Abstract

This study examines public service ethics in the implementation of an online queuing system, focusing on the aspects of fairness and service accessibility at the Bone Bolango Regency Public Service Center. The background of this study is rooted in the development of information technology, which has driven the transformation of public services toward a digital model to enhance the effectiveness, efficiency, and transparency of services provided to the public. The objective of this study is to analyze how the implementation of the online queuing system in public service is viewed from the perspective of public service ethics, particularly regarding equitable access to services. This study employs a qualitative approach using the library research method. Data were obtained from various literature sources, such as scientific journals, books, and articles relevant to the topic of digital public service. Data analysis was conducted using the Miles and Huberman model, which includes data reduction, data presentation, and drawing conclusions, and is supported by the SERVQUAL theory, which covers the dimensions of tangibles, reliability, responsiveness, assurance, and empathy. The results of the study indicate that online queuing systems can improve the quality of public services through ease of access, time efficiency, and certainty of service schedules. However, their implementation still faces challenges in the form of system disruptions, limited internet infrastructure, and low digital literacy among the public, which result in suboptimal accessibility.

Abstract

This research aimed to analyze the effectiveness of Village Fund utilization in supporting infrastructure development programs in Pelehu Village, Bilato Subdistrict, Gorontalo Regency. This research employed a qualitative approach with a descriptive research design. The theoretical framework used was Budiani's (2007) Program Effectiveness theory, which comprises four indicators: Program Target Accuracy, Program Socialization, Program Goal Achievement, and Program Monitoring. Data were collected through observation, interviews, and documentation. The results showed that the use of Village Funds to support infrastructure development in Pelehu Village was relatively effective, as indicated by the program effectiveness indicators proposed by Budiani (2007). Infrastructure development was aligned with community needs through Subdistrict-Level Deliberations (Musdus) and Village Deliberations (Musdes), accompanied by program socialization via various media, although it had not yet reached all community members. The development programs also provided benefits in terms of accessibility and the community's socioeconomic activities, although their implementation was not yet optimal due to budget constraints and development Consultative Body (BPD), the Implementation Team (TPK) and the community: however, community participation in monitoring still needd strengthening.

Abstract

Village government performance may appear administratively functional while remaining systemically weak. This study examines how work quality, work quantity, timeliness, effectiveness, and work independence are configured in the performance of Momalia III Village Government, Posigadan District, South Bolaang Mongondow Regency. A qualitative embedded single-case design was used. Data were obtained through semi-structured interviews with seven key informants, non-participant observation, and village documents, and were analyzed through data reduction, thematic display, verification, and cross-source synthesis. The findings show that routine administrative services are delivered, but performance is not consistently sustained when workload, procedural complexity, coordination demands, or decision requirements increase. Work quality is constrained by uneven apparatus capacity; work quantity is affected by workload concentration; timeliness depends on document completeness, attendance, verification, and coordination; effectiveness is limited by infrastructure and the weak conversion of administrative expenditure into directly perceived public value; and work independence remains semi-autonomous because strategic decisions are concentrated around village leadership. The study argues that village performance should be understood not merely as an aggregate of individual competencies but as a systemic configuration of capacity distribution, work allocation, coordination, resources, authority, and governance arrangements. This perspective implies that performance improvement requires organizational redesign alongside individual capacity development.
