Abstract

This study aims to examine the government's role in empowering Micro, Small, and Medium Enterprises (MSMEs) and to analyze this role from an Islamic economic perspective within the Talang Babat Urban Village. The study is motivated by the persistent challenges faced by MSME operators—such as limited capital and marketing constraints, as well as the unequal distribution of government assistance. A qualitative approach utilizing descriptive methods was employed. Data were gathered through observation, interviews, and documentation. Research informants included the Head of the East Tanjung Jabung Regency Cooperative and MSME Agency and MSME operators in Talang Babat. Data analysis involved data reduction, data presentation, and conclusion drawing. The findings indicate that the government has played a role in MSME empowerment through training, guidance, mentoring, and business assistance programs. From an Islamic economic perspective, this government role reflects principles of justice, public interest (maslahah), and societal welfare. Nevertheless, challenges remain, specifically regarding the uneven distribution of assistance and limited access to information for some MSME operators.

Abstract

The aim of this research is to examine in depth various empowerment strategies (MSMEs), especially in the Kayu Api shrimp cracker business which is located in the Kampung Laut sub-district. The approach used in this study is the qualitative method, which allows the researcher to develop a comprehensive understanding of the process of empowering MSMEs. Data collection techniques include in-depth interviews with business actors and relevant stakeholders, direct observation of production activities, as well as documentary studies of various relevant supporting data. Through data analysis carried out, it was found that empowerment strategies include training in skills and technology and management, strategic and strategic interventions in business management, as well as expanding marketing networks in a way signify will be able to increase the production capacity and income of MSME players. These strategies not only have an impact on improving aspects of the economy, but also encourage the growth of attitudes of self-confidence, creativity and innovation among business actors.
