Abstract

 Mutu benih sawit merupakan faktor terpenting yang mempengaruhi produktivitas kelapa sawit. Terjadinya pemalsuan benih sawit atau benih yang tidak bersertifikat akan berdampak buruk bagi perkebunan kelapa sawit Indonesia, karena menyebabkan penurunan produktivitas benih kelapa sawit. Oleh sebab itu diperlukan penentuan titik kritis persyaratan atau tolok ukur untuk meningkatkan produktivitas benih kelapa sawit. Pada SNI 8211:2015 dan beberapa peraturan Kementerian Pertanian terdapat persyaratan atau tolok ukur yang masing-masing memiliki konteks yang mendukung perbaikan mutu benih kelapa sawit. Untuk dapat menentukan titik kritis dari persyaratan atau tolok ukur yang ditetapkan, maka dalam penelitian ini dilakukan penyandingan atau komparasi antara SNI dengan beberapa peraturan Kementerian Pertanian tersebut yang selanjutnya dianalisis dengan menggunakan metode deskriptif kuantitatif. Berdasarkan hasil identifikasi dan analisis, tahapan dalam produksi benih kelapa sawit dibagi menjadi 4 bagian diantaranya tahapan pemuliaan, tahapan reproduksi benih, tahapan pemrosesan benih, dan tahapan pengecambahan benih. Dari masing-masing tahapan tersebut diperoleh titik kritis persyaratan atau tolok ukur yaitu pada tahapan pemuliaan terdapat 4 parameter kritis seperti pembentukan populasi dasar, prosedur pemuliaan, pengujian progeni, dan kriteria seleksi persilangan. Pada tahapan reproduksi benih terdapat 2 parameter kritis yaitu mating design dan reproduksi benih, dan kondisi fisik tanaman. Pada tahapan pemrosesan benih terdapat 2 parameter kritis yaitu unit persiapan benih, dan unit pengecambahan. Kemudian tahapan selanjutnya pengecambahan benih terdapat 1 titik kritis yaitu mutu fisiologis kecambah. Titik kritis persyaratan atau tolok ukur dari setiap tahapan tersebut jika dipenuhi dan diterapkan dengan baik dan benar akan meningkatkan produktivitas mutu benih unggul yang komersil dan berkualitas tinggi.

Abstract

An organization which has applied SNI 19-9001-2001, Quality Management System - Requirement, implicitly its officer performance must be good also. If the officer performance almost in entire unit relatively is not yet is maximal, so this research aim to know what factor that influencing the officer performance Leadership style, ethos and officer performance elaborate 30 questions on questionnaire and distributed to 50 officers at random. Then the answers of questionnaire analyses using partial and simultaneous analyst. The research result indicate that leadership style strongly influence the officer performance (Rho=0,811), while ethos less influence toward performance (Rho=0,222). Leadership style and ethos simultaneous analysis is more and more strong influence officer performance (Rho=0,812)

Abstract

Gross Domestic Product (GDP) is the number of goods and services produced by a country in a certain period as a measuring tool for a country's economic development. GDP comprises many factors, including national household consumption, investment, state consumption, exports, and imports. Standards are inherent in goods and services produced, consumed, and nationally and internationally traded. This study aims to determine the effect of standards on GDP. The method used is econometrics through case studies in Indonesia by considering the independent factors, namely fixed capital, number of workers, patents, and Indonesian National Standard (SNI), while the dependent factor is GDP. The results showed that a 1% percent increase in  SNI, patents, fixed capital, and labor could increase Indonesia's GDP by 0.3%, 0.08%, 0.04%, and 0.4 %, with alpha 5% from 1998 to 2017, respectively. With an average SNI growth of 5.43%, the contribution of SNI is 1.63% year to the average GDP growth. In monetary terms, a 1% increase in total SNI in 2017 increased to about 5.9 trillion in GDP.
