on money politics that occurs in the community, especially in the Presidential and Vice Presidential Elections in Kupang City in 2024. The method used in this study is a quantitative method using a survey technique of 440 respondents spread across six sub-districts in Kupang City. The conclusion obtained in this study is that party identification does not have a positive impact on public acceptance of money politics. The weak identification of parties in Kupang City is caused by the structure and institutionalization of political parties that are not running optimally. On the other hand, the people of Kupang City tend to prioritize a person's character rather than party identification. The results of the 2024 election again prove that the identification of community parties in Kupang City is still quite low.

Abstract

This article discusses the impact of cultural context and informal social networks on candidate campaign financing in the Malaka Regency regional elections, East Nusa Tenggara Province. This study employs a qualitative approach, incorporating clientelism and candidate financing theories, to examine candidate financing practices in the Malaka Regency elections. The study's main finding is that all candidate pairs in the elections utilized informal networks based on kinship, ethnicity, and organizations as political vehicles. However, these informal networks did not significantly influence campaign funding. The study concludes that the primary component of candidate financing remains dominated by political party machinery, while informal networks do not receive sufficient financing as political machines.

Abstract

Penelitian ini berjudul Strategi Kampanye Pemenangan Antonius Doni Dihen Dan Ignasius Boli Uran Dalam Pemilihan Bupati Dan Wakil Bupati Flores Timur 2024, dengan rumusan masalah utama yaitu bagaimana strategi kampanye pemenangan Antonius Doni Dihen dan Ignasiius Boli Uran dalam pemelihan Bupati dan wakil Bupati Kabupaten Flores Timur 2024. Tujuan penelitian ini Adalah Untuk menganalisis strategi kampanye politik pasangan Antonius Doni Dihen dan Ignasius Boli Uran dalam pilkada Flores Timur tahun 2024. Penelitian menggunakan teori Strategi Kampanye yakni strategi publisitas, strategi persuasi, strategi pencitraan dan strategi argumentasi. Penelitian ini menggunakan pendekatan kualitatif dengan jenis pendekatan deskriptif, sedangkan teknik pengumpulan data menggunakan teknik wawancara, subjek dalam penelitian ini terdiri dari pasangan kandidat, Tim sukses serta tokoh agama, pemuda, dan Masyarakat dengan fokus studi kasus di Kabupate Flores Timur. Metode yang digunakan yaitu metode wawancara, dan metode dokumentasi. Hasil penelitian menunjukkan bahwa kemenangan diperoleh melalui kombinasi strategi terintegrasi pembentukan koalisi politik solid yang memperluas basis dukungan, strategi komunikasi yang menyoroti nilai-nilai kandidat beserta komitmen pembangunan merata, serta pendekatan dialogis yang mendekatkan kandidat dengan masyarakat. Kontribusi penelitian ini adalah menjelaskan bahwa selain koalisi dan komunikasi yang efektif, pemanfaatan dinamika budaya lokal dan responsivitas terhadap aspirasi masyarakat juga menjadi kunci keberhasilan, yang menunjukkan kesesuaian strategi dengan kondisi lokal Flores Timur.

Abstract

Pembangunan energi panas bumi (geothermal) merupakan bagian dari agenda strategis nasional dalam mendukung transisi energi dan ketahanan energi nasional. Namun, implementasi proyek geothermal di Desa Atakore, Kecamatan Atadei, Kabupaten Lembata, memunculkan resistensi dari masyarakat lokal, khususnya terkait proses pembebasan lahan yang berada di wilayah adat. Penelitian ini bertujuan untuk menganalisis bentuk gerakan sosial masyarakat Atakore serta mengidentifikasi aktor-aktor yang terlibat dalam penolakan terhadap pembebasan lahan proyek geothermal. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif, melalui teknik pengumpulan data berupa wawancara mendalam, observasi lapangan, dan dokumentasi. Analisis data dilakukan dengan menggunakan teori strukturasi Anthony Giddens untuk melihat relasi dialektis antara agensi masyarakat dan struktur kekuasaan negara maupun korporasi. Hasil penelitian menunjukkan bahwa gerakan sosial masyarakat Atakore merupakan bentuk tindakan kolektif yang terorganisir, melibatkan tokoh adat, tokoh agama, pemuda, serta masyarakat secara luas. Gerakan ini didorong oleh kekhawatiran terhadap hilangnya tanah ulayat, rusaknya nilai-nilai adat, serta minimnya partisipasi masyarakat dalam proses pengambilan keputusan. Gerakan sosial tersebut tidak hanya bersifat penolakan, tetapi juga menjadi sarana negosiasi dan artikulasi kepentingan masyarakat adat terhadap kebijakan pembangunan. Penelitian ini menegaskan bahwa masyarakat adat bukanlah aktor pasif, melainkan subjek aktif yang memiliki kapasitas reflektif dalam merespons dan menantang struktur pembangunan yang dianggap tidak adil.

Abstract

This study analyzes the position and role of Mosalaki in the social structure and their influence on political behavior in Naruwolo II Village, Ngada Regency. Using a qualitative case study approach, data were collected through in-depth interviews, observation, and documentation involving Mosalaki and community members. The analysis applies elite theory and political broker theory. The findings indicate that Mosalaki occupy a strategic position as local elites, deriving authority from customary legitimacy, lineage, and community recognition. They serve as guardians of customary values, mediators in social conflicts, and leaders in traditional decision-making. From the perspective of elite theory, Mosalaki possess significant authority in shaping social norms and collective decisions. Meanwhile, political broker theory explains their role as trusted intermediaries who influence community perceptions and political preferences through informal communication, customary symbols, and close social relationships. Their influence is generally indirect, embedded in cultural values and traditions respected by the community. The study concludes that Mosalaki continue to play a significant role as both local elites and political brokers, demonstrating that customary authority and community trust remain important factors in shaping local social and political dynamics.

Abstract

This study is motivated by the importance of developing tourism villages as an effort to promote local economic growth through stakeholder collaboration. Coal Village in West Manggarai Regency has developed Bukit Porong as a nature- and culture-based tourism destination involving the government, local communities, and private sectors. However, the collaboration process remains suboptimal due to limitations in infrastructure, human resources, and coordination. This study aims to examine the collaborative governance process in the development of Bukit Porong Tourism Village using the collaborative governance model proposed by Ansell and Gash (2007). A qualitative approach with a descriptive method was employed, using interviews, observations, and documentation as data collection techniques. The results show that collaborative governance has been implemented but has not yet reached optimal effectiveness, particularly in institutional arrangements, coordination mechanisms, and community participation. Despite these challenges, collaboration has contributed to increasing tourist visits and supporting local economic activities. The study concludes that collaborative governance is still in a transitional stage and requires strengthening institutional design, leadership capacity, and community involvement to ensure sustainable tourism development.

Abstract

This study examines the low level of community political participation in the 2021 Village Head Election (Pilkades) in Mburukulu Village, Pahunga Lodu District, East Sumba Regency. This phenomenon is interesting to study because the participation rate decreased from 79.5% in 2015 to 59.8% in 2021. This study aims to analyze the factors causing the low level of community political participation and the impact of these factors on Indonesian democracy if left unchecked and the importance of increasing political participation. Mburukulu Village in the 2021 Village Head Election (Pilkades). This study uses a descriptive qualitative method, relying on data from interviews, observations, and field documentation. The analysis is based on Ramlan Surbakti's Political Participation theoretical framework (regarding socio-economic factors and political awareness). Based on Ramlan Surbakti's theory, it explains that low participation is caused by political awareness, trust in the political system and other factors. The results of the study indicate that low political participation is characterized by: First, low public trust in the village political system, where people believe that participating does not bring change or has no impact on their lives. Second, low public political awareness. This condition creates apathy and a parochial-passive political culture, eliminating citizens' initiative to get involved in the election process. Second, third, the socio-economic situation of the community where the orientation is on work and economic needs of the community, or the dominance of daily economic pressures. The Mburukulu community, whose occupations are predominantly farmers, livestock breeders, and fishermen, influences motivation to get involved, namely prioritizing work that provides measurable financial benefits, making political participation a secondary choice with long-term benefits.

Abstract

This study examines the contestation of spatial governance between the governmentand fishvendors (streetvendors/PKL) in the Kelapa Lima Tourism Park Area, Kupang City. The development of coastalareas as tourism space softencreat estensions with the economic activities of local communities that existedprior to the development. This study aims to analyze the contestation of spatial governance and the responses and spatial meanings constructed by fish vendors toward the area development policy. This research employed a qualita tiveapproa chusing a case study method. Data were collected through interviews, observations, and documentation. The informants consisted of government agencies, fishvendors, vendor associations, local communities, and other relevant stakeholders. Data were analyzedusing the Miles and Huberman interactive model and interpreted through Henri Lefebvre’sTheory of the Production of Space, which includes spatial practice, conceived space, and lived space.The findings reveal that spatial contestation occurs due to differing interests between the government and fishvendors in the utilization of space. The government produces space through planning, regulations, and infrastructure development, while fish vendors utilize space based on economic needs and accessibility. The relocation site providedby the governmentwas perceived as lessstrategic, leading many vendors to continueselling in areasthat are moreaccessible to customers. This situation generated responses in the form of resistance and spatial adaptation as vendorssought to maintain their livelihoods. The study concludesthat the mismatch between planned space and the socio-economic needs of the communityis the primary factor driving spatial contestation in the Kelapa Lima Tourism Park Area.
